In connection with the forecasted purposes of the digital economy`s development in Russia, as well as investments in the human resources` development for digital economy, there is an actual question how much the digitalization of the society and business can increase the efficiency of the human capital`s work in the Russian Federation and lead it to the level of European countries. In this regard, the purpose of the following work is to determine the potential of the human capital`s development of Russia by 2025 due to the digitalization of its economy. In the following work an indicator of the labour productivity is used as an indicator of the human capital`s efficiency. Three scenarios for the digital economy`s development of the country are presented. It is shown that with the most optimistic scenario of the digital economy`s development in Russia, the efficiency of the human capital`s use has a growth potential by 71.5% by 2025 compared to the value of the following indicator in 2015. It was determined that the efficient use of the human capital in Russia by 2025 will exceed the human capital efficiency indicator in Poland in 2015, and will not reach the productivity indicator in such countries as the United Kingdom, Germany, Spain, Italy, France, Sweden by 3% as of 2015. Keywords—digital economy, digitalization, digital technology, human capital, labour productivity

The paper discusses the problems of knowledge transfer in the field of digital humanities (Digital humanities/DH). The transformation of ideas about digital humanities reflected in the latest publications is critically reviewed and the proposal to include relevant educational practices in this concept is grounded. The authors have made the forecast of digital humanities development based on the prospects of the 4th Industrial Revolution that radically change the relationship between the market and scientific environment. The paper presents the analysis of the factors that determine the importance of knowledge transfer in the humanities and the role of DH in the commercialization of intellectual potential. The authors suggest a new vision of knowledge transfer, pay special attention to the difficulties in its development in the Russian digital humanities and highlight promising areas of knowledge transfer programs for DH. The conclusion is made that it is necessary to update the knowledge transfer in the field of digital humanities re-focusing the research and development in this field. Keywords—digital humanities, knowledge transfer, e-culture, digital revolution, knowledge economy

The article considers the issues of formation of requirements to a competency model for university graduates in the digital economy that allow ones to be competitive in the current economic environment. The urgent character of the problem stems from the requirements that are shaped by digitalization processes in the economy. The recent years have witnessed another wave of activity model transformation in education caused by the emergence of cutting-edge digital technologies. Implementation of these technologies could increase company productivity by 40%. In the near future, international competitiveness will be determined by the effective use of digital technologies along with the specialists who possess the required skills and competences. This is particularly relevant for both individual companies and entire countries which form the infrastructure and legal environment for

The energy sector of developing countries faces a large number of modern challenges that contribute to the formation of a new stage of its development as the most important infrastructure of the economy. On the one hand, powerful technological and digital progresses have led to the active development of distributed energy technologies. On the other hand, the development of a competitive environment in the wholesale and retail market, together with the growing differentiation of consumer requirements for reliability, quality and cost of energy supply, change the ideology of interaction with the consumer, who becomes an active participant in technological and commercial interactions. The digital technology implementation in the transport infrastructure safety practice promotes reducing accident rates on Russian roads, however, the nationwide tasks of achieving "vision zero" have not been achieved yet. One of the tasks of improving the transport infrastructure safety is the implementation of systems for automatic traffic offence recording as the basis for a digital model in the field of transport infrastructure. For many years, Russia has been improving the state and business interaction mechanisms, developing the conditions for investments attraction in socially significant and large-scale projects, and as a result, the transport infrastructure development relates to the spread of the practice of applying the public private partnership mechanism. The paper covers the issues regarding the traffic safety using a digital model based on systems for automatic traffic offence recording and the public private partnership based mechanism is proposed as an economic tool for transport infrastructure digitization to provide for interaction between the entities of automatic traffic offence recording systems implementation and operation. In our opinion, the interaction of entities involved in the traffic safety process using the automatic traffic offence recording systems based on the public private partnership mechanism opens the potential for development of digital technologies in this subject domain and promotes the innovative development of transport infrastructure under conditions of the digital economy

This article is addressing the key items regarding digital transformation of export-import trade operations taking place while designing the logistics system of the Eurasian Economic Union (EAEU). Results of investigation enable the authors to reveal the problems occurring during creation of common market of logistics services and common digital space in countries having different sizes of economy, levels of economic development, conditions of logistics infrastructure and digital technologies. The authors are investigating the dynamics of development of export-import trade operations within EAEU. It is demonstrated that inconsistency of statistic data, document management system and logistics standards is adversely affecting integration in the sphere of trade. The paper is addressing the matters regarding the possibility to balance logistics and digital architecture of EAEU member-states within the framework of logistics system. The authors are proposing the model of integrating digital platform capable to provide interaction of logistics and digital technologies within EAEU. Such model is oriented towards optimization of export-import trade flows, increase capabilities to take sustainable solutions aiming to achieve strategic targets of thee EAEU logistics system (EAEU LS) development. Model of integrated digital platform creates new possibilities enabling exchange of information among logistics system elements and external environment, allows undertaking instantaneous actions upon data acquisition from digital platform's sensors and coordinating center. Based on the generated online data array, end-to-end management of the entire value chain and monitoring of controlled performance indicators is carried out. The paper made it possible to conceptually outline the problem associated with the so called “Single-window” mechanism based on equalization of logistics and digital architecture of foreign trade operations realized by the EAEU member states. Significance of the forwarded research is defined by the necessity to resolve the problem of identification of subject-object content, structure and specific features of the EAEU LS management in conditions of economy digitization.
