The problem of encouraging land reclamation activities is topical for present-day development of national agriculture. Land reclamation is a prerequisite for the growth of agricultural production, as it provides crop yields. At the same time, the existing situation of land reclamation in the Russian Federation does not allow to fully use its achievements for the long-term development of the industry. High wear and tear of equipment and its low manufacturability, costly work and a lack of qualified personnel impede the increase the efficiency of agricultural production. The existing economic situation of Russian agricultural enterprises does not allow them to carry out land-reclamation activities on their own in the necessary volumes. In this regard, the government state has provided a mechanism of financial incentives for carrying out relevant activities. The article is devoted to the governmental support of land reclamation in the Russian Federation, its problems and prospects. It analyzes the implementation of governmental state support for land reclamation work and its main results. It offers measures for correcting the governmental support for implementing reclamation works in order to preserve soil fertility and to ensure the effectiveness of agricultural production.

A study of three economic systems: a free market, a planned economy and a mixed economic system was carried out. The types of economies of the most developed countries were determined as a mixed type of economy. This type of system is more stable, since it contains the stability of a planned economy and the efficiency of a market economy. The authors base their research on the scientists’ opinion that the ratio of the economic activity of the state and the large business as a planned core of the economy and the market sector, which is represented by small and medium businesses, is a determining factor in achieving positive dynamics. Thus, it becomes necessary to identify the optimal level of this ratio. Since the organization level of developed countries can be considered formed, it is assumed that there are factors contributing to this state. Having identified these factors, we can formulate an effective development strategy for countries. It is assumed that the results of the study can help determine the development strategies of both transitional economies and those that demonstrate poor quality of functioning.

The article examines the current specificity of foreign trade ties of the Far Eastern Federal District. It presents a brief analysis of dynamics of the volumes and commodity structure of the export-import operations of the Far Eastern Federal District. At present, of specific significance for the regions of the Far East and Siberia is search for tolls of modernizing the economy with purpose of transition to innovative development. Foreign trade can be a perspective direction of socio-economic development of Russia’s Far East. Far Eastern Federal District is export-oriented, but in the export commodity structure the mineral raw groups of commodities prevail, which decreases its positive effect. Expansion of trade-economic and investment cooperation with the countries of the Asian-Pacific region in the field of developing processing industries and machine building oriented at increasing the depth of mineral resources processing and growth of the ready-made products export can become the basis of sustainable development of the Far East.

The rental market of residential real estate has not been fully formed, and, in addition, in this sector there are problems of developing rental relations in the field of residential real estate that prevent the development of their sustainable system. Perfection of the sector of residential real estate rent is necessary for providing economic stability in the country and developing the rental housing market. The article examines the concept and brings forth a classification of residential real estate, characterizes the legal basis of rental relations, the problems of development of such relations in the sector of residential real estate. A particular emphasis is placed on improving the system of rental relations which includes balancing supply and demand in the rental market, establishment of rent in accordance with the household incomes, as well as development of rental services in the sector of residential real estate which are provided by intermediary firms in the real estate market.

Forest fires extremely undermine the environment, cause serious damage to the forests, wildlife resources and national economy of the country. The issues of fight against forests fires and their prevention are especially important for Eastern Siberia with its huge spaces, low population density and poor development of the road network on the taiga territories. Organizing and delivering largescale fire prevention activities entails enormous financial and material and technical resources Therefore, ecological-mathematical modeling of situations arising from countering forest fires becomes relevant. The purpose of investigations of such models is to develop a fire fighting strategy that would ensure an acceptable environmental level and, at the same time, be economically effective. This article pays attention to solving the problem of optimal control of forest fire fighting, the prototype of which is the well-known model by G.M. Parks. To analyze the model, the modern programming language Julia is used, which is designed to perform mathematical calculations and numerical investigations. It mostly designed for mathematical calculations and numerical analysis of various problems. Irkutsk Oblast has been chosen as a model territory of research.

