The article explores the features of the introduction of digital tools into the educational process, using a competency-based approach to the training of future specialists. The article analyzes the process of forming digital competences in the educational environment according to domestic and foreign regulations. Based on the study, a shift in emphasis to requirements of the modern worker from the formal factors of his/her qualifications and education to the social value of his/her personal qualities, the ability to self-development of personality has been found. The article deals with issues related to the digitalization of educational processes and a number of problems in the development of digitalization in education, namely: funding, obsolete technologies, the reluctance of applicants and teachers to study online. The authors compared the level of implementation of digital technologies in educational institutions based on such world educational rankings as Times Higher Education Ranking (2019), QS Rankings (2019), Best Global Universities Ranking (2018). The article summarizes and presents the components of digital competences and features of their formation in distance learning. The authors also considered a combination of soft and hard skills in the teaching and learning process to provide a competent approach based on the digital component. Digital competence should focus on cognitive, social and emotional factors of work and life in a digital environment. The authors have developed a model for interaction with the main elements of digital competence development. The results of the author’s study revealed digital tools, innovative methods and technologies, as well as the impact of digital trends on the educational process. The authors concluded that the introduction of digital tools in the educational process affects the content of learning, the formation of competence of future specialists and changes the role of the teacher as a facilitator of the process.

The article is focused on the study of the main aspects and trends of adult education as an important component of lifelong learning in the international educational space with the view to use good practice in adult education development in Ukraine. Foreign experience in studying this subject is analyzed, and researches by domestic scientists are systematized. A number of decisions and documents confirming the importance of adult education development in the context of Ukraine’s integration into the EU are outlined. The main factors affecting the functioning and development of adult education, namely economic, social, demographic, cultural, and international relations, are highlighted. The analytical tools of the Web of Science Core Collection database were used to іdentify researches on the development of adult education at the international level. This tool has made it possible to find the most cited research papers and the frequency of using the concepts of «adult education» and «adult learning» in titles of scientific publications in the Web of Science Core Collection database as of February 10, 2021. The Eurostat database was used and some educational indicators of adult education were compared in terms of 35 countries. The activities of main international organizations for adult education such as UNESCO Institute for Lifelong Learning, International Council for Adult Education, European Association for the Education of Adults, Electronic Platform for Adult Learning in Europe, etc. are characterized. The findings of the analytical report «What adult learning policy should be in Ukraine?» and the results of an online questionnaire «Expert survey to determine the main directions for the formation of state policy on adult education in Ukraine», were analyzed in detail in order to describe the recent trends of adult education in Ukraine. The conclusion was reached that it is necessary to adopt a law on adult education in Ukraine, as well as to expand cooperation between Ukraine and EU сountries on the development of adult education.
本文重点研究成人教育作为终身学习的重要组成部分在国际教育领域的主要方面和趋势,以期在乌克兰成人教育发展中使用良好的做法。分析了国外在这方面的研究经验,并对国内科学家的研究进行了系统的梳理。在乌克兰融入欧盟的背景下,一些决定和文件确认了成人教育发展的重要性。强调了影响成人教育运作和发展的主要因素,即经济、社会、人口、文化和国际关系。利用Web of Science核心数据库的分析工具,对国际上成人教育发展的研究进行了识别。该工具可以查找截至2021年2月10日Web of Science Core Collection数据库中科学出版物标题中引用次数最多的研究论文以及使用“成人教育”和“成人学习”概念的频率。使用了欧共体统计局的数据库,并按35个国家比较了成人教育的一些教育指标。介绍了联合国教科文组织终身学习研究所、国际成人教育理事会、欧洲成人教育协会、欧洲成人学习电子平台等主要国际成人教育组织的活动特点。分析报告《乌克兰应该制定什么样的成人学习政策?》»和在线问卷调查的结果«专家调查确定主要方向在乌克兰成人教育国家政策的形成»,进行了详细分析,以描述乌克兰成人教育的最新趋势。结论是乌克兰有必要通过成人教育法,并扩大乌克兰与欧盟国家在成人教育发展方面的合作。

