The monograph Vanhemping E.G., Ivanishcheva N.A., Petrenko E.I. “Design of education in the University 4.0 paradigm” continues the cycle of books devoted to the analysis of transformations of education in the context of the challenges of the XXI century. Global trends in the development of education, philosophical and ideological foundations of educational transformations in the era of globalization, institutional aspects of transformational processes in the field of higher education are considered. Much attention is paid to the processes of internationalization of higher education and the role of transnational corporations in the field of higher education. The authors focus on the problems of training teachers of a new formation in the conditions of modernization of the education system. We are talking, first of all, about the formation of the “global competence” of future teachers, which is largely determined by the availability of resources of an innovative educational environment. A special role is given to extracurricular technologies, especially digital ones.

This article is aimed at the study of volunteerism as a new area of philosophical discourse formed in the Kazakh steppe on the basis of culture and traditions. A particularly relevant issue is the analysis of the formation and development of volunteerism in the Kazakh steppe. The study of the theoretical foundations of volunteerism, the identification of the features of its structure, in turn, is of great importance in the education of modern youth. In the scientific work, the stages of the development of volunteerism in the Kazakh steppe are studied, the traditional ideological, historical and chronological periods are highlighted. The article gives a brief overview of the conceptual content of volunteerism in the Kazakh steppe and outlines the philosophical views of thinkers who lived in the Kazakh steppe, then the novelty of the problem of volunteerism in the context of Kazakh philosophy is proposed, the nature of volunteerism as a social phenomenon in the Kazakh steppe is analyzed from a historical and philosophical point of view. The importance of considering the connection of volunteerism as a separate institution in Kazakh society with culture, traditions, customs, nomadism and religion is emphasized.

Significant changes in the dynamics of cultures and civilizations are taking place in the modern world: S. Huntington’s conclusion about the collisions of supercilizations no longer corresponds to the realities of the XXI century, the processes of localization and unification of cultural worlds («Russian world», «European way», «Malay civilization», «Turkic world», etc.) are becoming increasingly important. The purpose of the article is to consider the genesis, chronotopes and civilizational potential of the «Turkic idea». In this regard, the issue of finding ways of spiritual renewal and revaluation of priorities for the further cultural development of the Turkic peoples, preservation of the fundamental spiritual values of the ethnoculture of the Turks, unique and original, is of particular importance. Turkic-speaking thinkers have always sought to build a holistic philosophical image of a person. The relevance of this study lies in the fact that in the conditions of actualization and the need to modernize the problems of almost all spheres of socio-cultural development phenomena, the countries of the catch-up type, to which the Republic of Kazakhstan belongs, in which all types of initiatives come from the power elites, need to define the type of their statehood. As today in Kazakhstan we have the formation of factors of another phase of socio-cultural development. In accordance with this conclusion it is necessary to define the type of statehood at this stage of socio-cultural development, for which we should provide a legal basis for the modernization processes - the Basic Law of the country. For this purpose, at the suggestion of the President of the Republic of Kazakhstan K.-J.K. Tokayev a working commission on making amendments to the current Constitution of the Republic of Kazakhstan was created. Based on the presence of factors of another phase of sociocultural development, it is necessary to transfer from the super-presidential republic to the presidential-parliamentary republic with some predominance in favor of the supreme executive power to avoid centrifugal tendencies, tendencies of de-sovereignization of state formations, which take place in the modern geopolitical space. Constitutional changes should primarily concern three main blocks: the principle of separation of powers; the system of checks and balances; elections. The purpose and novelty of this study is to substantiate the need to change the type of statehood (form of government and governance) in the conditions of ineffective operation of such democratic principles as: the principle of feedback, the principle of separation of the three main branches of power, the principle of selectivity and accountability.

Onomastic names, including the names of toponyms of our country, are one of the main factors determining national and state identity. Over the years of independence, many measures have been carried out aimed at nationalizing the content of onomastic names. However, there are many problems that have not yet been solved. One of them is the problem of standardization. In official documents and unofficial documents, not only human names are written in several variants, but also the names of lands and waters. During the consideration of this issue, the experience of countries with a sufficiently developed system of onomastic standardization was considered. From this point of view, we focused on the implementation of specific tasks in laws, concepts, programs related to the field of onomastics in our country. The solution of these issues remains the main task until the transition of our writing to the Latin alphabet. By the time the Latin alphabet was introduced, our standardized onomastic names would have entered the international, global information space without hindrance, and some problem in the field of onomastics would have been solved.

