The paper summarizes the results of research conducted by domestic and foreign scientists on the existing models of education quality system, the practices of the quality management functioning and approaches to evaluating the indicators of an educational scientific organization activity. The principles of the model of the European Foundation for Quality Management (EFQM) and the model of the balanced scorecard (BSC) are distinguished and analyzed based on the analysis of the practice of the quality management system and its indicators in the course of certifcation and accreditation procedures. The basic criteria and principles of improving the system of university education quality management as an important tool of the university's competitiveness have been determined. The specifc features of the organizational structure of higher education institutions, their functions as a system of socio-economic activity are highlighted; the principles of running the quality management system in higher education institutions are defned. The role and basic elements of the educational activity quality system in the strategic management of higher education institutions are defned. The study proposes a model of sustainable evaluation of the effectiveness of education quality management efciency involving two evaluation components, namely management and evaluation perspectives. Opportunities objects (goals, strategies, partnership, resources, organizational culture, interested parties involvement) and the results indicators (students, customers, employees and other stakeholders satisfaction) were formed. The algorithm for improving the system of ensuring the quality of university educational activities is determined and the need to adapt its practical application to the specifcs of the institution, in particular the management system, education quality and strategic management, is substantiated. It was concluded that the improvement process should be based on the standards and recommendations on higher education quality assurance in the European area, the current national system of education quality assurance and regulatory documents regarding the activities of the system of education quality assurance in a specifc institution. Considering the proposed sustainable system for the management system effectiveness evaluation, the author emphasized that the development of indicators of higher educational institutions activity is to be based on the analysis of the university strategic indicators map. The map is advisable to flexibly adapt the structure of the organization according to the following directions: development, processes, consumers, fnances. For this purpose, it is expedient to choose interconnected strategic prospects for higher education institutions development of and to develop a corresponding system of indicators. Rapid changes and dynamic fluctuations in modern social development determine the relevance of institutional transformations in the implementation of proclaimed sustainable development goals. In achieving this, the socio-economic role of effectively reaching the institutional potential of family farms increases. The purpose of the paper is to detail methodological judgments and develop parameters for determining the institutional potential and socio-economic role of family farms in the implementation of the United Nations sustainable development goals for the period up to 2030, considering national economic characteristics. In achieving the purpose, a systematic approach and theoretical (axiomatic, analysis and synthesis, analogies) and empirical research methods (comparison, expert assessments) were applied. The obtained results provide deeper methodological insights and characterisation of the socio-economic and institutional role of family farming in the national economy and sustainable development goals. Family farms play a creative role in maintaining a balance between meeting the population's needs and efficient utilisation of agricultural potential. The paper presents an original interpretation of the category “institutional potential” of family farms. Institutional potential can be defined as the capacity of institutions to maintain stability and conditions conducive to fulfilling their functions, influencing the behaviour of social actors. It also involves delineating and differentiating the socio-economic and institutional characteristics of family farming. The study also substantiates economic, social, and environmental factors affecting the development of family farming concerning their role in achieving sustainable development goals. The necessity of making managerial decisions at various levels to increase the level of sustainability of the agri-food system was noted. The practical value of the study is provided by methodological generalisations, consolidation of knowledge, and confirmation of theoretical conclusions about the features of the functioning of family farms in the context of proving the objectivity of their socio-economic role and the effectiveness of using institutional potential in the implementation of sustainable development principles.

Employment, total household resources, in particular, income and expenditures of the rural population in any country are a direct reflection of well-being and a substantial criterion for socio-economic development. The purpose of the study is to identify risks, compare and determine the prospects for employment and income of the rural population of Ukraine. The methodological basis of the research is a systematic approach. Comparative analysis, graphical method, trend, index, correlation-regression analysis is used in the analytical study. Current conditions are analysed and trends in rural employment in Ukraine and their income level for 1991-2021 are determined. It was established that over the past 30 years, the socio-economic crisis in rural areas continues to worsen, which is manifested in increased unemployment and poverty. The main external and internal factors influencing the incomes of the rural population are identified and systematised. It is determined that the main influence is exerted by economic factors. Considering the recovery plan of Ukraine and other indicators, the level of employment, salaries, and incomes of the rural population is predicted. It is proved that ensuring employment and overcoming poverty should be based on the diversification of agricultural production and beyond agricultural activities. The main provisions and conclusions presented in the study can be used in the process of justifying and making managerial decisions by state management bodies in the development and implementation of an effective long-term national policy in the field of employment of the rural population of Ukraine, optimising approaches to the development of programmes to increase the income of the rural population.