The article considers the role of small business in terms of the present-day global economy and analyses the problems of identifying an optimal correlation between small and large businesses in the open-type economic systems. The authors describe the features of small enterprises in performing economic activities and substantiate the necessity and expediency of cooperation between large and small companies in the field of technological innovations. Foreign experience has proved the effectiveness and perspectiveness of incorporating of small businesses in the activities of large companies, one of the components of country's successful economic development as a whole. However, despite the emerging positive trend, this area is still not given due attention in Russia. The authors investigate the historical features of the Russian small business system that have left a mark on its interrelations with large business entities and bring up an issue of the necessity of mastering the state support of the small business sector in our country and pay a sufficiently more attention to the issues of cooperation and mutual support of small and large businesses.

At present the Industry 4.0 is the most probable vector of industrial development which can principally change the role and place of man in physical economy. In our view, its resulting consequence will be a fundamental change of human psychology and public relations. The aim of the article is an analysis of the internal reasons of the Industry 4.0 unwinding and forecasting the state of society and man which can take place in the mature phase of this future industrial reality. The author brings forth a hypothesis that establishment of the Industry 4.0 will result in driving out man from the industry with delivering to the cyber-physical systems first the mechanical functions and then the communicational, economic and technological ones. In the final count, man will retain only two types of functions — the project-oriented and the worldview ones, the access to which on part of the cyber-physical systems seems rather unlikely. The completion of this process results in vanishing the forces that support the integrity and unity of today’s society. Preservation of the civilization will require a new social foundation, which, in our view, will be established by an increased interdependence od individuals: creation of colossal amounts of information pressed into multi-layered images and operating them will be possible to perform alone. It is only within the power for an intellectual network made of individual consciousnesses united on the integral ethical platform.

The article examines the impact of developing digital information technologies on the labor market and public employment. At the same time, it analyses separately the impact of the digital economy on the territories with a relatively low standard of living and high unemployment. The author presents the data for the state of the process of digitalization of Russia’s economy and makes a conclusion of high development level of tre information infrastructure, noting, at the same time, the existence of a strong gap in the level of digitalization between the regions. In assessing the impact of the Internet technologies development on public employment, two main consequences are identified: a decrease in the impact of the geographical factor on demand and supply on the labor market and involvement of previously unemployed social groups in the production process. The results of these consequences are divided into opportunities and threats to the population, whereby their analysis is carried out separately for the population of the periphery.

The article is of an overview nature and aims at a preliminary analysis of the origins of the existential tradition in psychology. The author considers the existential analysis of L. Binswanger and the Dasein analysis of M. Boss as concepts that have arisen in contrast to the natural science paradigm in psychology, in particular, psychoanalysis. It shows that the existential approach in psychology arises as an attempt to form a new view of man in science, based on philosophical traditions: the phenomenology of E. Husserl and the fundamental ontology of M. Heidegger. At the same time, Binswanger’s teaching is defined as an anthropological type of scientific research aimed at studying the essence of human existence; the doctrine of M. Boss — as an ontological concept in psychology. Particular attention is paid to the issue of implementing the principles of the teachings under consideration in work of existentially oriented psychotherapists and counseling psychologists. The article shows that the basis of the both concepts is the phenomenological method.

The paper analyzes the features of the formation of «model» budgets, assesses the consequences of the transition to the distribution of subsidies to the subjects of the Russian Federation from the federal budget on the basis of the calculation of the «model» budget and developed proposals for adequate consideration of the identified problems in the inter-budget policy of the Russian Federation. It is shown that the transition to the «model» budget in the Russian Federation is envisaged through the mechanism of redistribution of the total amount of subsidies to equalize the budget provision with simultaneous refinement of the method of increasing the allocated subsidies to the least affluent regions. The discrepancy between the current budget expenditures and the estimated need for budget allocations was revealed, which can lead to the emergence of unsecured budget expenditures for planned activities in a number of Northern and Far Eastern regions. The necessity for maximum orientation to the individual characteristics of the subjects of the Federation in the calculation of «model» budgets is shown, which is expressed in taking into account the rising cost factors associated with the uneven distribution of the population and the difference in the coefficients of transport accessibility in the subjects of the Russian Federation.
