This paper proposes an algorithm to obtain topographic maps of lakes, maps of fish concentration and a map of predator location based on the results of an intelligent sonar data processing. The algorithm is based on the following steps: input frame separation into overlapping blocks, blocks-processing using convolutional neural networks (CNN) YOLO v2, and merging extracted bounding boxes around one object. To construct maps of the distribution of features along the lake, we propose a novel method for constructing the approximation of GPSreferenced CNN results based on the original implementation of fuzzy logic. The article addresses the formation of the human capital in the digital economy for the Russian Arctic. The urgency of the problem is stated; the requirements formed by the processes of digitalization in the economy are indicated. This Paper studies the impact of digital technologies on logistics business processes, organizational structure and functions of procurement management and its connection with other management functions at the industrial enterprises. The current trends are to centralize procurement management and to create a single logistics center at enterprises, which combine the management of supply chain: procurement, production and sales (distribution), have been determined based on analysis publications and the study of the experience of implementation integrating automated enterprises control systems and digitalization of logistics. It was concluded that this trend increases the efficiency and effectiveness of management and changes control functions, because most of the calculations and reports are performed by computers, and logistics specialists analyze the calculations, organize the execution of tasks, prepare data to correct or compile new tasks. The digitalization level of logistics processes has shown a significant impact on the organizational structure, functions, methods and information tools. For example, in flexible production systems, computer control commands using cyber-physical devices, the Internet of things, various sensors come into robots, manipulators, CNC machines, automatic warehouses, etc. This Paper examines some of these issues, poses problems that should attract the attention of specialists and expands on the research in this direction. Purpose of this study is advancing of scientificmethodological and applicative tools which are designed to enable management of logistics costs borne by enterprise-participant of Russia-China goods exchange and which is integrating additive technologies. The authors made up the economic-mathematic model which is demonstrating the impact of particular factors causing structural change of China's costs logistic, currencyrelated and investment. Modeling was performed with the use of multiple regression analysis method based on 2008-2017 data package. "Quandl" aggregator was used in capacity of data source. The authors brought to light priorities in the sphere of logistics costs management exercised by the company fulfilling additive technologies integration; it was demonstrated that production-logistics costs as well as costs associated with information-related processes and supply chains management are to a greater extent exposed to transformation under the impact of additive technologies integration. The authors have examined and made up two possible forms of conventional supply chain structural transformation caused by the impact of additive technologies: supply chains "3D shop" and "Home print" both of which were developed with active use of digital technologies. The authors have also developed (i) a matrix of logistics costs of an enterprise which is integrating additive technologies and maintaining single-part and small-batch production as well and (ii) a model enabling the user to calculate logistics costs of an enterprise which is integrating additive technologies and maintaining single-part and small-batch production at preproduction phase. Use of proprietary technology enables the enterprise to forecast (1 month in advance) the percent of unsecured logistic costs and compensate them at the expense of currently fulfilled orders and thus allows to considerably improving efficiency of logistics costs calculation for the enterprise which is integrating additive technologies, and, therefore, ramp up efficiency of management thereof.

In the digital age, issues of provided with trained human resources, the effective use of the intellectual potential of a territory and the creation of conditions for its reproduction are particularly important. These problems are exacerbated in distant districts of the Russian Arctic. Digital technologies have become an integral component of education worldwide, so the purpose of this article is to identify possible approaches to the organization of the educational process using digital technologies to improve the quality of education and early detection of gifted children in distant districts of the Arctic. The existing educational environment in the Arctic regions is analyzed in the article. The impact of the degree of urbanization on affordable education in distant districts was assessed. The financial capabilities of the population were investigated. Based on the analysis, some problems associated with the active dissemination of new technologies were identified. Recommendations on improving the educational process taking into account the digitalization of society are given. The main stages of the modernization of the educational process in distant districts of the Arctic are identified. Digitalization will expand the reach of gifted children in distant districts of the Arctic, as they will be able to actively participate in online events that were previously unavailable to them. Presently, a special attention is paid to peculiarities of teaching the modern generation Z, which will make in the nearest future already a basis of regular personnel of organizations of different spheres of activity. The issues of personnel support of production organizations appear to be one of the key elements of intensifying digital transformation of economics under conditions of forming up the sixth technological mode, since particularly the highly-skilled personnel takes on the role of condition of an effective production activity on the basis of a comprehensive use of digital technologies. Study of the foreign language under these conditions become a relevant objective in the course of training specialists of engineering trend with the aim of effecting a complex approach to forming up human resources of the country. The article gives consideration to theoretical fundamentals of using digital technologies in teaching foreign languages to the generation Z, gives practical examples of enhancing efficiency and effectiveness of interaction between teacher and students in the process of educational activities with the use of digital technologies. The implementation of the government program «Digital Economy of the Russian Federation» requires the transformation and change of many areas of society, including education, starting from school. The development of science and technology led to the accumulation of huge amounts of information in various subject areas, to the development of information technologies and the creation of information systems. All this led to a process of rapid increase in knowledge and experience, which actively influenced the organization of the process of their transfer. Digital methods of information coding and the possibility of its transmission using digital channels have created new spheres of human activity and society, new concepts of «digital technology» and «digital economy». The value of education, as an integral part of any economy, is great. In the digital economy, staff training should move to a new level. The article presents and analyzes data from a survey of first and second year students of the University of various degrees and faculties, reflecting their view on future changes in the education system related to the implementation of this government program and the possibilities for students and the University to interact in adapting to the conditions of the «digital economy». Some problems that limit the effective development of the education system and its adaptation to the conditions of the «digital economy» are considered. Possible changes in the content of academic disciplines are proposed (on the example of the academic discipline «Mathematics»).

Organizational development strategies are implemented with the involvement of significant resources for an enterprise. Taking into account the limitations of all types of resources available to an organization, the task of their rational use is very relevant and is solved continuously. Management decisions on allocating investment resources between development projects, determining their reasonable amounts in each direction of development are becoming more accurate due to the use of economic and mathematical models that describe various processes occurring in an organization. One of the most important resources of an organization is its employees. The quality of labor resource directly determines the competitiveness of an enterprise in the market. The main part of this quality level can be attributed to the human capital accumulated by the employees of an enterprise throughout their life. Only a high-quality labor resource of an organization can ensure high efficiency of a company's business, its stable position in the market. However, it should be understood that the growth or maintenance of an acceptable quality level of the labor potential of an enterprise requires certain investment, which should also be justified. This paper is dedicated to the methods of evaluating the effectiveness of investments in the development of the labor potential of an enterprise.
