There is few researchers study on factors to influence volunteer to dedicate on the collaboration in fire disaster management which shape more effective fire disaster management. Interestingly, we found that although the fire disaster management is managed under a small unit, the outcomes of the Magelang District fire prevention technical unit are overwhelming. The key is authentic leadership to shape community involvement and volunteerism as well as government officials and private sectors to join collaboration. The leader introduced the incentive to join the collaboration as well as institutional arrangement both internal and external institutions that in the short term push significant trust to enhance the effectiveness of fire disaster management. It is the persistence, example and risk taking as well as personal knowledge on fire management and regulation of the head of unit that lead to eagerness of the volunteers to work beyond duty.

This paper examined the concept of competent and qualified personnel and service delivery at the local government level in Nigeria. One of the core reasons for the creation of local government in almost all countries of the world is to provide goods and services to the local population. Unfortunately, this third tier of government has performed abysmally in meeting the felt needs of those in their jurisdictions and this has been a major concern to public policy makers and various stakeholders. The method used to obtain data was through the secondary sources, findings suggest that service delivery at the local government level in Nigeria has been very poor due to lack of competent and qualified personnel, the resultant effect has been lack of accountability and transparency. Service delivery at the local government’s level suffered neglect because of institutional weakness and lack of competent and qualified personnel. Paradoxically, poor services are the social vices bedeviling the Nigerian society of which local governments is charged with the responsibility of mitigating; hence for the local government to perform its statutory function of service delivery efficiently, there must be a complete autonomy of local government both administratively and fiscally; and for service delivery to be realistic. There must be competent and qualified personnel with expertise through regular workshops, seminars and training for capacity building.

The aim of this article is to examine the importance and acceptance of Information and Communication Technologies (I.C.T.) in the public sector. Nowadays, the government, businesses and citizens are going through an era of rapid technological developments which is an excellent opportunity to overcome the reluctance of change and to transform the public sector in such a way that it serves the public interest more efficiently and rapidly, so that it leads to a citizen–friendly society. Through the literature review, an attempt is being made to examine the level of utilization of the offered data information systems and infrastructure and to identify the factors that lead to the adoption or avoidance. Following most recent developments in the European community and CEE countries governments are restructuring their formation to evolve and provide modern digital services. Through a reformation program EU aims to secure an efficient and future proofed e-governance.

The purpose of this study is to investigate and analyze the effectiveness of the Implementation of the Program 3R (reduce, reuse, recycle) in waste processing. This study was conducted in District We the City of Palembang. Research using this approach kualitatif with the level of explanation descriptive. As for the type of data used in this research included in this type of qualitative data. Data collection techniques used include in-depth interviews (indepth interview), observation and documentation. The data analysis technique used in this research is a descriptive technique which includes three stages of analysis, namely data reduction, data display and conclusion drawing/verification. From the research conducted, the processing of garbage through the program 3R proclaimed by the District We've been running effectively, it can be seen from the indicators of the effectiveness obtained by the researchers that the Level of Success of the Program, the Success Rate of the Target, the Level of satisfaction with the Program, the Level of Input and Output, and the Level of Achievement of the Objectives.

Good governance, which was originally expected to be able to solve problems in developing countries, turned out to meet many obstacles, one of which was the application of the one size fit for all pattern, which was then criticized by Grindle through the concept of Good Enough Governance (GEG). Cash For Work (CFW) Program which is one of the reform programs as an embodiment of good governance that involves community participation as labor. During its journey, the CFW encountered various problems in the field, so it was interesting to see how the CFW program was viewed from the perspective of GEG. This study aims to describe and analyze the characteristics of the arena, institutions and interests as well as actions and choices in the perspective of GEG in the implementation of CFW program in Nanga Pamolontian Village, Bulik District, Lamandau Regency, Central Kalimantan Province. This research method uses a qualitative case study approach. The results of this study are that in the implementation of CFW program they have not paid attention to the elements of GEG, both in the arena, institutions and interests and actions, this is because the agenda setting has not utilized official and unofficial channels to the fullest, related stakeholders such as the mass media and Non-Governmental Organizations, regional apparatus, local village assistants are not fully involved in the implementation of CFW, there are no technical regulations in the implementation of CFW, the Team for Facilitating the Use of Village Funds for CFW is not utilized, evaluation, guidance and supervision have not been carried out, lack of socialization and training for the team implementing activities.

The implementation of Corporate Social Responsibility (CSR) in Indonesia is stipulated in Article 74 section 4 of Law number 40 of 2007. In addition to fulfilling legal aspect, CSR can be used as a strategy to improve company’s image. The purpose of this quantitative research is to assess the effect of the social dimensions of CSR on corporate image by conducting a study on Taman Nivea Family Care, which is the CSR of PT Beiersdorf Indonesia. The sample of this research was selected using purposive sampling with the criteria of (1) people who live in Greater Malang area (Malang city, Malang regency, or Batu city), (2) people who have visited Taman Nivea Family Care, (3) people who know that Taman Nivea Family Care is the CSR program of PT Beiersdorf Indonesia. This study uses primary data obtained from questionnaires and analyzed using multiple linear regression. This study finds that the social dimensions of CSR, i.e. society, corruption, public policy, anti-competitive behavior, and compliance, significantly influence the corporate image of PT Beiersdorf Indonesia. In general, the social dimensions of CSR have 55% influence on corporate image, while the remaining 45% is influenced by other variables outside the study. This indicates that the implementation of CSR to sustainably support social life is quite relevant to improve corporate image.

