Gender-Based Poverty Alleviation in Grobogan Regency 格罗博根县基于性别的扶贫

Indonesia’s human quality is relatively low. Based on the 2017 Human Development Report, the number of the Indonesian Human Development Index (HDI) or Human Development Index (HDI) is 70.81. In detail, the index number is a composite of life expectancy at birth of 70.90 years, Number of Expectations for School Length 12.72 Years, Average School Length 7.95 years, and expenditure per capita Rp. 10,420,000, -. The aim of this paper is analyzing poverty reduction efforts in Grobogan Regency in 2018. Has poverty allieviation been carried out by the Government of Grobogan Regency already taken into account the interests and needs of men and women proportionally? Based on the analysis above, it can be concluded that poverty reduction in Grobogan District has not maximally taken into account the interests of women and men proportionally. In the economic field, women’s ability to access capital has not run smoothly, because some savings and loan businesses managed by women have not run smoothly. In the field of education, women still lag behind men in indicators of long-term school expectations. Likewise the condition of women’s education is still lagging behind that of men, which has an impact on the opportunity to get decent income. Women’s income is lower than that of men. In the field of health and clean water women are still vulnerable to maternal mortality and environmental hygiene.

The article aims to describe the process of commodification of the Malangese Mask Wayang Art at Asmorobangun Art Center, Pakisaji Sub-district, Malang, Indonesia. Asmorobangun Art Center is one of the surviving art centers engaged in the efforts to preserve and develop the Malangese mask wayang art. The data used in this qualitative study were collected by means of interview, observation, and examination of relevant documents. The results show that the process of commodification of the Malangese mask wayang art manifests in three practices namely the gebyak senin-legian mask wayang performances, art tourism packaging, and mask production. Commodification has transformed the art into commodities/products that are part of the local tourism industry.
本文旨在描述印度尼西亚马朗市帕基萨吉街道Asmorobangun艺术中心的马兰热面具瓦扬艺术商品化过程。Asmorobangun艺术中心是幸存的致力于保护和发展马兰热面具瓦扬艺术的艺术中心之一。本定性研究中使用的数据是通过采访、观察和检查相关文件的方式收集的。研究结果表明,马兰热面具瓦扬艺术商品化的过程体现在三个方面,即老年人面具瓦扬表演、艺术旅游包装和面具生产。商业化将艺术转化为商品/产品,成为当地旅游业的一部分。

Tenure Conflicts Resolution Of Colol Custom Community In Ruteng Recreation Park, Nusa Tenggara Timur 努沙登加拉帖木儿如腾游憩公园冷俗社区权属冲突的解决

AbstractDetermination of the Ruteng Recreation Nature Park had caused conflicts over tenure for Colol custom community have been in and around the area since before the establishment. Conflict was due for  access to agricultural land use and timber had closed by the management. The conflict resolution involves three elements, namely the government, customs and religion which are called the three pillars. This study aims to understand the stages of the tenure conflict, relevant stakeholders and the conflict resolution. The study was conducted Colol village in April to May 2016. Acquisition of data using observation, in-depth interviews with a purposive and snowball and secondary data. Analysis of data using conflict tree analysis, stakeholders and mapping conflicts. The results showed that the cause of the conflict is the difference in value systems that implicates disagreement land status and boundaries as well as the uncertainty of access due to rights issues and access. Conflict resolution is required is to build trust between the parties, improve communication to reduce the differences in perception, increased involvement of indigenous peoples in the management of Ruteng Recreation Park, reconstruction of recreation park boundaries involving the parties, especially the major stakeholders and optimizing the coordination and communication between the parties.Colol Custom Community determine their traditional territory option to pull out of the Ruteng Recreation Park.

Structural and Cultural Aspects as the Potentials in the Development of Alternative Education for Fishermen Community 结构和文化方面是发展渔民社区另类教育的潜力

Fisherman community is a community that is generally vulnerable to poverty and underdeveloped education. However, this phenomenon is not found in the Banyutowo village fishermen community because they already have a view to improve their standard of living through education. However, the prioritized education is a formal education that has not been based on the values of local wisdom that they have so that educated people tend not to return to their villages. This study aims to determine the potentials of Banyutowo village that can support the development of alternative education based on local wisdom of the fishermen community. This study uses a qualitative approach with data collection methods namely observation, in-depth interview and FGD. Data validity uses source and method triangulation. The results show that: (1) The potentials of the Banyutowo village fishermen community in supporting the development of alternative education include structural and cultural aspects (2) Structural aspect is in the form of educational institutions managed by Christian and Muslim communities and local leadership figures who are able to make the villagers move forward (3) Cultural aspect is in the form of futuristic cultural values orientation, high motivation for achievement, and religious values that support them to become quality individuals.

