Modern supplementary education of children objectively defines education as a dominant, considering it as a priority component of supplementary education. Despite the fact that in the Federal Law of July 31, 2020 No. 304-FZ “On Amending the Federal Law” On Education in the Russian Federation “On the education of students” there is no direct indication of the obligation to develop an exemplary program of education in organizations of supplementary education, objectively in the modern sociocultural situation, there is a need to implement the educational potential of supplementary general education programs. In this regard, this article deals with new approaches to organizing educational activities in the educational system. It is noted that in modern socio-cultural conditions, education should be focused on achieving two interconnected goals: the success of socialization of younger generations and the self-development of a person as a subject of activity, as a person and as an individual. Education is considered as a pedagogically organized process of personal development, development and acceptance of values, moral standards of society. The article takes into account that in connection with the legislative initiative of the President of the Russian Federation V. V. Putin of May 21, 2020 on the draft federal law “On Amendments to the Federal Law” On Education in the Russian Federation “on the education of students”, the appeal to the problem of education in the education system becomes especially relevant. The emphasis is placed on the State's conscious need to restore the educational function of education and its new understanding.

The problem of socialization of the individual in the contradictory conditions of the country is one of the most urgent for modern Russia. The socio-cultural crisis has affected all the main spheres of our existence, led to the loss of many values, and affected the spiritual and moral sphere. In these conditions, it is important to know which deep regulators, that is, the motives of human actions – goals, traditions, emotions, needs and values drive the behavior of the individual. It seems to us that the active introduction of convicts to various types of art in the correctional and educational process will help to form positive value orientations of offenders, will contribute to their more successful moral correction. Meanwhile, the analysis of penitentiary practice reveals contradictions between the spiritual and moral potential of art and its lack of demand in the correctional process of penitentiary institutions, the presence of rich experience in moral and aesthetic education of the individual and the lack of technology for its implementation in places of deprivation of liberty, the insufficiency of modern professional training of specialists for the penal system. Therefore, problems related to the study, identification, description and understanding of general and specific ways, adequate methodological techniques that contribute to the formation of moral value orientations of convicts by means of art are relevant for science and practice. Works of art are not mechanically transformed into human actions, but undergo rethinking and selection in his moral experience, filling it with socially valuable content, contribute to the versatile development of personality, develop an aesthetic attitude to reality. A retrospective analysis of the introduction of convicts to the values of art will contribute to search new ways to correct the personality based on the principles of humanism and democracy.

The author describes the institutional model of project management in the Russian Federation, which includes two interconnected sets of institutional mechanisms (strategic design and project management) at the national and regional levels. The empirical methods of the study were a traditional analysis of documents and an expert survey of representatives of regional and departmental project offices of the Krasnodar Territory), experts in project management. Two waves of expert interviews were conducted (2019 and 2021), within the framework of which 40 experts were interviewed. According to the results of the study, a set of resources (personnel, political-administrative, socio-economic, communication-network) for the development of the project management system in the state authorities of the Krasnodar Territory was determined, as well as problems in the formation of personnel resources were identified and described. In modern realities, the personnel resource for the development of the institutional model of project activity is key in the public sector of the Krasnodar Territory. In this regard, a set of competencies is defined that are necessary for the successful implementation of projects in state authorities; here are described technologies of development of project competences of state civil servants (educational, network, psychological, technologies of social elevators) implementing the project activity; practical recommendations for improving project management in the state authorities of the Krasnodar Territory have been developed, based on work with project teams. The set of problems and factors identified and formulated by the author that affect the effectiveness of the implementation of project management in the Krasnodar Territory, as well as reasonable resources and technologies for the development of project competencies of state civil servants, can be used in the design of effective institutional mechanisms for the further development of project activities in the public administration of the Krasnodar Territory.

In recent years, the demand and popularity of the World Wide Web has been rapidly increasing. Actively introducing itself into the sphere of social relations, it qualitatively changes the ways and characteristics of relationships both between social institutions and between individuals and becomes a significant factor in the development and formation of social behavior of adolescents, for whom the virtual world is becoming commonplace. The article is aimed at solving an urgent scientific problem: what are the features of the process of socialization of adolescents in a networked society? This article analyzes domestic and foreign publications on the issues of personality socialization in the new conditions of a network society. Based on the results of the analysis, it was concluded that it is necessary to study the features of the socialization of a new generation of children and adolescents and the importance of searching for forms, methods and means of their pedagogical support, modernizing the process of education, upbringing and development of a modern personality. On the basis of the provisions of the sociocultural approach, the influence of network, digital information and communication technologies on the transformation of society and the adolescent living in this society is determined. The article also presents the results of an empirical study of the social maturity of modern adolescents and their network identity. The results presented in the article can be used in research work as a source material for further theoretical and practical research. Conclusions about the influence of network communications on the social formation of the younger generation can be used in the professional activities of a wide range of people involved in the development, education and training of the younger generation.

