The Internet has made social media a rapidly moving and vigorous domain and has changed the landscape for communications. It has changed different processes and engagement of human interaction and it is becoming hard to separate from people lives. The population of the internet and social media user are growing bigger every day, and so the opportunity for public participation. This study subsequently will identify of how government can take advantage of that digital dividend. To understand the issue, this research used a robust systematic literature review approach. The findings conclude that social media could help citizens to connect online and organize faster for collective action in order to put pressure when government performance does not meet people expectation.

This study aims to analyze public policy instruments chosen in the implementation of prostitution prevention and repetition policies in the city of Surabaya. This type of research is a qualitative descriptive study with a focus of research analyzing Voluntary Model Instruments, Mixed Model Instruments and Mandatory Instruments (Regulations). Novelty (novelty) of this research is to see the reality of the problem of prostitution by looking at the public policy instruments chosen in the implementation of prostitution prevention and repetition policies. The results showed that from the voluntary model instrument, commercial sex workers (CSWs) had been given skills training as well as spiritual spray/recitation on a regular basis to then be repatriated to their home areas with compensation. But not all sex workers want compensation. Residents of Dolly and Jarak held a bulletin board after hundreds of residents burned tires in the middle of the road as a refusal.

Every company (particularly the company's shareholders) always expects to have high company value. Various mechanisms are used by company ma nagers to create corporate value. The mechanism can be through the structure of ownership, leverage, and dividend policy. Previous studies that have discussed the effect of ownership structure and leverage variables on dividend policy and corporate value p rovide different research results. This study aims to obtain empirical evidence of the effect of ownership structure and leverage on dividend policy and firm value, on manufacturing companies listed on the Indonesia Stock Exchange in the 2012 - 2016 period. The population of this study is all manufacturing companies listed on the Indonesia Stock Exchange that provide periodic financial statements from 2012 to 2016 (145 companies). The population that met the criteria to sampled was 28 companies. The research method used in this research is Warp - PLS. The results showed as follows: (1) The effect of ownership structure on dividend policy was negative and not significant; (2) The effect of ownership structure on firm value was negative and significant; (3) The l everage on dividend policy was negative and significant; (4) The leverage on the company value was negative and weak significant correlation; (5) The effect of the dividend policy on corporate value was negative and weak significant correlation.

The purpose of this study was to examine the effect of supervisory support on work life balance and organizational citizenship behavior. Data was collected from 209 five-star hotels and four-star hotels staff in Malang, East Java, Indonesia, using a questionnaire. Data was analyzed using GeSCA. The research findings show that supervisory support has a significant effect on work life balance, but supervisory support does not have a significant direct effect on organizational citizenship behavior. Meanwhile work life balance has a significant effect on organizational citizenship behavior. These findings provide insight to managers that employees need emotional support and instrumental so that they can balance work life with their personal lives. A good life balance work will foster organizational citizenship behavior that has an important role in improving the performance and competitiveness of the company.

This research is focused on the implementation of partnerships which includes the legal basis of implementation, the role of each party, form and model of partnership. In fact, the employment partnership of the village government, the private sector and the community lasts quite a long time, but it has not been able to improve the quality of employment services. The results of the study show that employment partnerships are carried out by two parties, namely the village-private and public-private governments, which are based on the outcome of the agreement through an agreement, in the implementation there is no equality of position between the partners, the coordination relationship is low and there is no balance of benefits and risks. While the partnership form is similar to the build own operate, the partnership model is franchise and free market.

The purpose of this research is to: 1) Influence of organizational structure, job analysis, and leadership style on work motivation, 2) Influence of organizational structure, job analysis, and leadership style on employee performance, 3) Influence of work motivation on employee performance. This study was conducted at SMK SMTI in Indonesia with 183 employees as respondents. This research uses SEM AMOS for data analysis. The study found that organizational structure, job analysis, and leadership style significantly influenced work motivation, while the organizational structure is the highest variable influenced on work motivation with the value of influence of 0,608. Organizational structure, job analysis, and leadership style significantly influenced the employee performance, while the leadership style variable is the highest variable influence on the performance of employees with the value of influence of 0,946. In addition, work motivation has significantly affected employee performance with an influence value of 0,384.

