Pembangunan ekonomi daerah melibatkan peran pemerintah daerah dan masyarakat dalam mengelola sumber daya lokal dan membangun pola kemitraan. Keberadaan UMKM dan UKM dapat mendukung program pembangunan ekonomi daerah. Sehingga UMKM/IKM membutuhkan pendampingan seperti penyediaan infrastruktur, pelayanan, bantuan permodalan, dukungan lainnya, dan arahan. Pengembangan UMKM juga dilaksanakan oleh Pemerintah Kota Probolinggo bersama rekan-rekan Dekranasda Kota Probolinggo. Hal tersebut mendorong dilakukannya penelitian terkait peran Dekranasda Kota Probolinggo bagi pengembangan UMKM/IKM yang bergerak di bidang industri kreatif lokal baik produk kuliner maupun kerajinan khas Kota Probolinggo. Penelitian ini merupakan penelitian kualitatif dengan pendekatan deskriptif. Penelitian ini menggunakan pendekatan kualitatif dengan jenis studi kasus. Penelitian dilaksanakan pada bulan Agustus dan September di Kota Probolinggo. Teknik pengumpulan data dan informasi dalam penelitian ini adalah wawancara, observasi dan studi dokumentasi serta didukung dengan studi literatur ilmiah. Teknik analisis data bertujuan untuk menganalisis data yang telah diperoleh dalam penelitian ini, kemudian data penelitian disusun secara sistematis, langkah selanjutnya penulis akan menganalisis data dan informasi tersebut. Analisis data kualitatif berkelanjutan dan berkembang di seluruh program. Sehingga dikenal produk kuliner dan produk kerajinan unggulan. Seperti olahan ikan laut, rengginang, olahan mangga, kecap, keripik pisang dan olahan jagung. Sedangkan kerajinan tangan, tenun, keramik, batik, bordir, anyaman, kerajinan tangan, dan lain-lain. Dekranasda berperan dalam pemberdayaan ekonomi masyarakat melalui industri kreatif lokal. Peran Dekranasda Kota Probolinggo pertama sebagai motivator dalam meningkatkan kemampuan Sumber Daya Manusia atau pengrajin. Kedua, sebagai komunikator dalam mengembangkan target pasar produk kerajinan. Ketiga, sebagai dinamisator dalam menjalin kerjasama dengan instansi pemerintah.

Cempedak Rahuk salah satu kelurahan yang terletak di Kecamatan Tanah Putih Kabupaten Rokan Hilir Provinsi Riau yang melaksanakan roda pemerintahan dan menggerakkan masyarakat dalam setiap kegiatan yaitu dengan mengikut sertakan masyarakat berpartisipasi untuk kemajuan pembangunan. Observasi yang dilakukan masih ditemukan rendahnya partisipasi masyarakat dalam kegiatan pembangunan. Penelitian ini bertujuan untuk melihat partisipasi masyarakat dalam pembangunan dan untuk mengetahui faktor pendukung dan penghambat partisipasi masyarakat dalam pembangunan. Penelitian dengan pendekatan kuantitatif dilakukan dengan menggunakan teori Yadav dalam Mardikanto (2013) dimana untuk melihat partisipasi dalam pembangunan yang meliputi partisipasi masyarakat didalam pengambilan keputusan, pelaksanaan kegiatan, pemantauan dan evaluasi pembangunan, Partisipasi dalam pemanfaatan hasil pembangunan. Responden yang dilibatkan meliputi pemerintah kelurahan, Lembaga kelurahan dan masyarakat sendiri dengan total 104 responden. Data diperlukan yaitu data primer dan data sekunder. Teknik pengumpulan data menggunakan kuesioner dan wawancara, Analisa data dilakukan dengan analisis statistik deskriptif. Temuan penelitian berkaitan dengan partisipasi masyarakat dalam pembangunan dikelurahan Cempedak Rahuk Kecamatan Tanah Putih adalah Cukup Baik dengan jumlah akhir total skor 2.224 atau (59.40 %). Selain itu faktor pendukung yaitu tingginya Partisipasi dalam pelaksanaan kegiatan dan pemantauan dan evaluasi pembangunan dan faktor penghambat yaitu masih rendah partisipasi dalam pengambilan keputusan dan pemanfatan hasil pembangunan.

The purpose of this study is to discuss the responsiveness and transparency of the Yogyakarta City government in handling complaints in the 2013-2019 period. This study uses the theory of responsiveness and transparency in the delivery of public services. The research method used is qualitative with a case study approach. The results of the study show that the responsiveness and transparency of the Yogyakarta City government in handling complaints has not been maximized. In terms of responsiveness, it is indicated by the existence of complaints that have not been followed up by the government and the discovery of complaints that have the wrong destination (wrong address). Then, the Yogyakarta City government also has not created effective communication to coordinate resolving complaints involving several agencies/SKPD. Meanwhile, from a transparency standpoint, the Yogyakarta City government does not provide indicators of complaints that can be followed up by the Yogyakarta City Government. So that this causes the community not to know the criteria for complaints that can be followed up by the Yogyakarta City government.

This study discusses the effectiveness of the Ku Literacy Corner Program in Bumi Sari Village, Beutong District, Nagan Raya Regency, the method used in this case is a qualitative research method that emphasizes the descriptive method, while the purpose of the Ku Literacy Corner Program is as a learning platform that can provide learning which is still unknown in the midst of the people of Bumi Sari Village, from the results obtained when my Literacy Corner Program was running, there was a development of insights that were obtained by the surrounding community and became a new science that was obtained, my literacy corner program has 5 corners, namely: writing corner , a reading corner, an introduction to the internet corner, a Microsoft Office corner and a computer operation corner. In connection with the implementation of this program, there have been many changes in mindset and in active literacy for the people in Bumi Sari Village, Beutong District, Nagan Raya Regency, progressing.

