The purpose of this article is to determine the state of material and technical support of the higher education institutions (HEIs) managed by the Ministry of Education and Science of Ukraine in the context of the armed aggression of the russian federation in Ukraine. The information base for the analytical research was based on the legal acts regulating the accounting of property under martial law, instructions, methodological recommendations, information from the Automated System "Legal Entities", and open data from the Unified State Electronic Database on Education. In the course of the study, the authors identified the subjects of education and science involved in the formation of the Unified Register of State Property administered by the Ministry of Education and Science of Ukraine; systematized and built a scheme of information flows between subjects; improved and optimized the procedure for users of the HEIs to generate quarterly reports; outlined the risks arising from the military aggression of the russian federation against Ukraine and affecting the process of accounting for state property and its integrity, accuracy, and completeness of information in the database. The calculated indicators make it possible to estimate by region the number of academic buildings and dormitories, their total area and the residual value of state real estate remaining in the temporarily occupied territories. The HEIs that have provided shelter to temporarily displaced institutions from the occupied territories and areas of hostilities are also identified. The article presents information on the number of higher education students who studied at temporarily displaced institutions at the cost of the budgetary funds and under contract as of October 1, 2021, and 2022, by region. The subject of further research should be the development of methodological principles for monitoring and verification of the main indicators of the Automated System "Legal entities"; improvement of data collection and processing technology; creation of a reliable system for notifying responsible persons about detected errors in reports and their correction in the information base as soon as possible; ensuring the sustainability of the information system under martial law in Ukraine.

Personnel evaluation occupies a dominant place in the personnel management system. The focus on strengthening the reasonableness of managerial personnel decisions actualizes the issue of using a methodological toolkit for choosing effective and efficient methods of evaluating the personnel of a higher education institution. A well-designed personnel evaluation system performs a number of functions, which include influencing the motivation of employees, increasing productivity and quality of work, planning professional development and career, improving qualification characteristics, and making personnel decisions about remuneration, promotion and dismissal. The purpose of the research is to determine the methodical basis of personnel evaluation in the aspect of professional development in higher education institutions and to develop a step-by-step process for evaluating employees in these institutions. In particular, the existing approaches to the interpretation of the concept of �personnel evaluation� are characterized and the author�s approach to the interpretation of this concept is described. The article also provides the goals of personnel evaluation, defines the functions of employee evaluation, and characterizes its principles. The greatest attention in the article is paid to the author�s approach to the process of assessment of professional and personal qualities of employees of higher education institutions, consisting of six consecutive stages. The prospect of further scientific research in this area is the development of an effective system of motivational methods to encourage staff in higher education institutions to work efficiently and productively.

The article proposes innovative approaches to the search for opportunities for the growth of human intellectual potential with a view to the effective implementation of innovations into the economic activities of enterprises. The structure of the reconstitution of the intellectual potential of a person has been formed in terms of directions, methods and indicators of reconstitution. The features of the development of the intellectual potential of a person by reconstitution of professionally important qualities in an extensive and intensive way are determined. It is argued that the intensive type of human reconstitution is an innovative approach related to the reconstitution of its intellectual potential. Such an approach to reconstituting the intellectual potential of a person will contribute to the organization of effective implementation of innovations in the economic activity of enterprises. It is substantiated that due to the reconstitution of the intellectual potential of a person, there is a revival of innovative development at all levels of the economic system. The expediency of choosing key competencies as indicators of an intensive type of reconstituting the intellectual potential of a person is substantiated. The article analyses a set of key human competencies, the main among which in terms of innovative development of the economic system are leadership, communication, creativity, and critical thinking. The acquisition of such competencies by a person, as an important component of the productive forces of the economic activity of an enterprise, gives it certain advantages. The article also offers a model of feedback between methods and indicators of innovative reconstitution of human intellectual potential. The model is based on the innovation paradigm of the 21st century. It proposes that the management of the enterprise has s choice within the framework of the innovative model in education among one of four areas: vocational and/or higher education; professional pre-higher education; adult education; advanced training based on the predictive quality of reconstituting the intellectual potential of a person. The feedback model makes it possible to evaluate the growth of the desired key competencies as a set of indicators for reconstituting the intellectual potential of a person and to make a rational choice of the method of innovative reconstitution. This will contribute to the effective use of human potential in order to actively involve it in the process of implementing the strategy of innovative development of the enterprise.

The paper examines the current state of harmonization of state statistical activity with the requirements of the European Statistical System. The purpose of the article is to determine the state of integration of the education statistics system of Ukraine into the European Union to ensure comparability of education data at the international level. The research was carried out on the basis of general scientific methods such as analysis and synthesis, comparison, time-series analysis, structural analysis, graphical method, etc. The legal framework for the implementation of obligations in the field of statistics and information exchange between Ukraine and the European Union was analyzed. The Law of Ukraine on amendments to certain laws of Ukraine related to the activity of state statistics was reviewed with regard to amendments to the Law of Ukraine "On Education". The main aspects and processes of education systems at the global level were outlined. Special attention is given to creating the necessary conditions for international comparability of education data and indicators. The International Standard Classification of Education is described to provide internationally comparable statistics. The compliance of coverage of relevant age groups by educational programs of Ukraine with international standards was analyzed. Student enrolment has been studied in comparison with European Union member and candidate countries. It was noted that Ukraine had completed a significant amount of work on the commitments towards European integration, despite the emergency situation in Ukraine as a result of the attack by the russian federation. The article draws conclusions about the state of integration of the system of education statistics of Ukraine into the European Union. The task of integrating the system of education statistics of Ukraine into the European space can be carried out effectively only on the condition of consensus, systematic, and comprehensive consideration.

