The phenomena of spatial spillovers of digitalization and competitiveness inside European regions 数字化与欧洲区域竞争力的空间溢出现象

This study examines the spatial spillovers of digitalization and competitiveness across 240 NUTS2 regions in the EU-27, addressing concerns about the widening digital divide and competitiveness challenges in the European Digital Single Market. Using Eurostat regional digitalization indicators and the EU Regional Competitiveness Index, we employ global and local spatial autocorrelation analysis to identify variables with significant spatial spillover effects. We then apply K-means clustering to determine regional susceptibility to digital and competitiveness spillovers. Our novel approach combines digitalization and competitiveness analyses at a granular NUTS2 level, revealing heterogeneous digitalization patterns across European regions. The research identifies regions where digital spatial spillovers are most effective and those at risk of being left behind. Additionally, both competitiveness and digitalization show a relevant nationalization effect, where the spatial spillover between regions appears inside each country with limited effect on neighbouring Member States. This comprehensive spatial analysis offers valuable insights for policymakers aiming to enhance open strategic autonomy, regional digital competitiveness and reduce disparities within the EU, aligning with the objectives of the Digital Decade programme and the Competitiveness Compass initiative.

Over the past decade, mobile internet access has been the main public policy approach for connecting rural areas in several countries. Although it has been a central policy, gaps remain in understanding the factors that predict connectivity among these communities. Evidence indicates that rural communities face unique challenges shaped by geographical and socioeconomic contexts, as well as accelerated digitalization due to COVID-19, reshaping access for many underserved areas. This study investigates how connectivity in marginalized rural communities has evolved over time in Chile. We conducted a mixed-method longitudinal study in rural towns across northern, central, and southern Chile, applying a relational and resource-based model for digital inclusion. We compared survey data and interviews collected in 2014–2015 and 2023. In particular, we explored data from 2014 to 2015 to analyze internet adoption levels through face-to-face surveys in 11 rural villages (N = 598) and in-depth interviews (N = 21) in three of them, revealing the importance of personal, social, and material resources for adoption. In 2023, we revisited the same communities (survey N = 449, interviews N = 15). Data comparison shows that while some predictors of Internet adoption became non-relevant over time, others, such as age and education, remain the strongest connectivity predictors. In addition, contextual factors—such as younger populations, generational expectations, and shifting attitudes and demands toward digital availability—contribute to persistent discourses of digital marginalization despite infrastructure improvements.

IT investment and labor displacement: Evidence from Korea 信息技术投资与劳动力转移:来自韩国的证据

There is widespread concern that many companies heavily invest in IT, such as artificial intelligence (AI) and cloud technologies, in order to replace human labor. Using novel Korean data, we verify whether such an effect is present in the cross-sectional variation among firms’ IT investment and workforce size. At the firm level, the economy-wide effect of doubling IT investment per worker is associated with a reduction of over 60 workers in total workforce size. Meanwhile, IT investment seems to be enhancing productivity, as reflected in its positive association with both the total salary bill and the average wage per capita. The overall effect of IT investment appears to be a decrease in the labor share. Despite the strong government-led push for the adoption of new IT technologies during the same period, the analysis suggests that this effort should be complemented by additional policy measures to mitigate the potential impacts of reduced human involvement in production.

In 2006, only 10 % of individuals in Spain engaged in e-commerce, while the period from 2018 to 2021 has seen a significant rise, with the proportion of people aged 16 to 74 making online purchases in the last three months increasing from 43.5 % to 55.2 %. This study utilizes a comprehensive panel dataset derived from the Instituto Nacional de Estadística (INE) surveys, analyzing 65,386 observations to track these changes. This research identifies the principal drivers and barriers influencing e-commerce adoption through descriptive and advanced longitudinal analysis. We hypothesize and confirm key control variables' signs and statistical significance, including income levels, gender, educational attainment, and digital skills. Our findings provide critical insights into the evolving digital commerce landscape, offering valuable implications for policymakers and business strategists aiming to enhance digital inclusivity and market reach.

The knowledge base of Big Tech: Research as a source of informational leadership by the dominant US digital platforms 大型科技公司的知识库:美国主流数字平台作为信息领先来源的研究

Investing in research is an essential element in any business model in the digital age. At the forefront of this approach to innovation are digital platforms, which have resources and development strategies that enable them to enter and transform many markets outside their core activities. This work assembles a wealth of evidence to show that the omnipresence of Big Tech has now reached the science & technology sector in a significant way. We analyse the publication growth, influence, themes and partnership profiles of Big Tech (Amazon, Apple, Facebook, Google, and Microsoft). In a process that came alive in the 2000s, it is by the 2010s that these giant US-based ICT-services companies move fast and publish things. They show strong dynamic capabilities in “Physical Sciences” and “Computer Science”. Co-authorships reveal links to American universities, mostly in California. Internationally, there is a strong preference for research collaboration with China, with the UK coming second. Results provide a better appreciation of Big Tech's multidimensional footprint and how the science & technology ecosystem is evolving and causing new policy pressures in the 21st century.

