In this editorial, we seek to address the phenomenon of disinformation as something that endangers democratic regimes themselves. The ease of production and dissemination of information, provided mainly by access to the internet and technologies that use it, allows large volumes of information, both true and false, to circulate freely through networks. We approach the phenomenon of disinformation as opposed to parresia . We indicate the seriousness of disinformation not only because of the falsehood it carries, but also because of the difficulty of removing it over time. We highlight the problem of the subject using his Statute to pronounce performative statements in favor of disinformation. As a contribution that we bring some notes for the editors of scientific journals to combat the problems arising from infodemic , misinformation and performative statements.

The BPM Center of Excellence is responsible for coordinating Business Process Management (BPM) initiatives in organizations. In this line, public organizations have been implementing the BPM Center of Excellence to consolidate BPM. Nevertheless, public organizations have specific characteristics that need to be considered during the implementation of a BPM Center of Excellence model. The objective of this paper is to propose a model for implementing BPM Center of Excellence for public organizations that considers the characteristics of such organizations. The proposed model was applied in a public organization in order to test its efficacy. Discussions from the case were carried out. The model proved to be viable to be executed, however the bureaucracy, stability of employees, turnover of top management, and political interests are critical points that must be properly managed in the implementation.

Brazilian Army has been seeking to update itself technologically in what concerns innovations of Military Employment Materials (MEM) that have occurred in recent decades. Due to missions in which the Brazilian Army participated as a member of the Peacekeeping forces of the United Nations and the realization of joint activities with military personnel from other countries, a considerable lag of Brazilian Army Military Employment Materials was observed. The Brazilian Combatant Project (COBRA) was created by Brazilian Army with the objective of expediting the process of adopting new technologies, the development of new uniforms, armaments and individual equipment to the Brazilian combatant. In this context, this study aims to understand and analyze the management of technological innovation in the Brazilian Army COBRA project. This purpose was achieved through a research of qualitative approach, performed via a case study, of interpretive epistemology and inductive logic. Semi-structured interviews were conducted with those responsible for all physical, financial management, acquisitions and distribution of Cobra project deliveries. Results showed an alignment between the innovation management practices adopted in the project and the literature. The analysis highlighted that the non-observance of an innovation plan associated with Research and Development policies is the main weakness of practices in innovation management in the Brazilian Army.

This study aims to investigate the relationship between Free Cash Flow (FCF) and the economic performance of publicly-held companies listed in Brazil, Bolsa, Balcao [B] 3 . To this end, the influence of FCF on the Economic Performance Indicators (EPI) of these companies was verified, using several variables for the tests. It is a quantitative, descriptive and documentary research. The period analyzed was from 2009 to 2017, with quarterly data, collected on the basis of Economatica ® , totaling a sample of 5,292 company-year observations and 147 companies. To answer the research problem, estimations were made using Ordinary Least Squares (OLS) and via quantile regression with balanced panel data. The calculated FCF metrics presented different statistics, which corroborates the fact that this measure is arbitrary and at the same time subjective. The results of the regressions were also different for each measure. Therefore, the possibility of FCF influencing the EPI of Brazilian public companies is not disregarded, being the signs of the coefficients relative for each variable. Nevertheless, the findings of quantile regressions point to agency problems in the companies listed in [B] 3 , as their sensitivity increases at the highest quantiles. Consequently, the Free Cash Flow Theory cannot be rejected in the Brazilian market.

Moral harassment in the workplace is a contemporary issue which is gaining increasing importance in society. Briefly, it can be defined as inappropriate behavior at work which can lead to serious consequences for the individual, for organizations and for society as a whole. Within this context, the aim of this research is to examine the management strategies at Instituto Federal Catarinense to raise awareness regarding moral harassment and prevent its occurrence in educational and administrative spheres. This research is qualitative, guided by the interpretive paradigm, and is part of the group of exploratory research. The investigation strategies comprised bibliographic, documentary research and case study methods. This research was developed at Instituto Federal Catarinense. The documentary research was carried out between 2014 and 2018 through access to information and documents published on the institution's pages. The in-person interviews were conducted with eight employees of the institution in 2019; the data and information obtained were examined using Bardin's content analysis. Analysis of the data showed that the management strategies used to deal with moral harassment at Instituto Federal Catarinense are specially developed by the Internal Affairs, the Ethics Committee and the Ombudsman. It was concluded that, despite improvements identified by the interviewees, it is still necessary to further develop an awareness-raising policy on moral harassment in the workplace for all employees of the institution.

The present article aims to analyze how the Federal University of Rio Grande do Norte behaves towards the modern public administration practices, which preach the overcoming of bureaucratic dysfunctions, in pursuit of efficiency and quality in public services. The study is developed from the theoretical review about New Public Management (NGP) and survey of data obtained from the UFRN Portals (ufrn.br), with focus on Integrated Management Systems. The methodology used was bibliographical and documentary research. After a comparative analysis between theory and practice, it was concluded that the development and implementation of the SIG-UFRN incorporates NGP values in institutional management, insofar as the tool promotes transparency, agility, efficiency and economy in the use of resources.

In small and medium-size enterprises (SMEs), protecting innovations is essential for competitiveness. However, a small percentage of SMEs make effective use of intellectual property management strategies, due, among other factors, to the lack of specific management tools. In this context, the objective of this article is to develop an index to evaluate efficiency and support SMEs in the management of intellectual property based on an evaluation model composed of indicators. For this, the Analytic Hierarchy Process (AHP) method was used to assign weights to the elements that compose the model. Then, based on the assigned weights, mathematical modeling of the index was developed, as well as parameters for the classification of the level of efficiency of SMEs. The results indicate that the proposed index (entitled Index E) was made up of multi-attributes, distributed in 3 levels (3 dimensions, 9 key assessment factors and 42 indicators), covering several aspects that involve the dynamics of SMEs with regard to the management of intellectual property.
