Procurement system for resilient supply chain amid the COVID-19 pandemic: systematic literature review 新冠肺炎大流行期间弹性供应链的采购系统:系统文献综述

PurposeThis study aims to provide a rich learning opportunity from COVID-19 crisis for making resilient supply chain by adopting new strategies for the procurement system.Design/methodology/approachThe systematic literature review has been conducted from the year 2012 to 2022 with the objective of developing procurement system for resilient supply chain. Fifty-four research papers are selected for this study.FindingsThe study exhibits that procurement function makes a significant contribution in creating supply chain resilience in the time of COVID-19 pandemic. The COVID-19 emergency has enforced companies to operate in new ways to face supply chain disruptions. The new strategies and actions appropriate for resilient procurement system have been identified.Research limitations/implicationsThis study is limited to the papers that were indexed in the Scopus database. It has also been limited to the procurement function and supply chain resilience.Practical implicationsThis research highlights strategies for supply chain resilience to improve the business performance in COVID-19 or similar types of crisis.Originality/valueThe originality of this paper is to identify the strategies and new practices followed in procurement function to improve the supply chain resilience. This study suggests directions for future research on the integration of procurement and manufacturing for making resilience in the supply chain.

Towards measuring SMEs performance amid the COVID-19 outbreak: exploring the impact of integrated supply chain drivers 在新冠肺炎疫情中衡量中小企业绩效:探讨整合供应链驱动因素的影响

PurposeThis study aims to explore supply chain disruptions during the COVID-19 pandemic in the small and medium enterprise (SME) sector in Oman. This study analyzes the impact on selected supply chain drivers – facilities, inventory, transportation and sourcing. It further intends to explore whether the supply chain challenges faced by the SME sector in Oman impact their overall performance.Design/methodology/approachThis study follows the quantitative technique of structural equation modeling to examine the proposed hypotheses. Data were collected electronically from SME managers/owners/entrepreneurs. All items were adopted and measured using a five-point Likert scale. One hundred and four complete and usable responses were received and considered.FindingsThe data was analyzed using SPSS and PLS statistical software. The model has been supported empirically, and the results showed a significant relationship between supply chain drivers and SMEs’ overall performance in Oman, except for supply chain inventory. The results have demonstrated that the COVID-19 pandemic has affected the SMEs’ supply chain drivers in Oman and, consequently, their overall performance.Practical implicationsThe results of this research can drive the development and implementation of a supply chain management strategy. This research will help policymakers induce the performance of SMEs affected by the COVID-19 pandemic. It would further enhance strategic sourcing and supplier performance considering the developed practices associated with the resource-based view.Originality/valueThe originality of the current study lies in its ability to empirically test two models within the Omani SMEs context while considering the supply chain drivers as a single variable or dividing it into four separate independent variables. This study would provide a preview for scholars for such empirical investigation and serve as a reference for policymakers and practitioners to maintain a management system of crises that may protect the SME supply chain drivers.

Optimizing firm's supply chain resilience in data-driven business environment 在数据驱动的商业环境中优化企业的供应链弹性

PurposeThis study aims to investigate the impact of a firm’s supply chain capabilities on supply chain resilience, and the impact of supply chain resilience on sustainable supply chain performance in a data-driven business environment. The study also aims to explore the function of supply chain resilience in mediating the relationship between a firm’s supply chain capability and sustainable supply chain performance.Design/methodology/approachPrimary data were acquired through a survey of 310 managers of small- and medium-sized businesses in a variety of industries across Bangladesh. The data were analyzed using partial least squares structural equation modeling.FindingsA firm’s supply chain capabilities include information technology, leadership and collaboration. Supply chain capability is positively associated with supply chain resilience. The resilience of a firm’s supply chain is also positively correlated with its sustainable supply chain performance. Supply chain resilience plays a mediating role in the relationship between a firm’s supply chain capabilities and its sustainable supply chain performance.Research limitations/implicationsThis study provides a theoretical contribution by corroborating practical knowledge focusing on firms’ supply chain capability, supply chain resilience and sustainable supply chain performance by using a resource-based view and dynamic capability theory – a relevant and unexplored subject in the supply chain literature – and proposes several opportunities for future research.Practical implicationsThe results highlight the study’s managerial and social relevance from the perspective of firms in developing countries. As firms shift toward an online environment, managers and decision-makers need to make strategic decisions, as they did to overcome the challenges presented by COVID-19.Originality/valueThe study’s findings demonstrate that firms’ supply chain capabilities can be leveraged to increase supply chain resilience. Firms’ resilience during COVID-19 allowed them to avoid losses and to improve their supply chain’s sustainable performance. To the best of the authors’ knowledge, their complex higher order model is a unique contribution to the literature on firms’ supply chain capability and extends previous research on this topic.

