Adjustment Of The Need For Land Water Signs On The Musi River Flow 木思河流量陆水标志需求的调整

16 Ilir River Port is a port located in the city of Palembang. There are obstacles along the Musi river shipping lane so that instructions/information must be given for safety on the way, one of which is inland water signs but the condition is not maintained and there are signs that are missing, damaged, and have been covered by trees, it is necessary to install signs according to their needs. The aims of this study are as follows: To determine the need for river signs in the Musi River area. To determine the placement of river signs in the area of ​​Palembang City (Pulo Kerto) to Banyuasin Regency (Muara Sungsang). To stipulate technical specifications for signs in terms of the shape and size of inland water signs. The research methodology used is observation, library/documentation (literature) and institutional. The analysis used is the analysis of the need for river signs, analysis of the placement of river signs, analysis of the technical specifications of signs in terms of the shape and size of the signs. The results of this study are the addition of Mainland Water Signs on the Musi River shipping channel as many as 98 signs to support safety, security, necessity, and discovery of past currents. Placement of river signs in the area of ​​Palembang City (Pulo Kerto) to Banyuasin Regency (Muara Sungsang). There are points of vulnerable locations such as bends, crossroads that are not yet complete with inland water signs and also obstacles.

Jepara Ferry Port is a port located in Jepara District, Jepara Regency which serves the Jepara - Karimunjawa route. In terms of needs, tariffs are very influential on the level of transportation services, especially in the fulfillment of public services. However, the tariffs that apply on the Jepara - Karimunjawa route are now tariffs based on the old regulations. In addition, there is also a change in the Production Unit (SUP) for the type of vehicle class in accordance with Attachment I, Regulation of the Minister of Transportation Number 66 of 2019 concerning Mechanisms for Determining and Formulating the Calculation of Ferry Transport Tariffs. The aims of this study are as follows: 1) Knowing the operational costs of ships (BOK) on the Jepara - Karimunjawa route based on the Regulation of the Minister of Transportation Number PM. 66 of 2019. 2) Knowing the calculation of ferry transportation fares on the Jepara - Karimunjawa route based on the Regulation of the Minister of Transportation Number PM. 66 of 2019. The research methodology used is direct observation in the field (field research), interviews (interviews), literature/documentation (literature) and institutional. Then to analyze this, it is guided by Ministerial Regulation Number 66 of 2019 concerning the Mechanism of Determining and Formulating the Calculation of Ferry Transport Tariffs. Gilimanuk Crossing Port is organized and managed by PT. ASDP Indonesia Ferry (Persero), this crossing port serves 1 track with 50 Ro-Ro type ships (roll on - roll off) in operation. The high level of demand for crossing services, encourages the government to pay attention to all components related to crossing transportation, such as safety aspects that are one of the important components in crossing transportation. Including life safety equipment on board the ship as a precaution in case of an emergency. The method used in this study was carried out by comparing the existing state with the expected circumstances under the Regulation of the Director General of Sea Transportation NO: UM.008/9/20/DJPL – 12 on Technical Instructions for the Implementation of Indonesian-Flagged Non-Convention Vessel Standard (Non-Convention Vessel Standard Indonesian Flagged) Chapter IV Article 80. The author tried to analyze the problems that will later be drawn to be a solution or solution to the problem in an effort to increase supervision of the number and condition of passenger safety equipment on board ships operating at the pontoon dock at Gilimanuk Crossing Port of Bali Province.

The Jepara Ferry Port is managed and operated by the Jepara Regency Transportation Service, under the supervision of the Land Transportation Management Center for Region X Central Java Province and D.I. Yogyakarta. Meanwhile, the operation of the ferry is carried out by PT. ASDP Indonesia Ferry (Persero) Jepara branch. This ferry port only serves 1 (one) pioneer crossing, which is served by 2 (two) ferry boats. This ferry port plays an important role in connecting Java Island with Karimunjawa Island. Because this port is the closest crossing access to the Karimunjawa Islands. This ferry port is served by 1 (one) Ro-Ro type ship and 1 (one) fast boat type owned by 2 (two) shipping companies, namely PT. ASDP Indonesia Ferry (Persero) and PT. Sakti Inti Makmur cruise. Based on the results of the survey that has been carried out, the vehicle handling system on the KMP Ro-Ro ship. Siginjai is not in accordance with the Regulation of the Minister of Transportation Number 115 of 2016 concerning Procedures for Transporting Vehicles on Ships. Kuala Tungkal Ferry Port is a port managed by BPTD Region V Jambi. Kuala Tungkal Ferry Port serves 2 routes with 2 Ro-Ro ships . One of the important components in ferry transportation is safety. Safety is addressed not only to service users but also to crew members. On ships operating at the Kuala Tungkal Ferry Port , there are many safety equipment that have been damaged including life jackets, lifebuoys, lifeboats and the number of safety equipment that is not in accordance with the ship's needs based on the Safety Of Life At Sea ( SOLAS). The condition and number of safety equipment must be considered both in terms of the feasibility of the equipment and the completeness of the equipment so that in the event of an emergency the existing safety equipment can be used properly as a form of implementing aspects of passenger safety on board. The number and condition of safety equipment that is not in accordance with the needs can endanger the safety of the lives of passengers in the event of an accident. The number of safety equipment must be able to accommodate the number of passengers and crew on board. Author tries to analyze the problem so that conclusions can be drawn which can later be used as solutions or problem solving suggestions that can be proposed by the author in an effort to improve supervision of the condition and number of passenger safety equipment at KMP. Ferry Port is a port specifically used for ferry transportation using Roro ships. Ketapang Ferry Port has an important role for the community because it is a Ferry Port that organizes crossings using ships to connect the islands of Java and Bali to travel such as work, tourism, or supply of agricultural products such as food, building materials and so on. The existence of the Ketapang Ferry Port will support economic development and the development of community activities as well as the growth of the population area (Hinterland). In its implementation, there are still many people who enter the port freely which should only be entered or passed by port officials and port service users who already have tickets to cross. This is very dangerous for service users and traders themselves. And there are still crossings between vehicles that will enter or leave the dock and the lack of supporting facilities for sterilization and traffic management at the Ketapang Ferry Port such as sign facilities. This is due to the lack of regulation regarding the zoning system, traffic flow patterns and traffic sign arrangements in accordance with the regulations, namely the Regulation of the Minister of Transportation Number 29 of 2016 concerning Fertilization of Ferry Ports, Decree of the Director General Number 242 of 2010 concerning Technical Guidelines for Crossing Traffic Management and Regulations. Minister of Transportation of the Republic of Indonesia Number 13 of 2014 concerning Traffic Signs. Port sterilization and management of traffic flow patterns as well as regulation of traffic signs are very important things at the ferry port in order to create a safe, comfortable, orderly and smooth ferry port.

