In Peru, internet access is scarce, due to its high payment in acquisition and low coverage or broadband.Considering that currently it has become an extremely necessary service for daily life, having an impact oninequality in various aspects such as the acquisition of better information, communication and streamlinesprocesses. The main objective of this research is to evaluate internet access and identify the main socioeco-nomic factors that influence internet access in Peru during the 2016-2019 period. For this, the NationalHousehold Survey (ENAHO) was taken. a sample of 142,396 households for the analysis of internet accessand to identify the main socioeconomic factors that influence internet access 9,612 households, using thepanel data methodology. Among the main results prevails, the Coast as a region with a greater numberof households in internet access compared to the Sierra and Selva regions, likewise the urban area is theone with more households in internet use unlike the rural one, but in In general, there are mostly more households without internet access compared to households with internet. In addition, it was obtained thatthe main socioeconomic determinants that influence internet access are; household income, age of the headof household, years of education of the head of household (positively and with a significance level of 1%) andpoverty (negatively with a significance level of 1%).

In Ecuador, before the start of the global pandemic, 939 metric tons of food were wasted per year, whichis equivalent to a loss of 332 million dollars per year. Thus, the present investigation tries to examine theeffect of COVID-19 on food waste in households in the city of Loja during the pandemic. For this analysis,the Theory of Planned Behavior (TPB) and Partial Least Squares Structural Equations (PLS-SEM) wereused. The results obtained show that social norms, environmental awareness and COVID-19 have significantvalues and affect food waste in households in the city of Loja. Accordingly, if consumer behavior andhabits had changed before the pandemic, food waste would have decreased. Therefore, it is important topromote food donation campaigns to the most needy people and, on the other hand, make a shoppinglist and create a meal plan to buy and prepare the necessary food and mitigate food waste in the city. from Loja.

The compliance expenses of the tax vector are those costs and time that a taxpayer assumes to comply with taxobligations, the standard of the Ecuadorian tax system has implemented strategies that encourage voluntarycompliance, as well as the simplification of processes to reduce them, however, there is still a high cost, whichessentially affects SMEs. The present investigation answers the question: How do the expenses of compliancewith the fiscal vector affect the profits of the legal SMEs of the Piñas canton, period 2021? Whose objectivewas to determine the incidence of the expenses of compliance with the fiscal vector in the profits of the legalSMEs of the Piñas canton, period 2021. The Hypothetical-Deductive method was used, of a descriptive typeand from a quantitative - qualitative approach. It considered a population of 169 Legal SMEs from the Piñascanton, and the questionnaire was applied to a sample of 67 businesses. The results detail that the sum of theinternal and external cost affects the utility, where the highest is the internal cost. It is concluded that theexpenses of the fiscal vector are high and the use of external accountants is very common in Legal SMEs.

The purpose of this research has been to determine the factors that affect the preferences of organic quinoaconsumption in households in the city of Puno. The present work has had a quantitative character, of anapplied type, with a non-experimental cross-sectional design and of an explanatory nature; the populationhas been composed of 127 heads of households from the city of Puno; Likewise, simple random sampling wasused as a probabilistic sampling procedure. The data collection instrument was a questionnaire with 17 closedand open questions. For the estimation, a logit econometric model was applied, and subsequently the marginaleffects were estimated, obtaining the following results: The variable of age, family income, knowledge of the benefits of organic quinoa, household size, perception of health and perception of around the price positivelyinfluence the probability of preferences for the consumption of organic quinoa in households in the cityof Puno. The study on the social imaginary of the local actors, affected by the exploration works of the miningcompany, is highly relevant to achieve complementarity between agricultural and mining activities. Theobjective of the article is to analyze and interpret the social imaginary of local actors about the miningexploration project in the district of Nuñoa. The methodology that was applied is the phenomenologicalapproach, with the techniques and instruments of semi-structured interviews, participant observation anddocumentary review, with a sample stratified by quotas. As results we have that some local actors indicatethat mining cannot coexist with agriculture, while others consider that it would generate opportunities forimprovement and local development. The preservation of the environment at the local level is based on theharmonious relationship established by the inhabitants with the natural environment, expressed in Andean cultural practices. Regarding local perceptions, the absence or inaction of the State is perceived, and theactors of regional and national institutions perceive that the State assumes the regulatory role of miningactivities and natural resources, through norms and laws. It is concluded that, around the social imaginary oflocal actors in front of the mining exploration project, it is varied, both in rejection and acceptance; it isunderstood that there is a complementarity between the Andean worldview and the western worldview;and finally, local actors perceive that the State is absent, while regional and local actors perceive only theregulatory role of the State.