Public service has not worked well as a tool to coordinate the responsibilities of the government and the people. This is indicated by the fact that there are still overlapping policies and the lack of competence of public officials and the tendency to innovate is a phenomenon where many policies have been canceled or changed by the government. Therefore, new policy innovations are needed that can significantly support efforts to address community problems. To achieve good governance, this study aims to describe and analyze how service innovation works from the perspective of a public administration approach. This study is based on literature research and will later collect information on implementing service innovation for service providers, cultivating a culture of innovation in the public sector, and how innovation can improve organizational performance in achieving bureaucratic change. The results of this study are the application of an innovative culture, the urgency of public service innovation in improving organizational performance, and the urgency of implementing innovation for the public sector in achieving transformation.

Program planning is an important first step to develop community empowerment program. The penta helix becomes one of strategies to develop sustainable program of community empowerment. The penta helix model builds a collaborative network of multi-actor roles, including: Academics, Business Sector, Community, Government, and Media. The collaboration can be seen in the planning process of Technology-Based-Fish-Catching Improvement Program initiated by Corporate Social Responsibility PT Pertamina Refinery Unit II Dumai. This study aims to see how the process of the following program, including the role of each stakeholder. The method of this research used descriptive qualitative. The results of this study showed that each stakeholder has their own role in the planning process. There were 7 steps that have been passed during the process, such as; 1) Consideration of program recommendations from academics and proposals submitted by the community (groups); 2) Discussion of CSR Internal Team phase 1; 3) Assessment of the target group; 4) Discussion of CSR Team phase 2; 5) Draft of the initial program scheme by the CSR Team; 6) Involvement of external stakeholder in strengthening program planning; and 7) Formulation of program.

This study aims to analyze the effect of organizational culture on improving organizational performance in performing public services in North Gorontalo Samsat, so in this study using a quantitative approach where this research uses data in the form of numbers and statistics to evaluate or explain the relationship between variables. The results showed that there was a simultaneous influence between organizational culture variables in the form of idealistic elements (X1) and behavioral elements (X2) on service performance at the North Gorontalo District Samsat office. The influence of organizational culture in the form of idealistic elements (X I ) and behavioral elements (X2) on public services at the Samsat Office of North Gorontalo Regency is 78, I °/c, there is an influence between organizational culture in the form of idealistic elements (X 1) on performance public service (Y) in the North Gorontalo District Samsat Office of 96.6°/c, and there is no influence between organizational culture variables in the form of behavioral elements (X2) on public service performance (Y) in the North Gorontalo District Samsat Office.

The results showed that there was a simultaneous influence between organizational culture variables in the form of idealistic elements (X1) and behavioral elements (X2) on service performance at the North Gorontalo District Samsat office. This study aims to analyze the waste management carried out by DLHK Palembang City. This study was a qualitative descriptive research. In collecting the research data, the writer conducted observation and interview, literature study and documentation. The results showed that the waste reduction activities implemented by the Environment and Sanitation Service Palembang were the establishment of Garbage Bank and TPS 3R, providing socialization and technical guidance on waste management to community, issuing appeals, circulars and socialization on reducing plastic waste to retail entrepreneurs, using tumblers, and restrictions on using plastic bags. The amount of waste made in Palembang in 2020 was 426,390.66 tones, with waste reduction (19.79%) and waste management (76.69%), managed waste (96.49%) and unmanaged waste (3.51%). The waste composition was dominated by food waste. There were obstacles in waste management, where the Garbage Bank, TPS 3R, waste collectors did not operate due to crowd restrictions, reduced volume of segregated waste from waste sources, and lack of public awareness in waste segregation and the use of re-useable products

This article surveys the implementation of the Satya Gawa Program as part of the social responsibility of PT Indonesia Power Suralaya PGU. This program is intended for people with psychiatric problems, both patients and their families with the aim of improving mental health. The purpose of this study is to determine the success of the implementation of the Mental Disorder Service Center (Satya Gawa). The method used is a survey of patients and families of patients with mental disorders (ODGJ) on the aspect of existence of community development officers, community involvement in planning, implementation and evaluation, conformity with user needs, relevance to cultural, social and economic values, ability to improve knowledge, skills and improving the welfare of the target group. The results of the study show positive performance, meaning that it does not require major changes to the program, but requires minor changes in efforts to involve participation in planning and evaluation, use of opportunities to express opinions, increase income, and continue the Satya Gawa Program.

The purpose of this study is to analyze the application of a government system (e-government) based on village websites by utilizing information and communication technology to achieve government accountability, transparency, effectiveness and efficiency of village governments in Lemito District. The type of research used in this study uses a qualitative approach which has natural characteristics (natural setting) as a direct data source, because a qualitative approach can reveal various kinds of facts and conditions that occur. Data collection techniques where researchers use various types of data collection where actions are carried out, namely observation (observation), interviews (interviews), documentation and triangulation (combination). Based on the results of research analysis in Lemito District, Pohuwato Regency, the implementation of e-government has not been carried out optimally, where it has not utilized what has become the policy expectation regarding the use of technology, information and communication related to transparency, accountability, effectiveness and efficiency of village government. The village government system in Lemito District still uses a manual system for public services without taking advantage of technological developments, in this case the village website. The existence of a system that is still completely manual results in slow service and is still left behind from the current developments in achieving electronic government.