Tigaras Port is managed by the North Sumatra Region II Land Transportation Management Center. Vessels operating at this port consist of 2 motorized crossing ships, namely KMP. North Sumatra I and KMP. North Sumatra II, as well as 17 traditional motor boats. Tigaras Port is one of the ports that has a busy trip schedule and is crowded with visitors every day. The world is currently being hit by a disease epidemic due to Corona Virus Disease (Covid-19) and the epidemic has had a major impact, including to the transportation sector. However, there is no maximum control effort and the level of compliance with the application of health protocols at Tigaras port, both from the passenger sector, transportation facilities operators, and transportation infrastructure operators is still very minimal.

Tanjung Kalian Ferry Port is a ferry port that connects Sumatra Island and Bangka Island which has a distance of 30 miles. The Tanjung Kalian – Tanjung Api-Api route has 13 (thirteen) ships that operate for a travel time of 240 minutes or 4 hours. High productivity of passengers and vehicles on the Tanjung Kalian – Tanjung Api-Api route which causes the ship's carrying capacity to exceed the provided capacity, resulting in load accumulation. The method of analysis of the carrying capacity on the ship uses the analysis of the daily average load factor calculation. The primary data used is a survey of productivity data for departures and arrivals for 15 days from April 21 – May 5, 2021, survey data for ship sailing times, and survey data for ship layover time for the Tanjung Kalian – Tanjung Api-Api route. By looking at the increasing productivity of passengers and vehicles at the Tanjung Kalian Ferry Port, there is an increase in the needs of service users that must be met, including the frequency of ships and the number of ships operating. In accordance with the results of the analysis, Tanjung Kalian Ferry Port must increase the frequency of ships to 19 trips/day. This is used to overcome the number of service users who are not transported.

Gilimanuk Crossing Port is a crossing port that has a very important role for the community, especially on the island of Bali and Java as a moving bridge that connects the road network that is cut off due to the waters to transport passengers, goods, and vehicles. Based on the observations, there are several problems in existing conditions at Gilimanuk Crossing Port, namely waiting rooms and  gangways  that do not function properly, pedestrians who enter / disembark the ship still through  trestle,lack of facilities for passengers with special needs, and lack of attention of officers to maintain health protocols of passengers at Gilimanuk Crossing Port. The methods used to analyze problems are  Importance Performance Analysis  and  Customer Statisfaction Index based on aspects  of Tangibility, Reliability, Responsiveness, Assurance,  and  Emphaty. The results of the analysis obtained a passenger satisfaction index of 61.5% and there are 5 (five) service attributes in quadrant I in the cartesius  diagram importance performance analysis which is a priority to be improved and improved quality. The results of the analysis of the study include officers at Gilimanuk Crossing Port are less assertive with service users who violate health protocols such as not keeping their distance, not washing their hands and neglecting to use masks; There are still pedestrian passengers passing through the trestle so that there is a lack of security and safety of passengers and vehicles; Lack of hand washing facilities /handsanitizer; There are no facilities available for passengers with special needs to get on /off the ship.

The Hunimua-Waipirit crossing route connects Ambon Island with West Seram Island in the travel time of 1.5 hours and on this route there is a KMP. Terubuk with the life safety equipment that is not in accordance with the rules regarding conditions and numbers. Inadequate equipment in the form of lifeboats, lifejackets, lifebuoys, and need the maintenance on the liferaft. The collection of inventory data for life safety equipment is carried out by observing at the KMP Terubuk, in order to obtain clear information regarding the condition and number of life safety equipment that do not comply with existing regulations.
