The need to deepen research in the field of religious studies is obvious: religion, despite the fact that it is being displaced from the sphere of public and state life in the modern world, is the most important factor in the stability of society and the realization of geopolitical interests. It is impossible to raise the level of religious studies without developing the methodology of these studies; currently, the level of methodological culture of religious studies is low. But how can the goal of raising the level of methodology of religious studies be realized, what achievements in the field of methodology of science should be guided by, how to turn the problems of religious studies into effective forms of research of this problem itself? Analysis of the formation of scientific methodology, both in the field of natural sciences and in socio-humanitarian knowledge; concretization of the principle of coincidence of the subject and method of research; disclosure of the dialectics of the object and subject of cognition; correlation of the essence of religion with the forms of its manifestation in society and the state; the identification of the main trends in the development of the religious situation in the world are thematic areas, immersion in which can significantly increase the level of methodological culture of religious studies and, as a result, deepen research in the field of religious studies.

This article provides a philosophical analysis of the complex changes in human society in the era of globalization. Today, the formation of a full-fledged, intelligent generation of national identity is a key issue for all mankind. The article analyzes the causes and consequences of some of the current spiritual delusions in the life of today’s generation, and analyzes the need for the generation to learn from the life of their ancestors, not to imitate other cultures. In the current era of globalization, it has been studied that it is true that the next generation will be able to withstand global competition only if they adhere to the ancient national values that have become the backbone of the nation’s development.

This article examines the role and impact of digital technology on political participation and development in countries such as the UK and Kazakhstan. Despite the decline in trust in traditional representative institutions and politicians, people are ready to participate in the public sphere. Digital technologies provide additional opportunities for expressing this involvement. Citizens participate in online conversations, consultations and discussions can contribute to the causes they support, share their opinion through digital platforms that help hold public institutions to account. The article also notes that digital transformation has offered a new set of tools for political management, contributing to its widespread use. Digital technologies also affect the political and civil society landscapes. Digital technologies offer ways to improve the quality of political governance in terms of accountability and responsiveness. Digitalization can offer public administration new channels for delivering quality services. The digitalization of public administration is driven by the political will to deliver better services while achieving cost effectiveness, but it is not without challenges: effective change is driven by end-user needs and must be accompanied by an enabling environment.

The article discusses the issues of ijtihad and taqlid, one of the most topical issues in the Islamic world. We will focus on how these two concepts were reflected among Muslims in the 17Th-19Th centuries under the Russian Empire, and where they originated and their current characteristics. Ijtihad is a concept in which human beings work as hard as they can, think, solve any problem rationally, and determine the rulings of issues that are not explicitly stated in the Qur’an and the hadiths, as if they were explicitly stated. Where there is the concept of ijtihad, the concept of taqleed must also be mentioned. Taqleed is the concept of imitating a leader, trying to imitate that person, repeating someone’s actions and following in his footsteps. First of all, we correctly analyze the nature of the concept of ijtihad and taqlid. Although almost two centuries have passed since the conflict between Jadidism and Qadimism began to take place as a social phenomenon, the conflict between Jadidism and Qadimism is still relevant in the public consciousness, including among Muslims. Finding solutions to some extent to the disputes between the concepts of modernization and conservatism in Islam will be essential to prevent some divisions in society and maintain social integrity.

The article examines the evolutionary stages of China's foreign policy concept and the features of the nature of international relations in the main geopolitical directions of China's foreign policy activity. The reasons that contribute to unification and successful cooperation between the countries and, on the contrary, the reasons that have a negative impact on mutual relations and serve as a source of discord are investigated. It outlines and describes key changes in China's foreign policy as it strengthens its comprehensive national power. The article also outlines the differences of Chinese school of geopolitics, which has its own historical, cultural and philosophical roots. It provides a brief overview of China's policy on " strategic boundaries" and "living space" and its possible implications for Kazakhstan and Central Asia as a whole.

