Currently, it is necessary to build a product quality management system that ensures the smooth operation of the organization, the competitiveness of products, the development and maintenance of the organization's quality goals. The article discusses the theoretical foundations of quality management of manufactured products at the enterprise. The necessity of quality management of the enterprise's products as the basis of the competitiveness of the enterprise is substantiated. The concept of quality management is considered. The stages of development of the quality management system are given. The threats of defective goods and their impact on the economic condition of the enterprise are considered. At the research stage, the Ishikawa causal diagram was used, developed using the 6M mnemonic technique. The quality control system of metal structures is analyzed. Losses from defects in the manufacture of metal structures were revealed. A Pareto diagram of the defected goods distribution is constructed, the data of which indicate that more than 55 % of the defects is caused by locksmiths, 17 % — undercuts, 13 % — displacement of holes and other reasons. The main reason was the insufficient level of qualification of locksmiths. In order to improve the quality of products, measures have been proposed concerning the retraining of workers, updating equipment. It is recommended at operational meetings to develop preventive and corrective measures to reduce defects, reduce the workload of engineers of the technical control department. The suggested measures will reduce the number of defective products, increase the competitiveness of the company's products.

The importance of media competence research is connected with the totality of media communications; its psychological component is necessary for a person to understand the peculiarities of media influence and is, at the same time, poorly studied. For specialists in the field of advertising and public relations, psychological media competence (PMC) is of particular importance, since their activities involve the creation of an attractive product for the audience, while not violating the psychological safety of consumers. This determines the relevance of the presented research, the task of which was to analyze the components of psychological media competence among students. The study was conducted using the semantic differential (SD) method and a questionnaire methodology compiled by the author, which allows assessing the ability of a person to determine the psychological characteristics of media texts. Factor analysis, nonparametric Mann-Whitney and Kraskal-Wallis criteria were used for processing. The program developed by the author and tested in the course of the formative experiment is presented, it is aimed at increasing students’ PMC as of future specialists in the field of advertising and PR. 110 people participated in the study. A low level of students’ PMC was revealed. According to the analysis of the results of the experiment, a judgment on the effectiveness of the experimental program aimed at the development of psychological media competence, in particular, the skills of psychological analysis of media texts, is substantiated.

The author represents a qualitative and meaningful analysis of the results of an empirical study of the professional orientation of university students with disabilities. The obtained results indicate the corresponding statistically-significant differences in the subject area, professional intentions and the status of the professional identity among university students with disabilities and students with a conditional norm of health. The analysis of the results of the empirical study demonstrates the immaturity of the professional awareness of students with disabilities, which consists in the absence of taking into account the existing limitations in their future profession, a low level of awareness of its essence and the opportunities it provides, as well as the problematic nature of the status of their professional identity. This allows us to assert that the relevant vector of educational and professional activity of students with disabilities in higher education should be the directed development of an adequate professional orientation and its components, in addition, taking into account the nature of health limitations.

It is offered to use for solving NP-complete (difficult) tasks a modification of methods for satisfying the constraint (CS) by including automatic proof of theorems (APT), and programming in constraints — generation of Turing's machine (TM). Currently, CS uses AP in a truncated form (logical programming), and it is suggested using the method of invariant transformations (MIT), which is a full-fledged APT. In addition, it is offered to use CS methods to generate TM solving NP-difficult tasks recorded on the TM tape, which is an extension of programming capabilities in constraints.

Irkutsk National Research Technical University has recently launched a number of English-taught educational programmes with the paramount objective to transform the educational landscape of the university. Delivering the programmes in a foreign language gives the university significant competitive advantages in the higher education market, and also enhances the standards of education by attracting foreign experts, professors and students. The purpose of the study is to identify specific didactic tasks that will determine the design of English-taught educational programmes. Having analysed the experience based on language training of undergraduate and graduate students who study in multicultural groups and take English-taught courses, we conclude that the academic status of foreign languages within the programmes of Baikal School of BRICS differs from classical educational paradigms. The implemented lingua-didactic approach when delivering the disciplines focused on language performance is based on the principles of intercultural reflection, acceptance of linguistic and cultural diversity, generation of common meanings and values of education and academic cooperation within the studied subjects, and it contributes to the development of adequate educational technologies resulting in appropriate learning outcomes of students. The results of the study can be used to evaluate and develop similar educational products.

According to many analysts, the modern digital technological transformation of the economy, both at the macro level and at the level of industrial enterprises, has a deep character and is aimed at establishing a new global economic structure. Programming at the level of international, climate, anti-pandemic, sanctional, technological, military-political and other agreements to reduce the level of production and consumption in accordance with the principles of sustainable development determines the prospect of transformations in industry, including in the raw materials sector. A significant part of the industrial companies of the Siberian regions belongs to the field of raw materials extraction, which forms new guidelines in the new technological conditions, both in personnel and technical areas. Large-scale introduction and application of a new generation of equipment that meets modern environmental standards requires accelerated training of a significant number of professional personnel. In fact, the education system, which should ensure the educational process of a high strategic status, both in scale and in terms of engineering and technical level, requires a systemic transformation based on the principles of digital technological innovations. The release of a significant number of workers, both representatives of the working professions and the intellectuals, which is happening and threatening to intensify, in the light of the ongoing contraction of the economy, will require the formation of millions of new jobs. This fillip, aimed at the development of small industrial forms of production of end-use goods, is able to provide employment for the population, as well as an increase in the level and quality of life in export-raw materials regions with the support from the state. The creation and development of engineering, technical and technological business franchises with the formation of a large retail network representing the goods of "industrial farms" are promising in this aspect. The upcoming steps of digital technological transformation require a comprehensive balanced scientific understanding, the development of appropriate justifications and recommendations.

