In Indonesia, halal tourism started to develop, this is happening because of the increasing number of tourists who are interested in halal tourism. Researchers want to contribute to the field of marketing management, especially those related to halal tourism. Samples from this study were 189 visitors, an accidental sampling technique. The results showed that: Destination Image has a significant effect on Perceived Value, Islamic Value has a significant effect on Perceived Value, Destination Image has no significant effect on Satisfaction, Islamic Value has a significant effect on Satisfaction, Perceived Value has a significant effect on Satisfaction, 2 results from the relationship that is not hypothesized, namely and Destination Image has a significant effect on Satisfaction through Perceived Value, Islamic Value has a significant effect on Satisfaction through Perceived Value.

Despite the existence of the MPAC within Amahlathi municipality, the municipality was placed under an administration which is a clear indication of the failure of the MPAC in executing its functions. This study assesses the challenges that confront Amahlathi municipality MPAC, leading to its failure to execute its mandate. A qualitative research and case study design were adopted for this study. An autopsy of secondary data was done through desktop research and analysed using the content analysis technique. The study revealed that lack of skills, lack of capacity, corruption, uncoordinated systems within the municipality and budgetary constraints impede the work of the municipality. The recommends that MPAC needs support to enhance its effectiveness and efficiency. Literature has shown that the South African government established an impressive legislative framework for local government, however, compliance with the requirements of the frameworks is lacking, particularly in relation to MPAC.

For Indonesia as a democratic country, the holding of an increasingly high-quality election is a demand and a challenge. For this reason, effective supervision of its implementation is a necessity. A quality election through a policy of increasing oversight of its implementation is a public expectation, so that it contains the public interest. The regulation of the organizational dimensions of the election supervisory body in the laws that regulate it adequately is an important factor for the effective implementation of the supervisory function. Using normative, qualitative and literary juridical methods, it is known that Law Number 17 of 2017 concerning General Elections, which among others regulates the organization of the Election Supervisory Body (Bawaslu) and governance and its derivative regulations are public policies. Several dimensions and elements of the organization have been regulated, namely formalization, hierarchy of authority, specialization, standardization, organizational goals, professionalism, organizational size, and support staff. Some of them have been regulated adequately, and some of them are inadequate. There are some inconsistent, incomplete and ambiguous settings. The regulation regarding Bawaslu in the law shows the existence of policy objectives, policy actors and institutions, policy environment and policy hierarchy.

A firm performance resulting from dynamic capability empowerment maintains the survival of newly established companies and established companies amid intense competition and environmental changes. This study aimed to examine the effect of dynamic capability empowerment in newly established companies on a firm performance mediated by entrepreneurial creativity. Online survey data were collected from 143 newly established shipping agency companies in 22 Indonesian provinces as member of Indonesia shipping agency association. The data were analyzed using WarpPLS 7.0, and analysis unit was organization represented by managing director. The results showed that dynamic capability empowerment in newly established companies that emphasize learning capability affect a firm performance with a low significance. Furthermore, dynamic capability empowerment inicreases the firm performance when mediated by entrepreneurial creativity. This results indicate that newly established companies will achieve higher performance by empowering their dynamic capabilities that emphasize learning capability if it is followed an entrepreneurial creativity breakthrough. The increased performance helps the firm respon to tough competition and unpredictable dynamic environmental changes. The theoretical implication of this study is enriched empirical evidence in examining the relationship between dynamic capability and firm performance. The practical implication of this study is that when a newly established company that limited resources and limited access external resources improves its performance by empowering dynamic capability if it is followed an entrepreneurial creativity breakthrough. This study contributed a new empirical finding to the theory of dynamic capability in newly established companies as the previous studies with this focus are hard to find.

Scientists and public administration practitioners still find it hard to answer how to develop new institutions with limited resources. What principles must be prioritized by public managers when developing such institutions? This study aimed to answer such a question. Our case study involving new villages in remote areas of Kalimantan, Indonesia, confirmed four principles to be prioritized by public managers in implementing development programs in villages: (1) focusing on poverty alleviation, (2) being punctually oriented, (3) priority-oriented, and (4) paying attention to human resources. Focusing on poverty alleviation has the most significant proportion since it aims to achieve reformation agenda by choosing the most beneficial and relevant programs to eradicate poverty. Punctually oriented means that programs must be arranged historically based on the characteristics and conditions of the local people. Priority-oriented means sorting out programs and activities the local people truly need. Paying attention to available human resources means considering the skills and abilities of human resources to do the programs planned. Our findings confirmed that the village did not implement good enough governance (GEG) well because it did not involve the poor as workers, did not analyze the work, did not make a list of work as the priority, and did not involve the local people but people from other villages. Thus, we recommend the need for specific intervention related to policy and institutionalization so the village can run the poverty alleviation programs and community empowerment through Cash for Work Programs.

