Povzetek. Aktivno sodelovanje v aktualnih geopolitičnih procesih na področju skupne zunanje in varnostne politike EU terja pravočasno in učinkovito sprejemanje odločitev držav članic EU. Prispevek obravnava možnosti odstopa od soglasja in uporabe kvalificirane večine po trenutno veljavni pravni ureditvi EU, pri tem pa opozarja na položaj malih držav članic EU, vključno s Slovenijo. Poudarja pomen pravilne razlage veljavnih kriterijev, pri čemer izhaja tudi iz prakse Sodišča Evropske unije. Poda tudi predlog, kako bi lahko voljo malih držav za uporabo kvalificirane večine v prihodnje morda okrepili s spremembo kriterijev za dosego blokirajoče manjšine ob morebitnih spremembah pravne ureditve EU. Abstract. The article addresses different forms of youth environmental activism, starting from the phenomenon of the ambivalent position held by young people in environmental activism where on one hand they stand up for structural and radical change and, on the other, they cooperate with the authorities or at least make demands of them, thereby giving them legitimacy. The paper focuses on the relationship of young resisting subjectivities towards power and their interplay with strategies and practices and power mechanisms in the field of environmental regulation. The paper addresses various forms of youth environmental activism, especially looking at young dissenting subjectivities’ relationship to power and their intertwining with governing strategies and practices in the environmental field. Focus is given to the ways in which young activists are implicated in, constituted within, and respond to power relations and the exercise of governing, particularly when it comes to environmental issues. It draws on the Foucauldian approach of eco-governmentality and the analytical concept of counter-conduct as an analytical concept to examine how young activists address, co-constitute and potentially subvert or undermine power structures. Using this approach, we reflect on the diversity of agency found in youth activism, which includes an examination of the different forms, actions, strategies and practices associated with this activism. Abstract. A case study of land distributions establishing spatial arrangements for “new towns” in Israel is used to explore policymaking in an atmosphere of ethnocultural diversity and contention. Comprised of communities predisposed to conflict, the deeply divided Israeli public interest tends to draw ambiguous political declarations lacking clear operative directives. Data analyses show that the absence of directives may be advantageous to policy processes because it encourages flexible deference of decision-making to intermediate meso and local micro administrative levels. Emphasising the utility of flexible deliberative implementations initiated at bottom-up levels, it is hoped that the Orphan implementations of public policy modality for conflict/ambiguity issues can present a reconceptualised policy instrument. The article focuses on the verification and development of the modality in its capacity to provide a useful contribution to practical policy decisions wherever political attempts to consolidate fragmented public consensuses might be leveraged toward productive implementation. As such, we suggest that the aggregate outcome of bottom-up implementation initiatives over time may also have an affirming effect on the social balance of national spatial policy. Abstract. Human interaction combined with natural elements makes water, air, earth/soil and fire inherently political. Access to the elements and the way they are treated cause fundamental injustices and inequalities between living beings, yet at the same time the elements are recognised for their importance for the well-being and prosperity of human societies and ecosystems. After reviewing relevant analogical literature, the author theorises elemental politics, elemental democracy, elemental justice, and elemental citizenship. Based on a case study of past and recent elemental politics pertaining to the Soča River basin and the natureculture of the Nature Worshippers of Primorska, the author argues there is a need for a thorough reconsideration of natural elements, especially of their holism, in view of the elemental legal and political subjectivity. The latter might be achieved with the use of a modified elemental vocabulary and collective imaginary inspired by both naturecultures’ ontologies and recent theories on glocalism. Abstract. The ecological crisis is challenging the foundational premises of modern political vocabulary, including the nature–society dualism. Notions of ontological politics and the ontological turn are employed to illustrate the consequences of this dualism, its crisis, and the potential for a political constitution beyond it. Drawing on experiences in agro-ecology, recent developments in movements for climate justice and land protection, and the approaches of social movements against neoliberal globalisation, the article explores the renewed interest in ontological political questions. The author elaborates on the ontological proposition for a world of many worlds and asserts its validity against objections of perceived indifference targeted at relational ontologies. Zdravstveni delavci so v sistemu donorske in transplantacijske medicine (DTM) ključni ne le za izvajanje medicinskih postopkov, ampak lahko njihov odnos do darovanja organov po smrti vpliva na pripravljenost ljudi za darovanje organov po smrti, kar je prvi pogoj za izvajanje dejavnosti. Prispevek predstavlja izsledke kvalitativne analize poglobljenih intervjujev z zdravstvenimi