The article is devoted to the training of specialists with higher education in the context of the integration of Ukraine into the European educational space. Nowadays it is necessary to implement European principles, approaches and practices into the Ukrainian education policy through fundamental reforms in the field of education. The analysis of scientific research has shown that the academic mobility of all participants in the educational process contributes to the internationalization and adaptation of the national education system of Ukraine to European criteria. Special attention was paid to the current legislation of Ukraine, which regulates legal, organizational and financial relations in the process of implementing academic mobility in the training of competitive specialists with higher education. The article defines the advantages of international academic mobility in the educational process, contains a list of countries with the largest contingent of Ukrainian students and a list of the most popular universities of Ukraine, chosen by foreign citizens for obtaining higher education. Based on the data of the Erasmus+ National Office, the results of Ukraine's participation in the exchange projects of the Erasmus+ program, and joint master's programs Erasmus Mundus and Jean Monnet were analyzed. The paper outlines exceptional measures taken within the framework of the approved European Union Directives to support Ukrainian educators and facilitate their integration into educational projects. Foreign organizations and programs that support the international academic mobility of participants in the educational process are given as an example of cooperation between well-known Ukrainian HEIs with scientific institutions and universities of other countries. Attention is paid to the modern approaches available to Ukrainian students to obtain quality higher education, namely their participation in virtual international academic mobility and double degree programs. This issue is now relevant and could be the subject of further research. In general, the participation of Ukrainian students and researchers in international academic mobility projects has been identified by the authors as an important factor in achieving the goals of the Bologna process and the training of highly qualified and competitive specialists at the European level.

The educational environment in the system of vocational education and training (VET), as a component of the global education system, should be gender-sensitive without any manifestations of gender bias and discrimination. The article identifies that such factors as national, regional or local management of VET institutions, labor market requirements, involvement of social partners, etc. reduce gender imbalance and contribute to the formation of a gender-sensitive educational environment. A review of best practices in education systems in Australia, the USA, Finland, Germany and Ireland showed that government projects are underway to create a gender-sensitive educational environment in VET institutions. The online platforms of these projects contain toolkits, examples of good practices, tips, useful links, examples of gender-neutral curricula, best teaching methods, teaching aids, elements of gender-sensitive speech, portfolio of professions, etc. In Ukraine, gender equality issues are also given some attention in VET institutions. Management and employees are aware of the importance of gender equality for the development of VET institutions and work continues to overcome stereotypes in career guidance work. However, there is currently no institutional framework or mechanisms for gender equality in domestic VET. In addition, there is no designated person for gender policy. According to the research results, primary steps for the development of a gender-sensitive educational environment in Ukrainian VET institutions are proposed, namely: the development of organizational frameworks and mechanisms for ensuring gender equality; regular training of teaching staff in the promotion of gender equality and the elimination of stereotypes in vocational guidance work; ensuring universal access to classrooms, workshops and laboratories, sports halls, locker rooms and other facilities of the VET institutions for free access by all without segregation, etc. The main direction of further research is the creation of methodological bases for the formation of an inclusive and gender-sensitive educational environment in VET institutions.

The article is devoted to the significant topic of European integration of the Ukrainian education and science system in difficult conditions of russiа planned military aggression against Ukraine. A brief retrospective analysis of the relations between Ukraine and the EU over the last three decades was made. Attention was focused on the priority of the European vector of development of the national economy, and therefore the sphere of education, science and innovation. The statistical data describing the current state of the educational infrastructure of Ukraine, which suffered significant destruction as a result of war crimes of russia, were given. The main measures taken by the team of the Ministry of Education and Science of Ukraine and the EU partners to ensure the sustainability and continuity of the educational process for Ukrainian refugee students abroad were described. Several EU initiatives were outlined to support Ukrainian students, teachers and researchers in the conditions of war, in particular the ERA4Ukraine portal, MSCA4Ukraine program and others. A new project of Ukrainian Educational Hubs, which implements the concept of lifelong learning for the development of the human capital of Ukraine was demonstrated. Such educational centres offer, inter alia, the opportunity to study IT and working professions, acquire the most demanded skills of professional growth, improve the Ukrainian and English languages, receive psychological support, etc. It is emphasized that an important component of the process of integration of Ukraine into the European educational and innovative space is the digital component. Some examples of successful digitalization in the sphere of education and science are given, including such national systems as the software and hardware complex «Automated Information Complex of Educational Management», System of Automation of Inclusive Resource Centres, Ukrainian Research Information System, etc. The list of the most successful current research information systems in European countries was presented. The importance of financial assistance and support provided by European countries through diversification of funding was stressed. Proposals on the necessity of intensification of European integration processes in the sphere of education and science of Ukraine and strengthening international cooperation in the field of research and innovation were submitted.

