During the past years Tianjin's small town construction has made outstanding achievements and has owned special features and characteristics. For the sake of harmonious sustainable development of economy and society, to measure periodically the value of performance of demonstrative small town construction and the effect of the "demonstration" tends to be very important. This paper utilizes AHP, Delphi method and MATLAB software to establish a set of evaluation indicators for the relevant purposes aiming at helping decision makers develop strategic plan and tactical programs in the concerning field in the future. Twenty indicators are carefully selected according to principles of recycling economy. The procedure of producing weights of indicators basing on AHP is concretely illustrated. Finally, the paper points out that construction of demonstrative small towns should be planned from high starting point, designed in superior level, and implemented in high quality, in accordance with requirements of establishing environment friendly society.

This paper test whether managerial overconfidence is associated with corporate financing policies, it propose that managerial beliefs help to explain the remaining variation across and within firms, including variation in pecking-order behavior. Developing a proxy for managerial overconfident mainly based on the manager being board chairman as CEO and using the modified pecking order model of financing, making an empirical test the behavior of pecking order financing with overconfident manager using the panel data of Dow Jones China 88 Index companies at September 2008 from 2000 to 2007, the results show that managerial overconfident is an important managerial characteristics determinant of financing decision, the overconfident manager prefer internal over external financing and they prefer debt over equity financing.

As a new tool in data mining, symbolic data analysis (SDA) can not only decrease the computational complexity of huge data sets, but also master the property of the sample integrally. In many statistical analysis methods the sample data need to be normalized in advance. This paper focuses on the normalization of interval symbolic data. Firstly, on the assumption that all the individuals are uniformly distributed within the interval, the method of normalization of interval symbolic data is presented. Then, the method of normalization of interval symbolic data of arbitrary distribution is studied. For this purpose, the mean and variance of interval symbolic data is brought forward in advance. Finally, an example of evaluation on different financial stocks in Chinese stock market is given.

The index system for public project performance appraisement is the criterion for evaluating the performance of a project, thereby is one of the key factors which affect the quality of project performance appraisement. After a brief review of researches on public project performance index, a new method to establish the index system is raise, in which Theory of Stakeholders is used. The meaning of performance of a public project is interpreted as that, to which degree the needs from the stakeholders of it have been satisfied. So to get the index system, the core value of the public project is firstly formed by identifying the key stakeholders and the needs appeal from them. And then the indexes of the public project performance are obtained accordingly. By this method, the index system for public project performance is established top-down. Therefore, the established index system based on the analysis of stakeholders in life-cycle of public project is a multi-dimensional and Multi-view one, which is hence of great scientificity and systematicness.

Life Cycle Cost optimization has become a new focus of urban infrastructure engineering economic study. This paper shows the replacement reasons and preferences related to the different type of life cycle by studying literatures. It is clear by analyzing a basic LCC model that sensitivity of the LCC functions on life cycle gaps is less than the discount rate when life period is longer, so the life cycle seems to be a secondary factor for LCC optimization. But some special replacement projects have been found by an empirical study on some subway engineering assets. The results have demonstrated that the deviation between predicted and actual life greatly affected the LCC of subway engineering, and these gaps mainly contributed the recurring investment to the LCC. A new concept of built environment life cycle is put forward.

The conceptual model of enterprise competence is built firstly, and the four basic enterprise competences are proposed which are activity competence, process competence, operator competence and team competence. Then the conceptual model of competence fractal unit (CFU) is built according to the competence characteristics of the fractal company, the four basic CFUs are proposed which are activity CFU, process CFU, operator CFU and team CFU, the mathematical models of the four basic CFUs are built on the basis of Unified Enterprise Competence Modeling Language (UECML), and the competence modeling procedures of the fractal company are given. The proposed competence modeling approach of the fractal company can represent the competences of the fractal company with the same and single formalism at different levels of abstraction, which facilitates the identification and management of the competence of the fractal company for creating competitive advantages for the company.

In this paper, a parametric experiment model of V-8 diesel engine is developed. The angle of V-shape, cylinder-to-cylinder spacing, and connecting rod length are selected as research factors and their influences on the engine's volume are studied by the orthogonal experiment. In each experiment a new engine model is built by changing these factors' values and the volume of the new model is calculated. Through analysis of variance, the significant relations between diesel engine volume and factors are given, which provide the criteria for the selection of the design parameters.

As a central part of innovation, R&D has played a key role in affecting firm's innovation performance. In the perspective of resource-based view, this paper comprehensively establishes the framework of R&D capability, and conducts an empirical research to explore the relationship between R&D capability and innovation performance of firms, combining with the data from innovative survey of "Optics Valley of China" in 2006. The finding proves that innovation performance is closely related to the total improvement of R&D capability. The number of patents owned and experimental development input intensity are the most important factors significantly affecting firm's innovation performance. For large firms, the number of science and technology center is also found to be the R&D capability affecting the innovation performance, while the ratio of R&D personnel is surprisingly found to be vital for small firms. Hence, high-tech firms should establish feasible and appropriate strategies in terms of size and resources condition, in order to get better and quicker development. At the same time, the authorities should set down innovative incentive policies and patent regulations to build a harmonious environment.