delavci, neposredno vključenimi v donorsko in transplantacijsko medicino. Prikazuje raznolikost stališč in odnosov zdravstvenih delavcev do te specifične veje medicine, ključne ugotovitve pa opozarjajo na posebnosti in morebitne ranljivosti slovenskega sistema donorske in transplantacijske dejavnosti, potencial formaliziranega vključevanja različnih zdravstvenih profilov v sistem DTM, prevpraševanje obstoječega sistema soglasja za darovanje organov po smrti v Sloveniji ter pomanjkljivosti pri izobraževanju zdravstvenih delavcev o donorski dejavnosti. Abstract. The article critically analyses the crucial relationship between capitalism and technology(ies) in its historical and foundational dimension and its unprecedented natural-environment-altering dimension. It is argued that existing research in political science and political theory and progressive and emancipatory critiques of the unsustainable, exploitative nature of contemporary capitalism lack a critical interrogation of this relationship, which it attributes to a naïve, simplistic and problematic understanding of technology(ies) as neutral instrument(s). Building on materialist and neo-Luddite critiques, a comprehensive analytical framework is developed and applied to critically examine the genesis and nature of the relationship in its various dimensions and contexts, including the birth of the factory system, modern transportation, and modern ICTs. The analysed technological systems are demonstrated to be inherently capitalistic and environmentally unsustainable and their radical transformation should be at the centre of sustainable visions of a future socio-economic order. Abstract. Young people are increasingly withdrawing from institutional and representative forms and turning to alternative political practices. This shift has also been declaratively recognised on the level of political institutions and representatives. This article examines how youth political participation is addressed in the institutional mechanisms for youth political participation in the EU and Slovenia. Using the Foucauldian analytics of government, we show that political participation emerged during the European integration processes with the student protests of 1968 and in the processes of institutionalisation via various governmental operations the critical and alternative voices of young people were shaken off. This is also reflected in contemporary mechanisms such as the EU Youth Dialogue on the level of the European Community and the Council of the Government of the Republic of Slovenia for Youth, where the analysis shows that institutional and representative forms of political action, especially elections, are privileged, whereas alternative youth activities are almost completely disregarded. At the same time, neoliberal rationality is shifting the responsibility for (non-)participation onto young people and attempting to create an identity of active (economic) citizens who will participate in an appropriate manner. Young people are increasingly withdrawing from institutional and representative forms and turning to alternative political practices. This shift has also been declaratively recognised on the level of political institutions and representatives. This article examines how youth political participation is addressed in the institutional mechanisms for youth political participation in the EU and Slovenia. Using the Foucauldian analytics of government, we show that political participation emerged during the European integration processes with the student protests of 1968 and in the processes of institutionalisation via various governmental operations the critical and alternative voices of young people were shaken off. This is also reflected in contemporary mechanisms such as the EU Youth Dialogue on the level of the European Community and the Council of the Government of the Republic of Slovenia for Youth, where the analysis shows that institutional and representative forms of political action, especially elections, are privileged, whereas alternative youth activities are almost completely disregarded. At the same time, neoliberal rationality is shifting the responsibility for (non-)participation onto young people and attempting to create an identity of active (economic) citizens who will participate in an appropriate manner. Abstract. The article considers the thesis that today we are facing challenges that call for the invention of new principles of political, social and economic organisation. It is ever clearer that the climate crisis is not only threatening environmental and economic collapse, but above all – and it is here that the direct, yet often overlooked danger lies – our political and social collapse. The contours of the climate crisis are seen in the ongoing corrosion of the democratic political process, the erosion of political communities and the commons, and, not the least, the reliance on populist and authoritarian models to deal with the ever more dire situation. This requires a fresh look at how a new relationship can be established between life and work, production and consumption and, especially, the individual and the communal. Accordingly, in the analysis of alternatives and possibilities the article introduces a new central concept – care – as the fundamental notion and practice of the newly emerging (palliative) political and economic paradigm. We address the simple, albeit infinitely complex question: Why not use the notions of care and freedom, instead of production and consumption, as the paradigm for our new economy, which should only be a way to take care for each other?
