In the context of the digital transformation of all socio-economic processes of society and the complex situation with «live» communication (as a result of the coronavirus pandemic), in Russia and other countries of the world, the problem of organizing an effective e-learning system at all levels of education is first on the agenda. In the Russian Federation, the solution to this problem is currently being exacerbated by the digital inequality of territories that has developed for various reasons. This situation is explained by many factors, including the level of availability of high-speed Internet, the level of digitalization of the local telephone network, the cost of IT services in various regions of our country. The article identified the current problems of the modern system of electronic (distance) education in the Russian Federation, revealed the impact of these problems on the practice of digital learning, examined the challenges and threats of implementing the e-learning system in practice, including those related to the digital inequality of Russian territories. The authors presented an analysis of statistical data that characterize the level of students’ access to broadband internet in various regions of Russia, which is required for the normal functioning of modern educational platforms. As a result of the analysis, the authors of the article formulated proposals to reduce the risks of distance education, as well as possible ways of its improvement.

The article examines and estimates the possibility of applying the conception of territorial marketing when planning and managing the development of tourist destination. In real terms, territorial marketing recognizes branding as a key element of territory promotion. Branding of destinations, being well-developed in theory, is widely applied. Since 2003, China has introduced a system of touristic sites classification that ranks destinations from the lowest A-level to the highest 5A. The latter marks a site as world famous landmark, which means a considerable increase in tourist flow. In the run-up to the Winter Olympics, winter sports and tourism are gaining popularity in China. International Tourism Investment Association operates a winter sports center in Heilongjiang Province. Following the increasing demand for winter tourism services, the company has decided to implement a development strategy for Finshuishan Mountain Winter Sports Center to raise the destination to 5A-level. The project involved working out a program of a complex territorial marketing strategy, and operationally, the goal has been achieved. However, due to formal reasons, namely, the COVID-19 pandemic, the Winter Sports Center cannot be classified as 5A.

In the current context national goals in the field of economy are associated with further strengthening the competitiveness of Russian products on world markets, supporting national producers, stimulating investment activity. One of the conditions for their implementation is the application of regulation of foreign trade activities through the granting of benefits. The purpose of this article is to analyze and systematize the existing customs privileges within the framework of supranational and national legislation. A competent and transparent organization of system customs benefits allows not only foreign trade participants to save financial resources, but also to increase the investment attractiveness of the state. In the process of studying the EAEU legislation for customs privileges, it was revealed that different types of benefits are established by various regulatory legal acts; there is no understandable and clearly built system. The existing customs privileges are systematized and the basic rules for their application are described in the article. The content of each type of customs benefits has been disclosed. The analysis of the customs benefits in the Russian Federation during various periods of integration was carried out. Keywords. Customs regulation, customs benefits, preferences, customs payments, tariff privileges.

Residential premises used for the tourist accommodation and temporary accommodation along with traditional accommodation facilities (hotels, hostels, etc.) form the infrastructure of tourist accommodation. The lack of a unified approach to the designation of these premises in international and Russian regulatory documents leads to the fact that different terminology is used in scientific and business turnover. A critical analysis of the terms allowed the author to identify three approaches to the designation of residential premises used for the tourist accommodation and temporary residence, which emphasize the contemporary aspects of the functioning of residential premises used for the tourist accommodation and temporary residence. Firstly, these residential premises are considered as facilities, objects of tourist accommodation, that is, «regularly or occasionally providing places for overnight stops», secondly, they are considered as residential premises, and thirdly, they are referred to as «airbnb objects», since most of these objects are presented on online booking platforms [1; 2]. The involvement of residential premises in the tourism sector allows us to speak about a special type of accommodation facilities for tourists for which the author proposes to use the term «tourist accommodation».

