Purpose The purpose of this paper is to discuss Africa-based scholars’ publication citation at the global level. The study selected four countries – Botswana, Nigeria, South Africa and Kenya. Design/methodology/approach The study analyzed citation data from Elsevier’s SciVal from 2010 to 2015. Findings The investigation reveals that Africa-based scholars in Botswana, South Africa and Kenya have a significant citation impact, particularly in the field of medicine. Research limitations/implications The study concentrated only on four African countries. International collaboration is an important factor and further investigation on this specific angle would be a useful research endeavor. Practical implications Influence university decision-making on funding for research; scholarly collaboration. Originality/value The study would be helpful in understanding the contribution of Africa-based scholars to knowledge creation and dissemination.

Purpose This study aims to investigate the annual financial management of university libraries in the province of Khyber Pakhtunkhwa (KPK), Pakistan, and its relationship with Higher Education Commission (HEC) grants to examine libraries’ share. Design/methodology/approach Using survey methods, this study explores the annual budget allocation of well-established university libraries in the province of KPK in the past five years and its relationship with HEC grants to determine libraries’ shares. The survey followed a qualitative design based on an interview technique of data collection. The scope of this study covers all those public sector universities which are chartered by the Government of KPK, recognized by HEC, and eligible for HEC grants on annual basis. Based on this formulation, 15 public sector universities were selected for the survey. Findings The data analysis of the present study revealed that no specific norms are followed by the university administrations in allocating funds for libraries out of HEC annual grants. University libraries in the province either do not have funding polices or are administered by the concerned establishments where Library and Information Science professionals have no role in the financial management of libraries. The study also found that university administrations in KPK either do not provide sufficient share to libraries out of HEC grants or specify an inadequate share which is in violation of the clear instructions of HEC ordinance 2002, Section 10(h). Originality/value This study is the first of its kind in Pakistan as it provides an insight into how much budget is allocated for collection development in the university libraries, compares it with HEC grants to calculate libraries’ share in percentage and suggests to the HEC to encourage university administration to allocate sufficient budget for libraries to improve collection development, service provision, acquisition, selection and patronage.

This includes a view of associated costs as an investment instead of a common expense.Design/methodology/approachThis paper includes a study of Maslow’s Needs Hierarchy and related literature that supports a modern interpretation. Design/methodology/approach – The literature reveals that donors have been willing to support projects that save students money on textbooks. Course reserves have traditionally been a popular model. More recently, libraries have found funding for OER initiatives. These types of initiatives are discussed and several case studies of donors currently funding OER projects are examined. Findings – Donors, internal and external to the library and to the university, have shown an interest in funding projects that reduce textbook costs for students. Design/methodology/approach – This paper provides insight from library design researchers and the authors’ experiences with how to simultaneously design effective spaces and advocate for funding for construction and remodeling. Findings – There are at least three major categories for the fiscal impact of design projects: large, medium and small scale. Research on design projects, however, ranges from the low 6 figures to over $50 million. This situation creates a case-by-case environment for library administrators looking for best practices. Originality/value – No library is exactly like another, and no library’s patrons have similar fiscal tolerance for interior design proposals and build-out projects. This paper provides guidance for library administrator searching for more information on how to advocate for and begin the process of library interior design with an aim of increasing utility and functionality of spaces.