Do digital platform's unethical behaviors influence users' trust and intention to use alternative platforms? 数字平台的不道德行为是否会影响用户的信任和使用替代平台的意愿?

This study elucidates factors associated with consumers' continued engagement with digital platforms despite declining trust related to unethical behavior. The influence of platforms' unethical behavior on consumers' trust and their intention to use alternative platforms were assessed using a survey. Unethical behavior by CEOs or management was found to negatively affect consumer trust in platforms, with CEO misconduct exerting a more pronounced negative effect. Switching costs moderated trust's influence on alternative platform usage intentions, with higher perceived learning and relationship costs weakening the negative effect of consumer trust on alternative platform usage intentions. Theoretical significance was underscored by introducing switching costs as a potential moderator between consumer trust and alternative platform usage intentions. Furthermore, the significance of effectively managing learning and relationship switching costs was highlighted. This study offers practical implications and indicates that failure to manage these costs may result in consumers switching to competitors due to unethical behavior.

Drawing on the theory of technological momentum, this study examined how public perceptions of GPT regulation evolved in response to technological advancement. Based on computational analysis of Quora posts primarily from U.S.-based users, the study traced shifting discourse patterns from initial concerns about model output to heightened attention to labor-related risks, accompanied by a notable decline in fear surrounding technical mechanism and job displacement. Despite these changes, public trust in regulatory institutions remained largely stable. The findings revealed a form of regulatory perception inertia, wherein the public maintained sustained concern for structural issues while increasingly adopting an adaptive mentality toward emerging risks. Implications for building more reflexive governance strategies that account for both cognitive adaptation and institutional inertia were also discussed.

Factors driving mobile network operator profitability in public safety mobile broadband projects 推动移动网络运营商在公共安全移动宽带项目中盈利的因素

This study examines the business aspects of mobile network operators (MNOs) in public safety communications projects using MNOs' 4G/5G networks. It analyses key factors affecting MNO profitability in public safety broadband projects, including business models, network investments, public funding, contract length, and business risks. A discounted cash flow model was used, supported by sensitivity analyses, reflecting national public safety projects in the United States and Europe. Based on public data and expert interviews, the model shows that significant public funding is essential for MNO profitability. The single-actor business model used in the United States has been shown to be more profitable than the multi-actor model used in European projects due to its broader service portfolio. Additionally, the findings illustrate how public safety projects can influence MNOs’ standard mobile business by affecting market share, with substantial implications for revenue. This study provides a financial model and recommendations to help MNOs maximise profitability in public safety projects and offers strategic guidance for government authorities in designing effective public safety procurement processes. It also presents policy recommendations to further assist with regulation.

The impact of spectrum set-asides on private and public mobile networks 频谱预留对专用和公共移动网络的影响

Seeking to accelerate digitalisation of enterprises, some regulators have started relying on radio spectrum set-asides for enterprises. Set-asides reserve radio bandwidth for potential use by enterprises in specific locations. This study empirically examines the impact of spectrum set-asides on the adoption of mobile connectivity technologies by enterprises, and the impact of setting spectrum aside on the public network quality. We find no evidence that set-asides have accelerated adoption of private networks or more broadly defined digitalisation of enterprises as measured by the number of licenced IoT connections. However, use of radio spectrum set-asides presents a trade-off, as it diminishes spectrum availability for public networks, potentially affecting download speeds and overall service quality. We find that 100 MHz of additional spectrum nationally was linked to 4.5 Mbps greater download speeds (a 24 % increase). These findings underscore the need for cautious policy approaches and consideration of alternative spectrum access frameworks.

The launch of ChatGPT in late 2022 has generalized the availability of chatbots with generative artificial intelligence capabilities for end users. From here, the question is whether this technology is being used equally by all user groups or rather whether we may be at the beginning of a new digital divide. The present study addresses this question by using a well-designed, nationwide survey with data on AI chatbot use. Binary and ordered logit regression models are estimated for the actual AI chatbot use. The results show that the older, the less educated and women lag behind in the use of this new technology. In addition, users who make greater use of other digital technologies are also more likely to use generative AI. Although generative AI is a new technology, its pattern of use among individuals seems to follow the path of previous digital divides. The implications of these findings are discussed.
