Strategic enterprises of the Russian meat livestock sector are represented by vertically integrated agro-industrial holdings, whose competitive advantages, functional structure, and specifics of their businesses make corporations important participants in ensuring national food security. The theoretical and methodological basis of the work is the general theory of strategy and methodology of strategizing by academician Vladimir L. Kvint. The study revealed that ensuring national food security in Russia is under the influence of several strategic threats, in particular: insufficient stability of the institutional environment; biased quantitative criteria for achieving food security; lack of strategic management of emergency periods. Overcoming these challenges is possible by building a strategic system hierarchical approach, in the theory of strategy and methodology of strategizing by Professor Vladimir L. Kvint. The fifth is called the Hierarchic System of Strategy based on the alignment of global, national, regional, and corporate interests. The latter primarily concern strategic agro-industrial holdings, whose industry leadership, production potential and financial stability can have a positive impact on increasing the sustainability of regional food markets by expanding the physical and economic availability of food, which contributes to improving the quality of life of the population – the main guideline of the strategy at any level.

The main provisions, proposed tools and practical recommendations for managing the intersectoral potential for industrial development under Industry 5.0 are outlined in the article. The research methodology includes a systematic approach to the formation and management of the cyber-physical-social system with an emphasis on the cross-industry nature, the interdisciplinarity of the foundation and the transdisciplinarity of Industry 5.0; value, cyber-socio-techno-cognitive, human-centric and socio-centric approaches; platform interest. Choice evolution of industries and their objects (physical systems of Industry 1.0 - 3.0, cyber-physical system of Industry 4.0, cyber-physical-social system of Industry 5.0). The article provides a description of various factors, further analysis of which allows us to state that Industry 4.0 is not the basis for achieving higher development goals expected by 2030. The capabilities of the main characteristics, goals and opportunities of Industry 4.0 and Industry 5.0 are compared. It is concluded that Industry 5.0 does not equally represent the next industrial revolution, how many attendants join Industry 4.0 technologies strengthening cooperation between humans and robots. Technologies, possible tools and practical applications of Industry 5.0 are systematized. Priority measures aimed at preparing for Industry 5.0 implementation in a natural ecosystem, scientific and technological development based on proactive import substitution are proposed.

The evolution of property at various stages of human civilization is considered. Particular attention is paid to private property as the basis for the functioning of the national market economy of individual countries. The peculiarity of private property in its various forms – individual, collective, mixed - is revealed. The dynamics of state ownership at various stages of the development of the national and world economy is shown, the mixed economy of modern capitalism is presented as an interaction of private, state and public property. The objective conditionality of increasing the role of the state in the protection of intellectual property, which increases its influence in the context of the spread of digital technologies, is revealed. The problem of human protection and the orientation of technological progress to improve the quality of people’s lives is posed.

The subject under study is characterized by the fact that they belong to problem regions and have exhausted the potential that was the driver of previous years and the main source of development. The current situation requires the elimination of the discrepancy that has developed between the existing development model and the need to move to a new paradigm. One of the options for implementing such a model could be reindustrialization. The reindustrialization process is focused on changing the technological structure. Before embarking on the implementation of this process, it is necessary to find out the state of the basis of the economy of the region under study. In this case, the most reliable scientific results can be obtained if the economy of a given region is studied on the basis of the theory of technological structures. The article uses aspects of the theory of the technological structure in the interpretation of domestic and foreign researchers, the methodology for determining the integral indicator of the state of the technological structure in the subjects of the region was applied, which (methodology) made it possible to establish that the third technological structure dominates in the economy of the studied region. It is substantiated that in order to transfer the economy to a new technological structure with the help of reindustrialization, it is necessary to use certain mechanisms that can ensure the progressive development of the economy. The study offers a list of different ways (mechanisms) of reindustrialization. It is concluded that the implementation of the proposed mechanisms will allow the region to move to a higher level of development.

It is noted that the economic development of the Russian Federation takes place in the conditions of digitalization of the economy, the construction of an innovative type of economy with the subsequent transition to a new technological order. It is established that the goals of innovative development and the results to which the economy should come are legalized in the decree of the Government of the Russian Federation and, therefore, are mandatory for implementation. It is stated that achieving the goals of innovative development requires the development of an appropriate economic theory, the methodology of which is based on an interdisciplinary approach to the analysis of economic relations. It is argued that the neoclassical economic theory, which uses mathematics and econometrics as a tool for constructing theoretical models and verifying their validity, cannot be recommended for further use as a scientific basis for the digitalization of the economy and its development as an innovation-type economy. It is proposed as a scientific basis for building a new economic policy of the state in the conditions of digitalization of the economy to apply institutional economic theory as a scientific basis that meets the modern requirements of economic development, the methodology of which involves taking into account in the course of economic analysis various aspects of social interaction directly or indirectly capable of influencing the behavior of economic agents. A brief analysis of the publications of Russian scientists in the field of institutional economic theory is carried out, it is concluded that the basis for the development of Russian institutionalism are the scientific achievements of scientists from the USA and Great Britain, but, due to the fact that the scientific achievements of foreign scientists are based on the study of the institutional environment of the USA and Great Britain, which differs in fundamental aspects from the institutional environment of the Russian Federation, the conclusion is made about the need to adapt institutional economic theory to the Russian institutional environment. Proposals are made to carry out priority measures for the development of institutional economic theory corresponding to the political, legal and other social characteristics of the Russian Federation.

Under consideration are the two main challenges for the socio-economic development of Russia – the reduction of catastrophically high mortality and the restoration of the safety of the people, on the one hand, and the transition from stagnation and crisis to sustainable socio-economic growth as a means of saving the people and raising their well-being. From this point of view, the 30-year path of development of the economy and social sphere of the new Russia is analyzed, highlighting the last decade of stagnation and crisis. The second part of the article substantiates the need for a transition to a new demographic and socio-economic policy aimed at transforming the economy and the social sphere, which is necessary for accelerated and high-quality economic growth, overcoming the gap between our country and the advanced countries of the world and priority increase in the living standards of the population. This requires a technological reequipment of the country's national economy with an increase in economic efficiency by 2-3 times. This can be achieved through the accelerated growth of investment in fixed and human capital while carrying out the necessary structural reforms to create favorable conditions for sustainable development along an innovative path.

There is a problem of differences in the levels of development of regions in Russia. Differences in economic development and social indicators complicate the problem of manageability across the country, heterogeneity in the social indicators of regions causes different living conditions for the population, violates the principle of equal opportunities for Russian citizens. The subject of the study is the dynamics of economic indicators (GRP per capita, investment indicators, living standards, etc.) in various subjects of the federation in terms of their initial homogeneity and convergence or divergence processes in recent years. The research methods used indicators of σ- and β-convergence, as well as an indicator of the variation of the series. In the course of the study, conclusions were drawn about the existence of active convergent regional processes in 2004-2013 (this was especially true of wage and income indicators, to a somewhat lesser extent – GRP and investment per capita). After 2013, the processes of convergence in economic indicators have mostly stopped, there is some divergence in the indicator of investment per capita. At the same time, there is a significant homogeneity across the regions in terms of indicators characterizing the digitalization of the economy. Due to the fairly uniform process of development in this direction in the regions of Russia, there is a chance of convergence of the economic space in the country, convergence of regions in terms of economic development.