In the free labor market, workers are required to have adequate skills in a particular field so that they can be applied in their work. UPT Job Training Center Pasuruan is one of the public organizations or government agencies under the auspices of the Department of Manpower and Transmigration of East Java Province. Its mission is to improve the competence of the workforce and establish partnerships in order to meet the needs of the labor market. The existing data show that the absorption of labor has not been optimal. So, it is necessary to know whether or not the implementation of the program is effective. The methods for data collection were qualitative research methods. With qualitative method, it is stated how effective the implementation of competency-based training programs is and what are the supporting and inhibiting factors in the process of implementing competency-based training programs at UPT Job Training Center Pasuruan. Data were collected through observation, interviews, and documentation. The effectiveness implementation of training program is measured using three variables according to Sandfort and Moulton (2015); (1) the context which can influence change, (2) open priority programs, (3) face technical and adaptive challenges to create change, applying analytical inquiry and social skills. The inhibiting factors for the program were found to be different types of participants, participants educational background, trainer skills in training participants with disabilities, changes in budget or training packages. The solution to these obstacles requires creativity in applying the supporting factors are resources (human resources, financial resources, facilities and infrastructure), and cultural values.

The Establishment of BUMDes is intended as a joinf effort between the village government, in order to developthe economic potential of the village and community welfare. This study is to analyse the effect of social capital on community Participation in Lubuk Sakti Village, IndralayaDistrict. The theory used is the theory of social capital proposed by Bourdie, Fukuyama, and Hasbullah. The Overall research time is from July to October 2021. The Population Characteristics are individuals aged 25-40 years in Lubuk Sakti Village. The sampling technique used is random sampling, the research sample is 117 respondents from 3 hamlets, 10% of each total population is taken. After the data is obtained, it is analyzed using the SPSS 25.00 software application. The results showed that there was a positive relationship between Social Capital and Community Participation in BUMDes. Then based on the SPSS 25 table,the 2 – tailed significant difference between the two variables.

MSMEs have a large opportunity for Indonesia state revenue. The momentum of covid 19 pandemic can be used by MSMEs to digitally transform, so they can enter the digital marketplace and become part of national and global supply. MSMEs must be able to adapt to existing business developments and they will be more directed to digital. They no longer playing at a conservative level but must be able to see digital opportunities so that they can target a wider market. This study uses a quantitative analysis that has never been proposed, as well as being the novelty of this research. The sample was taken from MSMEs that had the most impact during the Covid-19 pandemic, which is the business of providing food and beverage accommodation located in the city of Surabaya and the city of Malang. Multi Channel and Market Logistics have a positive and significant impact to increase MSME sales in the Covid-19 Pandemic Era.

Domestic violence in Indonesia is viewed as a form of human rights violation and discrimination act. The Indonesian Government has issued Law Number 23 of 2004 concerning the Eradication of Domestic Violence. One of the objectives of eradicating domestic violence is to protect the victims. The protection is intended to provide a sense of security and safety for the victims. This study focuses on the implementation of protection for victims of domestic violence. This is literature research with a descriptive qualitative approach. The result shows that the implementation of protection for victims of domestic violence is carried out through collaboration between stakeholders following their respective duties and responsibilities. The problems often occurring are the not-very-responsive attitude of law enforcement officers in providing services; the insufficient available resources; the poor awareness of citizens in reporting domestic violence experienced or witnessed, which resulted in many domestic violence cases being unknown; hence law enforcement officers cannot provide protection.

Bureaucrats' ethics and behavior are important aspects in referring to the implementation of good governance functions. This study aims to examine and find out whether the ethics and behavior of the apparatus is really able to provide reinforcement to the implementation of good governance. The method used in this paper is Descriptive Method with desk study study analysis, which is a study of the description of theories, concepts, or research results related to the focus of the study. The results showed that the ethics and behavior of bureaucrats play a role in shaping bureaucratic values and can strengthen the concept of governance in a government.
