Sea transportation as part of the national transportation system needs to be developed in order to realize an archipelago insight that unites all regions of Indonesia, including the archipelago seas as a national territory unit. The development of sea transportation must be able to drive Indonesia's development. Sea transportation makes a huge contribution to the world economy where the transportation of goods is the most important part of the sea transportation business where more than seven billion tonnes of goods are sent by sea every year. The effectiveness of shipping operations will reduce operating costs which will have a big impact on both consumers and transportation service providers themselves. It should be noted that the contribution of sea transportation is becoming increasingly important because the value of the costs incurred is the smallest when compared to the cost of land or air transportation. In addition, efficiency in the transportation and distribution process is one of the important things because the proportion of transportation costs can reach 66% of the total logistics costs. Considering the geographical condition of Indonesia as the largest archipelagic country in the world and two-thirds of its territory is water, Indonesia needs a large enough mass sea transportation to support the distribution of goods and to mobilize passengers. An effective and efficient transportation system that is integrated between transportation modes is essential to create a reliable and dynamic national distribution pattern. It cannot be denied that sea transportation in an archipelagic country such as Indonesia has become the main backbone of the movement of large-scale distribution of goods using ships. From an economic and business perspective, the use of transportation by ships is more effective and has great benefits. So that with the existence of marine transportation infrastructure for moving goods from one place to another, it is hoped that the economic activities of the community will be followed by a positive impact in improving the economy of a region.

There are many tourism objects in Anambas Islands Regency, namely in the form of beach tourism, nature tourism, underwater tourism, historical tourism, as well as cultural and educational tourism, but their utilization is not optimal. The main obstacle faced is the limited condition of facilities and infrastructure both to go to tourist objects and to locations of tourist objects, and the low capacity of community resources in tourism activities. If the tourism sector develops, it will certainly encourage overall regional economic growth, therefore the tourism potential of this area needs to be maximally utilized, so that it becomes one of the backbone of the economic development of the Anambas Islands region. Meanwhile, one of the supporting factors for tourism activities that need to be developed is sea transportation facilities for tourist transportation which are not yet available. This research begins with the identification of problems through secondary data followed by field observations and then evaluated. Makassar City is one of the world's cities in the Eastern Indonesia Region. As the capital city of South Sulawesi Province, it should have adequate transportation facilities and infrastructure to support the continuity of economic growth in the Eastern Indonesia Region. The density of land transportation modes is increasingly not controlled by the growth rate of vehicles. This was not supported by road construction, resulting in congestion on city roads. Seeing the polemic that has occurred in the city of Makassar regarding congestion, it is necessary to conduct a more in-depth study of the policy making implemented by the city government. Congestion in land transportation modes is one of the obstacles to the rate of economic growth in developing cities, not only in Makassar but in other cities as well. The issuance of a Sailing Approval Letter is a process of supervision carried out by the Harbormaster of a ship leaving the port to ensure that the ship, ship crew and cargo have technically fulfilled the requirements of shipping safety and security as well as protection of the maritime environment. The approach method used in this research is juridical empirical and the research specification used is descriptive analytical. Data collection techniques used in this study are through interview and documentation guidelines. The result of this research is that the responsibility of the harbormaster is very heavy in ensuring the safety and security of shipping because the harbormaster is a government official at the port who has the highest authority to carry out and supervise the fulfillment of statutory provisions to ensure shipping safety and security. Understanding of the requirements for safety and security of shipping is a condition where safety and security requirements are met with regard to water transportation, ports, and the maritime environment.

Simanindo Port, located in Samosir Regency, North Sumatra Province, is a commercial port managed by the Department of Transportation that serves public services to carry out crossing activities that connect Simanindo Port in Samosir District with Tigaras Port within the Simalungun Regency. The existence of the Simanindo-Tigaras cross is very important because with the existence of the port, it can support economic development efforts and also as a vein of land transportation due to the interruption of Lake Toba. In the transportation system, security and safety are preferred as a form of good service delivery. Safety is demonstrated not only to service users and ship operators, but also to vehicles both at port and while sailing.
