The Bakauheni - Merak route has 71 (seventy one) ships which operate for a regular boat travel time of 108 minutes while the executive ship travel time is 90 minutes. The average passenger productivity on the Bakauheni-Merak route is 477 passengers and the vehicle is 184 vehicles. The large productivity of passengers and vehicles on the Bakauheni-Merak route causes the ship's carrying capacity to be incompatible with the ship's particular ship. It is known that the Jatra 3 ship in the particular ship particular has a allowable capacity of 115 vehicles. However, based on observations it is known that the carrying capacity of more than 115 vehicles, The method of analyzing the carrying capacity on the ship uses the analysis of the daily load factor calculation. Based on their activities, ports in Riau Province have goals and objectives for improving freight and passenger services. The existence of these Riau ports has an impact on improving Indonesia's economy. Therefore, ferry transportation is important in the Riau Province because it connects with the surrounding area and also to help economic development which of course requires facilities and infrastructure to support the smooth running of people's daily activities. The Air Putih Ferry Port in Bengkalis Regency, Riau Province, serves the Air Putih - Sei Selari route. For this reason, it is necessary to provide services in accordance with statutory regulations in order to carry out good port activities. However, in fact there are still several indicators of service to passengers that are not in accordance with the provisions. Based on these conditions, the authors conducted a literature study on the problems found at the port. Then an analysis is carried out using a method in order to obtain the results of the analysis as well as the problem solving suggestions. The method used to analyze the existing problems is the calculation of the level of conformity of passenger service standards with existing conditions. This method is carried out with the support of surveys related to services to passengers at the port. After that the results of this method will be analyzed with the level of conformity with the Minister of Transportation Regulation No. 39 of 2015. After that obtained the results of the analysis along with the suggestions for solving the problem. Based on the analysis, it can be concluded that there are still services and facilities that are still lacking at the White Water Crossing Port. The percentage of the appropriate aspects is 33.33% while the remaining 66.66% is not suitable.

Marisa Ferry Terminal is a port that serves the Marisa - Dolong - Supply - Ampana route. The existence of the Marisa Ferry Port has a very important role in supporting economic activity and equitable development in Pohuwato Regency. However, at this time many people and unauthorizedvehicles can easily enter the port area, causing the port to become less regulated, such as traders who sell their merchandise at port area, delivery / pick-up enters the port dock area. This is due tothe absence of a zoning system in accordance with the Regulation of the Minister of Transportation Number: 29 of 2016 concerning the Sterilization of Ferry Ports. So that in the activity of getting on and off of passengers and loading and unloading vehicles, there are several obstacles, among others, the irregularity of the traffic flow pattern, the absence of zoning in the port which causes unauthorized people to enter restricted areas. This research aims to; 1) To Know Sterilization Passengers and Vehicles at the Ferry Port. 2) To analyze the existing conditions of passenger and vehicle sterilization at the Marisa Ferry Terminal, Pohuwato Regency, Gorontalo Province in 2020. 3) And to evaluate the sterilization of passengers and vehicles and any supporting facilities needed. The research methodology used is direct observation in the field (field research) with measurement studies and literature (literature). Then to analyze this based on the Decree of the Director General of Land Transportation Number SK, 242 / HK.104 / DRJD / 2010 concerning Technical Guidelines for Ferry Traffic Management and PM Number 29 of 2016 regarding ferry port sterilization. The analysis used is the zone system analysis, analysis of vehicle and passenger traffic patterns and the equipment needed to supportthe zone system. As for the results of this study are 1) That the sterilization of passengers and vehicles is a zone arrangement system at the crossing port from the accumulation of passengers and vehicles. 2) Whereas the existing conditions of the Marisa Ferry Port, pohuwato district, Gorontalo province are not in accordance with the Minister of Transportation Regulation Number29 of 2016 concerning the Sterilization of Ferry Ports. 3) And that the evaluation in this researchstates that there are no supporting facilities such as weigh bridges and portals at the Marisa Ferry Terminal which results in an accumulation of the number of passengers and vehicles while operating.

All users of sea transportation in Indonesia in particular and in the world in general, always prioritize safety and security issues, which are then followed by aspects of affordable costs, speed and timeliness, and aspects of comfort.The occurrence of ship accidents such as drowning, burning, etc. are issues related to the safety and security of marine transportation. For the implementation of this sailing safety improvement, the Directorate General of Sea Transportation has issued policies in the prevention of ship accidents such as making shipping announcements about improving shipping safety supervision for passenger ships, making announcements about marine weather conditions in Indonesia such as telegrams regarding bad weather readiness at sea.This study aims to analyze maritime safety and security policies in supporting the marine transportation system. This study used a descriptive method, because the data were collected in the form of words, pictures, and not numbers. The data comes from interview scripts, field observations/notes, Focus Group Discussion, videotapes, photos, notes or memos, and other official documents. Data analysis using ethical and emic approaches and triangulation processes. Determination of informants using purposive technique. Research results: Sea transportation in Indonesia has not been optimally developed, but has a strong potential to be developed, given its characteristics that are capable of mass transportation. Therefore, the safety and security system is a key factor that must be considered and as a basis and benchmark for decision makers.Government policies in the maritime sector, both the fishing industry and the shipping industry have not been implemented consistently in accordance with the applicable law. So far, the development of maritime potential has been hit by structural problems, and there has been no national political awareness of how great this economic, fishery and maritime potential is. Mas little is known about the potential content of Indonesia's marine resources, thus opening the door for various researches and development of such biodiversity.

With the demands of seafarers' standards set by the International Maritime Organization (IMO). Global seafarers, including those from Indonesia, must follow the terms and conditions of the 2010 Manila Amendment Standards of Training, Certifitation and Watchkeeping (STCW). The competence of fishing vessel crews is one of the main factors supporting the success of fishing operations. Mastery of crew competence is proven by competency certificates obtained through education and training as well as certification tests for fishing vessel crews by the competent authority. Competency standards for fishing vessel crews must be in accordance with the size of the vessel (vessel length and gross tonage) and the area of the fishing operation. This study aims to examine the gaps that occur between the competency certificates of fishing vessel crews and the prevailing laws and regulations in Indonesia and the contributing factors. Research has been carried out on ships with a size of more than 30 GT at the Nusantara Pelabuhan Ratu Fishery Port and Nizam Zachman Muara Baru Fishery Port, Jakarta. Primary data is obtained from documentary evidence of the crew (BST, Seaman's Book, Ankapin, Atkapin, SKK) who were on the ship. Secondary data were obtained from the ship's crew license, SPB, size of the ship (length and GT), the area of fishing operations and the prevailing laws and regulations on fishing vessel manning in Indonesia. Data processing was carried out using descriptive analysis methods with a qualitative approach. The results showed that the majority of Indonesian fishing vessel crews do not have competency certificates according to applicable regulations. This is due to the dispensation of SPB issuance and the limited time for conducting the certification test. The authorities must firmly determine the deadline for the dispensation of SPB issuance and increase the time and place for certification testing that is easily accessible to the crew.