The village fund is one of the many policy programs carried out by the government sourced from the state budget (APBN) which is allocated directly to the village. But in the implementation of the village fund, there are still problems so that in general the village fund is still not effective. This study analyzes the role of actors in the implementation of village funds from the perspective of the principal-agent whose locus is in Linggo village, Kejayan district, pasuruan regency. The focus in this study is the role of principal and agent in the stages of planning, implementation, and reporting of the village fund by measuring the effectiveness of implementation through the principles for cultivating effective implementation practice. Novelty of this research is to see the effectiveness of the implementation of the village fund from the perspective of the relationship of the principal agent. This study aims to create a model of the effectiveness of the village fund policy implementation in linggo village, kejayan district. The results showed that the relationship between the principal and agent must increase oversight so that the policy objectives can be achieved.

The introduction of participatory processes concerning village development planning by Law 6/2014 on Village open up the opportunity for village communities to shape village development priorities. It is expected that village community involvement over village planning will make village government more accoutable downwardly and village development be responsive to villagers problems and needs. Using literature review, the present paper inspects closely a body of literature to ensure that women and other historically marginalized groups have chance to participate meaningfully in these processes. The reviewed literature suggest a divergence between what scholars believe about advantages of participatory processes and limited impact of such. Similarly, within this nascent stage of village law implementation participatory spaces in determining village development priorities are still dominated by village elites and men, and village development is heavily focus on infrastructure development. However, the presence and empowered women’s organizations or groups which exists in villages might influential to drivw village development priorities that are responsive for women. What we learned from these body of literature is that meaningful participation by women and other historically disadvantaged groups can only be achieved through continious intervention and facilitation either by dedicated and reform-minded public officials and other critical actors. Furthermore women should involve in participatory village development planning as a collective, rather than as individuals.

This reseach aims to examine service quality of Kalidoni urban village Office, Palembang City, the supporting and inhibiting factors of service at Kalidoni village office, Palembang City. This research used a qualitative approach with a descriptive level of explanation. Data or information is collected through informant interviews. The results showed that based on the Tangible dimension (physical evidence), the availability of facilities and infrastructure to support the convenience of services such as waiting rooms, parking lots, toilets, prayer rooms, suggestion boxes, and service counters at Kalidoni village office, Palembang City Based on the dimension of reliability, service procedures are a little indifferent due to improper turnaround time. Based on the dimension of Responsiveness, officers do not give a positive response to community complaints, and there is no follow-up to the criticisms and suggestions submitted. Based on the dimension of Assurance, there is still a delay in the process of completing the services provided that are not in accordance with the existing standard operating procedures because there are still people who do not complete the required requirements, so they are required to complete these requirements to be able to continue the procedure. This research used a qualitative approach with a descriptive level of explanation. Data or information is collected through informant interviews. The results showed that based on the Tangible dimension (physical evidence), the availability of facilities and infrastructure to support the convenience of services such as waiting rooms, parking lots, toilets, prayer rooms, suggestion boxes, and service counters at Kalidoni village office, Palembang City Based on the dimension of reliability, service procedures are a little indifferent due to improper turnaround time. Based on the dimension of Responsiveness, officers do not give a positive response to community complaints, and there is no follow-up to the criticisms and suggestions submitted. Based on the dimension of Assurance, there is still a delay in the process of completing the services provided that are not in accordance with the existing standard operating procedures because there are still people who do not complete the required requirements, so they are required to complete these requirements to be able to continue the procedure. 2020 is the year of the COVID-19 pandemic which made Government implement Large Scale Social Restriction Policy, both Social Distancing and Physical Distancing. However, based on the observation results made by the researcher in the field of the PATEN process in Kecamatan Sako during new normal, people were not yet discipline in dealing with online services. The services continue as usual by implementing strict health protocol such as to wash hands with soap often, to wear mask, to maintain a distance of a meter. Based on the survey conducted in Kecamatan Sako, the respondents still did stuff on the spot directly because the physical files still had to be collected at the PATEN counter to be processed. According to a direct interview conducted with the Head of the Government Section, the management of Family Card and ID card was carried out at the UPT Zone VIII of civil registration since April 23, 2020. The purposes of this study are to analyze the effect of service quality (tangibles, reliability, responsiveness, assurance, and empathy) on people satisfaction in Kecamatan Sako and to explain the dimensions of service quality (tangibles, reliability, responsiveness, assurance, and empathy), which dimensions have the most dominant influence on people satisfaction in Kecamatan Sako. This study uses quantitative methods. The method used in data collection is Proportionate Random Sampling. The data quality test consists of testing the validity and reliability of the data using multiple linear regression. The results of this study indicate that the t value is 1.985 with a significant value of 0.015 <0.05, so that the results of the first problem formulation are Tangible, Assurance, and Empathy which have a significant effect on the variable of people satisfaction. The second problem formulation explains that the empathy variable is the variable that has the most dominant influence on the dependent variable or dependent (y) with the largest Beta value which is 0.551.