The article examines the theoretical aspects of the development of entrepreneurial activity based on public-private partnership (PPP) in the regional economy. The organizational and economic mechanism of public-private partnership development in the regional economy is shown. Its main elements include: justification of the conditions for using financial resources for a PPP infrastructure project; creation of organizational bases for implementing the public-private partnership model; implementation of a set of management functions (planning, organization, motivation and control) in the conditions of the entire investment cycle; achieving goal setting and ensuring the effectiveness of the PPP infrastructure project in the interaction of the state and business. It is proved that the process of implementing public-private partnership includes elements of institutional support for this system: regulatory support for the PPP Institute; formation of a system of state regulation of relations in the field of publicprivate partnership; formation of an organizational and economic mechanism for managing the development of public-private partnership in the regional economy. It is revealed that the institutional regulatory framework in the regional economy involves the creation of a regulatory framework for the functioning of the system of interaction of public authorities and business structures, forming an open competitive environment for public-private partnership, identification of the openness and transparency of the system of relations of public-private partnerships. It is shown that the use of the public-private partnership mechanism will ensure the necessary growth rates in the regional economy. Implementation of infrastructure projects is one of the forms of avoiding “institutional traps” in the context of crisis situations in recent years. It is concluded that a necessary condition for the effective implementation of a regional public-private partnership PPP project is to find the necessary financial resources and ways to use them most effectively for the socio-economic development of the region.

The current situation in the education system requires a revision of the content of work with such a non-standard category as gifted children. Many scientists are aware of the importance of gifted and talented children as the future scientific elite and the engine of the country's progress. Most studies identify a number of difficulties in the social development of the gifted, including the difficulties of communicating with peers and adults, the complexity of personal self-determination, and often the difficulty of professional self-determination. In this regard, the study of issues of professional selfdetermination is seen as an urgent problem that requires psychological and pedagogical consideration. As practice shows, most organizations of additional education have successful and interesting experience in working with gifted children, who later turn out to be prize-winners and winners of the olympic and competitive movement. In 2019– 2020 we conducted a study in which 156 students of senior school age took part. With the help of a questionnaire, we studied and identified the features of professional selfdetermination of gifted high school students in the conditions of additional education organizations in the city of Kostroma (Multi-subject school for the gifted) and St. Petersburg (Academy of talents). In addition, we have revealed some influence of the chosen programs of additional education on the professional choice of young people. The results of the study have shown that additional education plays an important role in the professional self-determination of gifted students, and there is a certain relationship between the profile of future professional activity and the choice of a particular association in organizing additional education.

The relevance of the research topic is dictated by the concern of the state and society, scientists, teachers, practitioners, parents with the problems of growing up children, adolescents, youth, their physical, mental, social health in a situation of transformation of the country's socio-economic development, the results of which affected vital areas and social institutions. During periods of transformation of social relations and lifestyles, the younger generations, due to a lack of experience in orienting themselves in the changes taking place in the microsociety and the macroenvironment, very often find themselves in a group of social risk, become exposed to the influence of destructive factors, demonstrate various options for risky behavior. The purpose of the study is to identify and substantiate a set of pedagogical conditions and methodology for using the moral hardening of older students in the prevention of their risky behavior. Research objectives are to reveal the essence of the concept of “risk behavior” and to characterize its features in senior school age; to analyze modern approaches and methods to prevent risky behavior of minors; consider moral hardening from the position of a pedagogical means of preventing risky behavior of high school students; develop a set of preventive measures and the logic of their implementation to ensure the minimization of the causes and factors of risky behavior using moral hardening; to determine the effectiveness of the use of moral hardening as a means of preventing risky behavior of students. The practical significance of the study is determined by the fact that the theoretical material, empirical data, conclusions and generalizations can serve as the basis for the development of methodological recommendations, innovative technologies for preventive activities, enrichment with facts and methods of the disciplines of the psychological and pedagogical cycle in colleges and universities. Adapted diagnostic methods can be used in the development of preventive and monitoring programs in educational institutions of various types and kinds, in extracurricular activities, in the training and advanced training of class teachers, social teachers, educational psychologists, and life safety teachers.