The topicality of the study is explained by the inevitability and necessity of including information and digital technologies in the process of education at all levels. The aim of the article was to analyze information and digital technologies as applied in students' individual studies management in general, and in teaching ESOL — in particular. The authors examined the role of individual study as part of the educational process, showed the importance of its correct and effective management, and identified the contemporary issues that teachers and students have to face. Having studied the most up-to-date information and digital technologies and analyzed their applicability in teaching ESOL, the authors proposed a ready-to-use list of the most interesting, effective and user-friendly resources, services, and software products as classified according to the levels of students’ individual study organization.

The key trend in the development of the securities market in 2020–2021 was a record inflow of retail investors. At the same time, the increasing number of private investors on the stock market is accompanied by their active use of social networks. The development of social networks enables private investors to establish communication with each other, pool capital and develop common strategies, which ultimately increase the influence of individuals on the stock market dynamics. A review of modern economic scientific literature has shown insufficient coverage of the issue of social networks impact on the securities market. In this connection, the authors made an attempt to investigate such precedents to systematize them. The article presents the dynamics of the number of private investors and their share in trading turnover, gives reasons for the expansion of retail investors presence on the securities market, considers statistics demonstrating the breadth of the Internet and social networks penetration into various spheres of citizens' life. Cases of market manipulation through the actions of private investors in social networks were analyzed and summarized, as well as government regulators’ reaction to such actions was revealed. A number of risks associated with social networks influence on investment decisions by private investors are identified and recommendations for their protection and leveling the negative background of social networks are proposed.

The article described the specifics of economic science in the context of general scientific principles of cognition and the need to ensure the stability of economic systems. The research examined the nature and essence of objective and subjective factors of economic behavior, the nature of their interaction and the mechanism of transformation. Objective economic laws of differentiation of economic entities by the level of absolute welfare and equality of relative welfare are formulated. The state of the economic system is considered from the position of thermodynamic equilibrium. We formulated the condition of thermodynamic equilibrium of economic systems, which differs from the condition of equilibrium in the light of mechanistic concepts. The moment of the first archaic division of labor was highlighted as the point of bifurcation and the exit of the economic system from the state of thermodynamic equilibrium. The irreversible nature of this transition was emphasized. We found that it is necessary to study economic systems as non-equilibrium from the standpoint of assessing the state of complex dynamic structural formations.

The study examined phenomenon of misseling — a sales practice in in which a product or service is deliberately misrepresented or a customer is misled- in the activities of banks in the retail market. Currently, this phenomenon is clearly insufficiently studied, especially from a scientific standpoint. Meanwhile, the problem of banks using unfair practices is relevant not only because of violation of consumer rights, but also because it undermines the strategic foundations for the development of the banks themselves and the banking system as a whole, destroying the trust and customer loyalty to banks and the banking system as a whole. The authors employed Mystery Shopper observation method and content analysis of ads posted on social networks Instagram, Facebook, YouTube to study the misseling in the activities of three banks in Irkutsk .The study found the presence of misseling: deliberately providing consumers with incomplete information about the characteristics of the product; using not entirely reliable information in working with clients by hiding possible alternatives for choosing and persistently offering a certain solution option as the only one or the best; imposing additional services or product options; the use of manipulative methods of persuading consumers in advertising of the bank and its products. We believe that the use of misseling reduces the socio-economic role of the bank as a financial organization, and its activities "slide" to the level of usury.

The growing interest in researching the topic of defining the essence of social engineering as a threat to economic security is due to the increasing complexity of the information and technical components of the life of modern society. At the same time, with the complication of all processes existing in society, information threats are becoming more complex and increasing. Information threats arising from the outside have the ability to penetrate the most protected systems of organizations of various levels, realizing the goals of the subjects of hacking. The situation is getting more complicated every year also because, as a rule, the goals of such incursions into the sphere of information security are extremely destructive. In the course of the study, we analyzed six methods of social engineering combining fraudulent schemes of different levels of complexity, which are currently used in a destructive manner and negatively affect economic security. The scale of information leaks in the financial sector in 2019–2020 is illustrated by data type, intent, culprit, and type of incident. We found that social engineering methods are adaptive, they change in accordance with fluid environmental conditions, and therefore, security personnel need to stay up-to-date on current methods and schemes to prevent hacking activities.
