ASEAN Economic Integration and Inclusive Economic Growth 东盟经济一体化与包容性经济增长

Most of the ASEAN countries are developing countries which still rely on the economy of natural resources. The process of economic transformation has become a necessity to make changes towards industrialized countries. The transformation is conducted so that the economy is able to compete in the global market. The purpose of writing this paper was to convey the trees of thoughts and ideas of the importance of economic integration in addressing society's income distribution inequality in the ASEAN countries. According to the estimated Gini index, ASEAN countries actually fell into the category of economic inequality. This means that the inequality happened too extreme and there was a positive movement towards equitable distribution of economic opportunities for the population. Therefore an inclusive development-oriented growth inclusive long-term was needed. Inclusive development aimed at reducing the number of poor population and unemployment in order to be able to take advantage of the market to base prosper. Inclusive development required improvement in the field of human resources, government bureaucracy, institutional economics, infrastructure improvements, strict law enforcement, satisfy basic needs certainty, and mastery of the science, technology, and political stability. This paper concluded that the economy of ASEAN countries had not yet fully managed so well that the inclusive development process should give priority to a strong and stable economy facing global competition. The difference in their respective interests was not yet guarantying the formation of the economic integration of the ASEAN countries that were less competitive. Therefore, there was a need for an agreement based on the principle of mutual needs, mutual raising, and mutual benefit. This paper also suggested ASEAN countries to fix the detailing things in order that investments grew rapidly in their respective countries. Investment and exports of industrial products were the two factors that elementary in order for resilience and economic integration could be formed quickly and productively

Terrorism a Socio-Legal Study of Terrorism Acts in the Perspective of Human Rights and International Humanitarian Law 恐怖主义:人权和国际人道主义法视角下的恐怖主义行为的社会法律研究

Terrorism has become a worldwide phenomenon in the 21st century. Acts of terrorism have threatened the human civilization and endangered the peace and security of mankind. The purpose of this study was to analyze the acts of terrorism as a violation of human rights which would be reviewed from the legal and human rights perspectives. The results of this study pointed out that the acts of terrorism violate the law and human rights at the international level and national level. Terrorism acts also violated the International Humanitarian Law based on the Geneve Conventions 1949 where many people, civilians or militaries were the target of the terrorist attacks.
恐怖主义已成为21世纪的世界性现象。恐怖主义行为威胁着人类文明,危害着人类的和平与安全。这项研究的目的是分析作为侵犯人权行为的恐怖主义行为,并将从法律和人权的角度加以审查。这项研究的结果指出,恐怖主义行为在国际和国家层面都违反了法律和人权。恐怖主义行为还违反了以1949年《日内瓦公约》为基础的国际人道主义法,许多人、平民或军队是恐怖主义袭击的目标。

The Impact of Mandatory Use Of Rupiah Currency Towards Indonesia Trade Value Competitiveness and Economic Growth 印尼盾强制使用对印尼贸易价值竞争力和经济增长的影响

Volatility of Rupiah exchange rate to Foreign Currency in 2015 was indicated by Rupiah’s depreciation. The purpose of this paper is to see how the implementation of the mandatory use of Rupiah in Indonesia affected factors that caused its depreciation. In this paper, descriptive analysis and econometric analysis were used to demonstrate and explain the impact of some variables to the amount of money circulated in the market. Bank Indonesia Regulation Number: 17/3/PBI/2015 was issued on March 31, 2015 and Circular Letter Number: 17/11/DKSP was issued on June 1, 2015 that it requires mandatory on the use of Rupiah in Indonesia. The policy consists of economic, nationalism, and law perspectives. However, this paper focused only on the economic side with the main objective to see how it contributed to Rupiah’s stability. By analyzing the data quantitatively and qualitatively by using statistic procedure and simulation, this paper was able to show the effect of policy measure on the financial condition as an aggregate figure during the time of this research

Analisis Technical Efficiency Bank Umum Syariah Dengan Metode Stochastic Frontier Analysis 分析技术效率银行Umum伊斯兰邓干方法随机前沿分析

