Is Mandatory ORCID a Violation of an Author’s Freedoms and Rights? 强制ORCID是否侵犯了作者的自由和权利?

Abstract ORCID (Open Researcher and Contributor ID) is supposed to exclusively be an author identification tool. In this letter, I argue that the mandatory requirement to have an ORCID for the submission of an academic paper may constitute a violation of an author’s rights if it prevents them from the free and unhindered submission of a paper to a journal, especially if their identity is sufficiently unique to distinguish them from other academics with similar names, or if other websites would be able to confirm their identity. ORCID is a valuable tool to fortify one aspect of publishing’s integrity. However, by barring entry of an author during the submission process, it would be essentially functioning against open science principles.

Boosting the Strategy of Innovation-Driven Development: Intellectual Property Services in China’s Universities 推进创新驱动发展战略:中国高校的知识产权服务

Abstract This study investigates 23 China’s universities which set up the first batch of national intellectual property service centers from three dimensions of service contents, service methods and service basis. It is found that there exist such problems as improper setting of service columns, lack of systematic service contents, insufficient service initiative, lack of tool and resource recommendation ability and lack of institutional norms. Users have different demands for intellectual property services in the four main research stages of topic selection, project implementation, project conclusion and achievement management. On the basis of the current situation and user needs, this study constructs an intellectual property service framework around the research lifecycle. The follow-up development suggestions are put forward, so as to provide reference for the orderly development of intellectual property services in China’s universities.

Abstract The rapid evolution of technology, information sharing, digital rights and standards, and a host of other interrelated factors has led to a growing reliance on private industries to manage or administrate a host of services across higher education, and nowhere is this change more evident than in our historically cooperative and self-sustaining research libraries. This paper examines the problematic nature of privatization in public higher education, and highlights examples and strategies for reclaiming our shared mantle of providing the most effective and ethical user-centered public services we can with the resources at our disposal.

Abstract The virtual Electronic Resources & Libraries Conference 2021 provided attendees with the option to choose sessions from a list of eight tracks focusing on a particular subject. Many sessions focused on the ways libraries adapted to the changes brought on by the COVID-19 pandemic, examining the changes in workflows and reducing spending and reevaluating collection development methods as well as cancelation methods due to budget cuts while still meeting the needs of communities during a transition of remote working and learning. Other sessions examine implementing different authentication methods.

Abstract Evaluating journals can be challenging, especially for new researchers. This article discusses the application of information literacy skills and techniques, such as lateral reading, in the context of teaching researchers to evaluate journal quality and avoid predatory journals. Many libraries focus information literacy efforts on helping students develop skills in reflective discovery, evaluation, and ethical use of information. But information literacy skills are critical for lifelong learning, and similar techniques can be applied to help faculty and other researchers evaluate publication venues. This article will examine the connections between information literacy skills and scholarly communications, and will offer methods and practices for readers who wish to build on these connections in their own work.

Gray Literature and Academic Libraries: How Do They Access, Use, Manage, and Cope with Gray Literature 灰色文献与高校图书馆:如何获取、使用、管理和应对灰色文献

Abstract Gray literature is considered an important source of factual and up-to-date information however it is often neglected doing empirical research. It is first study in context of Pakistan that explores gray literature, its access, usage, management and issues faced by academic libraries. A self-developed questionnaire was employed to collect data from a total of 74 respondents (one respondent from each university preferably serial librarian or in charge) working in university libraries of Punjab Province and Islamabad (the capital city) Pakistan. Only one and concerned library and information science (LIS) professional involved in collection development process/department was approached. The findings of the study revealed that three major types of gray literature accessed by academic libraries were theses/dissertations, annual reports and catalogues. The theses/dissertations are accessed by libraries as a follow-up of parent organizational policy. The gray literature is shelved separately and prominently in the libraries; however, non-availability of proper collection development policy for gray literature emerged as major issue in academic libraries followed by budgetary constraints and lack of awareness. The t-test result revealed the need of various types of gray literature in libraries and also highlights creating awareness of various types of gray literature among the library community. The finding of the study is the helpful for university authorities, academic libraries and working library professionals to manage gray literature in a better way and increase the usage of gray literature in academic writing.

Abstract As the number of openly-licensed works continues to grow, so, too, does the need to understand the permissions afforded by the Creative Commons licenses. In this report on a recent program delivered at the North Carolina Serials Conference, the presenters will provide an introduction to Creative Commons, the four conditions upon which the Creative Commons licenses are built, and a description of the six Creative Commons Commons licenses accompanied by a real-life use scenario. A brief discussion of how to locate openly-licensed works will also be addressed.
