Reappreciating the varieties of police behavior: a national examination of contemporary police mission statements 重新认识警察行为的多样性:当代警察使命宣言的国家审查

PurposeThe current and ongoing police legitimacy crises demand a renewed analysis of the police mission in American law enforcement. This research aims to examine the mission statements of a national sample of police agencies, and generates an organizational typology of contemporary policing styles.Design/methodology/approachUsing the responsive agencies listed in the Law Enforcement Management and Administrative Statistics (LEMAS) as a sampling frame, mission statements from 2,826 departments were collected from official law enforcement websites. Wilson's (1968) seminal typology of policing styles was then used to classify the emergent patterns from the mission statements. Mission statement patterns that did not fit squarely into Wilson's model (i.e. watchman, service and legalistic styles of policing) were classified to update the model and account for contemporary police goals and organizational orientations.FindingsA theme of outward-facing legitimacy among police organizations emerged as a new variety of police behavior, according to collected mission statements. The researchers’ findings suggest that public perceptions of police legitimacy are a primary concern for today's police forces.Originality/valueThis research reappreciates the utility of Wilson's typology of policing styles, and provides insight into the cultivation of police legitimacy. The authors identify a fourth typology of organizational behavior, legitimacy, that may be an emerging, professional police response to both contemporary crime issues and public antipathy.

Attitudes toward peers, supervisors, and citizens: a comparison of Chinese and Taiwanese police officers 对同伴、主管和公民的态度:中国和台湾警察的比较

PurposeThis paper comparatively assesses the connections between individual demographic traits, occupational characteristics, and organizational factors and officers' attitudes toward important groups in China and Taiwan.Design/methodology/approachSurvey data used in this study were collected from 722 police officers from mainland China and 531 officers from Taiwan. Multivariate regression analyses were conducted to assess the correlates of police attitudes toward peers, supervisors, and citizens.FindingsThe Chinese and Taiwanese officers do not differ in their trust in peers, but the Chinese officers hold significantly more positive views on the trustworthiness of supervisors and citizens compared to the Taiwanese officers. Supervisor justice and organizational identification are significant predictors of officers' attitudes toward all three groups in both countries.Research limitations/implicationsA major limitation revolves around the inability to test and explain exactly why findings from the two groups vary in their ways. Future research should include specific social, political, and cultural predictors.Originality/valueThis study represents one of the few studies that compare police attitudes toward important groups of peers, supervisors, and citizens across nations/cultures.

Examining explanations for differences in exhaustion and depersonalization between Black and White officers 研究黑人和白人警官在疲劳和人格丧失方面的差异

PurposeThe purpose of this study is to examine whether differences in occupational burnout between Black and White officers can be explained by differences in areas of worklife and differences in indicators of reform.Design/methodology/approachUsing a modified version of the Maslach Burnout Inventory, information on emotional exhaustion and depersonalization was collected from 910 Black and 8,240 White officers through the National Police Research Platform. Structural equation models with bootstrapped confidence intervals were used to test mediation hypotheses and estimate indirect effects.FindingsBlack officers reported significantly less emotional exhaustion and depersonalization than White officers. Approximately 46% of the difference in emotional exhaustion between Black and White officers was accounted for by workload, workplace control, job satisfaction, alignment with agency values, inclusivity in the department, and the rejection of a hostile mindset toward the community. Approximately 28% of the difference in depersonalization was accounted for by workload, workplace control, job satisfaction, alignment with agency values, and the rejection of a hostile mindset.Originality/valueThis study reinforces research that demonstrates that Black officers report less emotional exhaustion and depersonalization than White officers and shows that some but not all differences in burnout can be accounted for by racial differences in areas of worklife and the rejection of a hostile mindset toward the community. More research should be focused on occupational stress in law enforcement and how Black officers are adapting to and thriving in the policing profession.

A reexamination of the code of silence and disciplinary fairness in South Korea over 11 years 重新审视韩国11年来的沉默和纪律公平准则

PurposeThis paper aims to provide an in-depth exploration of the code of silence in Korean policing and its relationship to perceptions of disciplinary fairness.Design/methodology/approachThe authors separately surveyed 370 Korean police officers in 2008 and 356 Korean police officers in 2019. The respondents were asked to evaluate seven hypothetical scenarios measuring different types of police misconduct from police corruption to the use of excessive force.FindingsThe results demonstrated that the strength of the code of silence decreased over a decade. The code of silence seems to protect less serious examples of police misconduct more strongly than more serious examples of police misconduct. Furthermore, the extent of the code of silence and perceptions of discipline severity are closely related in situations in which the expected discipline is evaluated by officers as too harsh. When police officers evaluated the expected discipline as fair, they were less likely to adhere to the code of silence than when they evaluated the expected discipline as too harsh, providing support for the simple justice model. On the other hand, the results are mixed for comparisons of the code of silence among respondents who evaluated discipline as fair and those who evaluated discipline as too lenient.Originality/valueThis is one of few studies focusing on the potential changes in the code of silence over time and on its relationship with the perception of disciplinary fairness. South Korea has conducted a reform of the police (the Grand Reform) in the late 1990s and more recently enacted the new laws regulating police misconduct. This study relies on two independent surveys of the same population of police officersto empirically assesses potential changes resulting from these societal and organizational transformations.