Pertumbuhan yang pesat dari industri perbankan syariah mendorong adanya peningkatan kualitas seiring bertambahnya kuantitas bank syariah di Indonesia. Penjagaan kualitas penting bagi bank syariah karena bergerak atas landasan kepercayaan. Efisiensi merupakan salah satu parameter untuk mengukur kinerja bank syariah. Penelitian ini mengukur tingkat Technical Efficiency Bank Umum Syariah dengan metode Stochastic Frontier Analysis selama periode 2010-2015. Dengan menggunakan 11 sampel Bank Umum Syariah dan Variabel Input Total Simpanan, Biaya Operasional, Biaya Operasional Lainnya. Variabel Output yaitu Total Pembiayaan. Hasil penelitian ini menunjukan Bahwa Total Simpanan dan Biaya Operasional berpengaruh positif dan signifikan terhadap Total Pembiayaan. Sementara, Biaya Operasional Lainnya berpengaruh negatif terhadap Total Pembiayaaan. Secara rerata skor Technical Efficiency Bank Umum Syariah selama periode observasi sebesar 0,743. The rapid growth of sharia banking industry boosts the quality improvement as the increase of sharia banking quantity in Indonesia. The quality control is important for sharia banks since they move based on society trust. Efficiency is one of the parameters to measure sharia banking performance. This research measured the technical efficiency level of Sharia Commercial Bank (Bank UmumSyariah) using Stochastic Frontier Analysis method for 2010-2015 periods. By using 11 Sharia Commercial Bank samples and total deposits input variable, operating cost, and other operating costs. The output variable was total financing. The result of this research showed that the total deposits and operating cost had positive and significant effects on total financing. On the other hand, the other operating costs had negative effects on total financing. In average, the technical efficiency of Sharia Commercial Bank during the observation period was 0.743

Globalisasi, Transformasi Budaya Akademik dan Masa Depan Universitas Sumatera Utara 全球化,学术文化转变和北苏门答腊大学的未来

Salah satu tantangan utama yang dihadapi oleh perguruan tinggi di dunia termasuk Indonesia adalah kemampuan universitas menghadapi arus globalisasi. Universitas Sumatera Utara (USU) memiliki tanggung jawab secara moral dan akademis untuk merespon globalisasi yang merupakan peluang sekaligus tantangan agar mendapat kepercayaan dari industri tenaga kerja, pemerintah dan masyarakat. Penelitian merupakan penelitian kualitatif dengan paradigma kritis. Hasil dari penelitian ini bahwa dalam rangka menuju akreditas unggul dan pengakuan internasional harus melakukan transformasi budaya akademik, perguruan tinggi di era digital dan perbaikan tata kelola untuk peningkatan daya saing. Kesimpulannya Universitas Sumatera Utara (USU) berbenah diri secara kelembagaan dan dipandang sebagai perguruan tinggi berbasis penelitian, sehingga membuka ruang ruang untuk melakukan kemitraan dengan berbagai institusi baik nasional dan internasional dalam proses penelitian. One of the main challenges for universities worldwide including Indonesia is the university capability in facing globalization. University of Sumatera Utara (USU) has moral and academic responsibility to respond to the globalization which is an opportunity and also a challenge to gain trust from the government and social working industries. This research was qualitative research with the critical paradigm. The finding in this research showed that in moving to the top accreditation and international acknowledgment, universities in the digital era must carry out academic cultural transformation and management improvement to improve competitiveness. The conclusion was the University of Sumatera Utara (USU) had to improve institutionally and be viewed as a research-based university in order to open a new opportunity in joining partnerships with many good national and international institutions in conducting the research.

The signing of Memorandum of Understanding (MoU) between the Government of Indonesia and The Free Aceh Movement (GAM) in 2005 in Helsinki officially ended the armed separatist movement in Aceh. The long history of separatist movement in the region had created the question of identity between Acehnese and Indonesian identities among Acehnese. This study investigated the construction of Acehnese identity in relation to Indonesian identity in Serambi Indonesia, the most prominent local media, after the signing of the Helsinki peace accord. This study used a textual analysis to examine the construction of Acehnese identity through the use of symbolic language. The sample of 88 articles collected from July 2012 to May 2013 were analyzed based on five coding categories; themes, framing perspectives, labels to describe Aceh, labels to describe Indonesia, and depiction of Aceh-Indonesia relations. Findings revealed that Serambi Indonesia had managed to negotiate the tension between Acehnese and Indonesian identities. The newspaper overtly legitimated Aceh as an Indonesian region while maintaining the specialty of Aceh in comparison to other provinces of Indonesia. These findings suggested that the local media played a significant role in identity reconciliation during the reconciliation process in the post-conflict area

Peranan Keadilan Organisasi Terhadap Employee Engagement di Masa Perubahan Organisasi