PurposeThe occurrence of COVID-19 has impacted the wide-reaching dimensions of manufacturing, materials, procurement, management, etc., and has loaded disruptions in the wide range of supply chain (SC) activities. The impact of COVID-19 has twisted supplier performance and influenced stakeholders’ thinking towards selecting supplier sources and making strategic sourcing decision for convinced arrangement of construction management (CM) resources. Nowadays, suppliers are intently evaluated by stakeholders in post-COVID-19 phase to induce agile availability of CM resources. Accordingly, this paper aims to demonstrate competent CM dimensions under post COVID-19 scenario for ease managing construction projects by the stakeholders.Design/methodology/approachThe authors have implicated Grey Sets Theory along with decision-making trial and evaluation laboratory (DEMATEL) technique for understanding significant outcomes. Varieties of diverse decision aspects responsible for strategically influencing supplier sourcing decision is projected under post COVID-19 scenario for handling construction projects by the stakeholders.FindingsThis study investigated sustainable construction management dimensions (SCMD) at the stage of resource deliveries and client aspirations under post COVID-19 situation. The study demonstrated “Lead time” as the most crucial, “Product Range” as the second and “Customers dealings and relationship” as the third crucial aspect considering by the stakeholders for selecting supplier sources based on the attainment of performance score of 0.1338, 0.1273 and 0.1268, respectively. It is found that high lead time stimulates the stakeholders to divert their orders to other competent supplier sources holding a low degree of lead time as compared.Research limitations/implicationsThe present study rollovers its existence by serving critical thinking, conceptual modelling, criteria identification and evaluation under CM domain for drafting effectual strategies by the suppliers. The study investigated the impact of COVID-19 on stakeholders’ decision-making and enlisted SCMD that strategically stimulated them in choosing supplier sourcing decision.Originality/valueThe present study realizes the insights of stakeholders in the post COVID-19 scenario related to the supplier sources based on performance score. The study quantified sustainable supplier attribute for construction work and practices. The study analysed the expectations of the stakeholders purchasing different varieties of construction materials from supplier sources for civil works in the post COVID-19 scenario.

PurposeThis study aims to present a study on the supply chain process of a Myanmar-based pharmaceutical company (named ABC Pvt. Ltd. in this study) that produces pharmaceutical products across Myanmar and aims of bringing quality medical products and best care for Myanmar people’s health. The study aims to identify the key supply chain challenges and manage the opportunities executed by this pharmaceutical company to improve the supply chain process during the COVID-19 outbreak.Design/methodology/approachThis work used a case study and conducted semistructured interviews with the manager, senior managers and senior staff of the ABC Company to improve the supply chain process and develop a comprehensive structural relationship to rank them to streamline the uncertainties, real-time information and agility in a digital supply chain using grey relational analysis (GRA) method.FindingsFrom the data analysis and results, “Impact of political factor,” “Delay in import process” and “Weak internet connection,” and “Weak knowledge of the use of digital platform,” “Poor information sharing in online by employees” and “Information flow from top management to operational level” have been identified as top and bottom three key challenges, respectively. “Inventory management,” “Selection of transport method” and “Operational cost”, and “Marketing and brand Innovation,” “Online delivery of products” and “E-commerce enablement (Launching applications, tracking system)” are identified as the top and bottom three managing the opportunities, respectively.Research limitations/implicationsThe findings of the study help to supply chain decision-makers of the company in their establishment of key challenges and opportunities during the COVID-19 era. As a leading company, it always tries to add value to its product through a supply chain system, effective management teams and working with skillful decision-making toward satisfying the demand on time and monitoring the supplier performance.Originality/valueThe novelty of this study is to identify the key supply chain challenges and opportunities by the GRA method to rank them, considering the case of Myanmar pharmaceutical manufacturing company as a case-based approach to measuring its performance during the COVID-19 outbreak era. This work will assist managers and practitioners help to the company to provide optimal services to its consumers on time in this critical situation.

