Recruiting women into policing: Experimentally testing the effectiveness of recruiting materials 招募女性参与警务工作:实验测试招募材料的有效性

Law enforcement agencies are struggling to meet recruitment goals and are rarely representative of the communities they serve. In particular, women make up just 12% of sworn officers despite the fact that women officers act in ways that are more consistent with community-oriented policing and use less force. Despite this, there are few evidence-based strategies that agencies can use to improve outreach and messaging efforts focussed on improving candidate diversity. The current study experimentally explored the effectiveness of job advertisements formatted similarly to popular social media platforms (Facebook Ads and short-form videos) and variations on law enforcement officer job descriptions. Results indicated that women-focussed recruitment material significantly improve perceptions of motivation to apply, relevance, and positive perceptions of the material for women participants and that diversity-focussed job descriptions improved perceptions of task and skill variety and diversity climate. These results, however, were only found for video advertising. Agencies should consider tailoring marketing material to meet the needs of different potential applicants and be sensitive to differences in marketing channels.

What makes police officers resist research and evidence-based policing? Examining the role of organizational and environmental factors 是什么让警察抗拒研究和循证警务?检查组织和环境因素的作用

Abstract Despite a growing body of research on police officers’ receptivity or resistance to evidence-based policing (EBP) and research, the mechanisms behind officers’ resistance have received limited attention. To address this gap, we investigate the impact of organizational factors (i.e. organizational justice, supervisor support, cynicism towards organizational change) and environmental factors (i.e. disrespected experience by citizens, citizen animus, crime trends) on shaping officer resistance to EBP and research using survey data from 457 front-line officers from seven police departments in Seoul, South Korea. Our findings reveal that cynicism towards organizational change significantly impacts officer resistance to EBP and research, more so than the impact of officers’ dispositional resistance to change. Furthermore, we find that organizational justice and supervisor support have significant indirect effects on officer resistance to EBP and research through cynicism towards organizational change. These results underscore the importance of improving organizational climates to reduce officer resistance to EBP and research.

Collaborative gatekeeping: Consensus-seeking practices among emergency call-takers 协作把关:紧急呼叫者之间寻求共识的做法

Abstract The police are involved in many aspects of social life in the US, and much of their involvement stems from the emergency call-for-service system. Emergency call-takers play a crucial role in this system by filtering out inappropriate caller requests, but prior policing scholarship has overlooked the dynamic, interactional, and improvisational aspects of this work. This article illuminates these elements of gatekeeping by uncovering a set of consensus-seeking practices call-takers deploy over the telephone to collaboratively reframe callers’ problems as policeable or not. These findings help reconceptualize gatekeeping as a more fluid concept than prior scholarship has understood it to be. They also offer new avenues for organizational reform that include the study and dissemination of practices that call-takers use to process calls. Furthermore, these findings encourage agencies to move beyond exclusively rule-bound forms of guidance and pursue a practice-based reform agenda to help redefine the limits of the police role.

Female Rangers in Latin America: An Assessment of Role, Recruitment, and Work Environment 拉丁美洲的女性护林员:角色、招募和工作环境的评估

There has been increased research examining conservation rangers. Little is known, however, about female rangers, including their primary roles and workplace environment. Few studies have examined the profession within a Latin American context. This qualitative study explores ranger respondents’ perceptions towards the role, recruitment, and working environment of female rangers in Latin American countries. Based on data obtained from interviews with 28 respondents across 11 countries, findings suggest female rangers’ roles are largely consistent with that of their male counterparts. However, different strengths were highlighted. Additionally, female involvement in the profession was attributed to national employment-based quotas, increased education and exposure, and the presence of women in leadership. Factors that led to a supportive work environment for female rangers included camaraderie, opportunities for professional development and growth, and attentive supervisors and subordinates. Conversely, the persistence of a machismo culture and discriminatory policies and practices were viewed as obstacles. Findings have several implications regarding gender diversity within the ranger profession. Discussion on academic-practitioner collaborations is also provided.

Community policing and COVID-19 management: Household duties of street-level enforcers in Taiwan 社区治安与新冠肺炎管理:台湾基层执法人员的家庭职责

Taiwan has been a few of the exceptions recording very low infection figures in the worldwide pandemic COVID-19 since early 2020. The island was regarded as ‘abnormally normal’ during the public health crisis. This study analysed the management of COVID-19 in two cities in Taiwan—Taipei City and New Taipei City, by exploring the roles of two groups of easily forgotten, street-level personnel who were indispensable—the village chiefs and police constables in field stations. We argued the effectiveness of infection control could partly be explained by the well-developed community policing practices. A close cooperation among public officers could be seen in the enforcement of home quarantine order for the Taiwan resident returnees in the early days of the anti-pandemic fight. This government–society collegiality in Taiwan is merely a continuation of the institutionalized practice of community policing evolving from the colonial and authoritarian regimes.

Examining what factors affect inter-agency working in missing children investigations 审查哪些因素影响失踪儿童调查机构间工作

Despite responsibility for missing children belonging to multiple agencies, police perceive this to be falling heavily on their shoulders, placing substantial demand on finite resources. Drawing on thematic analysis of 24 interviews conducted with police, local authority, social service, and care home staff from across three UK boroughs, the following study seeks to identify what factors facilitate and hinder inter-agency working in the prevention and response to missing children and why. Findings highlight that inter-agency working is facilitated by having ‘direct points of contact’ across agencies to facilitate information sharing. Inter-agency working is hindered by ‘inconsistent definitions of missing’, limited ‘understanding of roles and responsibilities’, ‘service demand’, ‘technological issues’, ‘fear’, and ‘discrepancies in responses to missing’. Evidence suggests that partnership working would be facilitated by improving shared understanding of missing, roles and responsibilities, and having direct points of contact across agencies.

Findings highlight that inter-agency working is facilitated by having ‘direct points of contact’ across agencies to facilitate information sharing. Inter-agency working is hindered by ‘inconsistent definitions of missing’, limited ‘understanding of roles and responsibilities’, ‘service demand’, ‘technological issues’, ‘fear’, and ‘discrepancies in responses to missing’. Association between police officers’ stress and perceived health 警察压力与感知健康之间的关系

Abstract Police experience occupational stress in two categories: operational (i.e. long hours, shift work, crime scenes) and organizational (e.g. favouritism, bureaucratic red tape) stress. High occupational stress may harm officers’ health perceptions, decreasing individual policing capacity. This study surveyed the relationship between operational and organizational stress and perceived health among 1,220 Serbian police officers (female = 232 [19%]; mean age 39.1 ± 8.4 years). Participants answered a single general health question, a 20-question operational police stress questionnaire, and a 20-question organizational police stress questionnaire. Perceived health was negatively associated with operational and organizational stress. Moderate negative associations were found between age and health and obesity status and health. When age groups were analysed separately, older officers with good or great health reported lower operational and organizational stress levels. These results suggest that better-perceived health may be protective against stress for police officers.
