AbstrakTujuan dari penelitian ini adalah mendeskripsikan partisipasi masyarakat dalam pelaksanaan program anti bullying di SMA N 1 Depok Sleman. Pendekatan penelitian yang digunakan adalah pendekatan kualitatif dengan metode deskriptif. Adapun subjek intinya adalah masyarakat yang terlibat dalam pelaksanaan program anti- bullying di sekolah yaitu kepolisian, orangtua dan alumni. Pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi. Analisis data dilakukan dengan menggunakan model analisis interaktif Miles dan Huberman yaitu reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa partisipasi masyarakat dalam pelaksanaan program anti bullying di sekolah ini dilakukan dengan berbagai cara sesuai dengan kemampuan masing-masing masyarakat. Bentuk partisipasi yang dilakukan masyarakat adalah sosialisasi, pembinaan, dan pelaporan. Manfaat yang dirasakan oleh beberapa pihak diantaranya adalah adanya preventif bullying pada siswa. Partisipasi masyarakat di sekolah ini berada pada puncak tangga partisipasi karena sekolah telah mampu menumbuhkan kontrol sosial dalam pelaksanaan programnya dan memberdayakan masyarakat dalam bentuk dukungan dan mengembangkan program anti bullying ke dalam beberapa strategi penanganan dan antisipasi bullying. This research used a qualitative approach and descriptive method. The key subjects of the research were society which was involved to the anti-bullying program in this school that was the police, parents, and alumni. Data collection with interview, observation and documentation. Data analysis in this research used an interactive model by Miles and Huberman that was data reduction, data presentation, and conclusion. The result of this research indicated that community participation in the implementation of anti-bullying program in this school did by many methods suitable with the capability of each community. The type of participations were socialization, founding, and report. The benefit of community participation in the implementation of anti-bullying program was student bullying prevention. This school have reached to top level community participation Ladder because the school abled to cultivate social control in this program implementation and this school have been empowered the community, in this case, community empowerment that built by school was support and the school have developed an anti-bullying program into several strategies to handle and anticipate bullying. AbstrakPenelitian ini bertujuan untuk mendiskripsikan implementasi program, program pengembangan, serta faktor pendukung dan penghambat implementasi program Gerakan Indonesia Membaca melalui Kampung Literasi Tukangan. Pendekatan penelitian ini ialah deskriptif kualitatif. Teknik pengumpulan data yang digunakan dalam penelitian ini ialah wawancara, observasi, dan studi dokumentasi. Teknik analisis data menggunakan model Miles and Huberman yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Keabsahan data penelitian ini menggunakan triangulasi sumber dan teknik. Hasil dari penelitian ini yaitu imlementasi progam meliputi komunikasi, sumberdaya, disposisi dan struktur birokrasi berjalan baik meski beberapa variabel kurang maksimal. Program pengembangan di kampung literasi meliputi program peminjaman buku, reading group, pusat informasi kesehatan remaja, dan kelompok batik. Faktor pendukung program diantaranya partisipasi masyarakat, sarana dan prasarana, serta dukungan tokoh masyarakat. Faktor penghambat program diantaranya partisipasi yang kurang, waktu, dan dana. Kata kunci: Implementasi program, gerakan Indonesia membaca, kampung literasi, Kampung Tukangan. Abstrasct This research are aims to describe the implementation program, development program, and supporting factors and obstacle factor the implementation of Indonesian Action Reading Program trough Tukangan Literacy Village. The research adopted a descriptive-qualitative. Data collection techniques used in this research were interviews, observation, and document study. Data analysis technique based Miles and Huberman model consisting of three procedures i.e. data reduction, data display and verification. The validity of the study was enhanced by source and method triangulation. The result of this research indicate that the implementation contains communication, resources, disposition, and