Abstract While people in and around the tech industry debate whether algorithms are political at all, social scientists take the politics as a given, asking instead how this politics unfolds: how algorithms concretely govern. What we call “high-tech modernism”- the application of machine learning algorithms to organize our social, economic, and political life-has a dual logic. On the one hand, like traditional bureaucracy, it is an engine of classification, even if it categorizes people and things very differently. On the other, like the market, it provides a means of self-adjusting allocation, though its feedback loops work differently from the price system. Perhaps the most important consequence of high-tech modernism for the contemporary moral political economy is how it weaves hierarchy and data-gathering into the warp and woof of everyday life, replacing visible feedback loops with invisible ones, and suggesting that highly mediated outcomes are in fact the unmediated expression of people's own true wishes.

I am skeptical about the idea of such COVID-induced learning. Drawing on an analysis of the costs of high turnover in the electronics supply chain, however, I argue that more generous assumptions about workers appear to have operational benefits. Understanding those operational benefits might lead firms to be less resistant to demands from workers for the kinds of jobs that Locke and his coauthors celebrate.

Abstract Building a new political economy requires transforming our markets, our institutions, and our policy and regulatory regimes. In this essay, I argue that it also requires transforming the purpose of the firm: from a singular focus on maximizing financial returns to the recognition that firms exist to support human flourishing, with profits merely a means to an end. I suggest that this transformation is already under way and indeed that it may help support fundamental change in the wider society, but that significant shifts in law, policy, and in the social and normative context are almost certainly essential if this new model is to become the norm.

Abstract John Ahlquist's essay proposes a notion of “decent jobs” that is multidimensional, context-dependent, and dynamic. I suggest a simple test for “decent work”: work that the worker thinks is valued by people whom the worker values (a measure of exemplary virtue, hence eudaimonic). High pay in a cash society is but one such signal of value, and much labor is provided without that signal. I advocate making relationship-building, decision-making, and sheer time and care required by democratic self-government part of what we consider “decent work,” a democratic corvée we impose on ourselves.

Public confidence in social media as a news and information source has never been strong, and people today say social media firms cannot be trusted to be objective or impartial information curators of political discourse or stewards of their users’ personal data. This adds up to public despair about disinformation and misinformation that impinges on the way expert knowledge is evaluated and deeply affects public life. A reckoning for both the news media and social media is at hand: For journalists, the existential challenge centers on the viability of their underlying business model. Abstract Americans’ trust in government is lower than ever. However, while all groups have seen a decline in trust since the 1960s, the gap in trust between racial and ethnic minorities and Whites in this period has varied not only in size but also in direction. At times, racial and ethnic minorities have actually had higher rates of trust than Whites, contradicting the broad assumptions in research about race and political trust. Explanations of the causes of trust in government that emphasize institutional experience and early socialization would not predict this outcome. We propose that an underutilized component in the study of race and political trust is perceived justice. On one hand, racial and ethnic minorities’ sensitivity to institutional injustice often leads to lower rates of trust. On the other hand, when racial and ethnic minorities perceive there are greater opportunities for racial progress, which signal that widespread harm can be repaired, their political trust tends to increase, sometimes to levels that exceed those for Whites. The interplay between political realities that shape perceived justice as well as political hope for racial progress likely creates the variable longitudinal patterns of racial and ethnic differences in trust.

Abstract Credible fact-making for policy demands the same legitimating moves as are required for credible politics. Experts, like politicians, must represent the world in ways that respect diverse standpoints, aggregate disparate opinions to produce a semblance of objectivity, and find persuasive ways to bridge gaps between available and ideal states of knowledge. Every society, moreover, commands its own culturally recognized approaches to producing and testing public knowledge, and expert practices must conform to these to be broadly accepted. Insisting on the superior authority of science without attending to the politics of reason and persuasion will not restore trust in either knowledge or power. Instead, trust can be regained with more inclusive processes for framing policy questions, greater attentiveness to dissenting voices and minority views, and more humility in admitting where science falls short and policy decisions must rest on prudence and concern for the vulnerable.