Guidelines for public sector managers on assessing the impact of outsourcing on business continuity strategies: a Brazilian case 公共部门管理人员评估外包对业务连续性战略影响的指南:一个巴西案例

PurposeThis paper aims to propose guidelines for public sector managers in assessing the impact of outsourcing on business continuity (BC) strategies. This paper evaluated how public managers from the state of Pernambuco, Brazil, perceive outsourcing, considering BC and how it relates to the outsourcing of services and activities.Design/methodology/approachTheoretical lenses of outsourcing and BC were used to derive the study hypotheses. A questionnaire was drawn up to collect information to test the hypotheses. To test the proposed hypotheses, binary logistic regression was used through an empirical analysis of a sample of 51 Brazilian public managers.FindingsThis study found that when the public sector suffers from negative impacts of financial restrictions, outsourced services are the first ones to receive the negative impacts. This has had an adverse impact on BC in the public sphere. On the other hand, the authors verified that the public sphere’s capacity for resilience and the existence of specific methodologies to support public managers in outsourcing decision-making can contribute to BC.Research limitations/implicationsThis study assists public organizations to take advantage of internal outsourced services in the best possible way, making better use of public resources, gaining social legitimacy and legitimacy also in the provision of public services. However, each public sector can present different risks of non-continuity, and this aspect could not be considered in this research as well.Originality/valueThis study is a pioneer in highlighting the relationships between outsourcing strategies and BC in public services in Brazil. Through the guidelines discussed in this study, public managers could develop a more effective response to the implications of post-outsourcing budget constraints. In addition, the findings of this paper add to an understanding of the importance of business strategies for public services continuity and seek to help reduce uncertainties and better inform the government decision-making process.

Investigating social factors and their impact on value co-creation in supply chain ecosystems 调查社会因素及其对供应链生态系统中价值共同创造的影响

PurposeAs coopetition often characterizes relationships in ecosystems, social factors are particularly important to ensure resilient and reliable relationships, therefore efficient collaboration, and a corresponding outcome. Social factors have so far only been considered as peripheral factors in the ecosystem literature. Thus, this study aims to analyse the current state of literature to provide initial insights into the impact of social factors on value co-creation in supply chain ecosystems.Design/methodology/approachA structured literature review was conducted. Eleven articles were identified which explicitly examined social factors in the context of supply chain ecosystems.FindingsThe findings showed that in current research contributions, especially three social factors are considered crucial for value co-creation within supply chain ecosystems: trust, commitment and mindset. Moreover, researchers focus so far only on positive-affected social factors.Research limitations/implicationsThe findings enable ecosystem orchestrators as well as actors to strengthen social factors in supply chain ecosystems. The cultivation and proactive consideration of social factors is crucial for efficient and effective collaboration and has a corollary effect on supply chain ecosystems value co-creation.Originality/valueThis paper extends the limited literature on social factors within supply chain ecosystems, notably from a strategic management perspective. The findings help scholars to understand why social factors do play a crucial role regarding the value co-creation in supply chain ecosystem and how specific social factors influence the overall business outcome. By raising awareness of the importance of social factors for all ecosystem actors, complementary cooperation in the ecosystem improves, which in turn has a positive impact on value co-creation.