The article analyzes the expenditures of the consolidated budget of Ukraine for human capital development. It is established the main directions of financial resources in the current conditions of economic transformation. In particular, expenditures on economic activity have been growing at a steadily high rate, both in the last two years and in the entire five-year period under study. In addition, spending on health and national defense has increased significantly over the past two years. However, in 2020, almost 7,0 percent less (for each sector) was allocated to environmental protection and housing and communal services than in the previous 2019, which is evidence of the government’s lack of attention to these important areas. To ensure the reform process, the education sector is funded at the appropriate level. It is noted that budget expenditures are an important tool for ensuring sustainable dynamics of socio-economic development of the country, improving the welfare of citizens, increasing the volume of public goods and social services. It is noted that in 2020 the execution of the state budget was carried out with a significant deficit, which increased 2,7 times compared to 2019. This situation, scientists and practitioners associated with the global pandemic COVID-19. The latter has significantly affected the consolidated budget expenditures and the allocation of financial resources to finance priority sectors of the economy. Emphasis is placed on the problems of non-adoption of the Budget Declaration, inefficient management and use of budget funds, which is to some extent a deterrent to the development of the national economy, human capital, economic growth. The directions of further researches of expenses of the consolidated budget of Ukraine in the context of separate branches and acceptance of effective administrative decisions are offered.

The presented work describes the urgency and necessity of the formation of financial literacy among the population of Ukraine. The importance of financial literacy formation among the youth of the country is substantiated, especially it is necessary for higher education seekers, which are potential carriers and future transmitters of knowledge and skills to the next generation. The essence and significance of financial literacy of a person are analyzed, and its main characteristics and features are described. The analysis of statistical information on the main components of the Financial Literacy Index of the Organization for Economic Cooperation and Development of the population of Ukraine was conducted based on such factors as age, sex, level of education and place of residence (city or village). It is established that the category of the young population of Ukraine needs knowledge and skills in financial literacy and rational financial behavior the most. The preconditions of the low level of the Financial Literacy Index of the young population of Ukraine are described. The main reasons for financial illiteracy are the lack of information, knowledge and skills on financial literacy acquired in the family and educational institutions. The article justifies the significance and importance of integration of financial literacy in the form of an educational component for applicants in HEIs. The role and place of a teacher in HEIs for the development of financial literacy among students are described. The main conceptual, methodological and practical problems and contradictions of the introduction of financial literacy in the cognitive process of HEI students are presented. The main recommendations and proposals for improving the level of financial literacy of applicants for higher education in Ukraine are given. Current and innovative methods and ways allowing to improve the level of financial literacy of seekers of higher education in modern socio-economic conditions were highlighted.

The article examines the stages of implementation of the main aspects of university autonomy, in particular the organization of student governance in domestic higher education institutions. It is necessary to realize that the creation of effective student government is a key condition for building a domestic system of higher education in accordance with the best practices of the European educational space. It is determined that in the process of restructuring higher education through the formation of university autonomy, students should be considered as a full partner in the process of modernization of the domestic higher education system. It is established that the work of student government should significantly expand its scope and be more active in developing key issues of organization and content of university education. The main points of formation of student self-governance in Ukrainian HEIs are determined and a comparative analysis of the key principles under which European universities operate is carried out. The authors analyzed the Law of Ukraine «On Higher Education», in particular in terms of organizing the work of student government. The main issues of student self-governance, which are reflected in the statutes of higher education institutions, are summarized. The article shows the results of the study conducted during the research «Implementation of university autonomy in the context of decentralization of HEIs, the democratization of the educational process, increasing responsibility for the quality of education». The stance of the students to the process of the autonomy of educational institutions in general is studied. The information on the respondents’ awareness of the regulatory framework is summarized. The degree of activity of student self-government bodies in solving issues of improving the educational process is analyzed. The proposals of the participants of the online survey on the next stages of activity for the successful implementation of university autonomy have been studied.