Construction of Cultural Resilience through the Exploration of Seblang Olehsari Banyuwangi Ritual Philosophical Value 从Seblang Olehsari Banyuwangi仪式哲学价值的探索看文化韧性的构建

Seblang Olehsari Banyuwangi is a sacred ritual containing moral messages symbolized in symbols. The symbols need to be explored in order to be understood better and serve as a guideline for the community to implement collective norms as an effort to strengthen social solidarity. Strong social solidarity will strengthen cultural resilience to cope with the current globalization of culture. Recognizing that to construct social solidarity requires a comprehensive understanding of the philosophical aspects, so that Seblang ritual from the philosophical aspect needs to be studied more deeply. Therefore, this research aimed to explore the philosophical value of Seblang Olehsari ritual as cutural resilience. The benefits that can be taken, this research was expected to show to the society about the need to maintain Seblang Olehsari ritual as one form of efforts to maintain the local wisdom. The type of this research was descriptive with in-depth interview data collection technique and participant observation. The data analysis process used philosophical approach, then examined the validity of data with data triangulation. The results of this research could be concluded that the philosophical values of Seblang ritual could be categorized based on ritual property and ritual procession that has the value of recommendation appreciate the universe and maintain the balance of the environment and preserve the nature. The construction of cultural resilience of philosophical value was shaped by cultural value systems, changing adaptation, integration functions and social cohesion and transformative.

Expectation, Appreciation, and Public Perception to The Calisthenics Activity of Street Workout Community 对街头健身社区健美操活动的期待、欣赏与公众认知

The main objectives of this research are 1) What are the forms of appreciations given by the public to the calisthenics of street workout community,  2) What are the public expectations to the calisthenics of street workout community and 3) What is the public perceptions to the calisthenics of street workout community. This research was conducted at Enggal as the center of Lampung’s street workout community. This research uses descriptive qualitative method with naturalistic approach with the subject of this research are public which is in public space during sport activity. Data collection techniques such as observation, interviews, and documentation 1) The results of research to the calisthenics on street workout community are, the Community is able to provide a positive value, the public hope this community has more membership, and socialization of enhanced calisthenics, the addition of sports facilities in the public space for calisthenics. And the public expects full support from the government in terms of providing space and simplify community permissions. As well as street workout communities are able to provide an increase in the variety of exercises, contribute knowledge and building a broad concept of friendship and able to make the public maintain and improve health. 2) The public's appreciation of the calisthenics on the street workout community shows very positive things. And the public appreciates the way communities socialize with the public through official accounts in social media, and appreciate the concept of ‘Just For Fun’ in practice. The public also appreciates that the existing facilities are well maintained, and appreciate the contribution of the community in terms of events that are held, as well as full appreciation for being able to contribute to sports and public health and reduce negative activity among young people, 3) Public perceptions of the community are very good from the way people know that there are communities that introduce calisthenics sports, the public knows the street workout community as a community that uses its own weight in training and the public is able to describe the movements made in the exercise, how to do the movement correctly, able to explain aspects of ease in accessing information if you want to join the community, and knowing the community puts of affective values into  practice, able to recruit all levels of public, whether from gender differences, social strata, or age groups, as well as the public knows the street workout community has held activities in introducing of calisthenics. The presence of community in the public make the public have great expectations for this community in terms of raising awareness of the sport and the public greatly appreciatesall community activities in sports or social activities, and then all appreciation and expectation are due to the positive perception of public about street workout community of all aspects
本研究的主要目的是:(1)公众对街头健身社区健美操的欣赏形式是什么。这项研究是在楠榜街头健身社区的中心Enggal进行的。本研究以体育活动中处于公共空间的公众为研究对象,采用描述性定性方法和自然主义方法。数据收集技术如观察、访谈和文献资料1)对街头健身社区的健美操进行研究的结果是,社区能够提供积极的价值,公众希望这个社区有更多的成员,并加强健美操的社会化,在公共空间增加体育设施进行健美操。公众希望政府在提供空间和简化社区许可方面给予全力支持。除了街头锻炼外,社区还能够增加锻炼的种类,贡献知识,建立广泛的友谊概念,并能够使公众保持和改善健康。2) 公众对街头健身社区的健美操的欣赏显示出非常积极的一面。公众欣赏社区通过社交媒体上的官方账号与公众进行社交的方式,并在实践中欣赏“Just For Fun”的概念。公众还赞赏现有设施维护良好,赞赏社区在举办活动方面做出的贡献,并充分赞赏能够为体育和公共卫生做出贡献,减少年轻人的负面活动,3)公众对社区的看法非常好,因为人们知道有一些社区引入了健美操运动,公众知道街头锻炼社区是一个在训练中使用自身重量的社区,公众能够描述锻炼中的动作,如何正确地进行运动,如果你想加入社区,能够解释获取信息的方便性,了解社区将情感价值观付诸实践,能够招募各级公众,无论是性别差异、社会阶层还是年龄组,以及公众知道街头健身社区举办了介绍健美操的活动。社区在公众中的存在使公众对这个社区在提高体育意识方面抱有很大的期望,公众对社区在体育或社会活动中的所有活动都非常赞赏,而所有的赞赏和期望都源于公众对街头健身社区各方面的积极看法

The studies of cultural revitalization, local wisdom, and social security are often separated and seems unconneted. This article aims at connecting these domains through ethnographic research and document analysis of the phenomena in revitalization of local wisdom called bari to strengthen the social security of the poor in North Maluku. Revitalization activies like raising funds from public not from government budget to build hundreds of decent housing for the poor is interesting issue to study. The three main concerns of this article are socio-cultural factors that encourage the birth of this movement, the activities and achievements of these revitalization movements, and the typical characteristics of local wisdom as a result of revitalization that distinguishes it from its original form. The findings presented in this article can contribute to academic discourse in the domains of local wisdom, cultural revitalization, and social security. The more important of this finding is to construct arguments about the existence of a bridge between local wisdom, revitalization, and social security.

