The article examines the theoretical aspects of the concept “human resources” and its relationship with the model of economic growth. The authors outlined the factors influencing the formation and quality of human resources in Russia and substantiated the direct dependence of the total human resources of the country on the volume of the human resources of Russia’s regions. The article examines how education and wages affect the movement of graduates, seen as a promising part of the country’s human resources, in the labor market. The authors analyzed the indicators of the formation and use of human resources in Russia for the period from 2010 to 2020. The research confirmed the significance of the implemented national project aimed at increasing labor productivity and supporting the employment in Russia, as it is crucial for increasing human resources. The authors proposed measures aimed at improving the quality of human resources in Russia and, as a result, increasing quality of life.

The main purpose of the study is to analyze the features of the integration of innovative technologies in the context of the professional training of literature teachers. The role of education in general and higher education in particular is being transformed from the status of a resource for the development of society into the status of a leading public sphere. The boundaries of the growth of modern civilization are determined precisely by education, its quality and availability. In order to adequately respond to the modern challenges of education, a new formation of dynamic teaching staff is needed, they constantly update their professional knowledge, know how to live and work in an innovative environment. As a result, the key aspects of the integration of innovative technologies in the context of the professional training of literature teachers were identified.

This article presents the results of a comprehensive study of private auxiliary lessons, including theoretical and empirical methods, carried out in the period from 2017 to 2020. The main approaches to the study of the problem of classification of private auxiliary lessons are system and structural-functional ones. The goals of private auxiliary classes have been defined. Their key features have been identified: they are conducted individually or in small groups; they are organized regularly; they are conducted to assist in the education of schoolchildren; they depend on the main education system; they are characterized by maximum individualization of the learning process; in most cases, they are not standardized; they are based on the principle of rhizomatic learning; in most cases, they belong to non-formal education. Based on the goals, the types of these classes have been defined, which are divided into types according to the corresponding characteristics, and their description has been given.

This work aims to research the teachers’ view on the criteria for the effectiveness of professional pedagogical associations based on general assumptions and participation experience in such activities. Research methodology and techniques. The study used the method of theoretical analysis of psychological and pedagogical literature on the problem. The empirical research was carried out using the author's methods – a questionnaire. The article presents a pilot study of teachers' insight and ideas about the criteria for the effectiveness of professional pedagogical associations. The authors investigate the ideas about the criteria for the effectiveness of professional pedagogical associations in four categories of pedagogical workers: educators of preschool educational organizations, teachers of secondary schools, university teachers, and managers of educational organizations.

The article is devoted to the definition of criteria, indicators of the professional experience formation of future border guards in the process of military and border guard practical training. Criteria for the professional experience formation of future border guards in the process of military and border guard practical training have been defined as follows: value and personal (indicators: the formation of personal qualities; expression of value orientations of the individual; awareness of the importance of professional activity), motivational and functional (indicators: motivational activity; attitude to professional activity; responsibility for own actions), activity and reflexive (indicators: ability to apply the acquired professional experience; ability to reflect in the assessment of own actions; self-assessment of own behavior and own decisions). According to the criteria and indicators, three levels of professional experience of future border guards in the process of military and border guard training have been identified: high, average, low.

The article describes the state activities of the Ukrainian People's Republic against the background of the implementation of its diplomacy in the region of Central and Eastern Europe. At the same time, the process of formation of the executive diplomatic body of the Ukrainian People's Republic - General Secretariat of International Affairs is highlighted. The Ukrainian leadership offered the utopian idea of forming a federation to the regional governments of Kuban, Crimea, the Don, and Siberia. Thus, the article analyzes the main blunders of the Central Rada on the way of formation of statehood and highlights the main vectors of discussion on this issue. The main geopolitical climate, in particular in Central and Eastern Europe, which existed for the diplomatic activity of the Ukrainian state is also investigated. In particular, it is noted that the diplomatic situation in general was not particularly favorable for the state activity of Ukraine.

The article is devoted to the issues of teaching world literature in secondary schools in the context of modern challenges in the world and the main aspects of education brought by these challenges. Here, the importance of world literature in the formation of students' planetary thinking in the teaching process is analyzed. The progressive role of these examples in the formation of students' logical, critical and creative thinking, teaching selected examples from world literature, the formation of cognitive and communication skills is emphasized. The study notes that the formation of national and human ideas, the development of personality in students is one of the main requirements of modern subject programs. The establishment of parallels between national and world literature is of great scientific and methodological importance in order to achieve such goals as the formation of a planetary image of the growing generation, the inculcation of ideas and ideas about the unity of the world.

The main reasons for the study were the problems associated with the definition of the legal nature of the legal category of “civic policy”; imperfect tools and procedures for its implementation. Objective: the formation of trends in the development of civic policy in the context of European integration processes in Ukraine. The rationale of the scientific research is due to the need to apply the theoretical and methodological framework, namely: systematic approach, dialectical, formal-logical, and comparative-legal methods. The results of the study: the legal aspects of the scientific formulation of the term “civil policy” are considered; the goals of civil policy are defined; the proposals with the current legislation of Ukraine and considering development trends in the adoption of national and international acts in the relevant area are characterized; the impact of international legal means to ensure property / non-property, private / public interests in the field of civil policy is established. It is proved that the problem requires further scientific and legislative support to protect the rights.

Modern society has a need for a systematic analysis of innovative processes that open a new digital era in the development of society. The purpose of the article was to analyze the historical, genetic, scientific and technical prerequisites for the digital transformation of the educational sphere in Russian and world practice; to determine the methodological foundations of transformational processes in education; to identify effective methods of digital pedagogy considering the needs of modern society. Research methods: theoretical and methodological analysis, which allowed us to identify the initial research positions; conceptual and terminological analysis; empirical methods: observation, survey, questionnaire, expert assessment method. The following conditions are necessary for the development of the digital environment in education: the development of digital indicators of the content of the universal competencies of the teacher, the support of the parent community, the material and technical equipment of educational institutions, new digital information tools.

The article examines the process of formation and development of the system of additional adult education in Germany in the second half of the 20th century. The historical, eco-nomic and political prerequisites that influenced the formation of the adult education system are analyzed. Special emphasis is placed on the value and importance of the legislative acts on adult education adopted by the German Government. It is established that adult education in Germany is “the fourth column” of the education system after primary, secondary and higher education. The principle of unity of the educational system serves as the basis for obtaining a high-quality and satisfying all the emerging needs of a rapidly developing modern society.