This paper aims to evaluate the application of New Public Management (NPM) in Indonesia’s public sector through a brief description of public sector reform implementation and its impact to achieve better management practices and quality of public service delivery. The global advice of NPM-based reform suggests that public sector reform should be focused on management of public spending, management of public enterprises, and civil service reform. Based on this premise, the main analysis on Indonesia’s NPM included national budget restructuring, privatisation on parastatals, and bureaucratic reform. Indonesia’s budget restructuring obtained more adequate progress than both privatisation and civil service reform because of its high degree in managerial autonomy and relatively free political environment. Further research is needed to validate this proposition and to explain why NPM succeed in some areas and fail in others.

This article discusses the fulfilment of the necessary condition of institutional elements in the District of Pandeglang. Especially in carrying out its capacity as an autonomous region as well as the administrative region of the province. The purpose of this article is to provide a recommendation model in delegating the authority of the Regent to the Head of District based on empirical conditions. This study uses a qualitative approach. The results showed that in Pandeglang District, the fulfilment of the necessary condition of the district institutions such as human resources and the budget was not directly proportional to the legal authority delegated by the Regent. In addition, in the aspect of the legal authority of the Head of District is still not accommodating enough on several aspects including legislation changes, regional characteristics, the spirit of institutional strengthening in public services, and the demands for orchestration of national development programs. Therefore, this article recommends a model in which the Pandeglang Regency Government is expected to conduct a series of district institutional arrangements or restructuring in order to realize the effectiveness of district administration as a supporting force in the administration of regional government.

In order to accommodate village potentials and fulfillment of villagers’ needs, through Law No. 32 of 2004 concerning Local Government, the government provides great support so that the village has a business entity which is able to develop and drive the local economy. Law No. 32 0f 2004 states that the village can establish a village-owned enterprises (VOEs), village businesses formed / established by the village government whose capital ownership and management are carried out by the village government and the community, in accordance with the needs and potential of the village. In its development, VOEs were encouraged as economic institutions at the village level supported by the government in order to handle economic activities at the village level because their shares were dominated by the village government. In the framework of this achievement, the financial performance assessment is needed to give feedback for VOEs manager in making the right decision for VOEs development. This study aims to search a proper measurement that appropriate to measure the financial performance of Village Owned Enterprises (VOEs). The result of the study found that several financial ratios can be utilized to measure the financial performance of Village Owned Enterprises (VOEs). Those financial ratios can be classified into capital, asset, management, earning and liquidity assessment, which is known as CAMEL model:1) Ratio of Asset Development is used to measure the Capital Adequacy; 2) Ratio of Productive Asset Quality is used to measure the Asset Quality; 3)BoPo Ratio (Operational Cost of Operating Income) is used to measure the Management Efficiency; 4) Ratio on Asset (ROA) is used to measure the Earnings Quality; and 5)Loan to Deposit Ratio to measure the Liquidity.

Farmer community empowerment in agriculture development plays a significant role. Community empowerment is expected to reduce poverty, especially among farmers. The purpose of this paper is to summarize what are the causes of farmer poverty and what efforts have been made regarding community empowerment, to alleviate the poverty in the developing countries, especially in Indonesia and Ghana. This study used literature review approach to conduct a brief review of community empowerment and farmer poverty reduction. The results obtained, based on literature reviews and analyses, are the causes of farmer poverty such as low investment ability of farmers, dependence of farmers, dependence on funds, non-fulfillment of basic needs of farmer households, inadequate access to finance and extension services, etc. The findings suggest the programs to alleviate farmer poverty such as market creation for farmers, establishing or activating the Farmers Group, farmers group assistance, a program to procure demonstration field in each village, training, counseling, network formation, providing loan, etc.