Ethnic Cleavages: The Descendant and Clan Sentiment on Local Executive Election in North Tapanuli, North Sumatera Province 民族分裂:北苏门答腊省北塔帕努利地方行政长官选举的后裔和宗族情绪

The foundation of this study is political anthropology to see the phenomenon of ethnicity in local politics in the era of democratic decentralization. The study focused on ethnic cleavages in the form of strengthening social units that appear through descendant and clan sentiments at the moment of the Pemilukada (Local Executive Election). Therefore, the purpose of this study is to understand the phenomenon of ethnic cleavages which highlights descendant and clan sentiments in four districts in north of Tapanuli in the Pemilukada. Local politics at the time of democratic decentralization was not only used to expand the four cultural areas, namely Silindung, Humbang, Toba and Samosir, but also strengthen descent and clan sentiments in the Pemilukada. Although, the population in these four regions is a Toba ethnic group, its members destabilize and negate each other. This phenomenon originated from the domination of Silindung from the colonial era to the Reformation. Through Pemilukada, the descent and clan sentiments are used to blockade other candidates as well as mobilize selecting candidates from similar groups and clans. The promise of Pemilukada is channeled through a monopoly to fill government positions from one lineage group and clan. The approach of this problem is used Dunning and Harrison's theory about Cross-Cutting Cleavages and Ethnic Voting. The data collection was carried out through in-depth interviews with subjects, namely descendants and clans in four districts in north of Tapanuli. The results of the study show that: (i) ethnic cleavages occur because of the utilization and mobilization of social units namely descent and clan groups in the moment of Pemilukada, (ii) the strengthening of descent and clan group sentiments in Pemilukada is the impact of competition and contestation which are packaged as political capital for gained power, and (ii) political actors redefined ethnicity as 'Orang Toba' to smaller identities namely descendants and clans in each cultural region. The Toba ethnic groups are more loyal to their descendants and clan identities than their identities as 'Orang Toba'. Although the political analysis of the flow was considered less relevant as a result of the strengthening of the issue of interest in the Pemilukada, but the strengthening of division in ethnicity became a strong indication of ethnic cleavages and the game of primordialism during the Pemilukada.

Evaluation of the National Urban Community Empowerment Program 国家城市社区赋权计划的评估

The main problem in this study is the low level of community participation in the implementation of National Urban Community Empowerment Program (NUCEP) in Grobogan Regency. This can be seen from the lack of community involvement in the entire process of the activity stage. The purpose of this study was to find out how the level of community participation in the implementation of NUCEP in Grobogan Regency. This research method uses a qualitative descriptive approach. Data analysis used qualitative and tirangulasi data analysis techniques. The evaluation model used is the Context, Input, Process and Product. The evaluation results show that the implementation of NUCEP is good, the context of the implementation of NUCEP is good, the input of NUCEP is good, but the available funds are insufficient to meet community needs; the implementation process went well, at the stage of preparation for less community participation especially in the FGD on Reflections on Poverty and the Preparation of Medium-Term Planning for Poverty Reduction Programs; then the implementation of the activities went well and the products of the NUCEP activities in the form of physical activities benefited the community. Based on the evaluation results it is recommended that, the effectiveness of NUCEP  needs to be increased, the NUCEP District apparatus must be more democratic and participatory in the implementation of planned programs. Community involvement must always be encouraged in all processes and stages of activities, starting from planning, implementation, monitoring and evaluation, and in the preparation of reporting for each activity.

Enemy Perception and Student Brawling: A case study toward student Brawling at Bogor city Indonesia 敌人认知与学生斗殴:印尼茂物市学生斗殴个案研究

This paper is aiming to explain enemy perception as one factor of the trigger to student brawling. Paper was developed from qualitative research conducted in Bogor city in 2016 until early 2017. Data and information collected through observation, documents collection, interview of Bogor Educational office, Bogor Education Committee, Task Force of Student Brawling, schools staff, teachers, and student that include on brawling. The conclusion is that the most frequent student brawling occurs in Bogor city was triggered by the enemy perception of the student toward another school student, even toward other school groups. This perception could trigger the conflict whenever and wherever they met without policeman or teacher supervision. This enemy perception had raised a long time, as the olden generation inherit it to their younger generation, and keep maintained. Therefore, the solution to stopping student brawling in Bogor city is to eliminate the perception of the enemy towards other schools or other school groups.
