Political, Legal Education and Civil Society in Russia 俄罗斯的政治、法律教育与公民社会

The article analyzes political and legal education as a way of development of Russia's civil society in the be-ginning of XXI century. The role of the processes of learning and acquiring new competences in the youth envi-ronment, the ways and methods of its implementation are shown. Outlines the function of the Public Chamber in the formation of a new type of civil society in the Russian Federation. The substantive and organizational aspects of ensuring the civic engagement of the individual, preparing young people for integration into the sys-tem of political, legal, social, ethical relations are considered. Analyzing the problems of natural formation of civil society in modern Russia, the development of effective mechanisms to educate the population and the development of its active civic position is the theoretical significance of the article. Therefore, it is necessary to study the process of formation of civic identity in the national science.

The Concept, Essence and Principles of Privatization 私有化的概念、本质和原则

The article is focused on the phenomenon of privatization, its essence, different approaches to the definition of this phenomenon. It is emphasized that this phenomenon is one of the important mechanisms of public admin-istration. It allows achieving goals and solving tasks, primarily, of an economic nature, which the owners set for themselves. The latter are the authorities and the state as a whole. Privatization is an important aspect of the country's economic efficiency. It is responsible for creating a strong competitive market economy, forming ef-fective owners, creating conditions for social equality of citizens in the privatization process, and ensuring the existence of an effective investment climate. Conclusion dwells upon the fact that privatization is a complex and comprehensive phenomenon that affects all spheres of our life and is necessary for building a prosperous, democratic state.

The Triad “China – Russia – USA”: Development of World Power Relations in a New Era “中-俄-美”三位一体:新时代世界大国关系的发展

The new era of international relations was marked by a gradual increase in the importance of the positions of China and Russia on the world stage and a relative weakening of the hegemony of the United States. This situ-ation has become the basis for the formation of a new strategic triangle “China – Russia – USA”. The develop-ment of relations between countries within it is a key factor influencing the evolution of the international strate-gic structure and the world order in the current and future period. It is emphasized that this model of trilateral relations has all the prerequisites for long-term existence. As China’s economic potential continues to strength-en and Russia demonstrates its independence, a new balance of power is emerging in the structure of interac-tion between China, Russia and the United States. The strategic positioning of states has changed, and their interaction today represents a complex configuration of competition, cooperation, confrontation and play. The article offers possible options for the development of trilateral relations and introduces a conditional typology of “triangles” as models of a strategic world order. The most probable tendency of interaction between Russia, China and America is noted. Conclusion dwells upon the fact that in the face of global challenges, countries must unite their efforts to overcome them.

Index of Military Ration as an Indicator of Armed Forces Provision: Comparative Analysis 作为武装力量供给指标的军事配给指数:比较分析

The article reflects the results of a comparative analysis of the development of individual nutrition rations for military personnel in different countries. The list of states included in the research sample is based on the “GFP” (GLOBAL FIREPOWER) rating, according to which they make up the top five in the global military sphere: Russia, the USA, China, India, and South Korea. The importance of military ration packs for catering military personnel in marching conditions is noted, due to which they must meet a number of requirements for the bal-ance of proteins, fats and carbohydrates, calories, etc., defined by the food technologists of the military minis-tries of different countries in accordance with the degree of complexity of the tasks performed by the military personnel. The results of the comparative analysis of the individual food ration kits showed that the Russian military ration packs are superior to the others in a number of indicators, in particular in terms of the energy value of the rations and the price-quality ratio. Overall, they are at an average level in the sample.

Quality of Life Concept as the Ideological and Political Basis for Sustainable Development 生活质量观:可持续发展的思想政治基础

The quality of life concept, which developed in the mid-XXth century as a response to the redefinition of the val-ues of mass consumption society, is increasingly important in international relations nowadays. Despite a sig-nificant shift in the theoretical approach to defining the term quality, there is still no unified methodology that would make it possible to assess the quality of life of the population most fully and accurately. When compiling indices, it is important to involve a large number of people in the process of subjective analysis of the quality of their own lives. The aim of the article is to confirm the increasing role of quality of life indicators in international relations. The object of the study is the UN policy on the implementation of statutory principles. The subject is the political attitudes to the development of quality of life indices. The novelty of the work is the complex ap-proach to the study of the quality of life concept in international relations. Using the example of various methods of indexing the state of the world society, it shows how the priorities are gradually changing: moving away from the dominance of economic indicators (GDP) and refocusing on others, fixing the socio-political realities of the Earth’s population quality of life.

