Maximum Doppler spread or, equivalently, the vehicle velocity, can be estimated to improve handoff algorithms and tune parameters for systems when channel conditions change. This paper presents a new mobile station velocity estimator based on the normalized auto-covariance of the Rician fading signal and that of the squared envelope respectively of the received signal. The proposed algorithm is based on such a truth that estimation from auto-covariance function of received signal is more accurate than that from squared envelope when LOS component is not strong (K is small), and the conclusion is contrary if K is large. Compared to previous approaches, the proposed algorithm is shown to have better performance in a microcellular /macro cellular propagation environment, which can be characterized by no isotropic scattering and/or a specular component of unknown strength. Simulations show that the proposed algorithm is robust in both microcellular and macro cellular environments.

The present study give a process integration evaluation method for supply chain integration of the Fourth Party Logistics (4PL), based on fuzzy theory. First, we study the requirements of 4PL, and then transform the collected logistics requirements into the supply chain process design requirements using quality function deployment (QFD) method. Second, we eliminate the non-value process using benchmarking method and rebuild the supply chain based on fuzzy evaluation theory. Third, the optimal model of 4PL is given using multipurpose optimal theory in order that the whole maximum value of partners within 4PL is achieved under time, quality, cost, and service constraints. Fourth, we proposed the evaluation method of 4PL integration solution based on the fuzzy Analytic Hierarchy Process (AHP) method. In the end, the paper point that 4PL is bound to become the direction for Chinese transport enterprises and 4PL market will be promising in future.

With Innovative capital perspective, the proportion of R & D personnel, R & D intensity, R & D productivity and per capita number of patents are constructed as the industry's innovation capacity evaluation indexes. Using cloud theoretical framework, the evaluation method of industry’s innovation capacity based on cloud model is built. Through the backward cloud algorithm, this method combines qualitative and quantitative evaluation for the average level of innovation capability, the degree of difference and the stability. In accordance with cloud diagrams generated by forward cloud algorithm being reflected in the simulation of innovation capability, a more intuitive way for decision-makers describes innovation capacity. During recent years, electronic business industry has been developed rapidly. Some companies in the industry have been listed on the security market overseas or in the domestic. They have achieved excellent performance in the stock market, and given great value returns to the shareholders. Chinese economy is experiencing an important period of transforming industrial and economic structures. More and more electronic information and new economy companies will be selected as members of public financing market. Competition, comparison and evaluation among them are necessary. Thus, the efficiency evaluation on the performance of listed e-commerce companies is very important. By employing some financial indicators of the companies, AHP (Analytical Hierarchy Process) and DEA (Data Envelopment Analysis) models are utilized to evaluate the efficiency of six selected “pure” e-commerce list companies. The paper aims at introducing a new quantitative method in evaluating and comparing the performance of the listed e-commerce companies.

This paper considers Allinpay & Open-union as the potential entrant bank card organizations, and builds two Game models which are Cournot model and Stackelberg model to analyze the asymmetrical competition between Union Pay and Allinpay & Open-union. From the analysis, this paper gives follow conclusions: (1) The first-mover advantage makes Union Pay to decide the equilibrium output and gain the maximum profit; (2) Union Pay as the incumbent bank card organization will announce a big production to prevent Allinpay & Open-union from accessing to markets. Therefore, Allinpay & Open-union should take to the rapid establishment of networks to successfully enter the market.

The paper used the method of empirical study to explore the influence which the five factors (the convenience of supplier information acquisition, the convenience of price information acquisition, (other) buyer’s assessment, the seller credit, the convenience of the payment) made on two kinds of different irrational purchasing: the one with obvious purchasing purpose and the one without. What’s more, the paper displayed this relationship by regression equation which will benefit the follow-up study and the business decision-making.

It is well known that e-commerce can help firms reduce cost, enlarge market and enhance efficiency etc.. Yet, e-commerce is not being adopted readily by small and medium-sized enterprises in China. So it’s necessary to explore the mechanisms affecting its adoption and implement. Based on literature review, various types of factors previously considered are examined. According to this, a multi-level conceptual model of these aspects of factors affecting e-commerce adoption in Chinese SMEs is proposed on the basis of innovation diffusion theory, technology acceptance model, institutional theory and strategic orientation theory. A series of propositions are developed. Further research suggestions of the theoretical framework are discussed lastly.