Changes in the conditions of activities in the tourism sector require a review of the purposes of the educational process. Currently, the functional importance and attractiveness of the traditional organization of the educational process is significantly reduced. There is an urgent need to understand the changes in the organization of the process of acquiring knowledge and practical skills for the future profession. It is so important to arouse interest in the subject of study of the future profession and to turn the audience into active participants. Increasing the level of training professionals in the field of tourism business leads to the need to shift the focus from traditional forms of education to innovative methods and ways of organizing the educational process. The purpose of the article is to systematize the methods and means of activating the educational process during classes on professional disciplines for the training of highly qualified specialists in the field of tourism. The article identifies constituent elements of the professional training of specialists in the field of tourism. The expediency of using interactive technologies in the innovative process of tourism business and in the educational process of HEIs, which prepare students of the first (bachelor) level of higher education on the specialty «Tourism» is substantiated. Features of the use of business and role-playing games in preparation of bachelors in tourism are characterized. The basis of these forms of interactive learning is a simulation, which in a hypothetical mode is aimed at solving problems that arise in the dynamic process of changing situations in the functioning and interaction of enterprises in the tourism sector. Based on the principles of interactive learning, the role-playing game «RITUR» is proposed for use in the educational process, which simulates the activities of tourist firms and related business partners, providing tourist activities in a certain segment of the tourist market, its structural and functional scheme and methodology are described.

The analysis of the main stages in the development of the internationalization process, the main forms and models of its implementation is carried out. The main forms of implementation of the internationalization of higher education are determined. The role of the international associations of HEIs in expanding the process of the internationalization of higher education is defined. Internationalization of higher education has been found to intensify the competition between HEIs, leading to improved quality of educational services. It has been identified that the reason for the increase in the number of students studying abroad is increasingly due to market processes rather than government policy or assistance. Internationalization of higher education creates new opportunities and contributes to the availability and quality of higher education, the introduction of innovative methods of work in higher education systems, and the enhancement of international cooperation. Internationalization comes in many forms. The physical movement of students and teachers remains the most common. However, new technologies and developments create new possibilities for internationalization. In a number of universities offering commercially available distance learning, preference is given to simpler technical and software solutions. However, the combination of online and direct learning gives the best results, so there should be the right combinations that best meet the needs of interna tionalization. Today’s students treat internationalization differently than previous genera tions because internationalization is becoming part of their daily lives. They critically evaluate the period of study abroad. Modern students clearly analyze the advantages of staying abroad compared to other forms of internationalization and choose the most attractive and appropriate ones for their purposes.

In recent years, the development trends of the general secondary education in Ukraine formed under the influence of the negative demographic situation, have particularly highlighted the problem of defining and implementing a strategy for further reform and development faced by the education management authorities. Solving issues is impossible without planning for the future and forecasting calculations of statistical and analytical indicators requiring continuous improvement of economic and mathematical models, as well as mathematical and statistical methods of analysis. As the initial data for forecasting, the information from the State Statistics Service on the birth rate of children in Ukraine for the years 2008-2015, the information from the statistical reporting form № 76-RVK "Consolidated Report of General Secondary Education Institutions" for the period of 2014/2015-2020/2021 academic years was used. The article presents the results of calculating the accuracy of forecast estimation of the number of first-graders and the contingent of students in full-time general secondary education institutions (excluding special institutions) for the 2020/2021 academic year. In the course of the research, the analysis of scientific publications was carried out, which proved the relevance of developing methods for calculating forecast values of key indicators of the general secondary education, assessing the accuracy of the forecast and the need for further study. Actual values of indicators obtained as a result of processing statistical data for the beginning of the 2020/2021 academic year made it possible to verify the adequacy of the developed forecasting model and calculate mathematical features of the accuracy of forecasting (absolute and relative deviation between the actual and projected values of the studied indicators). The obtained results show that the numerical values of the forecast estimate for most regions are within the statistical error and prove a high level of accuracy of the forecast of these indicators. In our opinion, a promising area of further research is to improve the methodology for forecasting key indicators of the general secondary education system, taking into account the challenges of martial law and the aggression of the russian federation in Ukraine (destroyed and damaged secondary schools, forced migration of students and teachers, etc.). To do this, it is necessary to develop economic and mathematical models taking into account a number of factors and define additional criteria for optimal models.

