The article presents a review of the VIIth St. Petersburg Economic Congress (SPEC-2022): «New Industrial Society of the Second Generation (NIS.2): Problems, Factors and Prospects of Development in the Modern Geoeconomic Reality». The congress was devoted to technological and socio-economic development in the difficult conditions of the world restructuring, the relevance of the use of strategic planning and government regulation, as well as the importance of aspects of social development such as human potential, science and education, the new industrial society of the second generation (NIS.2) and noonomy. The congress reflected ways to combat the challenges faced by the modern Russian and world communities. In particular, active discussions within the framework of the congress were hold on the problems of industrial development on the basis of a new technological structure, import substitution, the forming a new quality of a human and the development of knowledge economy.

Definitions of human capital, human potential and strategic development of a region are given in the article. The author systematizes the goals, objectives and priority areas in terms of human development in the approved regional strategies-in-development for social and economic growth. The use of the main fields of human development in the formation of regional strategies in Russia is the subject of the analysis. The method of OTSW-analysis is described, which allows to determine the factors of internal and external conditions for the development of a region and categorize them. The author uses the methodology of strategizing by Doctor of Economics, Professor V. L. Kvint. Flaws are revealed in the formation of regional strategies that reduce the effectiveness of their implementation. The above analysis showed the absence of a unified methodology necessary for the formation of a strategy. The main provisions are proposed for the advancement of regional strategies in terms of human development in the health sector, including goals, objectives, priority areas, results and main stages of their implementation.

The article considers the causes and consequences of the modern geopolitical and geo-economic conflict that can lead to catastrophic events. To overcome this situation and move to a new state of development, to create a new balanced image of the socio-economic system, the theory of NIS-2 and noonomy is proposed, which critically generalizes the scientific developments of social sciences and natural philosophers. Particular attention is paid to the works of Galbraith, Lvov and Glazyev. It is shown that the main factor in the development of the industry is knowledge and knowledge-intensive production. The infinity of knowledge and the new role of a human in production, the transformation from homo economicus into homo creativus form the basis for the "acceleration" of scientific and technical progress. The transition from the modern socio-economic model to NIS.2, based on nooprinciples, requires a deep reform of old relations and institutions, the formation of a socially oriented economy, an economy of cooperation. First of all, it is necessary to work out a new strategy for the socioeconomic development of Russia. A system of tasks related to the advancement to NIS.2 is presented, as well as a system of means and resources for their solution. The emphasis is placed on the importance of intensifying the development of strategic, tactical and practical measures to solve these problems.

The geopolitical crisis in Ukraine and the economic blockade of Russia deployed by the collective West lead to a qualitative change in the Russian economy and its positioning in the world economy. The economy of high trade surpluses and excessive government savings is losing its meaning. National economic and technological sovereignty requires not just the restoration of broken supply and logistics chains, but the restructuring of the economy and an accelerated transition to a new economy of knowledge and health. Within the framework of the ESG agenda, the importance of the social component and the coordination of various areas of state policy and business strategies is increasing.

The paper provides a strategic analysis of trends in the real estate market development in Moscow, which, in the author’s opinion, may indicate a strategic threat of the formation of an emergency period in the housing market of the capital city. The emergency period in the study refers to a period of cyclical growth in market prices, characterized by excessive investment due to long-term speculative expectations of investors. The residential real estate market is one of the most important socioeconomic areas, reflecting the well-being of the population, as well as influencing many significant industries in Russia. Any disturbances and shocks regarding real estate prices can lead to social unrest among the population and, as a result, a deterioration in their quality of life. Apart from that, the real estate market is closely connected with the construction industry, which is one of the powerhouses of the Russian economy. To prevent instability in the housing market, national and regional strategies should consider its sustainable socio-economic advancement as a national (regional) strategic priority. The purpose of the study is to identify some strategic trends that are necessary for analysis at the forecasting stage at the beginning of the strategy formation process. The article shows that some emerging strategic trends point to the existing likelihood of an emergency period in the housing market in Moscow, however, the strategic management tools implemented by the government and the banking sector effectively resist its occurrence, as well as other external factors.

The market for healthcare services provided with the widespread use of digital technologies, according to Kvint, is a global emerging market. In order to account for the development trends of this market, strategizing technologies are needed. In this work we base on foreign experience to reveal the main trends in the process of strategic management of the modernization of primary health care at the global level and in a number of countries of the world. An attempt is made to apply these approaches to Russian practice, taking into account the existing strategic documents. Based on the study of world experience, it is shown that the process of research-based strategizing, using a comprehensive set of strategic tools based on digital technologies of knowledge-intensive management, is a key strategic priority for the development of the primary healthcare at the regional level. It is assumed that the best option would be to return, at least in part, to the well-thought-out Digital Health sub-programme, which was not included in the 2017 Digital Economy program. To get an overall picture of the use of digital technologies in healthcare, it is necessary to monitor the scientific, technological, human resource, organizational and logistical (equipment) components of this picture. In recent years, numerous regulations have been adopted that are directly or indirectly related to the digitalization of healthcare and medical activities. At the same time, their key provisions are related to the lack a systemic integration of digitalization into the healthcare development process as a whole. Similar processes should be carried out as part of the creation and development of regional segments of the digital platform.
