THEORETICAL APPROACHES TO THE MANAGEMENT OF THE STRATEGIC DEVELOPMENT OF MEDICAL TREATMENT INSTITUTIONS 医疗机构战略发展管理的理论途径

Topicality. Reforming the modern health care system requires comprehensive strategic measures that will contribute to increasing the effectiveness of the management of the strategic development of medical institutions. The market of medical institutions is an important component in the structure of the market of medical services, evidence of this is the intensive development and expansion of not only medical, but also cosmetic services, improving their quality and level of service. Therefore, there is an urgent need to determine the essence of managing the strategic development of medical institutions. Aim and tasks. To determine the fundamental theoretical approaches to understanding the essence of managing the strategic development of medical institutions. Materials and methods. The material for the research was the results of fundamental scientific works in the medical field, as well as materials for their planning in medical institutions. The main achievements of foreign and domestic science in the medical field, strategic planning of its development and the application of the principles of strategic management of medical institutions became the theoretical and methodological basis of the research. The work uses the methods of structural and logical analysis of the research, which will allow to highlight, logically structure and establish connections between the implementation of a unified medical information system and the result of the work. Statistical methods, including retrospective and prospective analysis, were used to study the competitive advantages of drug treatment. A problem-oriented method was used for the scientific substantiation of strategic directions for solving management issues. Research results. The level and quality of the provision of medical services characterizes the sustainable development of the country, because other areas cannot develop fully if the health care system is at a low level. The formation and development of strategic management is a significant part of corporate management not only of a manufacturing enterprise, but also of health care institutions, and it acquires an especially important role in the conditions of reforming medicine, with the aim of further obtaining social, therapeutic, financial and economic competitive advantages in the medical market services Without effective medical care, citizens are not interested in solving secondary problems, because the issue of preserving and maintaining health always comes first. With the spread of market development priorities, the management of medical facilities is gaining importance. Conclusion. Management of the strategic development of medical institutions is aimed at introducing new medical technologies, increasing the level of professional training of medical personnel of medical institutions, and improving the quality of medical care using the latest technologies.

TRANSFORMATION OF OBJECTIFIED LABOR UNDER THE INFLUENCE OF DIGITALIZATION: SIGNS AND FEATURES 数字化影响下对象化劳动的转型:标志与特征

Topicality. The degree and speed of penetration of digital technologies into the economy, society or the sphere of interpersonal interaction is impressive. Various data demonstrate a significant degree of coverage of the population around the world, but emphasize the unevenness of the development of digital infrastructure and, accordingly, the different rates of development of the digital economy of countries. The growth rates of the companies Google, Apple, Facebook and Amazon are impressive, because their total capital has now already exceeded the GDP of some countries of the European Union, such as, for example, Spain. Therefore, the countries of the world are beginning to think about how to build relations with such companies, which are becoming more powerful players on the world stage. The emergence of such conditions in the world economy indicates the formation of the third wave of globalization - digital, when small and medium-sized businesses determine the conditions of global development. Therefore, the progressive recovery and development of production potential require an in-depth study of the content and essence of industrial relations, which are formed at the current historical stage.Aim and tasks. To analyze the signs and features of the transformation of embodied labor under the influence of digitalization and to consider the formation of digital means of production.Materials and Methods. The results of the analysis and theoretical generalization of developments, scientific approaches to the transformation of embodied labor under the influence of digitalization, which are covered in publications of a fundamental, analytical and practical nature, as well as official statistical data, analytical materials of the Cabinet of Ministers of Ukraine, the Center for Economic Development, McKinsey&Company, UNIDO and Robo reports Advisor Statistics form the material and methodical basis of research. The study of the signs and features of the transformation of embodied labor under the influence of digitalization was carried out using the methods of scientific abstraction and analysis.Research results. Based on the use of the method of scientific abstraction (dialectical materialism), three levels of classification of signs and features of the transformation of embodied labor under the influence of digitalization were distinguished, namely: specific, general and universal, which allowed to analyze their competence potential in the conditions of digitalization of the economy. The analysis of the development of digital productive forces as the material basis for the emergence of a new economic system proves that they ensure dynamic growth of the economy, development of the business environment and entrepreneurial activity, increase the level of competitiveness of both firms and the country as a whole, which, in turn, leads to an influx of new investments. ASSESSMENT AND RATIONAL USE OF THE NATURAL RESOURCE POTENTIAL OF AQUACULTURE OF THE NORTH-WESTERN BLACK SEA 黑海西北部水产养殖自然资源潜力的评价与合理利用