Statistical evidence from both countries document that this increased public scrutiny of POC, by police, repeatedly occurred in the absence of substantiated criminal activity (Delsol and Shiner, 2015;White and Fradella, 2016) [8], and in the US, was ultimately deemed by state and federal authorities to have produced persistent constitutional violations [9]. According to reports and statistical data released by the New York City Police Department (NYPD), from 1994 to 2000, the deployment of BWP led to unprecedented reductions in crime and substantial improvement in the quality of life experienced by New Yorkers across varying social strata (Bratton and Knobler, 1998;Zimring, 2011) [10]. Though George Floyd was killed in the United States, the papers in this special issue help build our understanding of how intersecting global social dynamics both, internal and external to police agencies, lead to and can lead away from the next incident that will fuel serious calls for sweeping change to the policing profession. In the US, there are no reports of serious police violence against the protestors associated with the Coronavirus protests, but investigations have revealed considerable complaints of police use of force against individuals who engaged in peaceful protests against the killing of Black men, women and children (Amnesty International, 2020) – deaths that extended back several years and with perpetrators that included police officers and civilians claiming to act in a law enforcement capacity [19].

PurposeThis study uses a diverse sample of residents living in Northern California to study factors that are associated with public perceptions of police bias. The authors also investigate whether perceptions of racial discrimination mediate the relationships between race/ethnicity and perceptions of police bias.Design/methodology/approachThe sampling frame of the study was constructed through two stages. First, the frame included 212 census tracts in the study setting that comprise the study population. The authors stratified the census tracts by using demographic information from the most recent American Community Survey. PurposeWorkplace loneliness has become a concern in diverse work settings. However, workplace loneliness research is in its early stages of development and not much is known about the effects of it on organizations and its members, especially in police organizations. The purpose of this study is to investigate the relationships between workplace loneliness, anxiety, happiness, task performance, and organizational citizenship behavior (OCB). Data from police officers in Korea were used to test these relationships.Design/methodology/approachUsing a three-wave time-lagged procedure, the study sample consisted of 227 police officers in South Korea from one regional police headquarters (Yongin Dongbu Police Station) and four substations in the Yongin region. The study tested parallel mediation of anxiety and happiness in the relationships between workplace loneliness and workplace outcomes using the PROCESS macro (Model 4) for SPSS 26.FindingsThe regression analyses with bootstrapping results indicated that police officers' anxiety and happiness served as mediating mechanisms linking workplace loneliness with task performance and OCB.Originality/valueThe police force is a very significant facet within society. However, research has not yet investigated loneliness in the police context. Thus, the study investigated the proximal and distal effects of workplace loneliness by associating workplace loneliness with task performance and OCB via anxiety and happiness.

PurposeThis study aims to obtain information regarding the personnel, policies and practices of Internal Affairs (IA) units in large, municipal, US police departments.Design/methodology/approachThe authors administered an 85-question survey to 436 departments that employed 100 or more full-time sworn officers in 2019 to inquire about their IA units, and 198 (45.4%) responded.FindingsThe authors find considerable variation in terms of the organization and management of IA units, frame policy findings in terms of IA’s best practices specified by the Office of Community Oriented Policing Services and find variation in adherence to these practices as well; some policies and practices are almost universally adopted, while others are much less frequently followed or even go against best practices.Originality/valueThere has only been a single study conducted of IA units and that is over three decades old. This study provides a much-needed expansion and update regarding the form and function of IA units in the US.

Predictors of public support for police accreditation 公众对警察认证支持的预测因素

PurposeThis study aims to identify the predictors of public support for police accreditation under four different scenarios that vary based upon whether or not accreditation requires a property tax increase and whether or not local police support accreditation.Design/methodology/approachThis study draws upon survey data from 998 US adults. Four binary logistic models are employed to assess support for accreditation under four different scenarios.FindingsIndividual-level factors, including age, education, race, region, generalized trust, political ideology, and volunteer experience, are important predictors of support for police accreditation depending on the scenario presented. Community-level factors including perceptions of police performance and perceptions of property taxes are also important predictors of support for police accreditation depending on the scenario presented. Support for police accreditation is highest when police accreditation does not require a property tax increase and when local police support accreditation. Sixty-six percent of respondents support police accreditation under this scenario.Originality/valueThis article represents the first published study on the predictors of support for police accreditation. The findings from this study have important implications for implementing police reform given recent calls by activists to both reform the police and to defund them.

PurposeThis study aims to examine the relationships between handlers and (canine) K9. Understanding the influence of well-being and stress (general, occupational and home) is a first step in understanding the performance of K9 units in law enforcement.Design/methodology/approachA mixed-methods approach employing semi-structured interviews and quantitative surveys. This approach assessed the relationship between handlers and K9s, while capturing context and the nuanced nature of these partnerships.FindingsHandlers agree that K9 can detect handlers' general stress, which potentially impacts K9 performance. Occupational stress influences handler/K9 abilities, however, handlers did not agree on all individual behaviors contributing to this stress. Finally, handlers stressed the importance of K9 units training together and suggested supervisors do not always appreciate the importance of joint training sessions.Originality/valueAs specialized units, K9s are often overlooked in policing scholarship, but serve a substantial large role in the missions of safety and security. Little is known about the dynamics of handler/K9 relationships.