The article considers financial and economic relations in higher education institutions in Ukraine. The economic framework for financing higher education from the general and special funds of the state budget and usage of said resources are analyzed. In recent years, the amount of expenditures from the state budget for the HEIs has almost doubled, and the ratio of general and special funds during those years was within the following limits: funding from the general fund was from 58 % to 65 % of total expenditures, and funding from the special fund was from 42 % to 35 % respectively. The largest share in the costs of the HEIs was for the remunerations with accruals (KEKV 2100), and they were 63,27 % in 2014, 60,24 % in 2015, 56,8 % (minimum) in 2016, 74,99 % in 2017, 76,16 % in 2018, 76,25 % in 2019, 82,05 % in 2020. Thus, other expenditures required less and less funds every year, so the minimum value was recorded in 2020 at only 18 %. Other expenditures included expenditures for utilities and energy (KEKV 2270), which ranged from 6,12 % to 8,94 %; capital expenditures (KEKV 3000), the main source of which was the special fund, and they ranged from 2,71 % to 10,97 %; other current expenditures, which ranged from 28,57 % to 8,13 % (a decrease occurred in 2017, as academic scholarships were allocated to the separate program of funding KPKV 2201190). The analysis of the structure of expenditures showed that every year an increasing percentage of funding fell on remunerations with accruals, and growth costs decreased annually. Thus, we see that underfunding hinders the provision of quality educational services and competitive knowledge. For the effective functioning of the HEIs it is necessary to carefully plan financial resources; make every effort to attract additional sources of funding; to provide the HEIs with not only financial autonomy but also other components of university autonomy – organizational, personnel, academic.

The article focuses on exploring the challenges related to the formation and implementation of state policies for human capital recovery in post-war Ukraine. Given the extensive consequences of russian military aggression in Ukraine, the recovery of human capital becomes one of the most urgent and pressing tasks for the country in the post-war era. The objective of this research is to analyse the approaches to forming state policies for human capital recovery in Ukraine during the post-war period and identify key directions for implementing these policies. Comparing specific human development indicators demonstrates both Ukraine�s potential and sectors that require strengthening. One of the key priorities should be the recovery of public health, rehabilitation for those affected by the war, ensuring access to quality education, and enhancing qualifications and professional retraining to enhance competitiveness in the labor market. Recovering human capital after the war is an important stage in Ukraine�s history that requires a comprehensive approach and proper state policies aimed at developing education, science, the economy, the social sphere, and infrastructure. Restoring human capital is a crucial factor in stabilizing the country, improving living standards, and ensuring sustainable development. It has been determined that attention should be given to social protection of the population, ensuring access to healthcare, social housing, and other basic needs in the process of human capital recovery after the war. The directions for implementation have been identified, including infrastructure development, attracting investments, stimulating labor market growth and attracting a skilled workforce, modernizing the scientific and educational sphere, ensuring access to quality education for all citizens, promoting professional training and retraining, and expanding social protection and population mobility. Ukraine has the potential to achieve its set goals, but this requires effective governance, cooperation among all social spheres, and support from international partners.

. The article deals with the topical issue of adaptive training of managerial staff. The author de (cid:980) ines the conceptual principles for the adaptive system of professional masters’ training in educational institution management. The set of competencies suf (cid:980) icient for the effective performance of innovative tasks of the relevant level of professional management activity in a modern market and information-intensive space has been revealed. The goals and objectives of the masters’ training have been described. It is argued that the transition to an adaptive system of professional masters’ training in educational institution management aimed at timely changes in the purpose, content, methods, forms, means, technology, subject-subject interaction, educational environment, etc. can provide effective and qualita-tive changes. Re (cid:980) lecting on the activation of adaptive processes in education, the author as-sumes that the purpose of adaptation should be to ensure the autonomy, self-reliance, and independence of the actions of the educational process participants in the awareness and appropriation of external environment or requirements, the change of which causes adaptation in education. The outcome of adaptation should be purposive self-organization and self-education of a master student within the socially meaningful coherent goal. The article describes the basic concepts characterizing the adaptive system of professional masters’ training in educational institution management. It is stated that the principle of personal approach has formed the basis of the system. The time for independent work increases sig-ni (cid:980) icantly. A master student takes an active part in organizing the learning process. Adaptive technologies are a powerful tool in the preparation of masters, which allows adhering to the optimal balance between the capabilities of students and the external conditions of the educational environment, to take into account feedback and make joint decisions. In the process of dialogue with the teacher, an individual adaptive scenario of master's training is devel-oped. On its basis, the opinions are coordinated and the direction of self-development and self-organization of the master student is determined.
