Relevance in the research topic. The objective necessity and relevance to develop conceptual system principles for the reforms management in housing and community amenities as a programme is explained by the current sphere`s position. It is unprofitable, needs subsidies, and resource support having high energy consumption rate. Among national housing and community amenities` hot button problems we should admit its financial and economic management, management of the conditions and state support line, preservation and maintenance of the housing stock, energy saving, etc. The main provisions of the reform`s programme principles will allow to determine the main development trends in housing and community amenities, sector`s further recovery and will provide the conditions for its effective functioning. At the same time, one should take into account that higher management efficiency in housing and community amenities should simultaneously correspond to the higher level of consumer welfare and the quality of life. Problem statement. Problems of housing and community amenities management require special attention amid current reforms of administrative-territorial system and decentralization of power in Ukraine, since its maintenance is provided by local state authorities and united territorial communities (UTC) formed as a result of reforms. Analysis of recent research and publications. Zapatrina I., Kachala T., Kyzym M., Tyshchenko O., Povazhnyi O. and others dealt with the modern aspects of solving housing and community amenities` development problems [1-3]. Unsolved parts of the general problem. Nowadays the problem of housing and community amenities` management reform is still relevant. Thus, there is a need to model the management process of housing and community amenities` regional programmes. Study task and objective. The study objective is to develop theoretical and methodological principles, and practical measures for housing and community amenities management programme using modelling. To achieve the study objective we defined and solved the following tasks: to form and substantiate the management model of the reform programme and economic development of UTC housing and community amenities amid decentralization of power in Ukraine; to build a systemic financially stable management algorithm for the provision of UTC housing and community amenities services. Research method and methodology. The subject of research is: formation; development; structure of governing bodies; operational and economic organization of the material base and consumer interests of buyers of book products of the cooperative publishing house "Hart". The purpose of the scientific article is to reveal and show the socio-economic contribution of the cooperative publishing house "Hart" to the development of the publishing industry of Ukraine based on the sources. Research methods. All components of the research are based on the main principles - scientificity, historicism, objectivity, systematicity, development, priority of concrete truth, pluralism, as well as methods of learning socio-economic processes of social development – analysis, synthesis, problem-chronological, comparative-analytical, archeographic, retrospective, statistical, systematic and complex approach. Work methodology. In the process of researching the specified issues, the main provisions were taken as a basis: the history of Ukraine, economic history and the history of economic thought, the history of the publishing industry, the work of domestic and foreign scientists and practitioners in the specified field. Work results. In the context of the mentioned problems, we investigated the socio-economic contribution of the cooperative publishing house "Hart" to the development of the publishing industry of Ukraine. Field of application of results. The results of this study can be applied in the field of studying the problems of economic history and the history of economic thought, the history of the publishing industry. Conclusions. In the context of our research, we found out that the socio-economic contribution of cooperative publishing houses, in particular "Hart", to the development of the publishing industry of Ukraine, is quite large, since these publishing houses, with their entrepreneurial activity, stimulated the publishing process, thanks to them, the works of famous figures saw the light of day of Ukrainian culture, well-known historians, publicists, whose heritage remains understudied. It should be noted that in Ukraine at the current stage of development of the market economy system, where various forms of ownership dominate, the national publishing industry is in an extremely difficult situation. The search for an effective model for the development of national book publishing is still ongoing, so why not turn to our own historical experience.

It is emphasized in the article that in the process of forming tax regulation of socio-economic development of territories in Ukraine is a key place belongs to a clear system of scientific and methodological support. It is proposed to choose a systems approach as the methodological basis of the study, which consists in using the fundamental methodological concept of the system as a single abstract reflection of the objects of reality; identification of key determinants, properties, features and trends of the system; interpretation of the researched problem as a conceptual system. It is established that the study of tax regulation of socio-economic development of territorial communities is an element of the general system of state management of national economy, closely related to the processes of transformation of administrative structure, financial decentralization and improvement of socio-economic indicators of society in Ukraine at the municipal level. The peculiarities, principles and approaches of scientific knowledge inherent in the system method are revealed. The key directions of research of tax regulation of social and economic development of territorial communities in Ukraine are formed. Using the system method, a conceptual model of tax regulation of socio-economic development of territorial communities in Ukraine as a set of interrelated elements of influence on the economic system at the level of a separate territory, including: purpose, objects and subjects of taxation, principles and process of taxation as a financial instrument for socio-economic development of territories. It is proposed to consider tax regulation taking into account: national priorities of socio-economic development of the country; resource opportunities, industry-production, geographical-territorial, socio-demographic and other features of territorial communities; coherence of interests of state and local budgets; ensuring financial self-sufficiency of local self-government; certainty of the direction of development of the tax system, starting from the level of territorial communities.