Topicality. The further development of aquaculture in the Black Sea region is closely related to the possibility of assessing its natural resource potential. Economic and ecological approaches to solving the issues of using natural resource potential (NRP), as well as general paradigmatic directions of research on the protection and rational use of the natural environment, including territories that include water bodies, make up the range of issues that will directly or tangentially influence for aquaculture production. However, modern challenges to the accuracy of economic evaluations as a basis for nature management require a certain rethinking of the extensive experience of forming the methodological basis for the assessment of natural resources. Thus, the complexity of certain types of integrated use of natural resources imposes, in our opinion, certain limitations on the possibility of reliable assessment of the NRP. In particular, a certain "methodological imbalance" is characteristic of methodological approaches to the assessment of ecosystem services.Aim and tasks. The purpose of the work is to discuss methodological approaches and assess the natural resource potential of aquaculture in the Ukrainian Black Sea region based on cost-effective economic approaches, assess the abiotic and biotic components of bioresource potential, and develop recommendations for further development of the bioresource potential of aquaculture in the region.Materials and Methods. The research, the materials of which are presented in the article, was carried out according to the following stages: analysis and improvement of the methodology for assessing bioresource potential based on cost-effective economic approaches; assessment of the abiotic and biotic component of bioresource potential, in particular quantitative and qualitative indicators of water resources of aquaculture, available in the Black Sea region; financial assessment of the bioresource potential of aquaculture; development of proposals for further development of the bioresource potential of aquaculture. The authors used such scientific methods as statistical, empirical, goal setting, management of natural and economic complexes, systemic approach.Research results. The result of the study was the improvement of approaches to determining the structure of the assessment of bioresource potential (BRP) consists of three components: assessment of abiotic and biotic components; financial assessment; and functional and managerial, which forms the basis for organizational and managerial decisions of sustainable aquaculture. The functional interaction of the components of BRP is in complex multi-vector environmental, resource, energy and economic-ecological relations, which ensure the dynamics of the development of aquaculture systems. Topicality. The emergence of a selective approach in the system of state regulation is due to market "flaws," i.e., its inability to ensure efficient resource allocation in certain sectors of the economy and commodity markets. The need for selective regulation increases during periods of instability, martial law and post-war reconstruction of the state, characterized by limited financial, material and labor resources, and increased challenges and threats in the security environment. The introduction of adaptive mechanisms for regulating commodity market systems in wartime and post-war periods necessitates the development of a methodology for selective regulation based on the principles of resilience, an integral part of which is a system of updated principles.Aim and tasks. The purpose of the article is to substantiate the system of principles of selective regulation of vertically adjacent commodity markets based on the synthesis of various scientific approaches in the context of instability.Materials and Methods. The results of the theoretical generalization of scientific works and methodological approaches in the field of regulation of commodity market systems covered in publications of a fundamental and applied nature, as well as statistical data of the State Statistics Service of Ukraine form the material and methodological basis of the study. The methods of systemic, structural and logical, comparative, and statistical analysis were used to solve the tasks set.Research results. The expediency of synthesizing four theories for forming the principles of selective regulation of vertically adjacent commodity markets in the postwar period is substantiated: the theory of resilience, economic sustainability, resource reproduction and sustainable development. The methodological foundations of selective regulation of market systems are improved, which are based on a system of principles formed on the basis of a synthesis of four theories, with the allocation of groups of general principles (expediency, systematicity and consistency, adequacy, predictability, objectivity and accuracy, transparency), resilient (preventive, priority of economic interests of the State, alternative) sustainability (efficiency, adaptability, flexibility and maneuverability, dynamism, science), reproduction (purposefulness, rationality of the ratio of regulatory methods, reproductive proportionality, efficiency, feedback), and principles of sustainable development (minimization of losses, cyclicality of reproduction processes, market inclusion), which are interrelated and have a common reproductive basis. The author identifies violations of the principle of reproduction proportionality of market systems in practice. Based on the results of empirical studies, it is established that the surplus of Ukrainian agricultural products is formed by 93% of the balance of grain crops. MECHANISMS OF IMPLEMENTATION OF THE POLICY OF SELECTIVE REGULATION OF COMMODITY MARKETS IN THE POST-WAR PERIOD 战后商品市场选择性调控政策的实施机制