bureaucratic structure was running well even though some variables are less than optimal. The development program in Literacy Village i.e book lending circulation, reading group, Youth Health Information Center, and batik group. Supproting factors i.e. society participation, facilities, and supporting all stake holder. Meanwhile the inhibiting factors include low community participation, less time, and the funding. Abstrak Tujuan dari penelitian ini adalah mendeskripsikan mengenai strategi sekolah dalam mengembangkan kultur sekolah anti bullying di SMA Negeri 2 Wates. Pendekatan penelitian yang digunakan adalah kualitatif dengan metode deskriptif. Subjek penelitian adalah kepala sekolah, wakil kepala sekolah bagian kesiswaan, guru BK, guru mata pelajaran, dan siswa. Pengumpulan data dilakukan dengan observasi, wawancara, dan dokumentasi. Analisis data dilakukan dengan menggunakan model interaktif Miles dan Huberman yaitu reduksi data, penyajian data, dan verifikasi. Hasil penelitian menunjukkan adanya strategi yang dilakukan sekolah dengan cara mengembangkan nilai-nilai anti bullying, dibuatnya program anti bullying, membiasakan warga sekolah untuk bersalaman menyapa dan berperilaku sopan, semua aktor warga sekolah dilibatkan dalam anti bullying, adanya artefak yang menunjang berupa pos satpam, ruang PIK-R, ruang bimbingan konseling, dan slogan anti bullying. Kata kunci: Strategi, Kultur Sekolah, Anti Bullying Abstract This study aims to describe the school’s strategy in developing anti-bullying school culture in 2 Wates High School. This research used a qualitative approach descriptive method. The subjects of this research were the headmaster, deputy headmaster, for student affairs, conseling guidance teacher, subject teachers, and student. Data collection is done through observation, interview, and documentation. The research instrument uses observation guidelines, interview guidelines, and documentation guidelines. Data analysis techniques use an interactive model of Miles and Huberman that is data reduction, data presentation, and conclusion. The results showed that the school has a strategy in developing anti-bullying school culture. These strategies include: the development of anti-bullying values, there are programs or activities created, accoustom the school community every day to shake hands, greet and behave politely. AbstrakPenelitian ini bertujuan untuk: 1) menganalisis partisipasi perempuan anggota DPRD dalam perumusan Kebijakan Penyelenggaraan Pendidikan Menengah di DPRD DIY; 2) menganalisis hambatan yang ada pada partisipasi perempuan dalam perumusan Kebijakan Penyelenggaraan Pendidikan Menengah di DPRD DIY; 3) mendeskripsikan solusi yang dilakukan perempuan anggota DPRD dalam perumusan Kebijakan Penyelenggaraan Pendidikan Menengah di DPRD DIY. Penelitian ini merupakan penelitian deskriptif kualitatif. Subjek penelitian ini adalah anggota dewan perempuan dengan teknik purposive sampling. Teknik pengumpulan data menggunakan wawancara dan dokumentasi. Teknik analisis data menggunakan model analisis data Miles dan Huberman dan analisis gender. Teknik keabsahan data menggunakan triangulasi sumber dan triangulasi teknik. Hasil penelitian menunjukkan bahwa: 1) partisipasi perempuan dalam perumusan Kebijakan Penyelenggaraan Pendidikan Menengah di DPRD DIY sudah menunjukkan keadilan dan kesetaraan gender, dilihat dari aktivitas, manfaat, akses, kontrol, dan dampak.; 2) hambatan partisipasi perempuan, hambatan struktural yaitu kurangnya pelatihan dalam membuat rancangan peraturan daerah, sistem rekrutmen oleh KPU pada calon perempuan anggota DPRD tidak ada tes kemampuan profesional, koordinasi rapat kurang terjadwal sistematis. Hambatan kultural meliputi budaya literasi, kurangnya rasa percaya diri, budaya untuk meningkatkan profesionalitas masih lemah; 3) Solusinya adalah pelatihan, KPU memiliki syarat untuk menjadi politisi perempuan harus menjalani tes kemampuan profesional, penjadwalan yang di atur oleh Badan Musyawarah, memberikan kesempatan pada perempuan untuk mengikuti forum diskusi.Kata Kunci: Partisipasi, Perempuan, Perumusan Kebijakan AbstractThis study aims to: 1) analyze the women’s participation in the process of formulating the Secondary Education Implementation Policy in DPRD DIY; 2) analyze the obstacles