An experimental study on how accents affect public perceptions of the police 口音如何影响公众对警察认知的实验研究

Public perceptions of the police have profound impact on public–police relations and the effectiveness of policing practices. Previous research on public perceptions of the police has focussed on citizens’ socio-demographic profile (e.g. age, race) and police officers’ visual characteristics (e.g. attire), but scant attention has been paid to the impact of accent. The purpose of this research is to investigate the effect of accent on perceptions of the police. In a matched-guise experiment, 160 participants rated officers on their police professional and aesthetic traits after listening to their speeches performed in standard Chinese versus Chinese with a regional accent. The results showed that police officers were rated higher on all the traits when they spoke standard Chinese than accented Chinese, and gender may play a moderating role. The present study revealed that accent can be powerful in affecting the public image of the police.

Police Social Capital and the Effectiveness of Emergency Policing in China During COVID-19 新冠肺炎疫情期间中国警察社会资本与应急警务效能

Emergency policing has played a significant role in controlling the spread of COVID-19 in various countries. China is one of the few countries that has successfully controlled the pandemic. What are the factors that determine the effectiveness of emergency policing in China? This study argues that the social capital played a supportive role in emergency policing during COVID-19. Based on the data analysis, we construct a theoretical framework to explain why pandemic control in China has been effective. The effectiveness of the police response to the COVID-19 pandemic in Zhejiang, China, displays the importance of all three types of social capital for emergency policing, including interaction-assisted social capital represented by ‘grid-governance’, technology-driven social capital represented by ‘data sharing’, and service-assisted social capital represented by ‘safety construction’.

Broadening the public health approach to policing 扩大公共卫生警务方针

Abstract There is growing interest in a public health approach to policing. In Britain, it has attracted major government investment and is advocated as a way to improve understanding and prevention of violence. We largely support efforts better to integrate public health and policing. We do, however, argue in this paper that the current conception of public health is unduly narrow, focussing overwhelmingly on early intervention and paying little attention to situational measures directed at more immediate causes of crime. We argue that the neglect of situational intervention rests on a partial interpretation of the public health literature, and ignores a long history of situational measures being effectively used to reduce harmful behaviours. If a public health approach is to generate improvements in policing and crime prevention, we argue that a broader conception of public health is needed.

Big data policing: The use of big data and algorithms by the Netherlands Police 大数据警务:荷兰警方对大数据和算法的使用

Abstract In recent years, the rise of big data has revolutionized many domains, including policing. Research is lacking, however, on the various ways in which the police use big data applications. This study provides new insights into the ways the Netherlands Police currently use big data and algorithmic applications. Based on a novel data source—job vacancies in the IT domain for the Netherlands Police—we distinguish three areas in which big data is used: frontline policing, criminal investigations, and intelligence. Our research shows that the use of big data by the Netherlands Police mainly involves relatively simple applications and that—in contrast to police forces in the USA—big data applications with the objective of assessing risks are the least common. The research also shows that big data policing leads to greater discretionary powers for police functions such as software developers and network designers.

Abstract Virtual reality is an emerging frontier that offers immersive simulations with the capacity to revolutionize police training. This study evaluated a scenario-based training approach by comparing the delivery of simulations in Virtual Reality (VR) and Live Action (LA). Participation in this mental health crisis response training program in either format led to a significantly greater acquisition of de-escalation competencies compared to a control group. VR format showed comparable effectiveness to the LA format in bringing about improved de-escalation skills through scenario-based training. The training was equally effective across all officer experience levels. The VR group showed a greater reduction in bias towards mental illness compared to the control group. Further, the VR format was found to be no more cognitively demanding than live action. The article discusses the centrality of de-escalation skills in police practice and considers the larger implications of de-escalation training delivered through virtual reality applications for increased consistency, cost-efficiencies, and professionalization.

As the changing dynamics of the 21st-century workplace is influenced by societal demands and expectations, understanding the influence of organizational capital strategic indicators on employee performance is pivotal for competitive advantage and establishing best practice. There is a wealth of knowledge developed as to the influence of employee performance on organizational capital and, by association, intellectual capital. What is less known is the reverse influence—how do strategic management indicators of organizational capital influence employee performance? This study, conducted within a United Arab Emirates police agency explored the influence of six such indicators through interviews and a questionnaire. Results indicate middle-ranked positions placed the highest level of importance on risk management and crime prevention, with 97% of all study participants identifying this as an important/very important influencing indicator. Command (Administration) employees place marginally lower importance on an organizational clear vision and key performance indicators compared with core (operational) and services units (community-based services). A total of 89% of participants agreed that information technology/automated software influences employee and organizational performance. Models of excellence were perceived (57%) as having limited influence, however, acknowledging the capacity for influence on overall organizational performance. The variation in employee perception of the organizational capital indicators offers valuable insight for leadership decisions associated with aligning intellectual and organizational capital with the reality of employee, in this case, police officer, performance. Reviewing approaches to performance management supports police agencies to meet the continually evolving demands of the communities they serve.

Similar to many cities across the nation, Hayward, CA, is experiencing an uptick in gun-related violence. From 2015 to 2021, the City of Hayward experienced a 147% increase in assaults with a firearm and a 106% increase in firearm discharges. Gun crimes continue to threaten the safety of the community and its first responders. Likewise, technological advancements and the availability of non-serialized firearms, such as ghost guns, are becoming an increasing threat to community members. Through an evaluation of firearm-related criminal cases from 2015 to 2021, researchers seek to understand the extent and nature of gun violence in the City of Hayward, crime control efforts, and how firearm-related crimes have changed over time. The goal is to analyse trends in gun-related incidents to help shape future policies, data collection, and responses to gun-related calls for service.