Perubahan telah menjadi kebutuhan primer bagi kehidupan organisasi. Ketika organisasi melakukan perubahan, employee engagement menjadi elemen penting dalam proses perubahan. Karyawan yang mempunyai engagement terhadap perusahaan akan mampu berkontribusi terhadap kesuksesan organisasi dalam menghadapi persaingan maupun tantangan pada serta era globalisasi, menghasilkan pekerjaan yang lebih produktif dan kecenderungan turnover yang rendah. Faktor yang mempengaruhi employee engagement adalah keadilan organisasi, terutama keadilan distributifdan keadilan prosedural. Individu menginginkan adanya keadilan yang diberikan dari organisasi kepada mereka. Individu juga membandingkan apa yang sudah ia berikan kepada organisasi dengan apa yang sudah ia terima. Kondisi yang seimbang antara apa yang telah diberikan dengan apa yang telah diperoleh akan menimbulkan persepsi yang sama mengenai keadilan dalam organisasi dari sisi karyawan dan organisasi. Oleh karena itu, penelitian ini bertujuan untuk mengetahui peranan keadilan organisasi terhadap employee engagement karyawan di masa perubahan organisasi. Subjek penelitian ini adalah karyawan PT. perkebunan X sejumlah 150 orang. Alat ukur yang digunakan adalah skala EmployeeEngagement yang merupakan pengembangan skala Utrecht Work Engagement Scale (UWES) berdasarkan teori Schaufeli dan Bakker dan skala keadilan organisasi yang dikembangkan berdasarkan skala yang disusun oleh Colquitt. Analisis data menggunakan regresi linier berganda.Hasil penelitian ini menunjukkan bahwa keadilan organisasi memiliki pengaruh positif yang signifikan terhadap employee engagement.Jika dilihat per dimensi, hanya dimensi keadilan procedural yang memiliki pengaruh signifikan terhadap employee engagement. The factor that influences employee engagement is organizational justice, especially distributive justice and procedural justice. An individual demands justice which is given by their organization. An individual also compares what they have given to the organization and what they have received. The balance condition between these will cause the same perception of justice in an organization for the employees and the organization. Penelitian ini menguji keberadaan perilaku herding investor pada saham LQ-45 di Pasar Modal Indonesia. Menggunakan model Cross-Sectional Absolute Deviation (CSAD) yang diusulkan oleh Chang, Cheng dan Kharona (2000). Variabel dependen dalam penelitian ini adalah Cross-Sectional Absolute Deviation (CSAD). Variabel independen dalam penelitian ini adalah return pasar. Jenis penelitian ini adalah penelitian asosiatif. Populasi yang digunakan adalah perusahaan yang terdaftar di Indeks LQ-45. Adapun yang menjadi sampel adalah 29 perusahaan. Data yang digunakan adalah data harian harga penutupan saham perusahaan dan harga penutupan indeks saham LQ-45 selama periode Januari 2013 sampai Desember 2015. Pengujian hipotesis menggunakan teknik analisis regresi sederhana dengan taraf signifikansi 5%. Hasil penelitian menunjukkan bahwa pada saat kondisi pasar turun dan kondisi pasar naik, tidak ditemukan adanya perilaku herding di Pasar Modal Indonesia. This research did a test to herding investor behavior existence to LQ-45 in Indonesia Capital Market. It employed Cross-Sectional Absolute Deviation (CSAD) model proposed by Chang, Cheng, and Kharona (2000). The dependent variable in this research was Cross-Sectional Absolute Deviation (CSAD). The independent variable in this research was the return market. The type of this research was associative research. The populations were the companies listed in LQ-45. The samples were 29 companies. Rancangan Peraturan Daerah Bagi Perlindungan Pekerja Rumahan (PR), Formalisasi yang Diragukan.