The article discusses the problem of health, little studied in philosophical discourse, but which is of key importance in the modern agenda. Insisting on the interdisciplinary nature of the topic and the special role of medicine, the authors emphasize the decisive role of the metaphysical, humanitarian approach. Health is, first of all, a philosophical category and should be studied in the context of metaphysical universals God - man - soul - body - life - death. Spiritual health is the first and unconditional prerequisite for physical health. Harmony with the surrounding world, with society, with humanity and the harmony of soul and body are created by communion with the spiritual Primary Source. The article provides a historical and philosophical reconstruction of the concepts of health in the teachings of Eastern and Western thinkers, and, at the same time, healers of society, nature and man. This is Hippocrates, "the father of medicine", the founder of scientific medicine and the author of the famous aphorism "the best doctor is also a philosopher"; his Roman follower, surgeon, doctor of emperors and gladiators, who brought the thesis of Hippocrates to life, Claudius Galen. And of course, in the ancient area, the authors refer to the judgments about the health problem of the "divine" Plato with his teacher Socrates, as well as to the encyclopedist, Plato's student Aristotle. A special page is the Islamic civilization with faith in a single Creator who created the world and man according to his magnificent plan. Here appear the titans of thought and action - the famous philosopher, scientist, mathematician, logician, astronomer and healer Abu Nasr al-Farabi and his student, whose works determined the paths of philosophy and medicine for many centuries – Abu Ali Ibn-Sina. In the Western world, the concepts of health were substantiated in the German classics: Immanuel Kant approved the need for a philosophical attitude to health, and Hegel, insisting on the spiritual content of the category, emphasized the spirituality of the human body. The article also analyzes discussions on the problem of health in modern philosophy. A position is distinguished, according to which the philosophical, value discourse becomes the leader, and health fits into a number of unusual categories. Instead of a list of "malaise, illness, medicine, doctor, pills, surgery", etc. a list of "culture, values, creativity, life world, activity, communication" appears. In the article, the author explores the problem of nation-building, which is considered one of those processes that still require study in modern social and humanitarian science. In particular, the author determines the degree of study of the problem in modern science and its relevance, revealing the meaning of the concept of «nation-building». In addition, the researcher examines its theoretical problems and makes a comparative analysis. Also, in the main part of the article, the author examines their main features and nature, general trends and course, by reviewing historical examples of the nation-building process in world practice. The author investigated the peculiarities of the national construction of Kazakhstan. It also shows the historical significance of the problem of nation-building. As a result of the study, it was observed that the formation of a nation as a nation is carried out by a set of actions of the state for a certain purpose. The author investigated the peculiarities of the national construction of Kazakhstan. The author had the opportunity to delve deeper into the problem by performing a comparative analysis in the process of processing the data provided on the research problem. And by the method of generalization, he was able to distinguish the general trends of historical examples of nation-building. At the end of the article, based on the results obtained, the author offers his own final conclusions. The results of this work contribute to further research and scientific work related to nation-building in Kazakhstan.

In the context of the political transformation of Kazakhstan, the issue of youth policy is justified by the trends in the formation of the rule of law and civil society. The fact is that these trends are not possible without regulating the political passivity and apolitical youth. It should be noted that the political activity of Kazakh youth is haphazard, besides, most of them are indifferent to changes in the political sphere. In addition, the phenomenon of quasi-liberalism, widespread in modern social networks, is becoming a destabilizing factor in the political system. All this hinders the establishment and development of feedback between the state and youth. In this regard, the strategic importance of the state youth policy as the main regulatory mechanism of the relationship between the state and youth is very high. The authors put forward the concept of the development of ideological concepts, in addition to its socio-economic orientation. It is also noted how important the place of social networks is in carrying out ideological work among young people.

The spiritual heritage of these great Oriental thinkers and prominent figures of medieval Muslim culture is invaluable for the Turkic peoples, since it serves as an ideological and theoretical basis for their modern spiritual and socio-political culture. Reflections of the great Nizami Ganjavi and Alisher Navoi in their famous works about the role and significance of human individuality, the richness and complexity of the human soul, about moral choice, the search for love and happiness, the path to moral perfection, about a just, ideal society, and the role of a wise ruler, are based on deep belief in the capabilities of the human mind and are therefore of enduring importance. Humanity, freedom of moral choice, the supremacy of reason and knowledge are the fundamental principles in the works of the Oriental thinkers, determining the humanistic direction of their work.