The main objective of this research work was to analyze the way in which electronic commerce was relatedto consumer buying habits or behavior in the city of Cusco for the year 2021. The research is part of thequantitative paradigm, being the investigative design of a non-experimental nature, as well as, of a descriptivetype and in transversal temporal terms; For data collection, an instrument (questionnaire) of 33 questions wasdeveloped, which made it possible to characterize all the dimensions of the study; The population subject tothe study was made up of the inhabitants of the town of Cusco, which includes the range of 18 to 60 years,who are the potential consumers of online purchases. The investigation concludes by pointing out that thereis a positive or direct and, in turn, significant relationship between electronic commerce and the behaviorassumed by the average consumer in the city of Cusco; that is to say, that electronic commerce directly affects the behavior in the Cusco consumer market, as well as, the presence of a positive and significantrelationship between electronic platforms and the levels of purchases made is demonstrated, which in turnexpresses, a significant relationship between the means of payment and the behavioral habits (purchasingbehavior) of the consumers studied.

For data collection, a questionnaire was used to measure financialcapabilities based on the methodology used by the Development Bank of Latin America, applied to peoplebetween 18 and 80 years of age in the province of Cusco, and after data analysis, the indexes were calculated.For the econometric analysis, a multiple linear regression model was developed with robust statistics tomeasure the degree of relationship between socioeconomic factors and financial education. The resultsshowed that the level of financial education in the province of Cusco is medium-high, explained by favorableresults in two of three indexes (index of financial attitudes and behaviors and the index of financial conceptsand knowledge); however, there is room for improvement in the household economy index, due to poorfamily budget planning. Finally, it was identified that the factors that have the greatest impact on financial education are educational level and income level.

The Editorial Committee of the Semestre Económico Journal of the Universidad Nacional del Altiplano dePuno-Perú, in this edition, puts into consideration of the readers, the issue of the international context withdifferentiated effects on the economies of the countries, entitled "the consequences overviews of the war inUkraine and proposals for pacification from Human Rights” prepared by Antonio Sánchez Bayón. Four issuesare addressed: 1) the recognition of the condition of a total war; 2) reflection on whether history repeats itself(and how); 3) make a minimum balance of winners and losers; and 4) provide some notes on transitional jus-tice, human rights and Humanitarian Law. In this way, it is possible to take stock of a conflict that goes beyond.

El objetivo del a investigación fue determinar los resultados obtenidos en la gestión de inversiones, con la aplicación del Presupuesto por Resultados en la ejecución de los gastos de capital en la Universidad Nacional del Altiplano, entre los años 2011 a 2020. En el proceso metodológico se ha utilizado el modelo básico de presupuestación por resultados, que se sustenta en la vinculación entre la asignación de recursos y la información de desempeño, siendo importante la obtención de la información sobre los objetivos o resultados que se han propuesto en los proyectos vinculados a los gastos de capital. Además, se ha utilizado el modelo de cadena de resultados; así como los indicadores de eficacia y eficiencia logrados en los proyectos de inversión. Se pudo demostrar que en el modelo de la cadena de resultados, cada uno de los proyectos de inversión de la universidad, seleccionados como representativos, en el eslabón de insumos tenían asegurado la asignación presupuestal y los recursos necesarios; cumplieron con el eslabón de actividades transformando los insumos en productos; dando lugar al tercer eslabón que se expresa en la generación del producto con conclusión y entrega del proyecto a la población usuaria; cada uno de los proyectos se encuentran en operación, lográndose el objetivo o resultado esperado; a excepción del proyecto Mejoramiento de los Servicios Académicos en la Formación Básica, Informática y Virtual en las Escuelas Profesionales que solo ha alcanzado hasta el tercer eslabón que se refiere a la generación del producto.