Topicality. In the conditions of martial law and the future post-war recovery, it is advisable to consider the national economy in the form of a four-level system of markets: 1. In which the stages of such implementation and definition of the target functions (tasks) assigned by the state to the economic system (commodity markets) are sequentially defined, and these tasks can be defined in the form of target functions determined by the country's government. The 2nd stage defines the objects of regulation of the market of the real sector of the economy, which the state recognizes as those that should be subject to priority - selective regulation (markets of agro-food products, energy and PEC systems, and others). 3. Necessary regulatory actions are determined, depending on the state of one or another market and defined target functions. 4. If the regulatory actions did not lead to positive changes, feedback is included to find the shortcomings of previous decisions and make the necessary corrections. Strategic priorities of the economic development of selective markets for the food security of the population of Ukraine in the conditions of economic recovery in the agro-food market.Aim and tasks. The purpose of the study is to determine the essence of the mechanisms of selective regulation of the principles, methods and mechanisms of objects subject to regulation. To achieve the set goal, the following tasks should be solved: 1. to determine the order of the strategy of selective regulation of commodity markets. 2. Powers and functions of the country's import substitution entities, in accordance with the established target functions. 3. Define selective import substitution of commodity markets in relation to food security of the population.Materials and methods. Therefore, the authors of the study used the theory of import substitution and the theory of management of complex economic systems as a mechanism of their own resources to solve food security problems: the method of graphic modeling, system analysis, statistical analysis, economic analysis, in particular, for the study of selective product markets.Research results. The authors emphasize that the selective approach is used, first of all, in the period of the economy's exit from the crisis and the recovery of the process of extended social reproduction. This is exactly the case we are witnessing in the post-war period. According to the modern theory, scientists consider a selective policy that has a vertical microeconomic character. This type of policy exerts a targeted influence on certain groups of subjects and is mainly of a microeconomic nature. There are several levels of selectivity: from the support of an entire sector (or region), its subsectors, to the support of certain enterprises (their groups). Topicality.Economic changes associated with the military invasion lead to large-scale transformations in the country's economy, economic relations between the actors of agri-food markets, in particular, dairy, and form the prerequisites for the formation and further development of their innovative segments. The growing trend of reducing the number of cows and milk production during the wartime period, on the one hand, and the growing consumer demand for plant-based milk in the world, on the other, have created the preconditions for the development of the industrial production of non-dairy products in Ukraine. The market of plant-based milk substitutes is characterized by the social importance of the products and their significant role in ensuring food and environmental security of the country. The development of this market also ensures the formation of extended processing chains for domestic agricultural raw materials and the growth of market added value.Aim and tasks. The purpose of the article is to identify current trends and problems of development of the global and domestic market of plant-based milk substitutes, to substantiate the role of the relevant market in the food supply of the population and the Armed Forces of Ukraine in the wartime and post-war periods.Materials and Methods. The results of the theoretical generalization of scientific works and analytical reviews on the functioning of markets for plant-based milk substitutes, which are covered in publications of a fundamental and applied nature, as well as statistical data from the State Statistics Service of Ukraine, the regulatory framework for food supply of the Armed Forces of Ukraine form the material and methodological basis of the study. The methods of systematic, structural and logical, comparative, and statistical analysis were used to solve the tasks.Research results. The study found that the global dairy market has undergone significant transformations due to changes in consumer preferences, physical activity, climate factors, global demographic imbalances, etc. These circumstances have led to a decline in the quality of dairy products, a reduction in its production base, a drop in the competitive ability of products and formed the preconditions for the development of the global market for dairy alternatives. The Ukrainian vegetable milk market is growing dynamically; in 2020, its volumes increased 13.6 times compared to 2019. Domestic producers use affordable and acceptable raw materials, such as oats and buckwheat, to make plant milk.In wartime, there is a need to provide the population and the military with vegetable milk. It is proposed to make changes and additions to the catalog of food sets of the Armed Forces of Ukraine, through the use of useful food substitutes, the production of which involves the use of domestic agricultural raw materials and an increase in market added value.Conclusion. Topicality. Modern transformations associated with radical changes in the system of international and national security, including those caused by the growing shortage of food products and the threat of famine, determine the growing need for a new understanding of food security problems both at the international and national levels. This problem is becoming more and more relevant for Ukraine as well, which was mostly exacerbated as a result of russia's military aggression. One of the important assets of Ukraine in terms of solving food security problems is its fishing potential. Aim and tasks. This work aims to consider some basic theoretical, methodological and applied aspects of mobilization of natural resource potential and economic assets of the fishery sector of the economic system of Ukraine. At the same time, the main task of solving the specified target problems in the work is the system generalization and program-target organization of driving forces that can really be mobilized in the direction of the revival of fisheries and the development of aquaculture in Ukraine. Materials and methods. This study used primarily national regulatory and legal materials that determine state policy in the field of development of the agro-industrial complex, fisheries and aquaculture, in particular, the Law of Ukraine "On Aquaculture", as well as foreign materials reflecting modern food security problems. In terms of methodological support of the research, the author paid attention to the possibilities of using modern apparatus for the study of complex developing systems in conditions of crisis transformation, as well as modern ideologues of such scientific areas as conflictology, riskology, theory of nonlinear systems. Research results. The work presents the results of theoretical and methodological discussions and applied aspects of the formation of a new fishery complex of Ukraine. The long-term prospects of its revival are associated with the mobilization model of the development of continental aquaculture and marine culture of reproduction (mariculture). Particular attention is paid to the driving forces of the revival of the national fishery and aquaculture. In the work, driving forces are defined as an integrated set of two basic components: the needs and interests of society in the production of fishery products; availability and possibilities of effective implementation of state resources and assets. Conclusion. GREEN INFRASTRUCTURE MANAGEMENT OF URBAN ECOSYSTEMS 城市生态系统的绿色基础设施管理

