Women’s Career Advancement Barriers in A Matrilineal Society: The Case of Minangkabau 母系社会中女性职业发展的障碍——以米南卡保为例

This study seeks to examine and to compare the patterns of women’s and men’s career advancement in a municipal government located within traditional area of the biggest matrilineal society in the world, the Minangkabau. This research employed a qualitative approach through a case study and suggests that the higher the position, the less the number of women occupying it. Further, this study also aims to explore thebarriers that impede career advancement of the female employees. Women face barriers that become more significant as they climb the hierarchical structure, including lack of experience, job segregation, work-family conflicts, and stereotypes. Applying newpolicies such as a quota system and flexible work arrangements can be implemented to address these issues. This research only studied one municipal region within the Minangkabau. Future and more extensive research can provide a more comprehensive understanding of the situation by observing more local governments

Infrastructure and Inclusive Economic Growth in Decentralized Indonesia 去中心化印度尼西亚的基础设施和包容性经济增长

This research investigates the impact of decentralization in the link between infrastructure and inclusive economic growth in Indonesia. It address the question of whether decentralization strengthens the relationship between infrastructure and inclusive economic growth or not. Structural Equation Modelling (SEM) analysis is applied to explain those relationship. Data were collected from several publications issued by Indonesian Central Statistics Agency (BPS). It contains both secondary data and the result of national survey from 2013 to 2017. The findings show that the effectiveness of decentralization in Indonesia is vary among regions. The result of the statistical test—PLS SEM—shows that the relevance between decentralization and inclusive economic growth is significant in Indonesia case and Sulawesi-Nusa Tenggara-Papua, but is insignificant in Sumatra, Java-Bali, and Kalimantan. While in the context of the relationship between infrastructure and inclusive economic growth, it was positively and significant in Sumatra and Kalimantan but insignificant in Indonesia case, Java-Bali, and Sulawesi-Nusa Tenggara-Papua. As the result of main hypotheses, this research conclude that decentralization does not matter yet in strengthen relationship between infrastructure and inclusive economic growth in Indonesia.

Implementasi Program Corporate Social Responsibility di Bidang Pendidikan (Studi pada Pemerintah Daerah Kabupaten Kutai Timur dan PT. Kaltim Prima Coal di Kecamatan Bengalon) 企业社会责任在教育中的落实

Education is a strategic area for a nation's change, but Indonesia is not optimistic enough to rely on this position because in reality the conditions and results of education in Indonesia are inadequate. Data published by the United Development Index shows that Indonesia's Human Development Index (HDI) in 2015 was still 113th out of 188 countries. Education in Bengalon district is based on data on dropout rates, the number of level students and education is second place on poverty level indicator. So the government does a partnership with PT. KPC in Corporate Social Responsibility (CSR) programs is one of them in the field of education. This study aims to analyze the implementation of CSR programs in the field of education in Bengalon District. The research method used is descriptive qualitative method. Based on the research that has been done, it is obtained that the implementation of CSR programs in the field of education in Bengalon District has been successfully carried out by PT. KPC is seen from 3 aspects namely Accountability, Transparency, and Sustainability.

The social and environmental conditions in Mojokerto city have decreased and marked by several things, namely pollution due to the burden of emissions, not optimal public transport, not optimal management of the informal sector, the conversion of land. This study focuses on assessing the ability of the substance of spatial urban planning in Rencana Tata Ruang Wilayah (RTRW) of Mojokerto city to realize sustainable city development. The concept of a sustainable city is used to identify and criticize the RTRW of Mojokerto city, based on 5E criteria (Economy, Equity, Ecology, Engagement, and Energy). Stakeholders have a lot of influence in the formulation of the substance of spatial urban planning, so 5E criteria for criticizing the RTRW is reviewed through the stakeholders' perspective.

Community empowerment with the triple helix approach is a community empowerment method that involves three actors, namely: universities, companies and government. Collaboration carried out by the three actors is carried out simultaneously which maintains a balance of shared roles. The purpose of this study is to explain and analyze the implementation of Community Empowerment in Bendosari Energy Independent Village, Pujon Subdistrict with the Triple Helix approach which is carried out by universities, companies and government to develop community entrepreneurship competencies based on local wisdom. The results of this study indicate that community empowerment in Bendosari Village conducted by the three actors is directed to improve community welfare. Empowerment activities are grouped in the fields of infrastructure, community capacity building in the entrepreneurship of local agricultural products and tourism, and the social institutions of rural communities.

