‘ Two Sides of the Same Coin ’—A Proposed Model for Delivering a Whole System Serial Crime Reduction Plan “硬币的两面”——一个提出的全系统系列犯罪减少计划的模型

This article describes how existing and newly emerged research can be combined to develop a more systematic model for responding to serial crimes. We believe that the model offers police services a more efficient and effective way to optimize the deployment and scheduling of police resources, and their associated activity, to combat serial offending. We suggest that the likely subsequent prevention and reduction of demand achieved will go some way to alleviate the impact of serial offending behavior. To develop our model, we draw upon criminological literature including theories of routine activity, rational choice, and situational crime prevention. By incorporating existing methods of hotspot identification, and combining these with processes to identify and respond to serial offending, we propose a six-stage, Dual Offender—Victim, Crime Prevention and Reduction model, that includes (1) crime linkage to identify serial offending; (2) near-repeat pattern analysis to identify the areas experiencing, and at immediate risk of victimization; (3) THE prediction of future, spatially displaced hotspots at high risk of victimization; (4) geographical profiling to identify the area of the likely home or base of the offender; (5) suspect mapping, ranking, targeting, and early intervention; and (6) tracking of spatial displacement, and offender management to maintain model effectiveness.

Recalling Responses: A RCT on Police Learning and Knowledge Retention 回忆反应:警察学习与知识保留的随机对照研究

Public and policy demands to address police training are prominent in modern policing. While existing research has highlighted the gaps of inclusive topics and content dosage to meet reasonable expectations of knowledge or competency, there is a significant gap in policing research on evidence-based training methods. Specifically, the evaluation of police recruit training methods and the impact to student knowledge gain, retention, and application of concepts. This study is designed as two, randomized controlled trials (RCTs) of 152 police recruit participants. These participants are divided into control and treatment groups for in-person and online instructional methods and again into subgroups for traditional and integrated learning. These four groups are defined as: Group 1: In-Person Traditional; Group 2: Online Traditional; Group 3: In-Person Integrated; and Group 4: Online-Integrated. For all participants, four tests were administered to measure changes in knowledge gain and retention. Panel data within a weighted stratification model evaluated changes within groups and differences among groups. Integrated learning groups performed best overall for knowledge gain and longer retention of content. In-person Integrated (Group 3) had highest scoring for immediate knowledge gain and continued retention throughout the experiment. Knowledge retention decreased immediately for in-person traditional (Group 1) participants. These findings have direct impacts to the current practices of traditional police training during basic academies. Furthermore, additional details on student engagement during the experiment indicate additional expectations of recruit learners. Outcomes from this RCT inform practitioners how to deliver critical topics (e.g., communication skills) and measure officer knowledge and retention. The outcomes inform agencies on training development practices for future in-service and/or field training programming that reinforces concepts and critical skills.

COVID-19 exacerbated challenges that already existed in the policing of Gender-Based Violence (GBV) in remote and rural northern Scotland. Victims’ direct access to the police and third-sector organisations was impeded by social distancing while the pandemic exacerbated extant issues relating to staffing, particularly in relation to female police officers. On the positive side, the flexibility that already characterised rural and remote policing continued, and police officers and third-sector organisations worked together to support victims. The move to videoconferencing was hailed as a positive move in an area where travel to meetings or court can be difficult and expensive. A lack of training for officers with no specific GBV role was identified as particularly problematic during the pandemic when officers on the ground in rural and remote Scotland had to take over work usually undertaken by specialist task forces.

Shaping officer behaviour through training and policy 通过培训和政策塑造人员的行为

Academic research aimed at measuring changes in officer behaviour typically focuses on agencies’ implementation of new training or modifications to policy. However, programmes to change officer behaviour are more likely to be successful when changes in policies are coupled with effective training. This paper reviews the importance of coupling training and policy changes to maximize the chances of modifying an officer’s behaviour. As an example, we present results from a quasi-experimental evaluation of a training programme paired with a policy modification regarding the application of an electronic control weapon (ECW). The evaluation used videos of a use-of-force encounter integrated into a pre- and post-survey asking officers for their recommended levels of force in the encounter. Results demonstrate that officers evaluated the circumstance differently after completing the training component and were less likely to recommend the use of the ECW.

