E-education is characterized by dynamic development all over the world, and therefore the mechanisms for assessing its quality do not have time to adapt to the current state in the educational environment. This study focuses on the experience of ensuring the quality of e-education in higher education institutions in Europe and Latin America. The article highlights the approaches that ensure the quality of e-education, as well as an analysis of the policy of universities involved in this area. It was revealed that external agencies for ensuring the quality of education occupy an important position as a supervisory authority in foreign higher education institutions. The process of developing a quality assurance system is characterized by openness and dynamism, therefore it needs to be integrated into the internationalization of education programs and specifically into e-learning. Assessment of the quality of education involves problematic issues, therefore, this phenomenon should be comprehensively investigated.

The article discusses the process of promoting professional self-determination of schoolchildren using the methods of project and research training. The organization of career guidance work with schoolchildren at the university through the implementation of additional educational programs helps motivate talented and gifted youth to make a conscious choice of the trajectory of vocational education. Additional education is implemented primarily in order to meet the needs of schoolchildren in personal development and therefore is ineffective if it is carried out in accordance with traditional learning models. The authors substantiate the use of project and research methods of teaching during the implementation of additional educational programs for schoolchildren as a means of their development and self-development, formation of readiness for independent creative activity, awareness of the preferred sphere of future professional activity. The study of the effectiveness of the use of project and research training methods during the implementation of vocational guidance additional educational programs for schoolchildren was carried out on the basis of the Center for Technological Support of Education of the Department of Pedagogy and Psychology of Vocational Education of the Russian State Agrarian University – Moscow Timiryazev Agricultural Academy. As a result of the study, it is shown that the organization of design and research activities of schoolchildren contributes to their gaining experience in real design and survey work (in its individual elements) and the formation of appropriate practical skills.

In order to develop the most effective complex of psychotechnologies for responding to the discrediting of the internal affairs bodies of the Russian Federation in the media space by the information and public relations units of the Ministry of Internal Affairs of Russia and their implementation in the practical activities and educational process of training employees of these units, in the course of an empirical and experimental study, the task was set to study the level of professional and psychological competencies of employees of the information and public relations departments of the Ministry of Internal Affairs of Russia in the psychotechnological aspect of the process of discrediting and responding to it. As a result of the study, it was found that it is necessary to create a deeper psychological basis in the activities of the information and public relations units of the Ministry of Internal Affairs of Russia, to study and develop a psychological basis for training employees of this unit, to introduce the achievements of modern psychology into their activities.

The National systems of teacher’s professional growth play a special role in modern world education. At the stage of development of society, the teacher’s level of professional competencies directly affects the development of both the younger generation and the education system a whole. For the national systems of teacher’s professional growth to be constantly improved, and one of the main participants – the teacher – develops, it is important to choose strategies aimed at successful development. The article presents the experience of such foreign countries as Finland, Norway, and Latvia designing strategies for the teachers’ professional development in the context of digitalization of education. The authors of the article propose an analysis of modern international models of teacher’s professional growth as an opportunity to consider their advantages and disadvantages for designing similar domestic models.

The article analyzes Russian and foreign approaches to establishing the relationship between the level of digital competence of students as a condition for the readiness of future teachers to use digital technologies in the educational process. The purpose of this study is to diagnose the level of digital competencies among students and interpret the data obtained. Based on the analysis of Russian and foreign experience in the development of digital competencies among university students, a questionnaire was developed to assess the level of formation of digital skills and abilities. Data collection was carried out through an online survey of pedagogical university students using a structured questionnaire. The data obtained allowed us to conclude that the students of the pedagogical university demonstrated a sufficiently high level of digital competence. Future teachers demonstrated high results in such competencies as the use of digital solutions for effective communication with both teachers and students; the creation of their educational materials and assignments on subjects using a computer; modification and exchange of digital materials; the use of the Internet to search for information resources, comparison, evaluation and selection of digital resources; knowledge of the basics of digital security; the use of digital technologies at different stages of training and in the implementation of various organizational forms of training (lectures, practical classes, consultations, tests, exams, individual and group work, including on a project), including for self-organization and self-control and creative (productive) solutions of educational tasks.

In children with visual impairment there are changes in motor functions that require new approaches to improve physical development. When vision is impaired, changes occur in the ways of perception, in the features of the formation of both objective and spatial representations. Physical exercises allow to replenish and compensate motor functions in children with visual impairment. It is noted that the motives of the children during the school year have changed after the activities for adaptive motor recreation. In 50% of the children who were engaged in motor recreation, a weakening of the motive for communication and socialization was noted; 30% have a noticeable interest in physical education; 4% a motive expressed in encouragement; 17% of children have a motive for improving health and physical development.