Agriculture is the main specialisation of Ukraine in the international arena, which is associated with its geographical features and relatively inexpensive labour. Despite this, it remains relevant to find opportunities for the development of this industry in the country through the use of all available methods. The purpose of the study is to describe the current challenges that arise in the trade relations between these subjects of international entities. This paper examines how the situation in the agricultural sector can be improved by liberalising trade between Ukraine and the European Union. The main methods used are analysis, prediction, abstraction, and deduction. Within the framework of this study, trends in trade in agricultural products between Ukraine and the European Union are evaluated. The paper establishes that this union became the largest Ukrainian trading partner after the outbreak of war. This was caused both by actions on the part of the European Union in support of Ukraine and by the blockade of seaports, which limited the country's export options to only the land route. The study describes the features of changes in the structure of external trade between the unions in the agricultural sector and proposes specific methods to address existing issues in international interactions between countries to better understand the specific features of economic relations between Ukraine and the European Union. In addition, the study includes recommendations on how to improve relations between these subjects of international relations in the future and solve the difficulties that still exist between them in the trade in agricultural products.

Among the most important regional allies of Ukraine, it is worth highlighting the United Kingdom, which first as an EU member state, and then, from 2021, independently, within the framework of a bilateral agreement, contributes in every possible way to the development of free trade, in particular, agricultural, between the two countries. This is evidenced by the constantly growing volumes of exports and imports of agricultural raw materials and food products for Ukraine and the United Kingdom until 2022. The purpose of the study is to examine the dynamics of foreign trade in agricultural and food products between Ukraine and the United Kingdom, including the relationship between the development of mutual trade and the liberalisation of its conditions. Generalisation, analysis, and synthesis, comprehensive assessment, historical, graphic, and tabular methods were used. The general socio-economic characteristics of the UK are given, considering its withdrawal from the European Union and focusing on the current state of trade in agri-food products on the international market. The quantitative and cost indicators of foreign trade in agri-food products between Ukraine and the United Kingdom of Great Britain and Northern Ireland since 2012 are analysed, the characteristic features of the commodity structure of export sales and import purchases of Ukraine are considered, including in 2022, the prospects for agricultural trade between the parties in the near future are assessed, in particular, areas for deepening foreign economic cooperation between Ukraine and the United Kingdom are proposed, and groups of products that will remain a priority even in war conditions, considering the needs of internal food markets of both countries are identified. The provisions of the study are aimed at providing information on the possibilities of developing trade in agricultural and food products with the UK for Ukrainian food sector enterprises and public authorities that ensure foreign policy and international cooperation.

Within the framework of modern world conditions faced by the Ukrainian business subjects of the agrifood sector, conducting research on the possibility of using new methodologies in management can be an added advantage to optimizing and increasing the effectiveness of their performance. The purpose of this study was to highlight and summarize the work on the principles of introducing modern methodologies into general management systems as tools for increasing the effectiveness of strategic management in the agri-food sector, considering the modern world conditions. The study used general scientific and special research methods: monographic; theoretical generalization, analysis, synthesis, induction, and deduction; structural and logical analysis; grouping and classification. The author substantiated the expediency of using flexible management methods in agri-food enterprises. The priority of using Agile management methods was identified, the advantages and disadvantages of using Kanban and Scrum methodologies in the management of an agri-food enterprise were investigated, and their main elements were determined (classification of roles in the team, key concepts, principles). Features of the functioning of business entities in the conditions of SPOD, VUCA, and BANI worlds were provided. It was noted that the flexible methods under study are aimed at the evolutionary development of organizations, i.e., gradual improvements that, in the end, ensure the effectiveness of management at a prominent level. This paper expands practical approaches to the application of flexible management methods in agri-food enterprises, which lays the foundation for further research on strategic management in the agri-food sector under the conditions of the need for their constant reorientation and adaptation to the BANI world. Increasing the level of competitiveness of the agricultural sector and solving important tasks for rural areas requires the consideration of the priorities of sustainable development. The implementation of this task requires new concepts of agricultural management, the justification of which is impossible without improving corporate reporting. The purpose of this study was to supplement the scientific and methodological framework for the development of a reporting architecture for the sustainable development of agricultural companies. This study involved the following methods: monographic, graphic, method of systematization and logical concretization, synthesis, induction and deduction, questionnaires, generalization, method of structural and genetic analysis and synthesis. The study found that in modern management, corporate financial and non-financial reporting is a strategic management tool that signals investors about the long-term nature and public priorities of business development. It was discovered that reporting on sustainable development is becoming widespread in the practice of foreign companies. The attitude of the management of Ukrainian agricultural companies towards the issue of the expediency of adding sustainable development indicators to management reporting was clarified. The corporate reporting of Ukrainian agricultural enterprises was analysed, which allowed identifying the key guidelines for reporting on sustainable development in the future. The set of qualitative characteristics of reporting on the sustainable development of Ukrainian agricultural companies was substantiated. The implementation of this task requires new concepts of agricultural management, the justification of which is impossible without improving corporate reporting. The purpose of this study was to supplement the scientific and methodological framework for the development of a reporting architecture for the sustainable development of agricultural companies. This study involved the following methods: monographic, graphic, method of systematization and logical concretization, synthesis, induction and deduction, questionnaires, generalization, method of structural and genetic analysis and synthesis. The study found that in modern management, corporate financial and non-financial reporting is a strategic management tool that signals investors about the long-term nature and public priorities of business development. It was discovered that reporting on sustainable development is becoming widespread in the practice of foreign companies. The attitude of the management of Ukrainian agricultural companies towards the issue of the expediency of adding sustainable development indicators to management reporting was clarified. The corporate reporting of Ukrainian agricultural enterprises was analysed, which allowed identifying the key guidelines for reporting on sustainable development in the future. The set of qualitative characteristics of reporting on the sustainable development of Ukrainian agricultural companies was substantiated. The efficiency of agricultural enterprises is determined by the synergistic influence of an entire set of various factors. Improvement and testing of methodological support for factor-complementary diagnostics of the level of economic efficiency of business entities in modern conditions is still an urgent issue. The purpose of this study was to comprehensively monitor the level of economic efficiency of agricultural enterprises in Ukraine and measure the degree of influence of priority factors on the aggregate efficiency indicator. The study involved several methods: abstract-logical, comparative analysis, tabular, statistical, matriX-coordinate method, calculation-constructive, monographic, factor analysis. It was established that during 2015 and 2021, this aggregate indicator increased by 47% – from 15.07 to 22.13 points. Among the factors that had a positive effect on the established growth of the overall indicator of economic efficiency, the largest rating coefficients have: an increase in labour productivity (1.5852), a more than two-fold increase in the amount of net profit of agricultural enterprises (1.0931), a 2.2-fold increase in the coefficient financing (0.905), a 1.9-fold increase in the loan capital turnover ratio (0.8754) and an almost 3-fold increase in its profitability (0.8587), an increase in the receivables turnover indeX (0.7899) and a two-fold increase in the absolute liquidity indeX (0.7500). The following influencing factors had the most negative effect on the level of the overall efficiency indicator: a 23% decrease in the fund return indicator (-0.6005), a 17% decrease in the quick liquidity ratio (-0.4944), a 26% deterioration in the profitability of fiXed assets (-0. 4642), a decrease in turnover and profitability of the equity capital of agricultural enterprises (-0.4653 and -0.4426, respectively). The practical significance of this study is determined by the improvement of methodological tools for measuring and diagnosing the aggregate level of economic efficiency of business entities, which can be useful in the management practice of organizing monitoring and developing areas for improving the economic efficiency of agricultural enterprises