that exist in women's participation in the process of formulating the Secondary Education Implementation Policy in DPRD DIY; 3) describe the solutions made by female members in the process of formulating the Secondary Education Implementation Policy in DPRD DIY. Penelitian ini merupakan penelitian deskriptif kualitatif. Subjek penelitian ini adalah anggota dewan perempuan dengan teknik purposive sampling. Teknik pengumpulan data menggunakan wawancara dan dokumentasi. Teknik analisis data menggunakan model analisis data Miles dan Huberman dan analisis gender. Teknik keabsahan data menggunakan triangulasi sumber dan triangulasi teknik. Hasil penelitian menunjukkan bahwa: 1) partisipasi perempuan dalam perumusan Kebijakan Penyelenggaraan Pendidikan Menengah di DPRD DIY sudah menunjukkan keadilan dan kesetaraan gender, dilihat dari aktivitas, manfaat, akses, kontrol, dan dampak.; 2) hambatan partisipasi perempuan, hambatan struktural yaitu kurangnya pelatihan dalam membuat rancangan peraturan daerah, sistem rekrutmen oleh KPU pada calon perempuan anggota DPRD tidak ada tes kemampuan profesional, koordinasi rapat kurang terjadwal sistematis. Hambatan kultural meliputi budaya literasi, kurangnya rasa percaya diri, budaya untuk meningkatkan profesionalitas masih lemah; 3) Solusinya adalah pelatihan, KPU memiliki syarat untuk menjadi politisi perempuan harus menjalani tes kemampuan profesional, penjadwalan yang di atur oleh Badan Musyawarah, memberikan kesempatan pada perempuan untuk mengikuti forum diskusi.Kata Kunci: Partisipasi, Perempuan, Perumusan Kebijakan AbstractThis study aims to: 1) analyze the women’s participation in the process of formulating the Secondary Education Implementation Policy in DPRD DIY; 2) analyze the obstacles that exist in women's participation in the process of formulating the Secondary Education Implementation Policy in DPRD DIY; 3) describe the solutions made by female members in the process of formulating the Secondary Education Implementation Policy in DPRD DIY. AbstrakPenelitian ini bertujuan untuk mendeskripsikan tingkat ketercapaian Standar Nasional Pendidikan yang ada pada Sekolah Dasar se-Kecamatan Gedongtengen, Yogyakarta. Jenis Penelitian yang digunakan adalah penelitian kuantitatif deskriptif. Tempat penelitian dilakukan di Kecamatan Gedongtengen Yogyakarta. Jumlah populasi sebanyak enam SD yang ada di Kecamatan Gedongtengen, yaitu; SD Negeri Gedongtengen, SD Negeri Sosrowijayan, SD Kanisius Notoyudan, SD Muhammadiyah Pringgokusuman, SD Netral C dan SD Netral D. Teknik pengumpulan data menggunakan angket instrumen baku akreditasi dari BAN-SM Tahun 2019. Teknik analisa data menggunakan statistik diskriptif dengan metode penyajian grafik dan tabel. Hasil dari penelitian ini menunjukkan bahwa skor capaian rerata seluruh standar pada semua sekolah sebesar 95,76 maka telah mencapai kriteria unggul. Namun masih ditemukan permasalahan dalam beberapa komponen standar, maka dari itu masih memerlukan upaya akselerasi serta inisiatif dari sekolah dan semua pihak yang terkait dengan berbagai bentuk kegiatan dan program evaluatif untuk meningkatkan capaian Standar Nasional Pendidikan Sekolah Dasar di Kecamatan Gedongtengen.Kata Kunci : Ketercapaian, Standar Nasional Pendidikan, SD se-Kecamatan Gedongtengen YogyakartaAbstractThis research aims to describe the level of attainment of the National Education Standards in Elementary Schools in Gedongtengen District, Yogyakarta. Abstrak Penelitian implementasi kebijakan kampung ramah anak di Kelurahan Gunungketur Kota Yogyakarta bertujuan mendeskripsikan implementasi kebijakan kampung ramah anak di Kelurahan Gunungketur Kota Yogyakarta. Penelitian ini merupakan penelitian kualitatif deskriptif. Teknik pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Teknik analisis data menggunakan metode Miles, Huberman, dan Saldana Uji keabsahan data pada penelitian ini menggunakan metode triangulasi sumber. Hasil dari penelitian ini adalah (1) Implementasi kebijakan kampung ramah anak di Kelurahan Gunungketur Kota Yogyakarta dilakukan melalui pembentukan komitmen masyarakat serta kebermitraan dengan lembaga terkait. Aktor yang berperan yakni kelurahan, rt dan rw, Gugus tugas KRA, masyarakat serta lembaga mitra KRA. (2) Program dari kebijakan kampung ramah anak mencakup kegiatan