Topicality. Significant changes in the environment cause aggravation of ecological problems, especially in urban areas. At the same time, there is growing awareness of the need to stop negative processes in these territories by applying alternative methods and technologies of using natural components to solve various problems. This corresponds to the concept of green infrastructure, which has been implemented in many countries, and the use of its technologies has helped to solve the environmental, social and economic problems of small and large cities.Aim and tasks. The aim of the study is to substantiate the theoretical and methodological foundations for the green infrastructure management of urban ecosystems.Materials and Methods. System and structural analysis, spatial and comparative analysis, methods of knowledge synthesis, abstraction and analogy.Research results. The article substantiates the definition of green infrastructure as a component of the urban ecosystem, which unites a set of natural objects that perform economic, ecological, safety, aesthetic, cultural, recreational functions and ensures the formation of a favorable living space for all elements of the urban ecosystem. The essence and specifics of green infrastructure objects are clarified (stationarity, non-transportability, need for financing contribution (investment, operational), dynamism in their development, ability to increase value, investment attractiveness). The study substantiates the expediency of considering green infrastructure as natural assets of the urban economy with all the prerequisites and consequences (display in the General Development Plans, development strategies, plans and projects, recording on the municipalities accounts, distribution of responsibility for the creation, operation, restoration, etc.), which will directly reflected on the green infrastructure management system. The article justifies the conceptual foundations for the formation of the green infrastructure management system of seaside urban ecosystems as a set of principles, methods, criteria, means, forms and tools for effective interaction between the elements of the urban environment and the processes occurring in it in order to ensure the high quality of the urban ecosystem in general, its environmental safety, social attractiveness and economic efficiency in particular. STATE AND PROSPECTS OF ORGANIC AQUACULTURE SECTOR DEVELOPMENT IN UKRAINE 乌克兰有机水产养殖业发展现状与前景

Topicality. The development of organic production of fish and other aquatic organisms in the world is considered as a component of the EU Biodiversity Strategy until 2030, the Farm to Fork Strategy together and the EU Action Plan on organic production, which are adopted in the EU. The main task of this sector is not only food, but also environmental protection, as it involves minimizing pollution of the aquatic environment, controls technological processes along the entire food chain, and ensures the sustainability of the agro-food system.Aim and tasks. Taking into account the specified strategic directions, the following tasks are set in the work: to investigate global strategic initiatives regarding the sustainable development of aquaculture; assess the state of national legislative support for organic production; determine regulations for organic aquaculture production; to analyze the priorities of aquaculture development and the state of organic aquaculture production in the world; provide recommendations for the development of organic aquaculture in Ukraine.Materials and Methods. The assessment of the state and trends in the sector of organic aquaculture, strategic documents and priorities of its development in the world was carried out using methods of logical analysis. The generalization and comparison of data on the prospects for the development of the organic aquaculture sector in Ukraine, as well as the formation of recommendations for the development of organic aquaculture in Ukraine in the context of global strategic guidelines and practices, was carried out using methods of statistical analysis.Research results. The work examines the state, trends in the organic aquaculture sector, strategic documents and priorities for its development in the world, and as a result, in the context of modern requirements for organic aquaculture, barriers and prospects for the development of the organic aquaculture sector in Ukraine are determined.Conclusion. The task of the state is not only to initiate, but also to create conditions for the development of any directions. A comparison of national legislative initiatives and world developments in the field of organic aquaculture shows the stagnation of this direction. The first steps have been taken, but this is not enough to use the natural resource potential of the Ukrainian Black Sea regions and, in particular, the Odesa region.