Vocational education and training (VET) is an integral part of the Ukrainian educational system and an important component of the country�s reconstruction both now and in the long term, due to the large-scale Russian invasion of Ukraine. Given this, VET institutions in Ukraine should adapt to the unfavourable conditions of the ongoing russian-Ukrainian war and train qualified workers in accordance with the requirements of the current labor market. As a result of the martial law in Ukraine, starting on February 24, 2022, VET institutions subsequently switched to distance learning, and then, depending on the security situation in the certain region, provide educational services in three different formats (full-time, distance and mixed). By that time, Ukrainian students already had experienced distance learning due to the COVID-19 pandemic and the introduction of quarantine measures, so this was not a new challenge for most participants in the educational process. However, other problems that had existed in providing quality VET for some time before have crystallized. It is about the proper methodological support of the educational process, one of the main components of which is the availability of the required educational materials. The working hypothesis of this article is that one of the key factors influencing the provision of quality educational services in the VET system is the availability and accessibility of training materials (textbooks), which should be up-to-date, reflect the current needs of society and take into account the needs of the business sector. To test this hypothesis, the article analyzes in detail the survey covering 25 Regional Educational and Methodological Centers of Vocational Education in Ukraine, which was conducted by the authors in 2020. The study found, among other things, that it was an imbalance between the available number of textbooks and the real need for quality educational literature in a number of professions; nearly 50% of vocational training textbooks were outdated and did not reflect trends and changes in the relevant sectors; some textbooks were published in russian in the Soviet era etc. However, in recent years, the situation with the provision of materials for VET education and its accessibility has improved significantly, and today the vast majority of educational materials are available online and are concentrated on several electronic platforms. In order to facilitate and increase the efficiency of further use of educational literature, the authors propose to create a unified e-platform for VET, which will host training materials (textbooks) not only in Ukrainian, but also English-language resources that have proven to be of high quality, in particular, from EU countries.

Given this, VET institutions in Ukraine should adapt to the unfavourable conditions of the ongoing russian-Ukrainian war and train qualified workers in accordance with the requirements of the current labor market. As a result of the martial law in Ukraine, starting on February 24, 2022, VET institutions subsequently switched to distance learning, and then, depending on the security situation in the certain region, provide educational services in three different formats (full-time, distance and mixed). By that time, Ukrainian students already had experienced distance learning due to the COVID-19 pandemic and the introduction of quarantine measures, so this was not a new challenge for most participants in the educational process. However, other problems that had existed in providing quality VET for some time before have crystallized. It is about the proper methodological support of the educational process, one of the main components of which is the availability of the required educational materials. The working hypothesis of this article is that one of the key factors influencing the provision of quality educational services in the VET system is the availability and accessibility of training materials (textbooks), which should be up-to-date, reflect the current needs of society and take into account the needs of the business sector. To test this hypothesis, the article analyzes in detail the survey covering 25 Regional Educational and Methodological Centers of Vocational Education in Ukraine, which was conducted by the authors in 2020. The study found, among other things, that it was an imbalance between the available number of textbooks and the real need for quality educational literature in a number of professions; nearly 50% of vocational training textbooks were outdated and did not reflect trends and changes in the relevant sectors; some textbooks were published in russian in the Soviet era etc. However, in recent years, the situation with the provision of materials for VET education and its accessibility has improved significantly, and today the vast majority of educational materials are available online and are concentrated on several electronic platforms. The article considers theoretical and practical aspects of financing general secondary education in Ukraine and the European Union member states, in particular in Finland, Estonia and Germany. Studies of Ukrainian and foreign researchers on the problems of the decentralization of secondary education management, expanding the autonomy of education authorities at the local level, and establishing the rights and responsibilities of the institutions both in educational processes and in financial support were analyzed. The article justifies the importance of implementation of the reform of decentralization in Ukraine, as a result of which the rights of local self-government bodies in making managerial decisions, in particular in the system of financial resources and control, have been expanded. Analytical indicators of the efficiency of the use of funds of educational subsidies allocated for payment of salaries of teaching staff in 2021 are provided, and the relationship between the cost of education per student and the number of classes in the general secondary education institutions is established. The example of the rural territorial communities helped to prove that the larger the number of classes in the general secondary schools, the lower the cost of education per student. The most common factors of mismanagement and misuse of public and local budgets were identified, in particular the lack of sound forecasting and planning; the misuse of financial resources; unreasonable management decisions; long-term maintenance of the balances of educational subvention funds without the use of the accounts of budget fund managers and the current accounts of educational institutions, etc. The planned amounts of the educational subvention and the subvention for the provision of support for persons with special educational needs for 2022, as well as the remaining unused funds under these subventions, were analyzed in detail. The volumes of the sequestration of subventions, which took place as a result of the military aggression of the russian federation against Ukraine are given. Further research will include the systematization and development of financial reporting forms for a comprehensive analysis of the use of financial resources at all levels of school education management.