The importance of international organizations has been signifi-cantly changed over the last century. The League of Nations, which proposed by then US President Woodro Wilson has laid foundation to the modern system of international organizations. International organizations these dats one of the main legal and organizational forms of international cooperation in the modern world; voluntary organizations in various spheres of internation-al relations (economic, political, cultural) International organiza-tions play an important role in modern international relations. States consider membership in these organizations as one of the main directions of their foreign economic policies and activities. Such organizations are under the special care of governments: each country’s Ministry of Foreign Affairs has departments deal-ing with international organizations, membership fees to in-ternational and intergovernmental organizations account for a significant part of the state budget’s foreign policy and foreign economic activity. The importance of this category of interna-tional organizations lies in the formal participation of states and governments in their work. In this article authors analyses the role and impact of international organizations in the foreign policy agenda of Kazakhstan since the independence. Authors strongly believes that international organizations has become one of the important vectors of the foreign policy of Kazakhstan. In order to analyse the role of the International organiztions of the foreign policy of Kazakstans, authors first will discuse con-ceptual definitions about foreign policy and its links with inter-national organizations. Second, authors divide into three group organizations by theirs sphere of interactions with Kazakhstan. At last but not least, will be given a theoretical framework and analyses on the role of the regional, global, specialized interna-tional organizations on the foreign policy of Kazakhstan.

The article examines the state and prospects for the development of spirituality in modern Kazakhstani society in the context of the modernization of public consciousness and the revival of culture. Spirituality as one of the fundamental principles of the sociocultural code of the people is rooted in the historical past. To master and understand the culture of modern society and to take a panoramic view of the future, it is necessary to extract meaningful socio-cultural spiritual values from the cultural heritage. Humanism acts as a moral concept of Abai’s philosophical quest. as it is known, the basis of moral teaching is the spirituality of the Kazakh people, which is preserved in the traditions and customs in the oral folk art and works of the thinkers of the Great Steppe. The article emphasizes that the humanism of Abai’s ethics acts as a kind of measure for determining true humanity, an indicator of the degree of meaningfulness of a human being.

The article is devoted to clarifying the meaning, purpose, possibilities and limits of the relevance of comparative research in philosophy (especially in historical and philosophical research). It is noted that in itself comparative science is only a research strategy, and its tactics are carried out with the help of appropriate methods and principles. The article highlights and analyzes the following: the principle of being outside, the method of cultural-historicism, the principle of the priority of thinking over language, and the hermeneutic method. It is noted that sometimes the very possibility of comparative analysis is misinterpreted due to a misunderstanding of the true relationship between thinking and language. It is also noted that the hermeneutic method requires careful application, because there are often costs and even errors. The article shows that comparative studies, since they are carried out with ready-made systems, their aspects, ideas or categories, they cannot replace critical analysis and thus claim to establish the truth. In their essence, they are a research tool, but, of course, a necessary tool.

After the collapse of the USSR, Kazakhstan began to build its own language policy. It was necessary to raise the status of the Kazakh language and at the same time maintain ethnopolitical and social stability. When determining the main priorities of language policy, one of the most difficult factors influencing this process was to take into account the ethnic and linguistic needs of the population. It is the language that is one of the most important factors of national identity. This study analyzes the attitude of ethnic Russians to the use of the state language and linguistic ideology in Kazakhstan. The study is aimed at identifying the attitude of ethnic Russians to the use of the state language in social communications and in the choice of education. In the context of ideology, the article uses the term «kazakhization», which was introduced in previous studies on linguistic ideology in Kazakhstan. Key research questions: how do Russians feel about the language ideology in Kazakhstan? How do they relate to the choice of education (teaching instruction) and what are the problems in social communication in Kazakhstan? A questionnaire survey was used as the main tool for collecting data for the research project. The research results showed that ethnic Russian respondents have a neutral attitude to the ideology of the Kazakh language.

How do they relate to the choice of education (teaching instruction) and what are the problems in social communication in Kazakhstan? A questionnaire survey was used as the main tool for collecting data for the research project. In this article analysis of shamanism is carried out, which is formally divided into the following stages: 1. the emergence of world shamanism; 2. its entry into the Turkic-Kazakh steppe; 3. the era of the Revival of shamanism; 4. the competitive (parallel) coexistence of shamanism and Islam; 5. the destruction or revival of shamanism in the Kazakh steppe; 6. «an attempt of Neo-Shamanism». Each stage was given brief characteristics, and finally conclusions were made about its viability. The chronological time of the emergence of shamanism can be determined only approximately, it was told about the wide spread, deployment of shamanism in the Turkic-Kazakh steppe, about conflicts and convergence in the context of dialogue with Islamic culture. The destruction of shamanism in the Kazakh steppe is associated with the ideology under the Soviet government and examples and analogies were given by archetypal elements of shamanism in the modern art of the twentieth century, especially in music. As a result of the research, the author drew attention to the appearance of shamanism, which can be called an integral culture, and came to the conclusion about its viability, in which remnants are preserved in the spheres of public life. But shamanism as a whole was limited to being considered as a sacred, occultistic, mystical phenomenon.
