PurposeThis paper investigates how power and narratives among actors relate to the process of agenda-setting and deliberation in the context of climate change loss and damage. The focus is to understand how grassroots voices manifest their concerns on intensifying economic and non-economic impacts of climate change loss and damage which affect them.Design/methodology/approachThis paper is based on the case of the Southeast Asia climate change loss and damage workshop in Bohol, Philippines in August 2022. It utilizes lesson drawing as a critical approach by thematic analysis in making sense of the data gathered from the perspectives of participant observers and facilitators.FindingsThere are different levels of power and dominant narratives actors in a deliberative process propel in taking a stance over a particular issue towards agenda-setting and policy framing. The power and narratives help actors to maintain and emphasize their position, exercise authority, and to some point, suppress weak voices. Narratives associated with emotions, sentiments, ideologies, and value systems of the grassroots, community leaders, and climate justice movements tend to be devalued by those in a high level of power and authority.Originality/valueTechno-authoritarian domination explicitly hampers a genuine grassroots involvement in the policy process, especially towards agenda-setting of immediate concerns about climate change loss and damage which affect the public. Critiquing actors’ power and narratives are productive in identifying and propagating the type of deliberative spaces that speak truth to power.

PurposeMeasuring research’s policy influence is challenging, given the complexity of the policy process, the gradual nature of policy influence, and the time lag between research investment and impact. This paper assesses measurement approaches and discusses their merits and applications to overcome various hurdles.Design/methodology/approachRelevant articles and studies were selected and analyzed. First, the research-policy interface was revisited to understand their link and how research influences policy making. Second, the most common approaches for measuring policy influence were reviewed based on their features, strengths, and limitations.FindingsThe three approaches reviewed — pyramid, influencing, and results chain — have their respective strengths. Thus, research organizations planning to design a program for monitoring and evaluation (M&E) of policy influence have to adopt the best possible features of each approach and develop a customized method depending on their objectives and overall M&E framework.Originality/valueThis paper fosters a deeper understanding of leveraging the three approaches.

PurposeThe paper aims to explore the problems related to the financial management of municipal corporations in India and to suggest solutions.Design/methodology/approachThe study is based on primary data collected from a sample of 577 employees of municipal corporations working in four metro cities of India, namely Chennai, Mumbai, Kolkata, and Delhi. Data were put through exploratory and confirmatory factor analysis for problem identification and inferences were classified and grouped to map the solutions for these problems.FindingsThe study found that municipal corporations in India face four major problems or issues in their financial management. These problems are mainly related to the four dimensions: Power, Interruptions, Finances, and Resources. The model used to explore these four types of issues is named as “PIFR model” by the author.Originality/valueThe findings suggest that real-world problems can be represented through a conceptual model that helps in identifying practical suggestions which can be implemented by municipal corporations at the ground level for better financial management.

PurposeThe purpose of this paper is to compare the performance of Iran and G7 countries in the management of the COVID-19 crisis.Design/methodology/approachThe indicators and statistics provided by the Oxford Government Response Tracker are used in this research. Sixteen indicators and their related items have been analyzed for eight countries including Iran, Canada, Germany, France, Great Britain, Italy, Japan, and the United States. For data analysis, Multivariate analysis of variance (MANOVA) and Tukey’s post hoc test were applied, and structural equation modeling performed with the help of SPSS and Smart-PLS software.FindingsThe results show that 8 indicators of closing schools, cancellation of public events, restriction of gatherings, restriction of domestic travel, restriction of international travel, reduction of household debt, testing policy, and contact tracing, have an effect on the number of deaths in the countries under review. The results also showed that the countries exhibit behaviors outside their normal culture during the crisis.Originality/valueThis paper will be helpful for scholars, as well as policymakers when making policies on the appropriate responses to COVID-19 and similar pandemics.

PurposeThis paper investigates the internal factors driving public-private partnership (PPP) adoption for water services in South Korea and Singapore.Design/methodology/approachThis study utilizes a comparative cross-national case study of PPPs in the area of water services by focusing on the similarities and differences between the two countries.FindingsThe findings show that while South Korea has employed the PPP model mostly to expand and modernize their sewage systems, Singapore has used PPPs to build and operate desalination facilities that produce potable water through the treatment and filtration of wastewater. The study also demonstrates that fiscal stress and political incentives stemming from socio-economic pressures are the respective critical factors in South Korea and Singapore’s execution of PPP-driven water infrastructure.Originality/valueThrough exploring why and how PPPs have been adopted in the specific context, this paper might be helpful to enhance our understanding of the variations and common factors in the policy adoption process within the Asian context.