pemanfaatan waktu luang yaitu pendidikan kesenian kebudayaan, serta program dari lembaga pusat kreatifitas anak di masing-masing rw. (3) Faktor pendukung yaitu dukungan orangtua terhadap kegitan anak, peran serta aktif pengelola menjalankan program. Faktor penghambatnya adalah kurangnya partisipasi orangtua, serta kurangnya pendanaan terhadap program.Kata Kunci: Kampung Ramah Anak, Implementasi, Penerapan Program AbstractThe study about the implementation of child-friendly village in gunungketur urban village yogyakarta aims to describe the implementation fo child-friendly village in gunungketur urban village yogyakarta. The results of the study are : (1) The implementation of child-friendly village in gunungketur urban village yogyakarta done by forming public commitments and partnership with related institutions. The actor who plays a role in the policy were the urban village administrator, the officer, the policy task force, the public as well as policies related institutions. (2) The child-friendly village programs include leisure time utilization activities such cultural arts education and the program by the central agency of children’s creativity institution in each region. (3) The supporting factors in children-friendly village policy implementation is the support form parents for their children activities, and the active role of the manager in carrying out the programs. AbstrakPenelitian ini bertujuan untuk mendeskripsikan Implementasi Kebijakan Peningkatan Mutu Pendidikan di SD Muhammadiyah Program Khusus (MPK) Jogonalan.Penelitian ini merupakan jenis penelitian deskriptif kualitatif. Penelitian ini dilakukan di SD Muhammadiyah Program Khusus (MPK) Jogonalan. Subjek penelitian ini adalah Kepala Sekolah, Guru dan Siswa. Teknik Pengumpulan data yang digunakan oleh peneliti adalah observasi, wawancara dan studi dokumentasi. Teknik analisis data menggunakan teori dari Miles, Huberman dan Saldana. Keabsahan data peneliti menggunakan metode triangulasi sumber dan teknik.Hasil penelitian menunjukkan bahwa Implementasi Kebijakan Peningkatan Mutu Pendidikan di SD Muhammadiyah Program Khusus (MPK) Jogonalan dilaksanakan dengan (1) Komunikasi yang tersampaikan melalui visi dan misi sekolah yang diwujudkan dalam program-program yang ada sekolah dan pembaharuan ide pada proses belajar mengajar yang berlangsung kondusif serta rapat yang diadakan untuk pengambilan keputusan (2) Sumberdaya yang berkualitas, sarana prasarana yang cukup memadai, dukungan yang diberikan kepala sekolah dan warga sekolah bagi siswa yang berprestasi, sumber dana yang berasal dari SPP dan BOS serta adanya inovasi dalam pemberian pembelajaran (3) Disposisi yang terlihat dari kerjasama yang terjalin, memiliki semangat gotong royong, komitmen yang baik dari implementor, tanggung jawab akan fasilitas sekolah, serta bentuk kepedulian yang tinggi dari pemimpin pada saat pelaksanaan kebijakan (4) Struktur Birokrasi yang berjalan sesuai dengan struktur yang ada dan setiap bidang memiliki hubungan koordinasi dan intruksi sesuai dengan Tupoksi bidang masing masing, namun belum ada tim khusus dalam peningkatan mutu pendidikan serta belum ada standar baku untuk pengadaan infrastruktur sekolah.Kata kunci: Implementasi, Mutu Pendidikan, SD Muhammadiyah Program Khusus (MPK) Jogonalan Abstract This study aims to describe the Implementation of Education Quality Improvement Policy at Muhammadiyah Program Khusus (MPK) Jogonalan Elementary School. Keabsahan data peneliti menggunakan metode triangulasi sumber dan teknik.Hasil penelitian menunjukkan bahwa Implementasi Kebijakan Peningkatan Mutu Pendidikan di SD Muhammadiyah Program Khusus (MPK) Jogonalan dilaksanakan dengan (1) Komunikasi yang tersampaikan melalui visi dan misi sekolah yang diwujudkan dalam program-program yang ada sekolah dan pembaharuan ide pada proses belajar mengajar yang berlangsung kondusif serta rapat yang diadakan untuk pengambilan keputusan (2) Sumberdaya yang berkualitas, sarana prasarana yang cukup memadai, dukungan yang diberikan kepala sekolah dan warga sekolah bagi siswa yang berprestasi, sumber dana yang berasal dari SPP dan BOS serta adanya inovasi dalam pemberian pembelajaran (3) Disposisi yang terlihat dari kerjasama yang terjalin, memiliki semangat gotong royong, komitmen yang baik dari implementor, tanggung