In this paper, the phenomena of poor functions of many new factory buildings are presented. The fundamental causes are negligence of importance of design in engineering management and lack of scientific design. This paper puts forward an industrial engineering (IE) solution for design phase of engineering management in manufacturing sectors in China. Because factory design involves many aspects, a multi-layer model for factory design is proposed. IE theories, principles and methods are extended into many layers of the model. A phase-wise model for implementing the IE solution is suggested. Based on our research, we come to a conclusion that engineering management needs scientific design, and in order to enhance design phase work of engineering management, it is possible and suitable to apply the IE solution to design phase of engineering management in manufacturing sectors in China.

This is entrepreneurs era, as government sectors are turning in to private sectors, it is the right time to enter into market as entrepreneurs. Currently, India has the best global talent, which is now required technical and knowledge skills to take on the entrepreneurial challenges [1]. Today, India is witnessing the emergence of a large number of entrepreneurs, but there is definitely potential for many more. The contribution of Indian women to the economy is no longer in doubt, but their contribution to the National Economy is under reported. In recent years, women have been taking interest in income generating activities, self employment and entrepreneurship. To encourage the entrepreneurships with climate in India we require more support from the government and society. Today huge number of young people is hungry to learn more about entrepreneurship-the key is to combine that passion with the knowledge that skills that will help them be more successful. Cost of living for an average middle class family is increasing their needs and demands of family members also enhanced depending on world scenario. Everybody wants to lead comfortable life. To balance the socio-economic status to cope with day today demands of the family more number of women is pushing in to the market as entrepreneurs. More and more innovative enterprises are open to fresh entrepreneurs. Our aim is to study impacts of education on women entrepreneur and how polytechnics (technical institutions) and job oriented courses curriculum can aid their strengths. This paper is the result of survey of women entrepreneurs from surrounding area of Bagalkot (Karnataka, India). we have prepared questionnaire and analysed the results got from the women entrepreneurs. This paper enlights on women entrepreneurship status, development, challenges, opportunities etc.

The group-buying auction is often used in the B2C market. The seller here is offered a quantity-discount-price contract and implements a replenishment postponement policy. We show that when customer's valuation follows a uniform distribution, the group-buying auction does not always outperform the fixed pricing. The optimal group-buying threshold is shown to depend on only purchasing costs, prices and the upper bound of customer's valuation.

The Green Supply Chain Management (GSCM) takes environmental considerations into the account in supply chain management. Purchasing decisions have significant impact on the GSCM. However lack of effective and practical tools for supply chain managers to incorporate green into their daily operations hindered the practice of GSCM. The paper establishes an integrated supplier evaluation model considering supplier's environmental performance together with price, production capability, reliability and service. The method of Gray Relation Analysis (GRA) is adopted to compare and rank the potential supplier's performance in these dimensions. A case study is conducted to demonstrate the application of the proposed the method.

The past researches study on the technology licensing considering a fixed-fee and a royalty by utilizing an exogenous research and development (R&D) model with the patentee has a cost-reducing innovation. In this paper, we discuss the patentee's R&D investment licensing under a fixed-fee licensing versus a royalty licensing with an outsider patentee. Two conclusions are: (1) the R&D investment with the fixed-fee licensing is always no less than with the royalty licensing, (2) the fixed-fee licensing is still the best strategy for the patentee himself and for the whole society.

Proceed from the commerce view, a perfect combination of port and e-commerce is the new breakthrough point that would make port income creating. This paper makes e-commerce thoughts and technologies applied for the traditional port transaction, excavates the value on the base of the port e-commerce platform, studies the profit model of the port e-commerce platform on the aspects of competition structure, the key to the success of industry-driven factors, value creation configuration, the core of business, marketing way, the basic and channel of value and so on. Recently, firms do not only devote resource to the innovation throughout firms, but also focus on in-house. The kind of innovation model “double track”-both on independent innovation and cooperative innovation has become the new trend for firm-innovation. Based on transaction cost theory and resource dependence theory, the article constructs a three stage innovation mode selection framework focus on two core factors-innovation cost and innovation resource theoretically. It also presents an equilibrium game model to show that innovation cost and innovation resource are the most important affect factors for innovation model selection and how they influence. Finally, some conclusions are drawn and a discussion of future directions is given.

The characteristics of international academic conference is analyzed specifically, the principle and process to design the organization structure and work breakdown structure (WBS) of international academic conference are proposed on the basis of the theory of event management and work breakdown structure in project management. Then the reference organization structure and general WBS of international academic conference are built. Finally, the actual value of the research is showed by being applied into the 38th International Conference on Computers and Industrial Engineering (CIE) and generating the specific responsibility matrix. A suitable way for the majority of international academic organizations can be attempted to explore to make the organization of international academic conference more subtle, specific, greater controllability.

The problem of jointly determining the product variety decision with inventory control decision and pricing decision for different items of a certain brand product is studied in this paper. The market demand of this assortment of products is described as a function of time, price, seasonal factor and random factor, and the total profit of this brand and its service level at the retailer are both given. Based on it, a nonlinear integer programming model to maximize total multi-period profits subject to given stocking space, budgetary and service level constraints is established. The computational results show that by using this joint decision model, the profit of the retailer could be 5 times more than the before. The result shows that as the centralized coordinator, the manufacturer will enhance greatly the whole system's competence of obtaining profit by taking the profit maximization of distribution system as its' strategic goal.

In the development process of human society, we will face more and more common problems such as energy, war, disease, protection of the environment and international terrorism. In order to promote the common development and progress of mankind, global collaboration and communication is particularly important. In this article, we analyze the China's problems in current global collaboration and communication, then probe into the deep-seated causes of the occurrence of such problems, lastly, we provide some constructive thoughts and countermeasures on how to establish a health, reasonable and orderly way to collaborate and keep the channel of communication unblocked. People should insist the principle of mutual learning and mutual assistance in the process of global collaboration and communication and emphasize national self-confidence, establish a stronger national awareness and management capacity, control the speed of development, so that the whole world can develop toward a healthy and orderly direction.