Regional Autonomy makes Regional Income as a financial source for the management of its own area so as to minimize dependence on the central government is a requirement in the state government system. Sources of Income are derived from Regional Taxes; regional retribution; results of management of separate regional wealth and others legitimate local revenues. Law No. 28 of 2009, the definition of regional retribution, is building permit levies as payment for services or the granting of certain permits specifically provided and/ or given by local governments for the benefit of individuals or entities, this is regulated in Gresik Regency Regulation Number 23 of 2004 about Building Permit Levy so that it is expected that there will be an increase in Regional Original Income from the regional levies licensing sector managed by DPM-PTSP as a government agency that is responsible for implementing the Regional Levies licensing policy for building construction.

Inovasi Pelayanan dalam Pengelolaan Sampah: Studi pada Bank Sampah 垃圾管理服务创新:垃圾银行研究

The purpose of this study is to conduct an analysis of public service innovation in waste management in the city of Malang through the Malang Garbage Bank (BSM). In 2015 BSM get an award at the public service innovation system competition (SINOVIK). BSM won the top 25 public service innovations and became a national pilot conducted by the Ministry of Environment and Forestry (KLHK). This research using innovation and waste management theory. A qualitative approach through interviews and secondary data through various documents is the method of this research. The results of this study indicate that the process of managing waste by BSM through the process of sorting waste by customers, taking or depositing waste, sorting waste by BSM and managing waste becomes plastic chopped. Waste management by BSM able to change the mindset of the people who initially assumed that waste is an item that is no longer have economic value. Waste management innovation includes the type of process innovation, service method innovation, strategy or policy innovation, and system innovation. BSM is in the level of transformative innovation and discontinues innovation category.

In 2015 BSM get an award at the public service innovation system competition (SINOVIK). BSM won the top 25 public service innovations and became a national pilot conducted by the Ministry of Environment and Forestry (KLHK). This research using innovation and waste management theory. A qualitative approach through interviews and secondary data through various documents is the method of this research. The results of this study indicate that the process of managing waste by BSM through the process of sorting waste by customers, taking or depositing waste, sorting waste by BSM and managing waste becomes plastic chopped. Waste management by BSM able to change the mindset of the people who initially assumed that waste is an item that is no longer have economic value. Waste management innovation includes the type of process innovation, service method innovation, strategy or policy innovation, and system innovation. Fiscal Decentralisation and Economic Growth in Indonesia 印尼财政分权与经济增长

Fiscal decentralisation is deemed as an effective policy to increase efficiency in providing public goods and appears as a way to foster economic growth. This paper addresses the theoretical and empirical linkage between fiscal decentralisation on economic growth. Here, we use five decentralisation measures to capture the multidimensional aspect of fiscal decentralisation. Using data from the lowest level of government and the latest data in Indonesia from 2010 to 2017, the results showed that fiscal decentralisation is significantly and negatively related to economic growth.

This study aims to develop a model for revitalizing community based health care intervention for strengthening cardiovascular diseases preventive services. The case of CBHI in Sepanjang village was used to test whether the proposed model is suitable implemented. The findings show that the model was effectively implemented as indicated by the full acceptance of health workers and voluntary health workers as well as the effectiveness of screening and health promotion intervention.
本研究旨在建立一个以社区为基础的卫生保健干预模式,以加强心血管疾病的预防服务。以世邦重工在Sepanjang村的案例来检验所提出的模式是否适合实施。调查结果表明,该模式得到了有效实施,充分接受了卫生工作者和志愿卫生工作者,筛查和健康促进干预的有效性表明了这一点。

Roles of Actors in Palm Oil Value Chain: a Paradox 棕榈油价值链中参与者的角色:一个悖论

Process of globalization has added pressure to smallholder palm oil in world palm oil producers countries. The globalization, however, create opportunities for small palm oil holders to benefit from it whenever they are able to collaborate proportionally with other actors. In order to do so, this study is aimed to elaborate the current value chain and typology of smallholders to establish the suitable collaboration schema.  The finding showed that although there is imperfect quality of role, the variety of actors involved make smallholders found a better role. The PTPN VIII Kertayaja (State-Owned Enterprises (SOE) should be able to gain benefit and opportunities from suggestion use of the collaboration with other actors within the value chain.  However, it is the role of SOE that act as state fiscal-revenue collector as well as maintaining status quo and having coercive power but it makes them complacent it and neglect to achieve sustainability role in empowering farmers. On the other hand, willingness to maximize the benefits created from the transaction has led head of village, private enterprises, collectors, sellers and transporters to find the most innovative way to help the small plantation owner to ease the challenges and maximize their roles in adding value to the chain.
