Addressing regional problems in the field of environmental protection is carried out within the framework of targeted environmental programs, documents reflecting the essence of the ongoing regional environmental policy. Approved indicators monitor the effectiveness of its implementation. In many regions, the results of the implementation of previous programs are disappointing, which is due to many reasons. The following questions remain unanswered: how the national and territorial interests are combined in the development of programs, how the content of the program tasks and the indicators of their effectiveness correspond to the targets of these documents? The hypothesis of the study is that the imperfection of regional environmental programs complicates their effectiveness. The purpose of the study is to analyze the content of the used indicators that are fixed in the environmental programs of the most economically developed regions of the Far Eastfor identification of the highest priority regional environmental tasks and the focus of their solution to improve the system of indicators in subsequent revisions of environmental protection documents. The information base includes regulatory documents in the field of environmental security in Russia, statistics data, rules and regulations on the development, implementation and evaluation of effectiveness state and municipal programs, national and regional programs on "Environmental protection" of the Far East subjects, adopted for the period 2020-2025. Having analysed 211 indicators proposed in the regional programs in order to determine the share of the most significant for environmental protection, the correlation of their content with the specifics of regional development has been established. It has been determined that more than 50% of all indicators relate to direct improvement of the environment. During the analysis, the main shortcomings in the selection of the indicators have been identified: 16% of indicators are not correct in content; 41% of indicators do not have clear quantitative benchmarks, which does not always make it possible to assess the achievement of objectives. The solution of the indicated issues will allow expanding the theoretical knowledge in terms of the formation of regional environmental policy and enriching the practice of regional interpretation and solution of accumulated problems, which is demanded due to the limited number of works in this area.

The study based on multivariate comparative analysis identifies the dominants of national strategies for the development of artificial intelligence (AI) of the global superpowers. The article examines both structural similarities of strategic documents and fundamental differences in goal setting and functional expectations of sovereign AI technologies. Projecting fundamental ideas of technical and economic paradigms onto national strategies for the development of AI allows the authors to put forward a hypothesis concerning the formation of a common European, Russian and American proto-models of the AI development state policy. The dialectical nature of AI technologies demands consideration of the ethical aspects of the AI technologies application in Germany, Russia and the United States. As a result of the study, the foundations of various fundamental approaches of states to the development of AI technologies were established. Possible scenarios for the development of national strategic programs in the medium term globally were assessed.

The article proposes an original methodology for assessing the stability of the spatial development of the regions of Siberia and the Far East of Russia through the prism of the component of the triad of sustainable development. The results of the calculation of the Index of Sustainability of Spatial Development of Regions (SPR) are presented. On the basis of the Index all regions were divided into 3 groups: Priority – “sustainable”; Functioning – “stable”; Problem – “unstable”. The assumption is formulated that, due to the differentiation of natural landscapes - from comfortable to absolutely unfavorable, multiplied by the variable severity of the climate - extensive territorial development is not required for the spatial development of a number of subjects of the Siberian and Far Eastern federal districts. Renovation of the network of outposts and infrastructure, a selective policy for the development of settlements, the shift method (with a minimally sufficient set of social functions) will bring a much greater effect. The importance of the transition from the redistribution of resources to the redistribution of opportunities and equalization of the investment attractiveness of the regions of Siberia and the Far East (the creation of conditions attractive for the growth of capitalization of territories and, accordingly, improving livelihoods and sustainability) is emphasized. From a practical point of view, the results of the study can be used in variant scenario planning of the spatial development of the country's regions.

This study analyzed the relationships between administrative decentralization, empowering local governments, and attracting foreign direct investments (FDI) based on an online questionnaire completed by government officials in Uzbekistan. The examined data suggests that empowerment of local governments is positively related to attracting foreign direct investments as mediating variable, while administrative decentralization does not directly affect foreign direct investments attraction. The paper presents the first comprehensive analysis of the mediating role of empowering local governments in Uzbekistan, and highlights policy implications that need to be implemented to establish a new legal status for local authorities. Further research is required on the specific way that the survey will be conducted only among government officials who are in charge of departments in investment policy. Based on the analysis, the study developed recommendations for changing the administrative environment that can create conditions that are more favorable for foreign investors. This study might help public administration, policy scholars, and, to be more specific, the policymakers, government officials to put better regulation into their agendas.

Aging creates demand for the integration of health and social services, as it ensures more timely response and better satisfaction of patients' needs for treatment and care and helps to contain the growth of costs of the services. The research aims at assessing the current level of integration of health and social services for the elderly in Russia. List of possible integration mechanisms that may coordinate work provision of services to the elderly was elaborated. Analysis of the regulatory framework and interviews with leaders and workers of health and social care in three Russian regions (Oryol Oblast, Karelia and North Ossetia) was carried out to determine the existing and implementing forms of integration and to assess the level of integration and barriers to its increase. The current level of integration of social and medical services in Russia seems to be low. In recent years, there has been a transition from a strict division of responsibility of departments to an integrated system, but the parameters of the transition have not been sufficiently developed. Significant barriers to integration (administrative, legal, financial, and related to staffing) exist. The results of the study can be used in work of federal and regional authorities to improve health care, social services and long-term care for the elderly, and by commercial and non-profit social service organizations.