This article deals with voter behavior in a selected natural region of the Slovak Republic - Orava. The current administrative segmentation of Slovakia divides the Orava region between three districts – Dolný Kubín, Námestovo, and Tvrdošín district. The Orava region is also situated only in one self-governing region – Žilina self-governing region. The Orava region is known as a very religious part of Slovakia, so that´s why we are thinking citizens would vote more conservatively. The main goal of this paper is to analyze the voter behavior in three cities of the Orava region – Dolný Kubín, Tvrdošín, and Námestovo. All those cities are located in the Orava region, but two of them are more northern than others. We predict that the voters in two northern towns – Tvrdošín and Námestovo would vote more conservatively than the voters in Dolný Kubín, which is located in the southern part of the Orava region. The subject of the analysis was the parliamentary elections held in 2020 in comparison with the regional and municipal elections held in 2022. Many issues confront modern cities that can only be addressed locally. Cities are developing strategies that combine new solutions and mobility to properly execute the concept of Smart Cities. One conceivable answer is a bike-sharing system. This study incorporates the comparative experiences of Copenhagen, Vienna, and Ljubljana to provide a case study on the implementation of a system in the city of Belgrade. As a result, the research question is: would the deployment of a bike-sharing system in Belgrade solve the city's various transportation problems? This article opens with an overview of Smart Cities and Smart Mobility, as well as a look at the history of bike-sharing systems. The paper then goes on to analyze the strategies and solutions utilized in other cities before finally outlining Belgrade's reactions and reactions in this process. The purpose of this article is to review the inputs (investments) and the results of the policy of encouraging the development of science and research in Serbia and to compare these aspects with trends in Europe (i.e., in the EU-28) and the rest of the world. Based on the analysis of data related to this topic, adopted strategic documents, implemented activities, and achieved results, it was concluded that in the field of development of science and research in the Republic of Serbia during the last decade, there has been gradual progress, but also a permanent lag concerning the average observed values in EU. When it comes to global trends and tendencies in modern science and research activities, it is noticeable that they are recognized in the Republic of Serbia, which is manifested in the general goals and directions of activities written down in laws and strategic documents. However, in the field of realization of planned activities and even more, in terms of achieving goals, there are numerous challenges, the solution of which should be worked on in the future. In the modern neoliberal world, due to large social stratifications and a large gap in wealth redistribution, the achievability of the ideal of an open city, as the concept of the UN and inclusive city, as the concept of a democratic society, is becoming a great practical challenge and therefore interesting topic for urban policy researchers. The article will open important research topics in contemporary urban policy studies, focusing on post-socialist countries. The main research methods are analysis and presentation (synthesis) of the results of contemporary studies in general, and comparative data on transformation in social housing policy in transitional countries. The paper will also present some challenges of the neoliberal world (example of Occupy London movement), as well as good practices of social housing in Copenhagen, to stimulate better urban and housing policy (learning from experiences) for Belgrade and other post-socialist cities. {"title":"ACHIEVABILITY OF AN OPEN AND INCLUSIVE CITY IDEAL (RIGHT TO THE CITY) IN EUROPEAN POST-SOCIALIST COUNTRIES","authors":"Snezana Djordjevic","doi":"10.34135/sjpppa.230101","DOIUrl":"https://doi.org/10.34135/sjpppa.230101","url":null,"abstract":"In the modern neoliberal world, due to large social stratifications and a large gap in wealth redistribution, the achievability of the ideal of an open city, as the concept of the UN and inclusive city, as the concept of a democratic society, is becoming a great practical challenge and therefore interesting topic for urban policy researchers. The article will open important research topics in contemporary urban policy studies, focusing on post-socialist countries. The main research methods are analysis and presentation (synthesis) of the results of contemporary studies in general, and comparative data on transformation in social housing policy in transitional countries. The paper will also present some challenges of the neoliberal world (example of Occupy London movement), as well as good practices of social housing in Copenhagen, to stimulate better urban and housing policy (learning from experiences) for Belgrade and other post-socialist cities.