Micro-entrepreneurial structures in the field of agricultural production generate employment, have adaptive potential for the formation of stable food systems and survival. The purpose of this study was to substantiate the theoretical and methodological foundations and socio-economic problems of micro-entrepreneurial activities in agriculture under martial law. Research methodology. The methodological framework of the present study included the provisions of system analysis. To generalize results, the study involved monographic, normative, graphic, abstractlogical methods and approaches. Study results. The place of micro-enterprises in the “production – distribution – exchange – consumption” system is determined. They can creatively contribute to the achievement of sustainable development criteria, form sustainable agri-food chains, guarantee self-sufficiency in food products, develop local niche exclusive productions, and ensure self-employment of the rural population. It is established that personal farms that have organized a family farm and registered as individual entrepreneurs also have the opportunity to implement their activities. It was found that the most adapted to the crisis conditions associated with military actions are family farms and household plots. However, the lack of stable sales channels for the products of micro-enterprises, the low level of purchase prices and a considerable increase in prices due to military operations for energy resources, machinery, fertilizers, and plant protection products make production inefficient. One of the priority areas of regional policy is still the development of family farming, small and micro businesses in rural areas. Practical significance. The results of the study can be considered when developing regional programs for the development of agricultural business entities

The relevance of the study lies in the fact that in modern conditions, the food security of the countries of Central and Eastern Europe is under threat due to the influence of negative factors associated with both global destructive events and the vulnerabilities of food systems at the EU level. The purpose of the article is to study the state and problems of food security in the countries of Central and Eastern Europe, and to identify strategic directions for ensuring food security in the studied countries. Research methods became general scientific and special methods of cognition: comparative analysis, statistical, induction and deduction, abstract-logical, generalization, and abstraction. The peculiarities of the formation of food security in the countries of Central and Eastern Europe are shown. The level of prices for food products was studied, and it was proved that the cost of food in the countries of Central and Eastern Europe is lower compared to other EU member states. It is claimed that the economic availability of food is a problem for the population of the analysed group of countries due to the low level of income and the growing share of food expenses in the structure of household expenses. The main measures adopted at the level of the European Commission, aimed at ensuring food security by transitioning to a sustainable food system based on reducing the energy dependence of the agricultural sector and increasing its innovativeness and environmental friendliness, are considered. The practical significance of the study is that the formulated recommendations will help reduce food insecurity in the countries of Central and Eastern Europe by ensuring the stable functioning of agri-foodmarkets, implementing strategic directions for supporting the agricultural sector and reducing import dependence on production resources, supporting Ukraine as a key global food exporter, forming a sustainable food system in EU countries
