The paper provides an analysis of the current situation in the Slovenian Armed Forces, identifies weaknesses and advantages, and offers recommendations for the organization and functioning of the Slovenian Armed Forces. We have also examined whether its transformation follows the transformational processes in the Alliance. NATO's DOTMLPF-I methodology and an analysis have been used to determine the weaker areas. We have particularly highlighted the field of personnel and finances that need to be improved in order to ensure a more effective implementation. By analyzing the development of military organizations in the future and by reviewing NATO's strategic concepts, we have established that in order to successfully function in the future, the Slovenian Armed Forces must follow the transformational imperatives of the Alliance today. Furthermore, we have analyzed the requirements lying ahead the Slovenian Armed Forces in the future and described some of the combined unconventional threats. At the end, we have also presented the recommendations for the operation of the Slovenian Armed Forces in the future, namely system consolidation, preparation of a vision, integration, modernization and flexible structure of units as well as financial stability and sustainability. As a fundamental finding of the article, we emphasize the fact that, by 2025 and beyond, the Slovenian Armed Forces should be shaped as a small but still sufficiently strong military force, which by using sustainable resources can provide highly qualified and trained joint forces that are interoperable with the armed forces of other NATO Allies.

This year's first issue focuses on military knowledge in a contemporary security setting. The autumn of 2017 marked the beginning of the General Staff Course of Slovenian Armed Forces (SAF) members. This was the eighth generation of the General Staff Course in the history of the Slovenian Armed Forces and independent Slovenia. After the students completed their training in the beginning of October 2018 with a ceremony held at the Military Schools Centre, some of them decided to publish an article in the Contemporary Military Challenges.

If you do not guide the culture, the culture will guide you. Culture refers to the shared values among members of a group. It can be a family, an organization or a country. While the influence of national culture has long been recognized, in terms of corporate (organizational) culture, the word is very young in management literature. It should be noted that there is no concept of good or evil. Managers should be aware that organizational culture is compatible with the organization's mission and strategy. So the criterion for judging a culture is to what extent it goes on the same track with the tasks of the organization. Organizational culture is a double-edged sword. On one hand, it is considered as a ground which may facilitate reaching the organizational goals and on the other hand, it can be a barrier on the edge of change. Logical principles and organizational culture change (if it is) largely depends on team training is changing. In this paper an attempt has been made to examine the concepts of culture, organization, organizational culture, organizational culture and management high importance component factors in the management of organizational culture is one of great and solemn duty is to be paid in the third millennium.

Povzetek Članek skuša predstaviti relativno celovit pregled dejavnikov, ki so pripeljali do Stalnega strukturnega sodelovanja, dejanski politični postopek, vključno s pravnimi določili, ki so omogočili notifikacijo v EU in v Sloveniji ter pogoji, ki bodo morali biti izpolnjeni, da bo PESCO uspešen. Decembra 2017 so članice EU, po več kot šestih desetletjih usklajevanja in dogovarjanja, naredile korak naprej in aktivirale manj vidne člene Lizbonske pogodbe ter s tem vzpostavile strukturno sodelovanje na obrambnem področju. Glavni namen PESCA je nadaljnja integracija in poglobitev sodelovanja na varnostnem in obrambnem področju. S priključitvijo PESCU so države članice potrdile svojo pravno zavezujočo odločitev da bodo izboljšale učinkovitost na področju koordinacije in sodelovanja, obrambnih investicij, izgradnje zmogljivosti in operativne pripravljenosti. Ključni dejavniki, ki bodo prispevali k uspešnosti PESCA so ohranjanje obrambnih in varnostnih vprašanj visoko na evropski politični agendi in izpolnjevanje prevzetih obveznosti. Ključne besede: Stalno strukturno sodelovanje, Evropska unija, Slovenija, obrambna industrija, obrambni proračuni Abstract This article aims at providing the reader with a fairly comprehensive overview of the conditions that had lead to PESCO, actual political process, including legal provisions, of getting PESCO notified in the EU and in the Republic of Slovenia. Also, the authors analyse conditions that need to be met for PESCO to be successful. Ever since the Second World War, the European Community has been struggling to form closer ties in the area of defence. One of the major breakthroughs took place in December 2017 when Member States activated one of the less publicized articles of the Lisbon Treaty and established a permanent structure in the area of defence. The main purpose of PESCO is further integration and strengthening of cooperation in the field of security and defence. By joining PESCO, Member States have confirmed their legally binding commitment to improve efficiency in regard to coordination and cooperation, military investment, capability development and operational readiness. For PESCO to be successful, it is crucial that the EU keeps defence issues at the top of the European political agenda as well as that Member States carry out their commitments. Povzetek Za zagotavljanje varnosti mora Slovenija v prihodnji strategiji upoštevati tudi silo, še posebej pri odvračanju groženj. Upoštevajoč omejene vire in spremenljivo, izzivov polno okolje, je težko najti celovito strategijo, ki bi omogočala varnost, napredek in ekonomski razvoj Slovenije. Rešitev vidimo v odvračanju, tako z zavezniki, kot z lastnimi silami. Da bi bili verodostojen partner v Zavezništvu, moramo prevzeti svoj delež bremena in razviti lastne, z zavezniki dogovorjene zmogljivosti. Z vojaške perspektive so razvidni trije ključni elementi sprejemljive strategije: močno zavezništvo, razvite lastne vojaške zmogljivosti in odpornost družbe. Pri razvoju zmogljivosti, mora Slovenska vojska upoštevati dogovorjeno metodologijo. Ključnega pomena za uspešen razvoj zmogljivosti in bojevanje v “večdimenzionalni bitki” je poveljevanje s poslanstvom. Taking into account scare resources, and a dynamic and volatile environment, it is difficult to find a wholly adequate strategy to provide for the safety, progress, and economic development of Slovenians. But deterrence – created by both our own capabilities and those gained through NATO membership – is our best way forward. In order to be reliable partner in NATO Slovenia has to take its share of the burden, and develop its own capabilities. From a military perspective, there are three key elements for successful strategy: strong alliances, well-developed national military capabilities, and the resilience of society. In developing its military capabilities the Slovenian Armed Forces (SAF) has to apply a DOTMLPF framework. Here we see mission command pivotal for success in development, and in Multi Domain Battle.