The military aggression of the russian federation against Ukraine and the introduction of martial law in Ukraine caused serious problems with the collection, processing and analysis of the necessary statistical and administrative information. In particular, it was necessary to predict the number of first-graders and enrollment of pupils in general secondary schools at the beginning of the 2022/2023 school year and especially school leavers, who are expected to become potential entrants to higher education, pre-tertiary vocational and vocational education institutions. When developing a model for forecasting the number of first-graders, a functional dependence was determined that adequately describes the development trends of this indicator, and consisted in obtaining the minimum average absolute deviation of the forecast value from the actual. In the course of the study, we developed trend models for forecasting the number of first-grade students for each region and determined the mathematical characteristics of the forecast model. For a more detailed study, we consider factor analysis models in order to examine the relationship between the number of first-graders and the number of children born. Based on the regression analysis, the type of function was determined; regression coefficients and theoretical values of the resulting indicator were calculated; and the statistical significance of the equation and regression coefficients was tested. In this way, we received a target forecast of the number of students for the 2022/2023-2024/2025 school years. Given the large-scale temporary displacement of the population, in particular families with children to safer regions, we consider it expedient to calculate the forecast values of the number of first-grade students using trend models for Ukraine as a whole and by region, taking into account internally displaced persons. Factor models should be used only to develop a forecast for Ukraine as a whole, since forecasting from the number of births by region is not meaningful in today�s conditions and is possible only in the post-war period. The prospect of further research in this direction is the development of economic and mathematical models for forecasting the total number of school students, the number of pedagogical staff and teachers of certain subjects in general secondary schools.

The article presents an analysis of the survey results of the students’ parents of studying on the conceptual basis of the New Ukrainian School. The survey of respondents was conducted as part of a Nationwide study of the implementation of the NUS Concept in general secondary education institutions through questionnaires, the results were processed and visualized using graphs and charts. The survey of parents of students focused mainly on the pedagogy of partnership, on what the student feels during lessons, whether he likes to go to school, what are the relationships with classmates and the teacher, and so on. The results of the research also showed what skills and abilities the student acquired after the end of the 1st grade and how the communication between parents and teachers took place during the school year. This study was conducted for the first time, so the collected statistical information will serve as a starting point for further monitoring studies on the introduction of the conceptual foundations of the New Ukrainian School in educational practice. Similar studies are planned to be conducted in the future, in particular to identify trends in educational reform. Among the main results of the survey should be noted the generally positive attitude of parents to the reform of NUS and its support. This is supported by the fact that most parents of students note the positive educational results of their children, the creation of a positive psychological microclimate within the educational teams, which contributes to student satisfaction with learning. Based on the analysis, it was found that there is no significant difference in the number of parents satisfied with the results of their children’s education, in terms of “village/city”. The conducted correlation analysis showed that the level of parents’ satisfaction with the results of students’ education does not depend on the degree of their awareness in the NUS reform. Also, according to the results of the research, no connection was found between the awareness of parents of students in the NUS reform and trust in the school/teacher; interaction of parents with the teacher on the child’s success and parents’ satisfaction with learning outcomes; parental responsibility for the child’s development and student learning outcomes.

The article examines the international best practices for financing the general secondary education system and assesses the possibility of their use in Ukraine. It has been established that at the current stage of development of the national education systems, financing of general secondary education is one of the priority directions of the state policy in the developed countries of the world. It has become extremely important to determine not only the sufficient amount of funds for the normal functioning of the education system, but also the most effective use of them. It was noted that there are two main tasks for most national education systems: improving the quality of education to increase labor productivity and economic growth; and searching for effective ways of using available financial resources, which may require educational reforms for the rational use of the available funding. In order to achieve those goals, it is extremely important to build an effective financing framework for general secondary education, which will allow for the most efficient and fair allocation of resources between schools and, at the same time, will ensure a high quality of student training. The authors analyzed various approaches and sources of funding of the general secondary education system. It has been established that the system of financing general secondary education can provide for the direct allocation of funds between various subjects of the educational process or the use of special formulas aimed at increasing the transparency and fairness of the allocation process. It was determined that when assessing the effectiveness of financing from the local budgets, a more thorough analysis is carried out, which allows for combining the assessment of both financial indicators, quantitative indicators and indicators of the quality of the education received. Funding at the local level allows to take into account the individual needs of schools depending on their location and encourages local communities to optimize the school network.

The article presents the results of the study of opportunities for human capital development through the use of financial levers by the state authorities. The effectiveness of budget policy for financing health care and education as key industries being instrumental in the creation of human capital necessary for reforms and innovative economic development is analyzed. The gap in budget funding for education and medicine in Ukraine is shown, which is visibly lower not only in comparison with world practice but also the norms established by national legislation. The measures to increase the efficiency of the state’s efforts to develop human capital are proposed, in particular, an increase in budget resources used for these goals by providing a high level of functionality of public finances. To achieve those tasks it is necessary to improve the public budget policy, meaning to improve budget planning and forecasting for financial resources for the education and healthcare sector; to strengthen the institutional capacity and effectiveness of regulatory frameworks; to expand interactions and coordination of institutions managing public finances and local self-government bodies to strengthen the health and education systems; to ensure transparency and effective supervision of assigned resources and their effective use. In particular, it has been shown that additional budget funds for socio-economic development may be freed by decreasing debt load and reducing the cost of servicing public debt, balancing the budget of the Pension Fund, increasing efficiency of cooperation with IFOs.