MATHEMATICAL MODELING OF THE RELIABILITY OF MIXED CARGO TRANSPORTATION UNDER DYNAMIC CHANGE OF CONDITIONS 动态变化条件下混合货物运输可靠性的数学建模

Topicality. Military threats determined the significant pace of changes in the risks of mixed cargoes transportation and proved the need for new methods of ensuring the reliability of transportation. First of all, there was the problem of assessing the levels of transportation reliability along individual routes and modeling a possible change of routes with the choice of safer options and ways of transportation. A particularly important function of such a model, due to the rapid pace of changes in risks, is the possibility of its practical application in real-time conditions.Aim and tasks. The purpose of the work is to develop a mathematical model of mixed cargo transportation in the conditions of dynamic changes in risks to increase the reliability of the transportation process, analyze alternative options for transportation, and identify opportunities for changing the route even in the process of cargo transportation. Achieving the goal of the study made it necessary to set and solve the following tasks: to implement the possibility of analyzing alternative transportation options and proposing route changes in real time; prove the capabilities of the developed model on the example of specific enterprises; to ensure reliability forecasting of the next cargo transportation stages; implement the possibility of optimizing multi-purpose tasks to ensure reliability, minimize the cost and time of transportation; to stratify the reliability of cargo transportation according to the level of threats probability. Materials and methods. Various general and special methods of knowledge were used in the work: the method of quantitative and qualitative comparison for the stratification of the cargo transportation reliability depending on the risks at individual stages; methods of vector analysis to take into account the probability of the cargo transportation risk at each stage of mixed transportation; the method of induction and deduction made it possible to consider the reliability of the transportation as the reciprocal of the transportation risk probability; the task fragmentation method allows to include probable stages of transportation in different transport routes; a method of mathematical formalization of the problem for the formation of a model of mixed cargo transportation using water transport in conditions of dynamic changes in risks. Research results. A mathematical model of mixed cargo transportation in conditions of dynamic changes in risks was developed to increase the reliability of transportation, analyze alternative transportation options, and identify opportunities for changing the route during cargo transportation. To solve this, the following tasks were developed: a mathematical model capable of analyzing alternative transportation options and proposing route changes in real life was developed; proven possibilities of the model on the example of specific enterprises; forecasting of the reliability the next cargo transportation stages

Achieving the goal of the study made it necessary to set and solve the following tasks: to implement the possibility of analyzing alternative transportation options and proposing route changes in real time; prove the capabilities of the developed model on the example of specific enterprises; to ensure reliability forecasting of the next cargo transportation stages; implement the possibility of optimizing multi-purpose tasks to ensure reliability, minimize the cost and time of transportation; to stratify the reliability of cargo transportation according to the level of threats probability. \u0000Materials and methods. Various general and special methods of knowledge were used in the work: the method of quantitative and qualitative comparison for the stratification of the cargo transportation reliability depending on the risks at individual stages; methods of vector analysis to take into account the probability of the cargo transportation risk at each stage of mixed transportation; the method of induction and deduction made it possible to consider the reliability of the transportation as the reciprocal of the transportation risk probability; the task fragmentation method allows to include probable stages of transportation in different transport routes; a method of mathematical formalization of the problem for the formation of a model of mixed cargo transportation using water transport in conditions of dynamic changes in risks. \u0000Research results. A mathematical model of mixed cargo transportation in conditions of dynamic changes in risks was developed to increase the reliability of transportation, analyze alternative transportation options, and identify opportunities for changing the route during cargo transportation.