jawab akan fasilitas sekolah, serta bentuk kepedulian yang tinggi dari pemimpin pada saat pelaksanaan kebijakan (4) Struktur Birokrasi yang berjalan sesuai dengan struktur yang ada dan setiap bidang memiliki hubungan koordinasi dan intruksi sesuai dengan Tupoksi bidang masing masing, namun belum ada tim khusus dalam peningkatan mutu pendidikan serta belum ada standar baku untuk pengadaan infrastruktur sekolah.Kata kunci: Implementasi, Mutu Pendidikan, SD Muhammadiyah Program Khusus (MPK) Jogonalan Abstract This study aims to describe the Implementation of Education Quality Improvement Policy at Muhammadiyah Program Khusus (MPK) Jogonalan Elementary School. This research is a qualitative descriptive research. This research was conducted at SD Muhammadiyah Program Khusus (MPK) Jogonalan. The subjects of this study were the principal, teachers and students. Data collection techniques used by researchers are observation, interviews and documentation study. The data analysis technique used the theory of Miles, Huberman and Saldana. The data validity of the researchers used the triangulation method of sources and techniques. AbstrakPenelitian ketercapaian standar nasional pendidikan pada SMK pertanian di Provinsi D.I. Yogyakarta bertujuan untuk mengetahui ketercapaian standar nasional pendidikan pada SMK pertanian di Provinsi D.I. Yogyakarta. Penelitian ini merupakan penelitian kuantitatif diskriptif. AbstrakPenelitian ini bertujuan untuk: 1. Mengetahui tren angka putus sekolah jenjang SMK selama 10 tahun ke depan di DIY; 2. Mengetahui kebijakan dan program yang diupayakan pemerintah untuk mengurangi angka putus sekolah di DIY. Penelitian ini menggunakan pendekatan kuantitatif deskriptif dengan metode analisis data sekunder dan wawancara. Data sekunder berasal dari Dinas Pendidikan Pemuda dan Olahraga DIY. Analisis data menggunakan Analisis Tren dengan persamaan Ẏ = 𝑎 + 𝑏𝑥. Hasil penelitian adalah: 1. Tren APtS jenjang SMK selama 10 tahun ke depan di DIY pada anak laki-laki mengalami kecenderungan menurun dengan persentase mencapai 0,92% dan telah memenuhi Standar Pelayanan Minimal Bidang Pendidikan, sedangkan pada anak perempuan mengalami kecenderungan meningkat dengan persentase mencapai 2,12% dan belum mampu memenuhi Standar Pelayanan Minimal Bidang Pendidikan; dan 2. Kebijakan dan program untuk mengurangi APtS jenjang SMK di DIY yaitu kebijakan pembiayaan pendidikan melalui program BOS dan kebijakan serta program dengan inovasi di masing-masing daerah. Data analysis uses Trend Analysis with the equation Ẏ = 𝑎 + 𝑏𝑥. The results of the study are: 1. The trend of APtS Vocational School for the next 10 years in DIY in boys has a downward trend with a percentage reaching 0,92% and has met the Minimum Service Standards in Education, while girls have a tendency to increase with a percentage reached 2,12% and have not been able to meet the Minimum Service Standards in Education; and 2. Policies and programs to reduce the APtS of SMK levels in DIY, namely the education financing policy through the BOS program and policies and programs with innovation in the region. AbstrakPenelitian ini bertujuan untuk mendiskripsikan latar belakang dan implementasi kebijakan sekolah budaya di SD Negeri 1 Trirenggo. Penelitian ini merupakan penelitian deskriptif kualitatif. Penelitian ini dilaksanakan di SD Negeri 1 Trirenggo pada bulan Maret sampai April. Subjek penelitian ini yaitu kepala sekolah, guru, dan siswa. Teknik pengumpulan data menggunakan observasi, wawancara dan studi dokumen. Hasil penelitian menunjukkan bahwa: (1) latar belakang kebijakan sekolah budaya karena ingin melestarikan nilai budaya luhur dan kearifan lokal. Proses perumusan kebijakan sekolah budaya didominasi kepala sekolah dengan merumuskan tujuan dan perencanaan lalu disosialisasikan kepada guru, bersama-sama menyusun silabus dan RPP, dijabarkan programnya dan terlihat respon dari siswa; (2) implementasi kebijakan sekolah budaya yaitu adanya rapat, seminar, menunjuk koordinator program, guru paham mengintegrasikan RPP, program pengintegrasian, kegiatan sekolah dan pembiasaan. Faktor pendukung yaitu, guru, wali murid, pihak ketiga, fasilitas, dan kejelasan program. Sedangkan faktor penghambatnya seperti, SDM kurang terlatih, banyaknya kegiatan, ekonomi wali murid, dan lingkungan.