Bridging the supply chain resilience research and practice gaps: pre and post COVID-19 perspectives 弥合供应链弹性研究和实践差距:COVID-19之前和之后的观点

PurposeIn light of the COVID-19 pandemic, all business sectors have critical needs. They face multiple challenges to restructuring their operations to build a resilient, cost-effective and sustainable supply chain. Therefore, this paper aims to investigate the practice and the research gaps related to supply chains.Design/methodology/approachThis research paper is influenced by a literature review of the past decade. This review paper incorporates industry challenges of the COVID-19 pandemic, including future steps toward developing resilient supply chains in the new normal economy. The research provides a detailed framework for designing cost-effective survivable supply chains that withstand disruptions for the long term.FindingsThe proposed research focuses on the effects of the COVID-19 pandemic on supply chains and attempts to bridge pre and post COVID-19 research and practice gaps. Post-COVID-19 resilient supply chains need to be transformed into survivable supply chains. The survivability of the supply chain can be achieved by combining both supply chain resilience and supply chain viability measures. To the best of the authors’ belief, this is the first study that grounds a theory to provide interconnection of five critical supply chain concepts to manage supply chain risk. This study is uniquely positioned to develop a theoretical framework to design a cost-effective, resilient and sustainable supply chain by establishing the interconnection among these concepts in supply chains. This framework helps practitioners to implement the key strategies at the operational, tactical and strategic levels that enhance maturity in supply chains.Research limitations/implicationsThe research findings are based on secondary reports such as industry reports, cases, research papers and expert opinions. The authors tried to consult with many companies. However, they were reluctant to share the recovery plan information from COVID. Also, as COVID still exists in many places in Canada, the authors could not gather every intended information from the companies. However, the authors have successfully shared the outcomes of this research with a reputed retail company in Canada. They recognized the importance of survivability in supply chains. Going forward, business organizations need to design cost-effective, sustainable and survivable supply chains.Originality/valueThe study attempts to unify current research dealing with supply chain resilience. The study concludes with the limitations of the current research. It highlights the prospects of future research and bridges the supply chain practice gaps from the challenges faced by industries due to COVID-19. The study contributes to the literature by identifying gaps to bridge the supply chain practice and reiterating new research directions to develop a cost-effective, survivable and sustainable supply chain.

Therefore, this paper aims to investigate the practice and the research gaps related to supply chains.\u0000\u0000\u0000Design/methodology/approach\u0000This research paper is influenced by a literature review of the past decade. This review paper incorporates industry challenges of the COVID-19 pandemic, including future steps toward developing resilient supply chains in the new normal economy. The research provides a detailed framework for designing cost-effective survivable supply chains that withstand disruptions for the long term.\u0000\u0000\u0000Findings\u0000The proposed research focuses on the effects of the COVID-19 pandemic on supply chains and attempts to bridge pre and post COVID-19 research and practice gaps. Post-COVID-19 resilient supply chains need to be transformed into survivable supply chains. The survivability of the supply chain can be achieved by combining both supply chain resilience and supply chain viability measures. To the best of the authors’ belief, this is the first study that grounds a theory to provide interconnection of five critical supply chain concepts to manage supply chain risk. This study is uniquely positioned to develop a theoretical framework to design a cost-effective, resilient and sustainable supply chain by establishing the interconnection among these concepts in supply chains. This framework helps practitioners to implement the key strategies at the operational, tactical and strategic levels that enhance maturity in supply chains.\u0000\u0000\u0000Research limitations/implications\u0000The research findings are based on secondary reports such as industry reports, cases, research papers and expert opinions. The authors tried to consult with many companies. However, they were reluctant to share the recovery plan information from COVID. Also, as COVID still exists in many places in Canada, the authors could not gather every intended information from the companies. However, the authors have successfully shared the outcomes of this research with a reputed retail company in Canada. They recognized the importance of survivability in supply chains. Going forward, business organizations need to design cost-effective, sustainable and survivable supply chains.\u0000\u0000\u0000Originality/value\u0000The study attempts to unify current research dealing with supply chain resilience. The study concludes with the limitations of the current research. It highlights the prospects of future research and bridges the supply chain practice gaps from the challenges faced by industries due to COVID-19.