A review of the (potential) implications of climate change for policing practice worldwide 气候变化对全球警务实践(潜在)影响的综述

Abstract Climate change is now considered more than just an environmental issue, with far-reaching effects for society at large. While the exact implications of climate change for policing practice are still unknown, over the past two decades criminologists have anticipated that climate change will have a number of effects that will result in compromised safety and security. This article is informed by the outcome of a co-creation workshop with 16 practitioners and scholars of diverse backgrounds based in The Netherlands, who sought to conceptualize and systematize the existing knowledge on how climate change will most likely impact the professional practice of the Dutch (or any other) police. These challenges, with varying degrees of intensity, are observable at three main levels: the societal, organizational, and individual level. These levels cannot be separated neatly in practice but we use them as a structuring device, and to illustrate how dynamics on one level impact the others. This article aims to establish the precepts necessary to consider when exploring the intersection between climate change and policing. We conclude that much still needs to be done to ensure that the implications of climate change and the subject of policing are better aligned, and that climate change is recognized as an immediate challenge experienced on the ground and not treated as a distant, intangible phenomenon with possible future impacts. This starts with creating awareness about the possible ways in which it is already impacting the functioning of policing organizations, as well as their longer-term repercussions.

Re-thinking learning and development and well-being in the policing of rape: Insights from a rapid review of comparable public-service occupations 重新思考强奸警务中的学习、发展和福祉:来自可比公共服务职业的快速回顾的见解

Abstract Research within Operation Soteria Bluestone (OSB) has highlighted a number of challenges within learning and development for officers who investigate rape and serious sexual offences (RASSO). Moreover, one neglected area has been the relationship between learning and development and officer well-being. This article is based on a rapid review of 3,673 English-language titles that aimed to examine ‘best practice’ learning and development in the RASSO field. Using a combination of electronic and hand-searching methods, 52 titles were identified and subject to a full-text review. Three broad themes were identified and highlight the importance of: (1) considering which specialist knowledge and skills to develop; (2) encouraging active and reflective learners; and (3) measuring the impact of learning and development. The findings suggest there is much to learn from comparable, public-service occupations which can usefully inform and shape the re-design of certain elements of specialist RASSO training.

Examining the interplay of perceived organizational justice and psychological contract breach on police corruption in Nigeria 考察尼日利亚警察腐败中感知的组织正义和心理契约违约的相互作用

Drawing upon equity and social exchange theories, this study expands police corruption literature by examining how perceived organizational justice (procedural, distributive, interpersonal, and informational justice) interplays with psychological contract breach (PCB) to predict corrupt tendencies among a sample of the Nigerian police. Two hundred and sixty-three police officers participated in the study. Data analysed using moderated regression statistics indicated that PCB was positively associated with corrupt tendencies. Perceived fairness in organizational procedure, distributive system, interpersonal treatment, and information reduced the extent to which PCB relates with corrupt tendencies among police officers. To reduce the effect of PCB on police corruption, the present findings suggest the need for police authorities and relevant stakeholders to always maintain fairness in their managerial procedures and practices as well as how they treat their employees.

Emergency calltakers are the first point of contact for community members requesting police services. In the current period of demands for reform in the criminal justice system, where do these calltakers fit? Prior research indicates that emergency calltakers and dispatchers play a significant role in the criminal justice response, prompting reformers to examine whether justice improvements might be achieved through this group. One area of reform—procedural justice training for emergency calltakers—often applied to direct officer–citizen interactions—has been suggested as a possible avenue for improving the justice system’s legitimacy. Drawing from insights gained through a systematic observation study of police calltakers and dispatchers, this policy analysis raises questions and caveats about applying procedural justice concepts to calltaking.