The development of social relations dictates the need for the formation and implementation of budget policy at a qualitatively new level, in particular by summarizing and systematizing the leading experience of a country with a developed and transformational economy. Problem setting. Important tasks in today's conditions are: increasing the effectiveness of the budget policy toolkit, ensuring budget stability and balance; optimization of the structure of income and expenditure parts of budgets at different levels. Analysis of recent research and publications. The problems of the formation and implementation of budget policy in countries with developed and transformational economies are quite widespread in scientific studies: J. Keynes, P. Samuelson, S. Blankart, T. Kanevoi, L. Lysiak, I. Lukyanenko, A. Mazaraki, V. Makogon, M. Pasichny, V. Fedosova, I. Chugunova and others. Isolation of unexplored parts of the general problem. The above-mentioned issues became relevant in connection with the deterioration of the trend of economic development both in countries with transformational and developed economies, which actualizes the issue of solving a number of specific tasks of the formation and implementation of budget policy. Setting the task, the goal of the research. The tasks of the research are: to reveal the essence of budget policy, its role in regulating socio-economic processes; study of the peculiarities of the formation of budget indicators at this stage of the development of social relations. The purpose of the study is to determine the priority areas of budget policy in countries with developed and transformational economies. Method or methodology of research. The relevance of the research topic lies in the fact that increasing labor productivity is an urgent task for all levels of the economy. Labor productivity is the basis of long-term economic growth and competitiveness. Ukraine has the potential to solve the problem of increasing labor productivity, using innovative factors to increase it. To this end, the country studies and analyzes the works of scientists, practical experience, natural potential and other opportunities to increase labor productivity. Formulation of the problem. Although there are many areas of application of innovative factors for increasing labor productivity, it is required, first, to find new and improve existing ways to increase labor productivity. Therefore, a high level of labor productivity is the main condition for the effective functioning of an enterprise in market conditions, since this indicator is one of the main factors of competitiveness, which means an increase in the standard of living. Only by choosing an innovative way of development of the enterprise, it is possible to achieve the set goals. To achieve the goals set, it is necessary to solve the following tasks: to demonstrate the socio-economic significance of increasing labor productivity in modern conditions; clarify the classification of labor productivity growth factors and highlight the innovative component, determine the place of innovation in the system of labor productivity increase factors; characterize the impact of innovative factors on labor productivity; suggest possible ways of using innovations to increase labor productivity. Relevance of the research topic. Tax policy is an integral part of the financial policy of the state. Taxes are the basis of the financial stability of the state and the guarantee of a competitive position in the world environment, the stimulation of economic activity and the implementation of social policy. The full-scale invasion of the Russian Federation on the territory of our state set the Government the task of revising previously chosen goals and reorienting them to ensure the country's defense capability and social security of citizens. In the conditions of martial law, it is important to ensure the implementation of the revenue part of the budget in order for the state to implement its functions. Formulation of the problem. The relevance of the chosen research topic is due to the importance of a detailed scientific analysis of tax policy under martial law, tax policy instruments and assessment of the state of the tax system. Relevance of the research topic. The development of market relations has generated a significant competitive tension almost in all spheres of business and all forms of entrepreneurship, which, in turn, implies the need to adjust the development strategy of enterprise to purposefully strengthen its competitive position in the internationalization of business, as well as to create and use sustainable strategic advantages in today's extremely competitive marketing environment. The enterprise management, understanding the complex modern conditions, should consider creation of specific strategic advantages and original international strategies, which will help form a powerful potential for further industrial and commercial development of the enterprise. Formulation of the problem. A large proportion of Ukrainian companies do not have the in-house experience of market behavior to actively compete with corporations in a global environment and with international companies which have spent decades perfecting their management skills as well as more experienced and successful international companies. More and more Ukrainian companies are experiencing increased competitive pressures. More than 25% of Ukrainian enterprises confirmed that the pressure from foreign companies is particularly strong [9]. Therefore, it is important to study from both theoretical and practical points of view the possibility of increasing the international competitiveness of the national economy, especially its subjects, by applying international business strategies, even for those enterprises that are not directly involved in foreign economic activity, but have to operate in an international competitive market. Relevance of the research topic. The globalization threats of modernity determine the extreme urgency of the problem of ensuring the national security of any state. A new large-scale challenge for national security of Ukraine was the military aggression of the Russian Federation against Ukraine, a large-scale war that began on February 24, 2022. Under conditions of military aggression, the role and significance of the further development of security are enhanced. Formulation of the problem. Given the relevance and need to deepen the theoretical foundations of security, especially in the context of current warfare, as well as the conceptual definition of mechanisms (tools) for ensuring security in various areas, scientific intelligence of individual components, in particular, economic and financial security, their multi-stage and multi-level nature as economic security studies are required. The subject of the study is to find out the specifics of the influence of the transformational processes of the world economy on the development of the recreational and tourist industry of European countries and to take into account the experience of Ukraine. The purpose of the article is the scientific substantiation of theoretical and practical provisions regarding the development of the recreational and tourist industry of European countries in the context of modern transformational changes in the world economy. Research methods. General scientific and special methods of scientific knowledge of empirical and theoretical levels of research are used to study transformational processes in the recreational and tourist industry of European countries at the current stage of development. Results of the article. The article examines the peculiarities of the impact of transformational processes on the development of the recreational and tourist industry of European countries, studying their experience for practical implementation in Ukraine. Field of application of results. The results of the study can be used by enterprises of the recreation and tourism industry of Ukraine, institutions of higher education, united territorial communities of the country and all interested persons in this issue. Conclusions. The recreational and tourist industry of European countries is a priority direction for the development of their economies and cultures. The European region is the most attractive for tourists, and the countries of Western and Southern Europe are distinguished by the highest and most effective level of use of recreational and touristic potential. Rich natural recreational resources, a significant number of cities with historical, architectural monuments, artistic and cultural values attract about 59% of the planet's tourists. According to the World Tourism Organization, the leaders in the number of tourists and vacationers in Europe are France, Great Britain, Germany, Spain, Italy and Greece [3]. The experience of European countries proves that the participation of the state in the development of the recreational and tourist industry, where centralized regulation solves a number of problems of the spontaneous market economy in favor of the sustainable (balanced) development of this sphere of activity, is the most acceptable for Ukraine as well, since our country has a high level of provision of natural and historical and cultural values for proper socio-economic development due to recreation and tourism, taking into account the fact that post-war economic reconstruction, as a result of Russian aggression, will last for years.
