This paper reviews the effect of natural disasters on human mobility or migration. Although there is an increase of natural disasters and migration recently and more patterns to observe, the relationship remains complex. While some authors find that disasters increase migration, others show that they have only a marginal or no effect or are even negative. Human mobility appears to be an insurance mechanism against environmental shocks and there are different transmission channels which can explain the relationship between natural disasters and migration. Moreover, migrants’ remittances help to decrease households’ vulnerability to shocks but also dampen their adverse effects. The paper provides a discussion of policy implications and potential future research avenues.

By 2005, 19.2% of the Canadian population was foreign-born, the world’s highest proportion following Australia (24.6%). As early as the 2001 Census, the nation included 3,374,057 degree-qualified2 immigrants and 3,801,118 with post-secondary diplomas or certificates. Between 1996 and 2001, newly arriving immigrants were more than twice as likely as the Canadian-born to be degree qualified (37% compared to 15%). While male immigrants to Canada were much more highly educated than females (41% with degrees compared to 33%), both far exceeded the credential norm for the domestic workforce (15% of males and 16% of females respectively). As Kustec et al. show in this volume, credential recognition matters disproportionately to such skilled immigrants. Within the past decade, 1.2 million immigrants have reached Canada with the intention to work. Of the one-third who hold professional qualifications, at least 50% target fields requiring some type of training or formal credential. This study examines the framing of Arab refugees and asylum seekers in the global news, represented by the news stories published on the online edition of CNN. Based on the framing theory, the quantitative content analysis found the attribution of responsibility frame to be the most salient and frequent frame in the coverage of Arab refugees and asylum seekers. The responsibility frame ascribing the Arab refugee crisis or its resolution to different actors and groups surpassed the other four news frames— human interest, conflict, economic consequences, and morality; although the five frames were existent in coverage. The lone hypothesis of the study expecting thematic frames to be more common than episodic frames was found supported. That is, the news coverage of Arab refugees tended to be thematic, as it covered the issue in the broader context, whereas episodic frames that focus on individual accounts and personal stories were less frequent. Security terms that describe Arab refugees as potential threats were found more often than the humanitarian terms that frame them as victims. The study pinpointed the lack of photos and voices of Arab refugees in the news coverage, as 90% of the relevant news articles did not include their quotes, whilst around two-thirds of the news stories did not include any of their images. The featured quotes tend to frame Arab refugees negatively, whereas the embedded photos presented more positive frames, however, the overall framing of Arab refugees and asylum seekers in CNN news stories tended to be generally balanced.

The purpose of this Article is to examine the legislative response of the United States to human trafficking. Section I discusses the factors most frequently cited as contributing to the problem. Section II examines the international authority for interdicting trafficking. Section III examines the Unites States' response to the problem. It discusses the context in which the public awareness of the issue of trafficking has evolved and the culmination of this awareness in the enactment of federal legislation to address the problem. It also briefly examines the strategies mandated by the legislation on a national and international level and the ongoing role to be played by nongovernmental organizations in implementing this legislation by assisting with the identification of victims of severe forms of trafficking and provision of services to them. Section IV of this Article looks at some of the accomplishments of the legislation to date and lessons to be learned from its successes and its limitations.

The recent asylum crisis has thrown into sharp relief the inadequacies of European asylum policies and has highlighted the need for reform. The existing asylum system, which encourages migrants to make hazardous maritime or overland crossings to gain access to an uncertain prospect of obtaining refugee status, is inefficient, poorly targeted and lacks public support. In the long run it should be replaced by a substantial joint programme of refugee resettlement that would help those most in need of protection, that would eliminate the risks to refugees, and that would command more widespread public support. These arguments are built upon an analysis of key facts and data. This includes estimation of the origin and destination factors that influence asylum applications, and the effects of asylum policies adopted in developed countries. It also includes an examination of different aspects of public opinion that condition the scope for the development of asylum policies. In this light I evaluate the feasibility of three elements for reform: first, tougher border controls to reduce unauthorised entry by prospective asylum applicants; second, promoting direct resettlement of refugees from countries of first asylum; and third, expanding refugee-hosting capacity through enhanced burden-sharing among destination countries.

This paper studies the effect of liberalizing the international mobility of college-educated workers on the world economy. First, we combine data on effective and desired migration to identify the net pool of foreign talents (NPFT) of selected high-income countries. So far, the EU15 has poorly benefited from its NPFT while the US has mobilized a large portion of it. Second, we use a micro-founded model to simulate the effects of skill-selective liberalization shocks. In our benchmark model, a worldwide liberalization induces larger long-run income gains for the EU15 (+8.8 percent) than for the US (+5.9 percent). However, less attractive EU countries such as Austria, Belgium, Germany, Greece, Luxembourg and the Netherlands benefit less than the US. In addition, liberalizing high-skilled migration decreases income per worker by 2.5 percent in developing countries. Overall, it increases efficiency (+6.2 percent in the worldwide average level of income per capita) and inequality (+1.2 percentage points in the Theil inequality index). Much greater effects can be obtained if total factor productivity varies with human capital.

Understanding the causes and consequences of language evolution in relation to social factors is challenging as we generally lack a clear picture of how languages coevolve with historical social processes. Research analyzing the relation between language and socio-economic factors relies on contemporaneous data. Because of this, such analysis may be plagued by spurious correlation concerns coming from the historical co-evolution and dependency of the relationship between language and behavior to the institutional environment. To solve this problem, we propose migrations to the same country as a microevolutionary step that may uncover constraints on behavior. We detail strategies available to other researchers by applying the epidemiological approach to study the correlation between sex-based gender distinctions and female labor force participation. Our main finding is that language must have evolved partly as a result of cultural change, but also that it may have directly constrained the evolution of norms. We conclude by discussing implications for the coevolution of language and behavior, and by comparing different methodological approaches.

This paper empirically investigates the relationship between households’ relative deprivation and the intentions of their members to temporarily migrate abroad in three transition economies of the South Caucasus: Armenia, Azerbaijan and Georgia. Controlling for households’ absolute income and other relevant subjective dimensions, we illustrate that households’ relative position vis-a-vis their reference groups plays an important role in determining the intentions of their members to migrate abroad. Particularly, individuals are more willing to engage in temporary emigration, if they perceive themselves to be poorer than the reference group.

Considered and compared send theories, using the concept of integration and adaptation. The authors describe the features of the case studies the integration of migrants in Turkey, China and Istanbul.Based on empirical data collected in the course of carrying out semi-structured interviews with students of Makhachkala, in this study are considered stereotypical representation of migrants from rural areas, common among young people. Identified barriers to adaptation and integration of students into the urban environment. Particular attention is paid to the influence of relatives at adapting foreign students. Identify the factors that contribute to the adaptation of the primary students. In addition, in the described and analyzed the positive experience of working with students in high schools in Makhachkala.