This paper aims to explore how regional socio-economic conditions and organizational factors affect the success of place branding activities. The secondary purpose is to systematize place branding practice of the Russian federal subjects.We conducted a logistic regression analysis of place branding success probability versus quality of place branding organisation and regionalsocio-economic conditions.The sample is comprised of 22 federal subjects of Russia within the period of 2010 to 2021. The secondary purposeis achieved through a chronological and cartographic analysis of place branding activities. We confirmed the positive influenceof organizational factors, used as a control variable, onplace branding success, and revealed the relationships between place branding success and some socio-economic conditions ofthe federal subjects of Russia: a positive relationship with the GRP, investment, and migration; a negative relationship with the population. The relationship with the adjacency to regions, already having place brand, was not confirmed. This study contributes to place branding theory by unveiling the relationship of regional socio-economic conditions and place branding success. Thus, regional conditions are needed to take into account when predicting the place branding results. This is especially important when using branding as a typical development tool because the uniform success across all regions is unlikely.

The study aims to examine the correlations among leadership styles, employee job satisfaction, positive moods, and organizational commitment in the public sector in Vietnam. A quantitative approach was implemented using partial least square structural equation modelling (PLS-SEM). The questionnaire was distributed to 457 respondents working in public agencies in seven southern provinces of Vietnam. The findings concluded that three leadership styles (task-oriented, relation-oriented, change-oriented) directly predicted positive moods, but only task-oriented and change-oriented leadership directly affected employee job satisfaction. Further associations were also confirmed, including the positive effects of positive mood and job satisfaction on organizational commitment. Consequently, the indirect influences between the independent variables (leadership styles) were also indicated. Perceiving the significance of organizational commitment as well as job satisfaction and positive moods from the empirical results, public leaders are able to establish their own appropriate strategies and policies to improve organizational performance in the public sector. Moreover, this article would provide a basis for further analyses in public administration, as this paper is one of the very first leading academic studies in Vietnam public sector.

This paper presents the development and validation of a questionnaire-based model to assess the quality of services provided by public institutions based on internal service variables. This model comprises four latent factors (Systems, Human Resources, Regulation and Relationship) that allow analyzing a set of 19 managerial variables involved in the perception of quality from the point of view of managers. The developed methodology was based on an empirical study that was statistically validated for the Brazilian federal public services, with the collaboration of the Digital Government Secretariat of the Ministry of Economy, which carried out a data collection survey with 289 services from 52 Brazilian public institutions. The model allows a standardization in the planning of the internal processes of the public services offered, with vision and administrative rationalization strategies to be adopted to optimize the quality offered by the services.

Vietnam has been suffering and will most likely continue to suffer from the devastating effects of COVID-19 on health, economy, and society in the coming months and years. This study aims to analyze key response strategies against this pandemic in the Vietnamese context. The findings indicated that primary factors have contributed to preventing the COVID-19 success, including a well-developed public health system, a decisive central government, and a proactive containment strategy based on comprehensive testing, tracing, and quarantining. Consequently, Vietnam is trying to achieve “two parallel objectives” during COVID-19; the first goal is pandemic prevention and control in order to protect community health, and the second one is socio-economic recovery and development. This study analyzed the eight primary strategies of the Vietnamese government in order to achieve these “two parallel goals” during the COVID-19 pandemic. In addition, a postCOVID-19 socio-economic response and recovery framework including five strategic pillars was recommended. These findings are expected to provide useful insights for developing appropriate intervention strategies in Vietnam and other similar countries worldwide.

This study aims to extend the concept of organizational identity, the soul of organizational culture, and its five characterizing attributes, namely, purpose, philosophy, priorities, processes, and projections, to the regulatory space. It has been done through a thematic review of previous articles. Although a few academic articles in the public policy arena have dealt with one or two of these attributes, there is a lack of a holistic evaluation of the regulatory framework covering all these five attributes of regulatory identity. After building an understanding of how these elements have evolved in public policy and regulation domains, we have hypothesized that processes and projections of the regulatory framework need to be aligned with the core regulatory identity (constituted by purpose, philosophy, and priorities) for achieving strategic outcomes. On the other hand, a change in the long-term strategy should trigger a reassessment of organizational priorities followed by the realignment of the core regulatory culture to guide decision-making and organizational actions. Finally, since the regulatory processes or practices, both internal and external, are the actions that keep the regulatory identity alive, therefore, they should be aligned with the core identity and culture of the regulatory framework.
