with the rapid development of China's current economic level and urbanization process, the contradiction of land is becoming more and more prominent. We should establish a fair and reasonable compensation system for land expropriation, improve the compensation mechanism for rural land expropriation in line with China's national conditions, and effectively balance the interests of various parties. From the perspective of finance, this paper studies the defects and reasons in the process of land expropriation compensation, and constructs a perfect path for the compensation system of land expropriation from the aspects of relevant laws, regulations and finance, so as to improve the legitimate rights and interests of farmers and safeguard the policy. This paper adopts a binary probit regression model to examine the influence of the elder’s migration on migrants’ behaviour about giving birth to a second child using data from the 2015 Chinese Migrant Population Dynamic Monitoring Survey of the National Health and Family Planning Commission. The results show that the proportion of two children families in migrants is not high, and the probability of migrant families having a second child can be significantly increased by the elder’s migration. The results remained unchanged after two instrumental variables were selected for the elder’s migration and used ERM model to conduct an endogeneity test. One instrumental variable is the rate of the elder’ migration of others at the same sample point, and the other is whether the migrants have brothers or sisters in their hometown. The reason may be that there is a tradition of inter-generational care in China and the migratory elders can help to take care of the children to reduce the cost of migrants having a second child.This paper provide some references for improving the probability of migrants giving birth to a second child. The “last mile” of logistics is in the terminal link of the logistics supply chain, which restricts the development of the logistics industry. Studying this link is of great significance for improving the logistics operation level and logistics service level. The “last mile” is also the only part of logistics distribution that can face consumers. Consumers play decisive roles in it, and consumer satisfaction is closely related to consumer’s perception. Using Kaizhou District of Chongqing for empirical research, the paper summarized many indicators that influence the consumer’s perception in the “last mile” of e-commerce logistics based on an in-depth interview and literature review. Employing the exploratory factor analysis, the main indicators of service quality evaluation were obtained. After testing the reliability and validity of the survey data, the 5-dimensional logistics service quality thus, order quality, delivery quality, reliability, personnel quality and product quality evaluation index system which conformed to the Chinese situation is finally revised and constructed. This paper evaluates the level of modernization of higher education in China and analyses the regional differences between provincial and provincial levels of modernization of higher education by constructing five objectives and 23 indicators, including modernization of educational concept, content, equipment, contingent and management, in order to provide reference for the reform of modernization of higher education. The results show that: (1) The overall level of higher education modernization in China's provinces is not high, while that in Beijing, Jiangsu, Shanghai, Guangdong and Zhejiang provinces is relatively high. (2) Except for Fujian Province, the modernization of higher education in the eastern coastal areas is relatively high, while the modernization of higher education in the western areas is relatively low, except in Shaanxi Province and Sichuan Province. (3) Compared with the international advanced education in the world, China's higher education shows disadvantage in various indicators, and there is still a big gap compared with the average level of OECD countries. The construction of scientific and effective “situation and policy” course teaching evaluation system is an important part of the evaluation system of ideological and political education in colleges and universities. And to clarify the basic characteristics of teaching evaluation of "Situation and Policy" course is the basic premise of building a scientific teaching evaluation system. The paper attempts to analyze and reflect on the teaching evaluation of "Situation and Policy" course, and summarizes its basic characteristics. It concludes that the teaching evaluation of "Situation and Policy" course has the basic characteristics of the unification of knowledge evaluation and value evaluation, internal evaluation and external evaluation, realistic evaluation and expected evaluation, and individual evaluation and collective evaluation. In recent years, more and more analytical testing center of universities has passed laboratory qualification certification. The feasibility and necessity of the qualification testing of our testing laboratory are analyzed by analyzing the cases of testing laboratory with qualifications of other universities in China and the status quo and existing problems of our testing laboratory. There are many advantages through the qualification of the testing laboratory, such as, the positive impact on the cultivation of undergraduates' practical ability, the improvement of the practical ability of the teaching staff, the promotion of the scientific research ability of the teachers, and the standardization of the laboratory management level and so on. Four specific measures for the CMA-certified testing laboratory to promote practical teaching are listed. The results show that the CMA-certified testing laboratory can greatly promote the teaching and research and management level of universities.