Civic Activity of Modern Russian Cossacks: Basic Forms and Practices 近代俄国哥萨克人的公民活动:基本形式与实践

The article examines the main forms and practices of civic activity of modern Russian Cossacks. As a civil so-ciety institution, it interacts with the state in different spheres: economy, social and humanitarian sphere, as well as in the protection of the country from external threats and in the sphere of internal security. First of all, this refers to Registered Cossacks who fulfill the tasks of public service. Cossack civic initiative is especially power-ful at the local level, in rural areas and small towns, in regions where the corresponding identity is strong. Inter-action with the executive and legislative authorities of the regions, local authorities, law enforcement bodies, the system of education and culture contributes to the development of civic activity of the Registered Cossacks. Non-Registered Cossacks and independent Cossack activists are active in the information sphere by creating and maintaining information resources and pages in social networks, primarily dedicated to Cossack history and traditions. In the face of external challenges and threats, it is necessary that registered and non-registered Cossacks cooperate constructively and exert a consolidating influence on Russian society.

Neutrality of Public Control Subjects in the Russian Federation as its Principle: Constitutional – Legal Analysis 俄罗斯联邦公共控制主体的中立性原则:宪法学分析

The present article is focused on the constitutional – legal analysis of the neutrality of the public con-trol subjects in the Russian Federation as its principle. The work examines the main points of view of domestic and foreign science representatives concerning the content of the concept of neutrality of the subjects of public control. The article analyzes the limits of realization of this principle. The au-thors formalize and examine the main problems that hinder its implementation: the lack of consolida-tion of this institution of civil society in the Russian Constitution; undemocratic nature of the for-mation of the subjects of public control; lack of prohibition in the legislation on political parties to intervene in the organization and activities of the subjects of public control; undeveloped norms of criminal and administrative and legal responsibility for countering legitimate activities of the latter. Moreover, the article develops a system of measures to resolve the above-mentioned problems, in-cluding proposals for amendments and additions to the Constitution of the Russian Federation and the current legislation.

Differences between Political Apathy and Passivity on the Example of Modern Russian Society 政治冷漠与政治被动的区别——以现代俄罗斯社会为例

Russian society is ambiguous in terms of its political activism or passivity. There are several arguments sup-porting the former viewpoint. Firstly, a high voter turnout at elections indicates some degree of civic activity. However, the low level of the population's involvement in political life inclines us, rather, to the recognition of the Russian society as passive. In order to reliably establish the nature of citizens' political integration in modern conditions a study was conducted. The aim was to determine the degree of participation of the country's popu-lation in making electoral decisions and the involvement of citizens in political life at the federal and local lev-els. During the analysis, a political activity correlation index was applied, which allowed adjusting the obtained results in accordance with the legal provisions corresponding to the actual measurement of political activity in Russia.

The Problems of Decomposition of Indicators in the Unified Plan for Achieving the National Development Goals of the Russian Federation in Regional Economic Policy 俄罗斯联邦在区域经济政策中实现国家发展目标统一计划中指标分解的问题

The study is concerned with the issues of harmonization of regional plans and federal guidelines in the imple-mentation of the Unified Plan for achieving the national development goals of the Russian Federation. The paper substantiates the presence of five derivations, which are deviations of the forecasting and planning pro-cesses from the optimal trajectory: insufficient degree of harmonization between federal and regional targets; increased volatility of planned indicators over time; the existence of gaps in the unified goal-setting; significant ambition; exaggeratedly rigid goal-setting. The practical aspect of the study was carried out on the basis of the content analysis of planned and targeted indicators of development strategies of individual federal entities (on the example of the regions of the North-Western Federal District). As recommendations for reducing deriva-tives, it is recommended to form the Plan of regional interest, determine the timing for the transformation of regional planning documents, establish priorities in regional development in conjunction with federal guide-lines, form a modular strategy for regional development, and determine the degree of responsibility of officials for failure to achieve planned targets.