The problem of the specifics of correctional work with primary school children with disabilities is relevant due to the need for the search for new effective forms of assistance in the development and compensation of disability of this heterogeneous group of children. The knowledge of the features of correctional work with this group of children of primary school age will allow us to increase the effectiveness of correctional work. The purpose of this empirical study is to substantiate the effectiveness of the correctional program aimed at developing the attention of children with disabilities (a group with intellectual disability). The methods of educational experiment, the “Correction task” technique, “Schulte Table” and statistical method were used. The author of the article created the program “Educational Development” for children with disabilities (intellectual disability). The aim of the program was to correct attention of children with intellectual disability. The objectives of the program were to improve span of attention and concentration of this group of children. The results of the theoretical and empirical study of the initial and secondary level of attention properties in primary school children with disabilities are presented. The process of attention of primary school children with disabilities (a group with intellectual disability) has specific disorders, such as insufficiency of concentration, stability and capacity, accompanied by mental instability. As a result of the correctional work, statistically significant differences in the properties of attention concentration and stability and performance efficiency were revealed. Thus, the effectiveness of regular and systematic correction of the attention process of children with disabilities (a group with intellectual disability) is justified by comparing the results of the initial and final diagnosis and identifying significant positive changes. The process of attention of primary school children with disabilities (a group with intellectual disability) has specific disorders, such as insufficiency of concentration, stability and span of attention, accompanied by mental instability. The prospect of the research is to identify changes in cognitive operations as a result of the correction of attention ability of this group of children.

In the current conditions of increased retail trade competition, which include the pandemic, further decrease in consumers’ purchasing power, tougher competition between federal and regional retail chains and digitalization, it is crucial to improve the customer experience quality, ensuring its compliance with new customers’ requirements and the opportunities presented by digital technologies. In this context, the need to solve the problem of improving the validity of the assessment of the customer experience quality, which is considered the most important object of sales management and a factor of competitiveness of trading companies, becomes particularly relevant. The study of various approaches to conducting this assessment made it possible to identify such problems as lack of consensus on the essence of the concept of ‘customer experience quality’, incomplete accounting of factors affecting the customer experience quality, lack of systematization of indicators of its assessment, insufficient development of approaches to assessing the customer experience quality compared to the competitors. The author clarified the definition of ‘customer experience’ from the standpoint of the interests of trade companies interested in assessing the customer experience quality as a tool that provides an increase in the level of sales management and competitiveness. Based on the proposed approach to the systematization of indicators for assessing the customer experience quality, an integrated approach to its assessment is presented, which allows not only calculating integral indicators for assessing the customer experience quality and comparing it with that of competitors, but also private indicators that allow identifying directions of its improvement.

As corruptions is one of the most important problems in most modern states, its assessment forms an important part of integral governance indicator. Worldwide Governance Indicators (WGI), a technique, worked out by The World Bank, is widely used in the international level. Since 2019 the technique “Methodology of Conducting Sociological Surveys for Corruption Assessment in the Constituent Entities of the Russian Federation” (further in the text — Methodology of the Russian Federation Government), adopted by the Government Decree of the Russian Federation, is used in the national level. The main purpose of the present research is to evaluate how the national methodology of corruption assessment reflects the quality of governance in this sphere. The research focuses on the main techniques for corruption assessment in different levels. The study analyses the main scientific statements for corruption assessment as a component of integral quality indicator of governance. Secondary data of corruption survey’s findings formed the information and empirical base of the research. The novelty of the study is in developing original author’s approach towards methodological aspects of comprehensive governance assessment. It was found that the national methodology is an alternative approach, characterizing the quality of governance in this sphere. The research revealed several drawbacks of the indicative methodology issued by the World Bank. The Methodology of the Russian Federation Government more appropriately reflects the corruption level and more accurately characterizes the governance quality in the sphere of fighting corruption in the regions of the Russian Federation.

The structure of the revenue side of the budget in the Russian Federation has been undergoing changes in recent years. If earlier, during the Soviet Union, the budget was mainly funded through tax revenues from industrial enterprises and sale of various raw materials for export. Later for several decades in various regions of the country, most industrial enterprises did not function, and people who previously worked in them began to work for small business or moved to other regions. In these conditions, funding the budget and raising the standard of living of the public was only possible through the development of non-production sectors of the economy. The article used empirical research methods such as analysis and synthesis, comparison, generalization, etc. to review available research, and firsthand experience of the authors of the article who developed creative spaces within the framework of various competitions held by the Agency strategic initiatives to promote new projects. In the past few years, support for industries related to the so-called creative economy has been gaining weight at the federal level. The article analyzed multiple publications on the topic and provided a rationale for the influence of non-productive creative sectors of the economy on the development of regions. In particular, due to the development of the tourism industry, the Baikal region has every chance of stable economic growth. As an example, there is project to develop rural tourism in the Republic of Buryatia as part of the competition for tourist and recreational territories, held in the Russian Federation in 2020 by the Agency for Strategic Initiatives, is given. Based on the study and the experience gained from participating in the development of tourist and recreational sector, we suggest that there is a possibility of increasing the budgetary, commercial and social efficiency of the development of territories by supporting creative industries.