The article deals with the potential of the international systems of educational statistics for the national systems of educational analytics, namely: Sustainable Development Goals (SDG), UNESCO; the Indicators of Education Systems (INES), OECD; Eurostat, EU. The study is based on empirical and theoretical research methods: analysis of practical experience with these international systems of educational statistics, the study of scientific literature, comparative analysis and synthesis. The practical significance of the work lies in describing the functionality and features of these systems, the structure of their sets of indicators, as well as their potential for use in national systems of educational statistics and analytics: analysis of the current state and dynamics of education systems in different countries and their comparative analysis. As an example of the effective use of the international systems of educational statistics at the national level, a description of the system of educational analytics «The Conditions of Education» (USA) is presented. The main goal of the article is to provide information on the international systems for educational statistics and analytics to a wide range of citizens: the active members of the civic society, educators, researchers, experts in the field of national statistics and analytics, education leaders and policymakers for promoting the integration of Ukrainian education systems into the world and European education communities. In conclusion, the proposals are made to harmonize the national system of educational indicators with the systems of indicators of international systems of education statistics (in particular SDG, INES, Eurostat), the widening of Ukrainian participation in the international education quality surveys (in particular PISA, TALIS, PIAAC, TIMSS, PIRLS, etc.), effective use of data from international systems of education statistics in the national system of education statistics and analytics, as well as the application of best practices by countries, in particular the USA.

In 2014, as a result of the military conflict in the East of Ukraine and the annexation of the Republic of Crimea, a new phenomenon has emerged in the country’s educational space – the movement of higher educational institutions from the occupied territories to areas controlled by the Ukrainian authorities. This process was accompanied by a number of psychological, social, economic, intellectual, property and legal problems. The greatest negative influence of the listed reasons is experienced by the scientific and pedagogical workers of the displaced higher educational institutions. The purpose of the article is to study the number of losses incurred by displaced institutions of higher education and the contribution that scientific and pedagogical workers with the status of internally displaced persons add to the scientific and educational potential of Ukraine due to the temporary occupation of a part of the territory of Donetsk and Luhansk regions, the annexation of the Republic of Crimea. The main research methods were questionnaires, systematization and generalization of information. The article concretizes the problems of displaced higher educational institutions of Ukraine due to the temporary occupation of a part of the territory of Donetsk and Luhansk regions, the annexation of the Republic of Crimea: loss of teaching staff; lack of basic funds and documentation for previous years of work; difficulties of various kinds in the organization of the educational process; declining living standards and quality of life of scientific and pedagogical workers. An expert assessment of the possible loss of the scientific and educational potential of the displaced higher educational institutions due to the military conflict was carried out by questioning the scientific and pedagogical workers who quit after the moment of evacuation. The contribution of internally displaced scientific and pedagogical workers to the results of the activities of the higher education institutions in which they work is evaluated. This assessment was carried out based on the results of a questionnaire survey of scientific and pedagogical workers with the status of internally displaced persons.