Kebutuhan memberi payung hukum bagi pekerja non formal seperti Pekerja Rumahan (PR) masih diperdebatkan, bahkan oleh pemerintah daerah. Ada anggapan mengatur perlindungan PR akan mendistorsi iklim investasi, sehingga harus dilakukan evaluasi Raperda ke Kementerian Dalam Negeri. Aliansi Pekerja Rumahan bersama Bitra dan Akademisi, dan Dinas Tenaga Kerja telah beberapa kali melakukan pertemuan guna menyamakan persepsi tentang konten dari Raperda dimaksud. Tulisan ini disusun berdasarkan data yang diperoleh dari lapangan yang penulis ikuti dalam proses pembahasan Raperda di DPRD Provinsi Sumatera Utara tepatnya di Komisi E. Rekaman atas pertemuan dan kegiatan dimaksud direkam kemudian dibuat dalam bentuk transkrip. Analisis dilakukan berdasarkan hasil pembicaraan dalam pertemuan-pertemuan resmi tersebut. Peneliti berkesimpulan bahwa tidak adanya respon yang besar dari Komisi E DPRD untuk mensegerakan pembahasan Raperda dalam Badan Legislasi DPRD karena rendahnya pemahaman anggota dewan dan kekuatiran yang berlebihan akan dampak dari formalisasi pekerja rumahan. The necessity to provide protection for non-formal workers such as homeworkers is still controverted even by the local government. There is an assumption that the management of the protection of homeworkers will distort investment climate so the Local Government Regulations Plan evaluation must be carried out to the Ministry of Internal Affairs. The Homeworkers Alliance with Indonesian Rural Skill Development (Bitra) and Academics and Labor Offices have been holding many conferences in order to equalize the perceptions about the Local Government Regulations Plan. This paper was compiled based on the data obtained by the writer during Local Government Regulation Plan discussion in Regional People’s Representative Assembly (DPRD) in E commission. The conference and the activity were recorded and a transcript was created from the recording. The analysis was conducted based on the discussion result from the conferences. The writer concluded there was no big response from E commission of Regional People’s Representative Assembly (DPRD) due to the low understanding of the assembly member and the exaggerating concern that would give impact to Homeworkers formalization

Analisis Model SIPABIO dalam Pemetaan Potensi Konflik Menjelang Pemilu Legslatif Tahun 2019 di Kabupaten Aceh

Kabupaten Aceh Tenggara merupakan daerah yang sering luput dari pemantauan konflik pemilu. Hal ini terlihat dari hasil pemantauan pemilu oleh beberapa lembaga yang menyatakan bahwa Aceh Tenggara tidak termasuk kedalam daerah rawan konflik. Sebaliknya, pemberitaan disejumlah media masa menuliskan konflik pemilu di Aceh Tenggara terjadi mulai dari tahun 20062017.Penelitian ini bertujuan untuk memetakan konflik pemilu yang terjadi di Aceh tenggara sepanjang tahun 2006-2017. Hasil pemetaan konflik ini dipergunakan untuk memproyeksikan potensi konflik yang mungkin muncul pada pemilu legislatif 2019. Penelitian ini pula menggunakan metode kualitatif dengan memantau media masa baik cetak dan elektronik serta mengunjungi langsung Kabupaten Aceh Tenggara untuk melakukan wawancara dengan pihak terkait. Data yang didapatkan dianalisis dengan menggunakan model SIPABIO (Source, Issue Parties, Attitude, Behavior, Intervention, and Outcome). Hasil dari penelitian ini menunjukkan bahwa Aceh Tenggara merupakan daerah berpotensi konflik. Berdasarkan hasil pemetaan konflik model SIPABIO, dapat disimpulkan bahwa terdapat tiga pihak utama yang menjadi sumber konflik yaitu KIP Aceh Tenggara, Kepolisian, dan simpatisan masing-masing calon. Ketiganya dominan menunjukkan sikap non coercive action dengan melakukan intimidasi, money politic, dan demonstrasi. Meskipun potensi konflik relatif kecil, kewaspadaan dan tindakan preventif harus terus diupayakan untuk meminimalisir terjadinya konflik pada pemilu legislatif yang akan datang. Southeast Aceh is a region which is often missed from general election conflict surveillance. This can be seen from the general election surveillance result of some institutions which stated that Southeast Aceh was not included into an area with high conflict possibility. On the other hand, the news from some of mass media stated that general election conflict in Southeast Aceh occurred since 2006-2017. This research aimed to map the general election conflict which happened in Southeast Aceh in 2006-2017. The result of the conflict mapping was used to project conflict potential which might happen in legislative general election 2019. This research used qualitative method by observing printed and electronic mass media and also including a visit to Southeast Aceh to interview the involving party. The data were analyzed using Source, Issue, Parties, Attitude, Behavior, Intervention, and Outcome (SIPABIO) model. The research result showed that Southeast Aceh was an area with conflict potential. Based on the SIPABIO conflict mapping result, it could be concluded that there were three main parties acting as the conflict sources; they were Southeast Aceh Central Information Commission (KIP), Police, and the supporters of the candidates. These three parties were dominant in showing non-coercive action behavior by doing intimidation, money-politic, and demonstration.
